GENERAL INFORMATION

2013 Mersin XVIIth Mediterranean Games

The Mediterranean Games are sports competitions organized every four years among the athletes of

the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized

with the aim of contributing to the social and cultural approachment among the public of

Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the

competitions are completed within the period not exceeding 13 days.

The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes

in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin

where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the

preparations continue also in Adana, which will host 4 sports.

The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the

competitions, 17 for the competitions and training, 3 for warming up and one for the opening and

closing.

Mersin

Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647

thousand 899 people according to the census of 2010 and it has approximately 16 thousand square

kilometres surface area.

Mersin makes important contributions with its own dynamics to Turkey's important initiatives in

every area; it has important potential in tourism as well as commerce and economics. Providing im-

portant gains to the different cultures that it hosted; today, Mersin comes through the second fast

urbanization process. Development of Mersin continues at a great pace with its modern port, free

zone and all the commercial and industrial organizations carrying its own unique value.

Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens

smelling beautiful in each different season and with rooted cultural events, Mersin provides poten-

tially important contributions to culture and tourism of Turkey.

The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre.

These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this

area long before the establishment of the Mersin.

Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms

histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman

Empire.

In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları,

Seljuklians, Mogols, the crusaders, Memluks, Ramzanoğulları and Karamanoğulları had taken control

of the region.

From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land.

Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with

features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves

and contains different physical structure.

Climate

Weather Conditions for Adana and Mersin in June

Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters

are mild and rainy. Mean yearly temperature is 18.7 °C and January-February is the coldest period.

Temperature in Adana and Mersin reaches the maximum threshold in July and August.

Daily Mean Temperature and Humidity

Both cities are located in one of the hottest region of Turkey where hot and humid weather in the

summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for

years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures

for Mersin and Adana in June are recorded as 26,11 °C and 26,55 °C, respectively. For the last eleven

years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin

and 85,7% in Adana.

4.2. Dates and Venues

The Cycling individual time trial will be held on Friday, 21 June 2013, while the road race will be

held on Sunday 23 June 2013 on Adnan Menderes Boulevard.

5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD

The Cycling competition will be held if at least eight (8) Countries for Men Category and six (6)

Countries for Women category register no later than the deadline for the entries by number

registration. The road race will be held if at least twenty (20) men riders and twenty (20) women

riders register no later than the deadline for entries by number form.

The individual time-trial will be held if at least sixteen (16) riders register no later than the deadline

for entries by number form.

If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the above-

mentioned number, the Chairman of the ICMG Technical Commission or his representative assisted

by one (1) or two (2) members of such commission appointed by the President of ICMG and in the

presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested mi-

nimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2).

Immediately following this date, the OCMG 2013 will notify the National Olympic Committees (NOCs)

involved, by fax or e-mail, about the possible cancellation of one or more events.

Once confirmed, the events will be held and winners will be awarded, regardless of the actual

number of participating teams.

6. COMPETITION RULES

Cycling races will be held in accordance with the UCI (International Cycling Union) rules in force as of

1 January 2013, excluding the special dispensations by the ICMG.

Any case not covered hereby will be decided as follows:

• General cases will be settled according to the ICMG rules;

• Technical cases will be settled according to the UCI rules.

7. TECHNICAL ORGANIZATION

Turkish Cycling Federation, supervised by the Technical Delegate of the UCI, is responsible for the

technical organization and management of the Cycling races of the 2013 Mersin XVIIth Mediterranean

Games.

7.1. Special Provisions for the holding of Races

The starting order for individual time trials will be drawn. The random draw will be carried out

during the Technical Meeting scheduled for the race day. Technical Meeting will be held one day

before the competitions.

The starting order set through the random draw will be established considering a time gap of three

(3) minutes for the start of each rider.

Each rider will be followed by a car with one of their representatives aboard. These cars shall be

defined as “neutral technical assistance cars”, they will carry at least one mechanic, as well as a

Commissioner who will be sitting on the front right seat of the car.

The initials of the rider’s Country will be put on the assistance car which will be the only car allowed

to follow him/her. The assistance car shall carry no more than one bicycle, as well as spare parts,

bike wheels or other repair material.

During the competition, the assistance car shall never travel beside the rider but shall keep a

distance of at least ten (10) meters, in accordance with the UCI technical regulations.

Any dispute occurring prior to or during the competitions will be resolved by the management of

the competition in compliance with the ICMG and UCI regulations in force as of 1 January 2013,

excluding the special dispensations by the ICMG excepted.

7.2. Numbers

All numbers and registration numbers supplied to the riders by the OCMG 2013 must be fully visible

throughout the competition.

7.3. Course reconnaissance

The Organization will schedule two (2) competition course reconnaissance sessions;

- Dates and times for the first session (road race) will be communicated to the Team Leaders upon

their arrival;

- Dates and times for the second session (individual time trial) will be communicated to the Team

Leaders during the Technical Meeting;

8. COMPETITION VENUES AND EQUIPMENT

8.1. Race venue

Men’s Road race: a 143 Km road course. (8 laps)

Women’s Road race: an 88 Km road course. (5 laps)

Individual time trial: a 25 Km road course.

8.2. Warm-up area

For the individual time trial events, the organization will provide to the riders a warm-up area near

the starting line but outside the official 20-km long race course (multiple laps).

8.3. Equipment

All sports and technical equipment used for the Cycling races and warm-up shall comply with the

UCI rules technical regulations in force as of 1 January 2013, excluding special dispensations by the

ICMG.

8.4. Changing Rooms

Separate changing rooms will be provided for the riders, with facilities including showers, toilets

and massage beds.

8.5. Mixed Zone and Press Conference Room

Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after

competitions.

Athletes must leave the competition field via the Mixed Zone and they are requested to cooperate

and to answer the questions of the press.

Immediately after each race, the OCMG 2013 official in charge of the press will escort trainers and

riders to the Press Conference Room in order to answer the questions from journalists.

9. TRAINING

The Competition Management will provide a series of courses for teams to train. This information

will be communicated to delegations upon their arrival.

No training session will be assigned, as teams will be free to decide training days and times.

10. ELIGIBILITY

All NOCs of the ICMG member Countries whose Federations are the UCI members are entitled to

take part in the Cycling competitions of the 2013 Mersin XVIIth Mediterranean Games.

Athletes must be nationals of the Country entering them at the time of the preliminary registration

and must comply with and follow the ICMG and UCI rules and regulations.

In accordance with the UCI rules, riders must be at the age between 19-29 (1994 and 1984).

Each NOC is eligible to take part in the Cycling competitions with no more than twelve (12) riders.

• Up to eight (8) man riders for the road race;

• Up to four (4) women riders for the road race;

• Two (2) men riders in the individual time trial.

Every rider shall:

• Hold an international licence, issued by their national federation and validated by the UCI for

2013;

• Comply with, accept and follow the UCI rules;

• To be an amateur cyclist or being an ex-professional cyclist who is requalified as amateur

cyclist (the racers who have or have ever had a license given by UCI PROTEAMS Teams or

Professional Continental UCI Teams).

• All the amateur cyclists who have or have ever had a license from a Continental Team can

take part to the event.

• All the women athletes that belong to the UCI Teams can take part in women events.

11. ENTRIES

The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry

system is based upon a document downloadable from the website: www.mersin2013.gov.tr

Each NOC will receive a set code and password to access the document which is available in two

languages (English and French).

On-line accreditation and sports entries system allowing the registration of a list of sports entries

which, duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the

deadline hereafter indicated.

11.1. Preliminary entries

The preliminary entries forms to be issued by each participating NOC must be submitted to the

OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2).

11.2. Entries by number

The entries by number forms to be issued by each participating NOC must be submitted to the

OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2).

11.3. Entries by name (Long List)

The entries by name forms to be issued by each participating NOC must be submitted to the OCMG

2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2).

11.4. Final Entries by Name (Short List)

The final entries by name form (short list), to be issued by each participating NOC must be

submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2).

11.5. Entries confirmation

Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival

of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing

Committee in order to discuss certain topics and meet the requirements (general rules,

administrative issues, Village and other accommodation, transport, training time table, sports

entries confirmations, accreditations, rate-card payments, financials, etc.).

Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the

D.R.M.

Confirmation for a further participating athlete can also be communicated to the OCMG 2013

sports management, for extraordinary circumstance, at the latest during the Technical Meeting as

per section 12 of this regulation.

12. TECHNICAL MEETING

Technical Meeting for time trial will be held at the Mersin Mediterranean Village International Zone

on Thursday 20 June 2013 (11.00 am); for the road race on Saturday 22 June 2013 (12.00 hrs) at the

Mersin Mediterranean Village International Zone.

The Meeting will be organized following the UCI rules and under the direction and supervision of the

UCI Technical Delegate.

The meeting will be attended by:

UCI Technical Delegate;

A member of the ICMG Technical Commission;

Team Leaders (one per Country);

Judges;

Trainers (one per team);

OCMG 2013 Competition Manager of Cycling competitions.

One (1) member of Turkish Cycling Federation may take part in the meeting.

13. MEDICAL SERVICES

During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the

Mediterranean Village and at all the competition and training venues for all accredited athletes and

their officials.

a. Mediterranean Village

The Mediterranean Village Medical Centre will provide the residents with the below-listed medical

services.

Polyclinics, Laboratory and Diagnostic Imagining

Emergency service (24 hours)

Ambulance service (24 hours)

A Medical Guide detailing the medical services will be available to the participating delegations

during the Games.

b. Competition and Training Venues

Competition Venues: Medical teams consisting of MDs and paramedics will be available in all

competition venues.

Training Venues: First aid medical team will be available during the training sessions.

An ambulance service (present or on-call) will be available at all competition and training venues.

13.1. Anti-Doping Services

Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping

Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical

Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in

accordance with the ICMG, IOC, UCI and WADA rules and regulations.

All athletes selected for doping control test will receive a written notification and the procedure for

doping control will subsequently start.

Any athlete who refuses to undergo doping control test or who has positive results will be

disqualified from the competition and sanctioned in accordance with the ICMG and UCI rules and

WADA Anti-Doping Code.

Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be

distributed to the participating NOCs.

14. JURY MEMBERS AND JUDGES

14.1 Commissioners

Commissioners for the Cycling races of the 2013 Mersin XVIIth Mediterranean Games will be

appointed by Turkish Cycling Federation, except for the Chairman of the Commissioners College

who will be appointed by the UCI.

Names of the referees will be indicated on the entries by name form.

14.2. Appeals Committee

In accordance with the technical regulations of each sports event to be scheduled for the 2013

Mersin XVIIth Mediterranean Games program, an International Appeals Committee will be

established. They will be responsible for the scrutiny of official complaints lodged.

If the Technical Delegate is not the President of the Appeals Committee, the International

Federation will appoint, among the international officials present at the competitions and through

the Technical Delegate, the Appeals Committee President.

In general, excluding the special dispensations by the UCI, the Appeals Committee will be

composed of:

• One (1) President;

• Two (2) members selected among six (6) qualified people who have been chosen from the

representatives list of participating Countries.

This list will be communicated by the Technical Delegate at the Technical Meeting as per section 12

of this manual.

In the event of a complaint, the members of the Committee cannot be of the same nationality as

the person lodging the complaint.

15. COMPLAINTS AND APPEALS

Complaints related to the race will be lodged in accordance with the UCI international regulations.

All complaints must be submitted in written French, English or Arabic accompanied by a cash deposit,

in accordance with the UCI rules.

In accordance with the UCI rules (art. 1.2.125) and without prejudice to article 12.1.012 on

disciplinary matters, no appeal shall be admitted against facts occurred during the race.

If the complaint is accepted, the deposit will be refunded. Otherwise it will be acquired by the OCMG

2013.

16. SPORTS UNIFORMS

Riders taking part in the Cycling races of the 2013 Mersin XVIIth Mediterranean Games must wear

uniforms complying with the UCI standards.

All riders must wear a protective helmet during all events.

No advertising logos may appear on uniforms, on accessories or on clothing and equipment worn or

used by riders, except for the manufacturer’s labels, on condition that the latter are not displayed for

advertisement, in accordance with ICMG and UCI rules.

These rules also apply to award ceremonies.

17. AWARDS

Award ceremonies will be held at the end of each event.

Medals and diplomas

In accordance with ICMG rules, the following prizes will be awarded:

First prize

A gold medal and a diploma for each first-ranked rider;

Second prize

A silver medal and a diploma for each second-ranked rider;

A bronze medal and a diploma for each third-ranked rider;

Fourth to Eighth place:

Each rider ranking fourth, fifth, sixth, seventh and eighth will receive a diploma.

Information provided in the Draft Time Table is subjected to change at any time, depending on the

number of participating athletes. Official daily Time Table will be confimed by the Technical Delegate

at the Technical Meeting.

19. TECHNICAL OFFICES FOR THE COMPETTION

Two offices will provide specific information on the Cycling competitions: the first one is the Cycling

Technical Office at the competition venue and the second one is the Sport Information Centre in the

Mediterranean Village.

These two Offices will provide information on competition times, training sessions, transportation,

list of riders and results.

The two Offices will also provide technical information communicated by the UCI and OCMG 2013.

20. APPROVAL OF THE REGULATIONS

In case of disagreement on the interpretation of these regulations, the French version shall prevail.

These regulations were approved by the President of the Technical Committee and ICMG on 7

September 2012.
