and damnatory to its reputation as apublic newspjper A more shamelesspiece of misrepresentation and positivefalsification has probably never beenseen in Honolulu than the editorialarticle in question Our contemporarycharges the Hukald with bringing anaccusation against the Minister of For-
eign

Affairs and the Government whichthis paper never brought There was
not the slightest excuse for the misrepre-
sentation

for the article that was criti-
cized

IIekail1 by suggestion and directstatement intimates that the Ministerof Foreign Affairs moved an amendment in the Currency bill to cover upthe tracks of the Government in thistransaction to wit the withdrawal ofthe coin reserve which should be heldin the Treasury lor the redemption ofthe outstanding certificates and itsapplication by Ministers to meet someof the abounding necessities of theGovernment In other words that theGovernment has surreptitiously with ¬
drawn and expended some 325000without warrant of law and withoutreporting the fact to the Legislature

the files of the Advertiser with a cer-

official notice of the Governmentissupd late in 1884 or early in 1885 we
could not give the exact amount of thespecial deposit referred to Out it was
something like 30000 or 40000 we
believe being about 14 per cent of theamount of outstanding certificates thatthe Government did not at that timehave gold to redeem according to law
This deposit we were assured beforewriting the article of the 17th by a
member of the Legislature w hose word
we believe had becn withdrawn from
the Treasury by the GovernmentSince the Advertisers article of Satinday has appeared we have receivedthe authority of a member of the Fi ¬
nance Committee Mr Dickey for
repeating the intimation that the spe¬
cial deposit in question had been with-
drawn

The Auditor General also
believes the deposit had been with
drawn and that the Registrars bookswould show such to have been the
case He was not however certain
upon being questioned that the whole
of it had been withdrawn Perhapsnot more if any than an amount proportionate to the certificates redeemedwith siher As there is no authorityin law for the redemption of certificatesof twenty dollars and upward with
silver it is a probicin hard to solve

of missionary effort about this city

refined sentiment caused by the sights
and sounds of suffering preventable

ing or allowing pain to dumb creatureshas a brutalizing effect growing with
its growth on people who have become
its victims Brutalized men are a pestand a menace to society They arenurtured among the criminal chsscsand the latter are constantly being rein-

by persons habitually trained inunfeeling habits Our Legislature hasrecognized the growing evil of crueltyto animals last session and the presentone amending the law relating to thatoffense so that now it is punishable by
both fine and imprisonment This is

On Saturday the Advertiser con-

to be a crusher on this journal Theorgan however only succeeded in
laying itstlf open to a charge of prac-
tising

tactics disgraceful to their authors
and damnatory to its reputation as apublic newspjper A more shamelesspiece of misrepresentation and positivefalsification has probably never beenseen in Honolulu than the editorialarticle in question Our contemporarycharges the Hukald with bringing anaccusation against the Minister of For-
eign

Affairs and the Government whichthis paper never brought There was
not the slightest excuse for the misrepre-
sentation
¬
for the article that was criti-
cized
¬

IIekail1 by suggestion and directstatement intimates that the Ministerof Foreign Affairs moved an amendment in the Currency bill to cover upthe tracks of the Government in thistransaction to wit the withdrawal ofthe coin reserve which should be heldin the Treasury lor the redemption ofthe outstanding certificates and itsapplication by Ministers to meet someof the abounding necessities of theGovernment In other words that theGovernment has surreptitiously with ¬
drawn and expended some 325000without warrant of law and withoutreporting the fact to the Legislature
Neither by suggestion nor directstatement did the newspaper in ques-

intimate any such thing as is
alleged in the above extract In a
concise summary of circumstancesarising in the controversy between theGovernment and the Chamber of Com-
merce

at the inauguration of the GoldAct of 1884 we stated that the Govern-
ment

made a deposit tf silver com in
the Treasury sufficient to over anypossible difference between the respec-
tive

market values of the uncancelledsilver certificates and cold coin of theUnited States Not having before us
the files of the Advertiser with a cer-
tain

official notice of the Governmentissupd late in 1884 or early in 1885 we
could not give the exact amount of thespecial deposit referred to Out it was
something like 30000 or 40000 we
believe being about 14 per cent of theamount of outstanding certificates thatthe Government did not at that timehave gold to redeem according to law
This deposit we were assured beforewriting the article of the 17th by a
member of the Legislature w hose word
we believe had becn withdrawn from
the Treasury by the GovernmentSince the Advertisers article of Satinday has appeared we have receivedthe authority of a member of the Fi ¬
nance Committee Mr Dickey for
repeating the intimation that the spe¬
cial deposit in question had been with-
drawn

The Auditor General also
believes the deposit had been with
drawn and that the Registrars bookswould show such to have been the
case He was not however certain
upon being questioned that the whole
of it had been withdrawn Perhapsnot more if any than an amount proportionate to the certificates redeemedwith siher As there is no authorityin law for the redemption of certificatesof twenty dollars and upward with
silver it is a probicin hard to solve

Advocacy of anything pure peace ¬
able or of good repute is by some
people in Honolulu attributed to what
is vulgarly called missionary influ-
ences

There is however no use in
denying that there is room for a variety
of missionary effort about this city
One field for work consists in the cul-
tivation

of humane feelings toward
animals Society has an interest in
this subject apart from the hurt to
refined sentiment caused by the sights
and sounds of suffering preventable
or otherwise A habit of wilfully caus ¬
ing or allowing pain to dumb creatureshas a brutalizing effect growing with
its growth on people who have become
its victims Brutalized men are a pestand a menace to society They arenurtured among the criminal chsscsand the latter are constantly being rein-
forced

by persons habitually trained inunfeeling habits Our Legislature hasrecognized the growing evil of crueltyto animals last session and the presentone amending the law relating to thatoffense so that now it is punishable by
both fine and imprisonment This is
well but there should be some organization in the community for havingthe law executed The police sparselyposted as they are cannot sec but asmall pfoportion of the breaches occur-
