CHEMICAL WARFARE IN THE IRAQ-IRAN WAR

Allegations of the use of chemical weapons have been frequent duringthe Iraq-Iran War. One of the instances reported by Iran has beenconclusively verified by an international team dispatched to Iran bythe UN Secretary-GeneralBoth Iran 1929) and Iraq 1 931) are parties to the Geneva Protocol, which prohibits the use of asphyxiating, poisonous or other gases, and of all analogous liquids, materials or devices, as well as theuse of bacteriological methods of warfare. The U Security Council has issued a statement condemning the use ofchemical weapons during the Gulf War. It remains uncertain whetherthe sources of supply were indigenous or external. Export controlshave been placed on certain chemicals that could be used in the pro-duction of mustard and nerve gases. In this Fact Sheet, SIPRI provides background information on theinternational law which has been violated, the two poison gaseswhich the UN team identified in its samples, and the possibleorigins of the chemical weapons used in the Iraq-Iran War.

This material may be quoted freely, with attribution to SIPRI.Questions about the allegations of use of chemical weapons shouldbe addressed to Julian Perry Robinson, Science Policy ResearchUnit, The University of Sussex, Brighton, Sussex BN1 9RF, UK,

l Chemical-warfare utilityL,b Convertible into mustard gas simply by contact with hydrogen

chloride.Essential to one of the ways for making thiodiglycol (seeabove)

rb Essential to tabun production. Can also be converted, withsome difficulty, into methylphosphonyl dichloride (see below).Like phosphoryl chloride (see above), essential to tabun pro-duction, but much easier to make.

    ,brb

Convertible into sarin-family nerve gases simply by contactwith any of many alcohols.Convertible into sarin-family nerve gases by carefully con-trolled reaction with an alcohol and fluoride such aspotassium fluoride (see below). Convertible into methyl-phosphonyl difluoride (see above) by heating with a fluoridesuch as potassium fluoride. One o many methylphosphonyl compounds from which methyl-phosphonyl dichloride (see above) can be made quite easily. One of many fluorine compounds that could be used in theproduction of sarin-family nerve gases. Insignificant in theabsence of a supply of methylphosphonyl or ethylphosphoriylcompounds.

A fluorinating agent more common than potassium fluoride,Essential precursor in most of the better routes of VX-familynerve gases. Easily convertible into methylphosphonyldichloride (see above.

kyl Precursors for VX-family nerve gases, also convertible intohosphonothioates sarin-family nerve gases.

    methylphosphonyl See dimethyl methylphosphonate above.

hyl homologues of Precursors for ethylphosphonate-family nerve gases.

Subjected to foreign policy controls by the US government on 30 March 1984.Subjected to special export-licensing requirements by the British government on

April 1984.Except for methylphosphonyl difluoride, all of the controlled chemicals have
