New ferry named Chimacum CHIMACUM was chosen as the name for the newest Washington state ferry because workers and the state Transportation Commission wanted to avoid any possible confusion that would arise from having another ferry that begins with S.The commission selected the name at its meeting Wednesday in Lakewood.

Construction on the $123 million ferry begins this fall at the Vigor Industrial shipyard in Seattle, the Kitsap Sun reported. Delivery is expected in 2017, and it’s projected to go on the Bremerton-Seattle route.

Chimacum is a tribal name, following the tradition for most state ferries. It will be the third new 144-car ferry after the Samish and Tokitae. The fleet also has the 64-car ferry Salish. With the names Sammamish, Suquamish, Chimacum and Cowlitz under consideration, ferry employees said the state has enough S boats.“The most important thing they told us was they wanted to avoid S names,” director Lynne Griffith told the commission. Although Cowlitz had some support, the commission went for Chimacum.“We were particularly concerned about Sammamish,” Griffith said later. “That would’ve been real confusing with the Samish. There were a lot of people supportive of Chimacum. It’s a fun name to say.”There’s a chance another name will be needed in the not-too-distant future. The ferry system has submitted a request to fund a fourth 144-car vessel, Griffith said. Source : seattletimes

FALCON DELIVERS RIG IN SINGAPORE

OHT’s semi-submersible heavy load vessel FALCON arrived earlier this week in Singapore and discharged her cargo the VASU PREM a Friede & Goldman L-780 IC 1980 Götaverken Cityvarket AB - Gothenburg built and original Diamond Offshore Drilling owned rig which was recently retired in the US Gulf and purchased by Mercator and renamed

VASU PREM (ex. OCEAN SPARTAN) the rig was loaded onboard the FALCON in Pascagoula. The Norwegian based OHT operates four semi-submersible open deck heavylift carriers suitable for dry transportation of offshore drilling rigs, offshore modules and all other oversized non-conventional floating and non-floating cargos named EAGLE, FALCON, OSPREY and HAWK. Offshore Heavy Transport is one of the most experienced heavy transport vessel operators in the world. The regulations in Singapore are that semi-submersible vessels are only allowed to submerge during daylight hours, so last Friday at the daybreak the crew of the FALCON commenced with ballasting the vessel early morning, whilst the OHT loadmasters Capt Bartosz Kozinksi and Capt. Arild Adolfsen prepared onboard the FALCON with the ships crew all necessary things prior the discharging of the VASU PREM.

The ultimate Reefer RoRo Ship design After the release of the Reefer RoRo Ship design in September last year, we have continued the development of the new Reefer RoRo Ship

design, version II. The ship is intended for world-wide operation as a Reefer RoRo Ship in the banana trade with spe-cial emphasis on a very low box rate by very fast and efficient cargo handling in port which enables slow steaming. CLICK on the above drawing to watch the video !

The Reefer RoRo Ship and its machinery have been designed in line with the highest environmen-tal standards. In order to optimize the cargo handling on the under deck areas the bridge and engine have in version II been positioned forward of the ship, and as we found that there is a very large back haul cargo potential to Central America, we have increased the height of the four inside decks to 4.5 m to allow for general RoRo cargo. On the back haul, the ship is hence an ordinary RoRo ship. With the new refined design, the ship has a capacity of about 12,500 HC pallets – 6,800 HC pallets on cassettes inside the ship and other 5.700 HC pallets in refrigerated containers on the weather deck. The ship can be loaded, resp. discharged in twelve (12) hours. On the back haul, the ship has 4,400 lane meters, equivalent to about 900 – 1,000 cars, but with the new design general project cargo can be transported as well.

Loading in two ports in Central America and discharging in Antwerp plus one port more, and back haul to Central America, the ship is burning an average of 42 tons HFO per day. The box rate is calculated to 2.50 US $ per banana carton full liner terms equivalent on a long term charter. Vrijdagmorgen 21 november om 10.00 uur opende burgemeester Ahmed Aboutaleb het vernieuwde Haven Coördinatie Centrum (HCC) in het World Port Center, het hoofdkantoor van het Havenbedrijf Rotterdam aan de Wilhelminakade 909. Eerder werden de Verkeerscentrale Rotterdam (2010) en Verkeerscentrale Hoek van Holland (2013) grondig gemoderniseerd. Met de oplevering van het HCC is de divisie Havenmeester van het Havenbedrijf - verantwoordelijk voor de veiligheid en orde op het water - weer helemaal klaar voor de toekomst en toonaangevend voor andere havens over de gehele wereld. Het HCC is de werkplek van de coördinatoren van verkeer en inspectie in de hele Rotterdamse haven. Ze voeren namens de havenmeester het toelatingsbeleid uit. De havenmeester is verantwoordelijk voor de veiligheid en orde op het water. Op het HCC werken de medewerkers aan de toelating, planning en meldingen van scheepswerkzaamheden. Tevens coördineert men de water gerelateerde crisisbeheersing in nauwe samenwerking met de

Veiligheidsregio Rotterdam-Rijnmond. Ook de loodsdienstleiding werkt vanuit het HCC. Het havengebied van Rotterdam bestrijkt een gebied van 100 kilometer; vanaf het begin van de Eurogeul, 57 kilometer voor de kust, tot en met de Van Brienenoordbrug. Daarin arriveren jaarlijks bijna 30.000 zeeschepen en 100.000 binnenvaartschepen. Die zijn gezamenlijk goed voor ongeveer 800.000 scheepvaartbewegingen. Stena Line announces world’s first methanol ship

Ferry company Stena Line has announced that it will run the world’s first ship powered by methanol in order to reduce emissions The company, in co-operation with engine manufacturer Wärtsilä and methanol producer and supplier Methanex Corporation, will convert the 1,500 passenger, 240 m long STENA GERMANICA to methanol propulsion by early 2015. The ship will run, as it currently does, between Gothenburg in Sweden and Kiel in Germany.The conversion works, which are expected to take six weeks and cost €22m (US$28m), will take place at Remontowa shipyard in Poland in January 2015.The project will be financially supported by the European Union’s “motorways of the seas”

initiative. Stena Line CEO Carl-Johan Hagman said: “We are constantly evaluating different fuels for the future and to be first in the world with a methanol conversion is a big step towards sustainable transportation.” The engine will be ‘dual fuel’, using methanol as the vessel’s main fuel grade but with the ability to use Marine Gas Oil as backup. Methanol is a clear, colorless biodegradable fuel that can be produced from natural gas, coal, “biomass” or even carbon dioxide.

The company said in a statement that by using methanol, the emissions of sulphur (SOx) will be reduced about 99%, nitrogen (NOx) 60%, particles (PM) 95% and carbon dioxide (CO2) 25% compared with today’s fuel. From early 2015, vessels in the area around the Baltic and North Sea, known as the SECA area, will have to use fuel with very low sulphur content of 0.1% (today the fuel restriction is 1.0%).According to Stena Line, the most common is MGO which will be about 40-50% higher in price than HFO (heavy fuel oil) which is being used today.In parallel with the change to low-sulphur oils, Stena Line said it is running a number of projects to look at other alternative fuels and different techniques for emission purification such as LNG, electric propulsion and scrubbers.“Due to our size we have a broad perspective on handling the new sulphur regulations and it is likely we will use some different types of solutions in the coming years. However, based on the results of the methanol project we are intending to convert additional ferries, says Stena Line CEO Carl-Johan Hagman.He continued: “Naturally, adapting and converting Stena Lines fleet of some 40 ferries to the new regulations in the near future is a very tough task which will both take time, effort and money. The company said that methanol’s emissions are similar to using LNG but the need for infrastructure is much less and handling is simpler. Source : container.mag

Offshore oil platform explosion kills 1, injures 3

An explosion occurred on an offshore oil and gas platform in the Gulf of Mexico on Thursday, killing one person and injuring three. The Bureau of Safety and Environmental Enforcement said Fieldwood Energy reported the explosion on its Echo Platform just before 3 p.m. about 12 miles off Louisiana's coast. In a statement late Thursday, the Houston, Texas-based company said it was "an isolated incident that has been fully contained." The company said the person who was killed was an employee of a contractor, and another contractor employee was seriously injured. All other personnel working at the facility were accounted for, Fieldwood Energy said in the email statement. The bureau said in a statement that the platform was not in production at the time of the explosion and damage was limited to the area. The statement said there was no indication that any oil had spilled into the ocean. Bureau spokeswoman Chauntra Rideaux said the injured workers were being treated at a medical facility. She did not say where or have their

conditions. She said the explosion is under investigation. The explosion occurred about two months after a contractor was killed and two others hurt during maintenance work in September on a Chevron natural gas pipeline, also off the Louisiana coast. A pair ofRAmparts 3300AV Class ASD Tugboats for Keppel-Smit

The ASD tugs KST Passion and KST Pride were just recently delivered to their owner, Keppel-Smit Towage Pte. Ltd of Singapore in October 2014. These two vessels are the first in the new RAmparts 3300AV series of tug designs by Robert Allan Ltd., and were constructed at the AVIC Zhenjiang Shipyard Marine Pte Ltd., Singapore at its facilities in China. Particulars of the RAmparts 3300AV Class tugs are as follows: Length overall, moulded: 33.00 m Beam, moulded: 12.20 m Depth, moulded (hull): 5.40 m Draft, Summer Load 5.23 m (above bottom of skeg) The tugs were designed and constructed to American Bureau of Shipping classification requirements with the following notation: A1 Towing Vesse l, Escort Vesse l, , AMS, Unrestricted Naviga tion, Fire -Fighting Vessel Class 1 Tank capacities are as follows: Fuel Oil: 202.3 m³ Potable Water: 42.6 m³ Main Engine Lube Oil: 2.5 m³ Sludge Tank: 3.8 m³ Grey Water: 4.7 m³ Sewage Holding Tank: 4.7 m³ Foam: 10.0 m³ Dispersant: 10.0 m³

On trials, both vessels met or exceeded all performance expectations, with KST Pride producing an average ahead bollard pull of 71.5 tonnes and achieving a maximum speed of 14.03 knots. These vessels have been outfitted to high standards for a normal operating crew of ten. The Master's cabin, Chief Engineer's cabin and a double crew cabin are located on the main deck, and three double crew cabins are located on the lower accommodation deck. Also included at that lower level are thegalley stores, laundry and common W/C. The deck machinery includes anelectric hydraulic powered escort-rated ship assist hawser winch on the bow, and a towing winch on the aft deck. Open aft bulwarks and a heavy duty aft staple with tow hook are installed on the aft deck to facilitate towing operations. A capstan is also fitted on the aft deck to assist with line handling operations. The wheelhouse is

designed for maximum all-round visibility with a forward control station providing maximum visibility to forward and aft deck working areas. Main propulsion for each tug comprises a pair of CAT 3516C diesel engines, each rated 2,000 kW at 1600 rpm, and each driving a Rolls-Royce, US255 fixed pitch Z-drive unit in ASD configuration. The electrical plant comprises two (2) identical diesel gen-sets, each with a power output of 120ekW. Ship-handling fenders at the bow consist of one row of 800 x 400 cylindrical fender at the main deck level, with 300 mm W fenders between the main deck and the knuckle. A 300 x 300 hollow “D” fender provides protection at the main and

Cosco, CSCL mull quitting Hamburg, check out Wilhelmshaven

COSCO and China Shipping are considering switching to JadeWeserPort near Wilhelmshaven from Hamburg because of capacity constraints, according to Lower Saxony Premier Stephan Weil. "Both have confirmed to me that they are very seriously considering JadeWeserPort, as they see that the Elbe and Hamburg have reached their natural limits," said Mr Weil. Although it initially was no decision or firm commitments, the provincial premier was confident that the JadeWeserPort could get freight from China, and said that a deal was more likely than not. However, one possibility is that the Chinese companies could use the threat of quitting Hamburg to strengthen their bargaining position in rates negotiations, commented Lloyd's List. JadeWeserPort is 70 per cent owned by the Eurogate joint venture between Eurokai and BLG Logistics Group. APM Terminals, the ports division of AP Moller-Maersk, holds the remaining stake. Dogged by technical problems throughout its construction, it has since its opening in December 2012 found it difficult to win business, and is largely unused, handling only a low single digit percentage of its capability. Mexican competition authority approves transaction with CSAV unconditionally / Next step for Hapag-Lloyd becoming number four in worldwide liner shipping Hapag-Lloyd welcomes the unconditional clearance under Mexican merger regulations for the planned integration of the container shipping activities of Compañía Sud Americana de Vapores (CSAV) into Hapag-Lloyd. Hapag-Lloyd and CSAV signed a binding business combination agreement in April. Its implementation is subject to the approval of regulatory authorities. Among others, the Department of Justice of the United States, the European Union (EU), Chile and Brazil have already cleared the planned transaction. Approvals of

The transaction will make Hapag-Lloyd the fourth largest container shipping company in the world, with some 200 vessels, an annual transport volume of 7.5 million TEU and a combined turnover of approx. 9 billion Euro. Bumi Armada profit dips A more than 15% increase in revenue was not enough to prevent Bumi Armada from posting a drop in

third quarter profit.

Its quarterly earnings stood at MYR 111m ($33m), down from MYR 121.5m in the same spell of 2013. Revenue grew on the back of increased contributions across the company’s main segments, reachning MYR 636.5m compared to MYR 546.3m a year ago. Bumi said its OSV fleet renewal program is ongoing with seven vessels held for sale. During the quarter, the Malaysian owner sold three Class B units. Hassan Basma, chief executive for Bumi, said: “Notwithstanding the current uncertainty brought about by the downward movement of the oil price, the third quarter brought about further increase in revenue contribution from its main business segments. “Bumi Armada continues to observe high utilisation, with more than 99% uptime in the FPSO fleet, and utilisation in the OSV fleet improving to 74%.” The company has six FPSOs in operation and two more undergoing conversion. Greenpeace blocks South Korean vessel in protest against IUU

Environmental group Greenpeace has blocked the departure of what it says is an IUU fishing vessel in Busan, South Korea. It criticized criticizing weak penalties for illegal, unregulated and unreported (IUU) fishing, and poor management and supervision of South Korea’s distant water fisheries industry. The NGO urged the South Korean government to strengthen the pending proposed amendment to the Distant Water Fisheries Act, to clean up its reputation, and to build a management and supervision system that meets international standards. Campaigners chained the propeller of the South Korean fishing vessel Insung 3, which along with its sister ship Insung No. 7 is included on the Greenpeace blacklist of IUU fishing vessels. Drawing attention to the damage illegal fishing causes to South Korea’s international reputation, Greenpeace deployed a banner that read, ‘Loss of National Reputation = 30 Days?’ Despite the Insung 3’s IUU fishing activities, the government imposed a fine of KRW 1.5 million won (around $1,360), business suspension of 30 days and confiscation of verified illegal

The government also issued a catch certificate prior to the IUU investigation, effectively creating a loophole for the illegal catch to enter the market, said Greenpeace.“The illegal fishing activities of distant water fisheries operators cause irreparable damage to South Korea’s reputation, and potential loss to its markets of more than 100 billion won. We urge the government to strengthen measures to prevent IUU fishing,” said Kim Nahee, ocean campaigner of Greenpeace.“The government needs to strengthen its distant water fisheries policies immediately, if it wants to prevent further IUU fisheries damage to South Korea’s national interests,” she added. Han Jeonghee, ocean campaigner with Greenpeace said, “The proposed revision seems to have strengthened monitoring, control and surveillance measures but still has a room for IUU fishing operators to take advantage of its loopholes. Full elimination of IUU fishing activities can be ensured only by completely removing such loopholes.” She demanded the government amend the existing act, stating, “With the US and Europe ready to designate the country an illegal fishing nation, all eyes are on South Korea. Spectacular single lift of RL-K 7500 subsea crane at Liebherr test bed in Rostock

On the premises of Liebherr in Rostock a remarkable single lift of the new RL-K 7500 subsea crane recently took place in the course of its loading for shipment to Asia. The lift was executed by four Liebherr cranes.

In the beginning of September, two LHM 600 mobile harbour cranes and two LG 1750 lattice boom mobile cranes lifted the subsea crane onto a transportation device. Since it was the first time that four cranes were involved in a single lift at the test stand in Rostock a lot of planning and preparation work was required. Only the assembly of the mobile cranes took approximately two days. Besides the crane’s dead weight of 665 tonnes a further challenge of the approximately 90 minutes lasting lift was the loosening of about 100 bolts on the slewing ring. Currently, the RL-K 7500 is waiting for its scheduled delivery mid-November at the pier of the Liebherr factory in Rostock. The RL-K 4200, another model of Liebherr’s series of knuckle boom cranes, will be delivered to Daewoo Shipbuilding & Marine Engineering Co. LTd. (DSME) together with the RL-K 7500. DSME plans to equip several of its ships with a set of Liebherr cranes consisting of one RL-K 7500

and three RL-K 4200. The new subsea crane with knuckle boom represents a convenient solution for subseaoperations. Together with the crane’s prototype the above mentioned RL-K 7500 is already the fourth model to be completed. It features impressive technical figures, being able to lift up to 300 t in the air and handle loads down to a water depth of 3,600 m. The maximum rope diameter is 82 mm, the maximum overturning moment of the crane is 75.000 kNm. Depending on customers’ specifications, the boom configuration allows for working radii of up to 50 m. One vital advantage of the crane’s knuckle boom is that loads can be lowered to the water surface with a short rope length between crane boom head and water line. Furthermore, the crane is equipped with a number of state-of-the-art hydraulic, electricand electronic features and functions, some of which were submitted for patent by Liebherr, e.g. Heavetronic®, Pactronic® and the innovative winch system. Heavetronic® – Liebherr Active Heave Compensation-System (AHC) Based on sophisticated Motion Reference Units (MRUs), i.e. sensors designed inhouse to recognise and predict the vessel’s motion, the AHC system compensates this movement. In order to meet the high power demands of the AHC the innovative hydraulic hybrid drive system Pactronic®, originally developed for Liebherr mobile harbour cranes, was specially adapted for subsea applications. Pactronic® is characterized by an additional energy storage device.

A hydraulic accumulatorsupplements the fluid pump in delivering power to the system. It serves as a pressurestorage reservoir incorporating a gas in conjunction with a hydraulic fluid. Energy is stored in this compressed gas to be released upon demand.The revolutionary AHC system is fully integrated in the proven Litronic® system. One of its most important features is its self-learning function. It automatically recognises the vessel’s motion and adjusts itself according to this information. Hence, the system does not need to be manually adjusted and is independent of weather conditions. Upto 70 % of the power required to operate the AHC system is currently obtained from Pactronic®. This means that the hybrid drive system provides a maximum power ofalmost 4 MW. In order to ensure optimised rope guidance, the crane has a patented horizontal winch shifting system. It guarantees the ideal fleet angle of the rope under all load conditions in both hoisting and lowering operations. A further innovation is the vertical winch frame lifting system, which is also patented. Two hydraulic cylinders allow for the adjustment of the lifting height without moving the drum of the hoisting winch. Due to this innovative design of the winch unit, which is based on many years of experience and profound knowledge of Liebherr crane technology, wear of the main wire rope is minimised, thus significantly extending its service life and reducing life cycle costs. Easy adjustment to customer requirements regarding load and water depth can be made by exchanging the lebus shells and by adapting the width of the winch to the actual rope diameter. Consequently, the customer is not obliged to change the complete hoisting winch. With the RL-K 7500 Liebherr offers an innovative crane concept for subsea applications. The RL-K 7500 can be rated both as general purpose offshore crane and as heavy lift crane, being able to hoist loads weighing up to 300 t. It can thus be installed on board drill vessels and heavy lift vessels. The knuckle boom is designed for use in hazardous areas. The crane can additionally be equipped with an Arctictemperature package allowing for operation at temperatures down to -40 degreesCelsius.

Seafarer and docker union leaders warn EC over Euro ports plans

A meeting of key ITF (International Transport Workers’ Federation) member union decision makers in London issued a strong warning to the European Commission (EC) today over the future of the continent’s ports. Docker and seafarer trade union leaders meeting at the ITF’s fair practices committee steering group called for a drastic re-examination of the EC’s handling of the vital national and international resources. Terje Samuelsen, Europe chair of the ITF dockers’ section and chair of the European Transport Workers’ Federation dockers’ section, explained: “The EC’s latest response to the early and justifiied demise of their ports packages seems to be to actively foment infringement procedures against ports where social dialogue between employers and unions is working well. We don’t know whether it’s sour grapes or a desire to smuggle in a new port package under another name, but it’s putting the whole model of successful and productive dialogue at risk. He promised: “Dockers across Europe will continue to ram home the point to the EC that ‘if it isn’t broke, don’t fix it’.”Today’s resolution of the ITF fair practices committee steering group, which brings together dockers and seafarers’ unions from across the world, is as follows:

• PLEDGES its continued support for European dockworker unions who are fighting for their members' livelihoods and rights;

• CALLS ON the European Commission, European governments and employers to act transparently and in good faith, and to desist from actions that would undermine workers and their unions who are key social partners as well as the social dialogue in place at national and European level; and

• CALLS on the European Commission, European governments and employers to instead focus on addressing the combined impacts of insufficient cargo growth, automation and overcapacity in European ports, and to work with unions to minimise the social consequences of this.

EU Counter-Piracy Operation Extended The Council has extended the EU’s counter-piracy Operation Atalanta by two more years, until 12 December 2016. The Operation’s main focus is the protection of World Food Programme vessels delivering humanitarian aid to Somalia; and the deterrence, repression and disruption of piracy off the Somali coast. In addition, Operation Atalanta contributes to the monitoring of fishing activities off the coast of Somalia.

Despite the significant progress that has been achieved off the coast of Somalia since the operation was launched in 2008, it is widely recognized that the threat from piracy remains; the pirate business model is fractured but not broken. The Council has therefore added certain secondary tasks to the Operation’s mandate. EU Naval Force will now contribute, within existing means and capabilities, more widely to the EU’s comprehensive approach to Somalia, including in support of the EU Special Representative for the Horn of Africa. It will also be able to contribute to other relevant international community activities helping to address the root causes of piracy in Somalia. In this respect, the operation could, for example, provide logistical support, expertise or training at sea for other EU actors, in particular the EU mission on regional maritime capacity building (EUCAP NESTOR). In addition, Operation Atalanta can also support the EU Training Mission (EUTM) Somalia.

“EU Operation Atalanta has considerably helped in reducing piracy off the Somali coast. We must maintain the pressure on pirates to help ensuring security in the Horn of Africa. This is in our mutual interest”, EU High Representative for Foreign Affairs and Security Policy Federica Mogherini said. “The EU Naval Force will now also contribute to addressing the root causes of piracy,” she added.The common costs of EU Naval Force for the two years 2015 and 2016 are estimated at €14.7 million. The operation is currently commanded by Major General Martin Smith MBE of the UK Royal Marines. Together with 21 EU member states, two non-EU countries currently contribute to Operation Atalanta. Tug problem sees ship cruise away The Cruise ship DAWN PRINCESS sailed out of Wellington Harbour when it could not berth because of a winch failure on one of CentrePort's new tugs, Tapuhi. DAWN PRINCESS was scheduled to berth on Aotea Quay at 8am but was unable to do so as new tugs Tapuhi and Tiaki made no attempt to get lines on the ship.

With a CentrePort pilot on board, DAWN PRINCESS sailed parallel to Aotea Quay, preparing to berth, before the skipper made the decision to head immediately for Akaroa. CentrePort's General Manager, Operations, Steve Harris, said the tug crew on Tapuhi became aware of the automatic winch problem as the tugs prepared to get lines attached to DAWN PRINCESS.

When the automatic winch control system failed on Tapuhi, the crew then switched to manual winch mode. Harris said the master on DAWN PRINCESS turned down the offer to berth the ship via Tapuhi's manual winch mode and immediately sailed out of Wellington harbour for Akaroa. DAWN PRINCESS, which can carry almost 2000 passengers, was scheduled sail for Akaroa tonight at 6pm. Ironically the problem with Tapuhi occurred just two days after CentrePort's long-serving little red tugboat sisters, Toia and Ngahue, sailed out of Wellington Harbour for the last time. Ngahue, now known as Delta 300 and Toia, now known as Delta 200 left on their two month delivery voyage to Dubai on Thursday afternoon. They have been sold to Delta Offshore International in Dubai for an undisclosed sum. On Thursday Tapuhi and Tiaki escorted their old workmates Toia and Ngahue as the little red tugboat sisters made their final journey out of Wellington Harbour. Source : The Dominion Post

Dry bulkers newbuilding deliveries reached 11.8 million dwt during third quarter, net

fleet growth for 2014 to reach 5% The dry bulk market has rebounded since its less than impressive performance since the start of the year, but overall, third quarter figures could be better. In a market analysis provided Friday by Knightsbridge Shipping, it was noted that “for the second quarter in a row, the dry bulk market surprised on the downside. At the start of the quarter, many analysts still believed in a recovery in second half of 2014. During the quarter, the utilization of the dry bulk fleet fell and there was a change in the sentiment resulting in weaker forward curves across the board. In the third quarter of 2014, Capesize vessels earned on average $12,635 per day compared to $11,900 per day the previous quarter and $18,970 in third quarter of 2013″, said the company. It added that “Chinese steel production in the third quarter of 2014 was approximately four million mt lower than in the previous quarter, but still four million mt higher compared to third quarter of 2013, representing a modest growth of 2.5 percent. In spite of lower steel production than consensus forecast, iron ore imports continued their strong growth. On the back of strong supply growth from the major international mining companies, iron ore prices fell significantly during the quarter. This supports use of high quality imported iron ore compared to domestic sourcing for Chinese steel makers. With recent strong import numbers it is likely that China will import close to 950 million mt of iron ore in 2014, which represents a growth of 100 million mt compared to 2013″. Meanwhile, “approximately 11.8 million dwt of new dry bulk capacity was delivered during third quarter of 2014, compared to 11 million dwt in the second quarter. Scrapping has been fairly stable in the first three quarters of 2014.

Approximately 12 million dwt was removed from the tonnage list by the end of September, fairly evenly spread out over each quarter. If deliveries and scrapping continue at the same pace throughout the rest of the year, net fleet growth should end up at five percent. Iron ore has indeed supported demand and supply of new vessels has been in line with expectations, so what has gone wrong so far, compared to the majority of rate estimates made by analysts at the beginning of the year?”, asked the company. It also said that “the largest negative surprise has come from the coal sector with much lower coal imports to China than expected. Met coal into China declined by 35 percent during the third quarter of 2014 compared to the same quarter in 2013, which on an annualized basis is only 40 million mt. Steam coal into China declined by 24 percent in the third quarter on a year-on-year basis to an annualized level of 155 million mt. In all, coal imports to China fell to an annualized level of under 200 million mt. In spite of a promising start to the year it looks like China will end up with total coal imports of approximately 275 million mt in 2014 against 310 million mt in 2013. This is against a forecasted growth of 7.5 percent at the beginning of the year. Recently, prices of international coal have generally fallen below the cash costs of Chinese producers, of which a majority are reportedly experiencing losses. Demand for coal in China has slowed down this year, as China’s electricity production has flattened out to about 5 percent growth and other energy sources have substituted for coal, most notably hydroelectric power”. According to Knightsbrige, “in an effort to shore up the domestic mining industry, China has introduced a set of policy measures that are intended to make coal imports more costly. The Chinese policy makers seem to be willing to retain as much as possible of domestic production in the energy mix. Branded as an environmental policy, new criteria on ash and sulphur content have been set for coal being used, sold and imported. Having said that, a cold and dry winter in China will have a negative impact on hydro power capacity. This could force Chinese utilities to import more coal. The downward pressure on asset prices continued during third quarter. Capesizes were still holding better up than the smaller segments and according to sale and purchase brokers modern vessels (maximum 5 years old) were priced three percent lower by the end of September compared to end of June 2014. Yards of good quality seem to be reluctant to reduce prices in spite of lower ordering activity. Pirates, Oil Thieves Threatening Our Lives - NIMASA Boss

By Godfrey Bivbere DIRECTOR General of the Nigerian Maritime Administration and Safety Agency, NIMASA, Patrick Akpobolokemi, has said that the lives of officals of the agency are being threatened by pirates and oil thieves who have escaped prosecution. He said that the inability of the judiciary to prosecute people involved in piracy and oil stealing has emboldened suspects to become threat to the lives of officials of the agency engaged in the fight against piracy and oil theft along the nation's waterways.

Akpobolokemi, who disclosed this while speaking at the 6th Strategic Admiralty Law Seminar for Judges in Lagos, said that on several occasions those caught with weapons in the act of piracy or oil theft and handed over to the relevant government agency for persecution, walk out free few hours later. According to the NIMASA boss, "The greatest challenges we have in the fight against piracy and oil theft, is that many of the suspects or culprits we arrest find themselves out of cell as quickly as we do not intend it to be. The day you arrest somebody for piracy, the next day you see him out walking about the street. CMA CGM launches 'Citrus Express' for seasonal exports

Duwbak lek na stranding Oosthaven Terneuzen

Bergers van Multraship hebben afgelopen donderdag op vrijdagnacht de gestrande duwcombinatie 'Veerhaven' vlotgetrokken en afgemeerd in de Terneuzense Oosthaven. Aldaar bleek één van de met steenkool geladen duwbakken lek te zijn. Het konvooi, bestaande uit duwboot 'Veerhaven IX' met daarvoor gekoppeld twee geladen en twee lege duwbakken, was onderweg van Vlissingen naar Gent toen het omstreeks 02.15 uur, vlak na hoog water,

bij het oplopen van de Oosthaven strandde. De sleepboot Multratug 19 spoedde zich direct ter plaatse en kon door deze snelle respons de duwcombinatie nog tijdens het vallende water vlot trekken. Het konvooi werd de Oosthaven in gebracht, waar een inspectie werd uitgevoerd waarbij werd geconstateerd dat één van de geladen duwbakken water maakte. De bergers mobiliseerden direct een duikteam, pompen, dichtingsmaterialen en de overslagkraan 'OVET 8' om zodoende zinken en het verloren gaan van de lading te kunnen voorkomen.De schade werd provisorisch gedicht, het water uit de bak gepompt en de lading steenkool overgeslagen in één van de lege, niet beschadigde duwbakken.Omstreeks 13.30 kon de bergingsoperatie worden beëindigd. De beschadigde duwbak wordt naar scheepswerf de Schroef in Sluiskil gebracht. De bergingsoperatie werd in goed overleg met RWS Zee & Delta uitgevoerd.

NAVY NEWS Vietnam's third Russian sub to arrive

next month The third of six submarines Vietnam purchased from Russia will arrive early next month, Russian news agency Interfax reported. The HQ-184 Hai Phong completed testing at sea in Kaliningrad and returned to the St. Petersburg-based Admiralty Shipyards, the submarines' manufacturer, on March 2. Interfax quoted Alexander Buzakov, Admiralty Shipyards’ general director, on Tuesday as saying that the submarine will arrive in Vietnam early next month without specifying how. He added that the HQ-186 Da Nang, the fifth submarine in the contract, will also be launched at the shipyard by the end of the year. Last March, the HQ 183 Ho Chi Minh City, the second submarine, was delivered to Vietnam’s Cam Ranh Bay by the Dutch-registered cargo ship Rolldock Star. The Dutch delivered the HQ 182 Hanoi, the first of the six subs, to Cam Ranh Bay on December 31, 2013. The six diesel-electric submarines, which are considered improvements over the older Kilo-class, were bought through a US$2-billion deal signed during a visit by Prime Minister Nguyen Tan Dung to Russia in 2009. Azerbaijani Naval Forces, Air Forces complete joint large-scale operational-

tactical exercises Azerbaijan’s Naval Forces and Air Forces have completed the joint large-scale operational-tactical exercises, launched on November 13 with the participation of the formations and units of the Azerbaijani Naval Forces, Air Forces and the Air Defense Troops, as well as the Ministry of Emergency Situations and the State Border Service, the Defense Ministry told APA.

In the first phase of the exercises, the forces and vehicles of the Naval Forces were firstly put on full combat readiness, deployed in areas, in where naval groups, units and formations gather, and then successfully completed the task to ensure safety and protection of the main base point. In the second phase, the planning of operations on the Air forces, the Coast Guard of the State Border Service, security and protection of the maritime borders and facilities of the oil and gas infrastructure in the Azerbaijani sector of the Caspian Sea in interaction with the Ministry of Emergency Situations was carried out at the headquarters of the Naval Forces. The combat tasks for the ships, units and subunits of the Naval Forces were completed. In the third phase, combat training tasks on destroying enemy ships and terror-sabotage groups with the support of Air Force fighter jets and helicopters were executed. All kinds of forces and equipments involved in the exercises carried out shootings. During the active phase, the servicemen executed the tasks of destroying a base captured by terrorists, saving a ship and its crew, monitoring a pipeline, saving an oil platform seized by terrorists, destroying enemy ships entering the operational zone of the Caspian Sea. Fincantieri signs agreements with Carnival Corporation and China State

Shipbuilding Corporation Fincantieri, the world leader in the construction of cruise ships, has signed two memorandums of understanding, respectively with Carnival Corporation, the world’s largest cruise line, and with China CSSC Holdings Limited, controlled by CSSC (China State Shipbuilding Corporation), China’s largest shipbuilding conglomerate, which operates in different sectors, the company said in its press release. These historic agreements aim to explore the possibility of joint ventures in cruise shipbuilding for the Chinese market. This would be an unprecedented, three-way collaborative effort to build the first-ever cruise ships to be made in China. More particularly, Fincantieri would work with CSSC to develop cruise ships production capacity in China. Indeed, based on its experience as one of the world’s largest shipyards, Fincantieri would provide specialized services and components to support CSSC’s shipyards. On its part, Carnival would work closely with CSSC and Fincantieri and contribute its expertise to create the vision, definition, and specifications for the China-built cruise ships. The Chinese Ministry of Transport (MOT) projects China to be the second largest global cruise market after the U.S. in the next several years based on economic growth, increased spending power of Chinese consumers and growing demand for cruise vacations. Royal Caribbean Cruises Ltd. announced that Majesty of the Seas will transfer from its Royal Caribbean International cruise brand to its Pullmantur brand in 2016. Majesty of the Seas' last 3-night sailing for Royal Caribbean International will depart on April 29, 2016. Morpho warns of implications of new labour law for superyachts

Charter yachts – even those chartered for only a couple of days a year – are now subject to the Maritime Labour Convention 2006 (MLC), a kind of seafarers’ bill of rights.Luxury asset manager Morpho has warned that owners and managers must put their house in order right now if they are to avoid reputational damage down the line. So far, 65 countries have signed up to the convention, which was ratified in August last year. The MLC replaces 68 earlier agreements and legal instruments – some of which were outdated or ignored – in one document of just over a hundred pages.

At its heart is a Seafarer Employment Agreement (SEA), which applies to all members of a charter yacht’s crew including the captain. The aim is to provide employees at sea with the kinds of safeguard enjoyed by employees on land. It governs pay, medical benefits, hours of work, quality and size of accommodation, repatriation, the right to communicate with relatives and social security benefits, among other things. Inspectors now have the right to board vessels and check for compliance with the MLC. Those that do not comply, will have a wait of at least several hours. In extreme cases, a vessel may even be detained.“From a charter point of view, that would be a disaster,” said Neil Anthony Richmond, founder of Morpho Luxury Asset Management. “It could lead to a legal claim for breach of the charter agreement – with all of the reputational damage that implies.” Charter vessels over 500GT must be MLC certified. DNV GL signs co-operation agreement with N-KOM on LNG and gas solutions projects

To promote liquefied natural gas (LNG) as fuel within the maritime and offshore industry a memorandum of understanding (MOU) was signed today between DNV GL and Qatar’s premier shipyard Nakilat-Keppel Offshore & Marine (N-KOM).

The signing ceremony took place during DNV GL’s 150th anniversary celebrations in Dubai, at which N-KOM’s CEO Chandru Rajwani and Dr Henrik Madsen, DNV GL’s Group President and Chief Executive Officer, signed the memorandum.

The MOU will further strengthen the position of N-KOM, which is a joint-venture between Qatar Gas Transport Company (Nakilat) and Keppel Offshore & Marine, in the areas of LNG-fuelled vessel conversions and construction of related floating assets. N-KOM will capitalize on DNV GL’s deep competence and long-standing experience in LNG, working with shipyards, shipowners and other key stakeholders on a global basis to develop synergies related to the promotion of LNG as fuel within the maritime and offshore industry.“Qatar is the single largest producer and exporter of liquefied natural gas in the world and has become a leading cluster for gas related activities. Therefore, we look forward to establishing a valuable partnership with N-KOM, which further cements our strong market position on LNG as fuel in this region and benefits the environment by making the shipping industry greener,” said Dr Henrik Madsen.

Mr Chandru Rajwani said, “N-KOM has already established itself as a leading destination for gas carrier repairs in the region. With the signing of this MOU, we take a significant step further in becoming the preferred gas solutions provider on a global scale. Through mutually sharing our knowledge on latest technology, environmental, safety and quality issues with DNV GL, we will be able to offer our customers an even wider range of solutions and facilities for liquefied natural gas as marine fuel and other gas solutions.”As part of the agreement DNV GL and N-KOM will co-operate, amongst others, on the development and newbuilding of bunker barges, of coolant barges for temporary gas storage as well as to promote the use of LNG as fuel in the offshore sector. Moreover, a training programme is to be conducted in the N-KOM facility on LNG carrier or LNG-fuelled vessel repairs. Finally, both partners will offer project management support for conversion projects to third party yards.

New Offshore Service Vessel Installation Ships Electronic Services (SES) are working with the Humber’s premier shipyard, MMS Ship Repair, to supply and install comprehensive electronics systems on the yards new OSV "MMS Crusader" which has been designed to service offshore windfarms in the North Sea and other European waters. MMS has also launched a new company, MMS Offshore Renewables, which will operate up to 6 of the new catamarans which will all be built under DNV classification to R1 notation, which enables the vessels to work up to 150 miles from a safe haven. The MMS Crusader has been developed to service a multitude of roles within the renewable energy sector and can support development and construction, operation and maintenance at greater range than many other vessels currently available. To facilitate the long-range effectiveness of the MMS Crusader, SES is supplying and installing a complete navigation and communications system including Navmaster ECDIS, Raymarine Glass Bridge and Super HD Open Ray Scanner, Furuno Radar and Echo Sounder, KVH VSAT, FLIR Thermal Camera, Comnav Satellite Compass, Sailor VHF Radios and a Raytheon Anschutz Autopilot. SES will maintain and service the equipment during the vessels operational role.

Ichthys Christmas Tree Systems Arrive in Australia

The INPEX-operated Ichthys LNG Project’s first christmas tree systems have arrived in Australia. The tree systems left the subsea manufacturing facility at Bridge of Don in Aberdeen, Scotland on 3 October and arrived safely at GE’s Jandakot facility in Western Australia on Friday 21 November 2014. Ichthys Project Managing Director Louis Bon said it had been a huge team effort to complete, test and ship the tree systems from Scotland.

“Christmas trees are a vital component of the subsea equipment necessary to complete the Project’s development wells,” Mr Bon said.“Following inspection and pre-deployment testing at GE’s Jandakot facility, the christmas tree systems will be handed over to the drilling team and installed as part of the Project’s upcoming production drilling campaign.”Mr Bon said the arrival in Australia of the trees is the latest of several milestones reached recently by the Project, including the installation of the turret in the FPSO hull, the successful positioning of the subsea support structure on the seabed, and the load out of the first module from China for the LNG plant in Bladin Point.The two tree systems were accompanied by a pair of tubing head spools (and associated parts), as well as the Project’s first completion riser system.The delivered christmas tree systems weigh more than 100 tonnes each with fittings and associated structures, featuring the latest technology to meet specific requirements of the Ichthys LNG Project.For more information, please visit: http://www.inpex.com.au

Lifeboat rescues fouled Valkyrie St Davids all weather lifeboat launched last Thursday night to the aid of a vessel involved with the installation of the Tidal Energy Project in the Ramsey Sound. At 7.10pm the 42ft guard vessel Valkyrie with two crew onboard suffered a fouled propeller. The vessel was working alongside the lifeboat slipway.

As the lifeboat crew was mustering, the Valkyrie managed to free her propeller, but requested the lifeboat to tow her into open water and escort her while she carried out engine trials. Once the skipper of the vessel was satisfied with the boat’s performance, the lifeboat was stood down returning to her moorings at 8pm. Source : milfordmercury
