    This not only defeats the 1ery purpose ofstipulating these insurance policies$ )utalso results in undue *nancial gain to the

    contractor+

    CVO of one 4SA reported the reco1ery of7s+ +" Cr against short insurance in all

    the running contracts at the chec3 time+
