    I. INTRODUCTION

    Over a decade ago, the National Convergence Initiative (NCI) was formulated as a common

    framework for sustainable rural development and poverty reduction through the issuance of Joint

    emorandum Circular (JC) No! "# $eries of #%%%! &his was signed 'ointly by the epartment

    of griculture (), epartment of grarian *eform (*) and the epartment of +nvironmentand Natural *esources (+N*) as the leading government agencies in-charge of rural

    development focusing on agriculture, agrarian reform and natural resources (*N*)! Nine pilot

    convergence areas were implemented during this period, namely. #) Cagayan /alley *iver 

    $ystem 0) Central 1u2on ) 3icol *iver 3asin $ystem 4) Negros Island 5) 6anay Island 7) 3ohol

    8) 9amboanga 6eninsula :) C*; %) avao del Norte

    4) clear financing scheme for convergence initiatives and 5) empowerment of the 1;Es as

    implementing arm of convergence initiatives on the local level!

    &he issuance of JC No! "# $eries of 0"#" by the new epartment $ecretaries of , * and

    +N* added a new dimension to the convergence strategy through the adoption of the

    watershed and ecosystem management approach as the intervention framework in the

    convergence areas! &his approach had been adopted by +N* in #%%% as basis in program

    planning and implementation for watershed areas in all regions! &his convergence strategy is

    also known as the ?*idge to *eef pproach@! It is defined as a holistic, collaborative, multiple use

    and sustainable management of all resources within the watershed! It takes into account the

    human interventions in the forest and upland areas and its impact on lowland areas as well as

    coastal and marine areas! &he principle behind it is that ecosystems are inter-dependent and

    that intervention in one ecosystem will impact other ecosystems!#

    ith poverty reduction as a primary goal of the government, the convergence initiative has a

    defined constituency which are the small farmers (grarian *eform 3eneficiaries and non-

     *3s), fisher folks and marginali2ed upland dwellers within areas covered by tenurialinstruments of +N* and the National Commission on Indigenous 6eoples (NCI6)!

    &he convergence initiative will directly contribute to the attainment of outcomes on agriculture,

    agrarian reform and natural resources sub-sector specifically in. #) ensuring food security and

    increased incomeD 0) enhancing access to land and other natural resources and in improving the

    Buality of the environmentD and ) developing the self-reliance of constituency and increased

    resilience of their communities!

    $pecific ob'ectives of the Convergence Initiatives are to. #) facilitate the implementation of 

    different agencies to ensure that resources are ma>imi2ed by achieving synergy and institutional

    efficiencyD 0) build partnership between and among the local communities, 1;Es and

    government agencies to ensure that all development interventions are based on actual needs

    and aspirations of the communityD ) e>pand opportunities for agro-enterprise and agribusiness

    development for its constituencyD and 4) achieve spatial integration within different ecosystems to

    ensure environmental integrity and sustainability!

    &o implement the convergence initiatives, multi-agency coordinative bodies will be established at

    the national, regional, provincial and municipal levels composed of representatives from the ,

    * and the +N* with the 1ocal ;overnment Enits as the integrating and converging force at

    the local level! &here is a NCI $teering Committee (NCI$C) composed of the $ecretaries of ,

    *, +N*, I1; and N+ who shall act as the policy making body of the enhanced NCI!

    &hey will approve the membership of the National &echnical orking ;roup and the 4Component orking ;roups on 6olicy and dvocacy, Capacity evelopment, gro-enterprise

    Cluster and gribusiness, and Fnowledge anagement! &he NCI $teering Committee will be

    supported by a National Convergence Initiative $ecretariat (NCI$) composed of the Coordinators

    of each working group as members! &he NCI$ shall work closely with the National Aocal 6erson,

    the Chair of the different working groups and the agency Convergence Aocal 6ersons! &here will

    be other supporting government line agencies that will be involved in the NCI implementation to

    ensure complementation and alignment of enhanced NCI interventions! ($ee Annex A. 6olicy

    II. THE OPERATIONS MANUAL

    A. Objectives

    &hrough the past years, the e>periences generated in implementing the convergence initiative

    have shown differences and implementation gaps as e>perienced in the various *egions,

    6rovinces and unicipalities! arked differences have emerged in the process flow in terms of 

    the various activities conducted, the time frame in conducting the activities and the forms and

    tools used in analysing and selecting the convergence area and in developing the convergence

    plans! +>periences from the national and the local levels provided a rich resource base for the

    writing of this Operations anual! It had become imperative to issue an Operations anual tocapture these e>periences and best practices, analy2e these and identify a general process flow

    that will systemati2e the implementation, clarify gaps and present tools for more efficient

    convergence planning and effective implementation! ith the adoption of the watershed and

    ecosystem management approach as an added dimension in the Convergence strategy, the

    Operations anual will be a tool for implementers in operationali2ing the JC No! "# $eries of 

    0"#"! $pecifically, the ob'ectives of the Operations anual are.

    #! &o systemati2e the process of planning and implementing the Convergence Initiative at the

    national, regional, provincial, municipal and community levels of the various implementers

    from the government agencies, local government units, peopleGs organi2ations and support

    groups and institutionsD

    0! &o serve as a guide in the synchroni2ed and organi2ed management of the various activities

    from preparatory, planning and implementation phasesD and

    ! &o reinforce the 'oint and diverging roles and responsibilities of the , *, +N* and the

    1ocal ;overnment in the planning, implementation and management of the convergence

    initiatives!

    &he development of the Operations anual typifies the essence of convergence initiative! It is a

    collaborative work done by a multi-disciplinary and multi-agency team composed of members

    III. 3ENERAL PROCESS FLO; IN THE IMPLEMENTATION OF

    CON4ER3ENCE INITIATI4E

    &he general process flow in the implementation of the convergence initiative is divided into ##

    ma'or activities which fall within the main 6hases namely the 6reparatory 6hase, 6lanning6hase and Implementation 6hase! ctivities of the convergence initiatives are implemented by

    the multi-agency coordinative bodies established at the national, regional, provincial and

    municipal levels composed of officials coming from , * and +N* and the 1ocal

    A. MOBILI=ATION OF THE RE3IONAL AND PRO4INCIAL CON4ER3ENCE

    INITIATI4E TECHNICAL ;OR:IN3 3ROUP

    &he National Convergence Initiative (NCI), as a strategy for sustainable rural development, is a

    work in progress! =ence, efforts will be e>erted to ensure that convergence implementing

    mechanisms and structures established at the local (sub-national) levels are ?working@ and

    continue to be functional! &he convergence structure at the regional level shall be organi2ed as

    proposed below!

    1. Regional Convergence Initiative-Technical Working Group (RCITWG)

    6arallel to the National Convergence Initiative (NCI) &;, the *CI&; shall manage and

    supervise the programs, pro'ects, and other related activities at the regional level! &he *CI&;

    shall be the regional arm of the NCI&; in carrying out its functions!

    &he *CI&; shall work closely with other government line agencies and offices and with the

    *egional evelopment Council (*C) and concerned 6rovincial evelopment Council (6C) to

    ensure that the enhanced convergence initiative interventions are aligned with the regional

    development agenda and initiatives! It shall likewise facilitate complementation of efforts and

    resources for greater impact!

    &he *CI&; shall coordinate and work closely with the 6rovincial 1ocal ;overnment Enits

    (61;Es) in the implementation of the NCI plans, programs, pro'ects, and other related activities!

    &he *egional irectors of , *, and +N* may enter into an agreement with the 6rovincial

    ;overnor or 1;E 1eagues, as necessary!

    T$e RCI Secretariat

    &he *CI-$ecretariat shall be created and would be composed of representatives from the

    regional offices of , *, and +N*! &he *CI $ecretariat shall be headed by the *egional

    Aocal 6erson! &he *egional Aocal 6erson shall be designated by the Chairperson of *CI&;

    (from the agency where the Chairperson belongs)!

    &he functions of the *CI $ecretariat are as follows.

    #! Coordinate the conduct of meetings, workshops, write shops, and consultations as deemed

    necessaryD

    0! Aacilitate the provision of administrative, logistics, and technical support to the *CI&;D

    ! ocument, prepare, and disseminate the highlights of meeting

    &he 6CI&; shall be responsible in implementing plans, programs, pro'ects, and other related

    activities of the NCI at their respective provinces in collaboration with the *CI&;! &he

    6CI&; shall identify or determine appropriate interventions, resources, and support services

    needed such as, but not limited to infrastructure, logistics, e>tension, inputs, lands, and

    institutional development for the implementation of the NCI plans and programs!

    &he Chairperson of the 6CI&; shall be agreed upon by the provincial members and shall be

    a choice between the provincial head of * or of +N*! &he ;overnor of the province shall

    be the Co-Chairperson! &he members of the 6CI&; are the 6rovincial +nvironment and

    Natural *esources Officer (6+N*O), 6rovincial grarian *eform Officer (6*O), 6rovincial

     griculture Officer (6O), and 6rovincial 6lanning and evelopment Coordinator (66C)!

    &he respective interface mechanisms shall be 1;E-led with , *, and +N* providing

    technical and operational support! +>isting 1;E mechanisms may be adopted to spearhead or 

    manage the convergence initiatives at the 1;E level!

    process of review, field validation and approval! If the convergence area covers only a

    single municipality then the C6 will be prepared at the unicipal level and submitted

    for review at the 6rovincial level and for approval at the *egional level! If the

    convergence area covers more than one municipality then the 6lan will be prepared at

    the 6rovincial level and submitted for review and approval at the *egional level! Aor

    &he bases for field validation include significant gaps or discrepancies on targets and

    accomplishments, financial and physical! lso to be looked at are the dubious or unfilled data

    that needs actual visit to validate the reports submitted! Aor those that showed poor 

    performances, the implementation processes shall be looked at in order to suggest thenecessary ad'ustments!

    &he field validation shall be conducted biannually for one to two weeks! &he validating team

    shall provide a report to the NCI &; on F!

    :. IMPACT ASSESSMENT

    &he impact assessment provides an in-depth analysis of the results of the entire pro'ect!

    1ooking back at the logframe, the impact assessment will answer whether or not the long-term

    goals of the pro'ect were achieved! &he impact assessment aims to evaluate the e>tent of theresults of the pro'ect and to determine whether or not the pro'ect was able to achieve its ultimate

    goals based on in-depth analyses of the results of the pro'ect!

    Impact assessment should be done at two levelsS*egional and National! t the regional level,

    impact assessment should be done at their respective convergence areas! s for the National

    level, the assessment should collate all the evaluations from the *egions to provide sole report

    on the Impact ssessment of the NCI! &he Impact ssessment *eports should contain the

    following.

    #! +valuation of the effectiveness of the pro'ect in terms of the target groups0! $hould discuss whether or not the goals are achieved

    ! ssessment of the actual benefits gained from the pro'ect!4! 6rovide recommendations on how to move about once the pro'ect is finished

    In conducting impact assessments, it is possible to draw services from consultants, especially

    at the compilation of the impact assessment reports from the regions! &he timeframe of the

    impact evaluation at the regional level shall be for two to four months while the compilation for 

    a National Convergence Impact ssessment shall be done within two months! &he reports shall

    be collected by the NCI F&;!
