For tunate ly fo r a l l o f us , democracy isnot something that begins and ends withprovincial general elect ions.

The parliamentary system of governmentis supposed to protect the governed againstarbitrary use of portrer, and to provide aforum for ideas between elect ion campaigns.We do not simply " turn over" the affairsof state to the victors for a period of upto f i ve years .

Dialogue and debate can only take placein a meaningful way from a sound informetionbase. For th is reason, the lack o f a p rov-incial budget is very unfortunate anddanaging to ouT concept of democracy.

B. C. i s , a t th is moment , the on lyjur isdict ion in Canada operat ing without af inancial plan for the current f iscal year.

The Socred Cabinet has already approved$1.9 b i l l i on in spec ia l war ran ts to f inaneeoperat ions during the current f iscal year.They have done so without debate, withoutreference to the elected assembly, and withno f inancial accountabi l i ty.

They have adrnitted to operating with adef ic i t in excess of $1 bi l l - ion in the lasrf iscal year eneded March 31, 1983.

They are present ly borrowing $60 ni l l ionper week in Treasury Bills to financespending which has not been submitted, 1etalone approved, by the Legislat ive Assembly.

Perhaps most distressing, al l of theabove inforsntion comes from governmentpress releases issued fol lowing secretdel iberat ion by Cabinet. Government by"Order in Counci l" and press release ismuch l ike the si tuat ion where an electoralmandate is taken as l icense to do whatevera government pleases.

To repeat, this is not our concept ofparl iamentary democracy. We elect alegislature so that the affairs of govern-uent are aired in open publ ic debate sothat al ternat ives may be presented and sothat people can plan their lives knowinggovernment pol icy.

In the past in Bri t ish Columbia andelsewhere throughout the British Comnon-wealth, this has been achieved by a wel lestabl ished budget cycle and regulars i t t ings o f the leg is la t i ve assembly .

This year, both the budget cycle andthe legisl-ative calendar have been disruptedby a government seeking re-election in theabsence of meaningful information aboutgovernment programs, government finances andgovernment taxation measures.

How mueh does the government propose tospend this year? How will- these spendingplans affect v i tal heal- th care, educat ionand comnunity services? How does thegovernment plan to raise the noney itrequires? Wil-l it increase taxes and, ifso, on whon? IIow much will it borrow andat what interest rate?

The answers to these questions are absent.There is no indication, as yet, when theLegislature wi l l be recal led so that thesequest ions may be asked.

And what of the year just completed?It has been more than two years sinceaudited financial statements were presentedby the government of British Colunbia.

How did the estimate of the deflcit mush-room from $358 million to more than $1 bil--l ion?

It is the Lack of answ€rs-to guestsuch as these which make people wonderwhere they stand.

We already know that Social Creditmembers enjoy the privileges bestowed bythe election mandate just received. Weshall have to see how they fare in relationto the ob1-igat ions l t also bestows.
