Well, it is bitter sweet that my service as your president of the Dallas Chapter of the NAHU is less than 2 months away, but that does not mean that I am disappearing. As the Imme-diate Past-President, I will be around to assist the new board, led by Diane Vickers, in any way that she deems necessary.
As I mentioned in our April newsletter, this Spring has been busy. We just concluded our Annual Sales Symposium, which was a huge suc-cess, primarily due to the tireless work of our new Service Outreach chair, Kristi Kenney. She led a team that mostly consisted of Doris Waller and Diane Vickers, and raised almost $10,000 for our chapter. I not only want to recognize Kristi for an out-standing job, but also kuddos to all of our exhibitors, as well as sponsors, who were Aflac for Brokers, The Insur-ance Exchange, Foster Benefit Re-sources, and our key sponsor, United HealthCare. I encourage all of you to give these companies some opportu-nities for business. And speaking of sponsorship, our April luncheon spon-sor was EyeMed - thank you.
At our May luncheon, we will have another great CE class from one of our prestigious former DAHU (and TAHU) presidents, Carolyn Goodwin. And in June, we will finished the fiscal year with an additional CE from Mike
Smith, the president of The Brokerage. We also have elections going on for new board members, so be sure and go on-line and vote. Lastly, you will soon receive ballots for various DAHU awards, so be on the lookout for those. I want to publicly, and personally, thank all of these fine folks who unselfishly give of their time and resources to come to our luncheons and teach us about the various topics.
As most of you probably know, each NAHU chapter has the opportunity every year to be honored with the Silver Seal Certification. In 2011, NAHU came up with a few additional "higher" certifi-cations, and just a few weeks ago, the Dallas Association of Health Underwrit-ers was awarded the Gold Seal Certifi-cation, and I am most thankful for our board, as well as our membership, for making this possible. And speaking of awards, Dallas was awarded the Large Chapter of the Year on May 5th at the Texas AHU awards banquet during the state convention in San Antonio. Spe-cial thanks go to Kathy Tolle, our awards chair for all of her hard work. Thank you, and hang in there.

Legislative Hot Topics 2011
May 2011 Sprint to the finish: 82nd Legislative Session The 82nd Legislative Session is sprinting to the finish. While budget reconciliation has domi-nated the discussion several issues insurance related issues are moving along at various paces. Rep. Kolkhorst’s proposed a bill to ask Washington for a block grant to run Medicaid — the joint state-federal health care program for children, the disabled and the very poor — as Texas sees fit. Her measure would direct the state's Health and Human Services Commissioner to ask Washington to consolidate all the funding it currently provides for Medicaid, and give Texas five years worth of those funds to try out its own state-run Medicaid program. Kolkhorst is bet-ting Texas can use money more efficiently and cover more people under Medicaid than are cur-rently covered without cutting benefits — via vouchers, health savings accounts and “sliding scale” coverage. One of the bills considered a "must" bill that needs to pass, is HB 1951, the TDI sunset bill, which will extend the agency for several years. While the bill that will be laid out in the House focuses on the agency's structure, organization and efficiency, a number of damaging amend-ments will be offered during House debate. Many of these amendments are no more than new benefit mandates that have avoided the normal committee process for consideration. Simply put, they will push costs up again, obviously something no one needs. Please contact your state representative as quickly as possible - the bill will be up for debate yes-terday, and ask that he or she vote for a "clean bill" one without these damaging and expensive amendments. Email is okay but a personal call to your Representative's Capitol office will be faster and more effective. Federal Call to Action - Urge Your Representative to Cosponsor H.R. 1206! H.R. 1206, a bill to remove broker compensation from the Medical Loss Ratio (MLR) calcula-tion, introduced on March 17 by Michigan Representative Mike Rogers (R-8) and Georgia Rep-resentative John Barrow (D-12), has continued to garner bipartisan cosponsors thanks in large part to your unwavering advocacy efforts on the ground! H.R. 1206 now has 41 bipartisan co-sponsors, an encouraging feat for a bill introduced a mere three weeks ago. It is not too late for your Representative to get on board and cosponsor this bill. But we need your help to get this accomplished! We are asking all NAHU members to take a few minutes to contact their representative in Congress through Operation Shout! and ask them to cosponsor H.R. 1206, which will remove agent and broker commissions from the MLR calculation. Go to www.nahu.org and click on Operation Shout and follow the instructions. Remember to support HUPAC and TAHUPAC. Ed Oleksiak DAHU Legislative Chair.
