2.Pradhan Mantri LPG Panchayat scheme
Ministry of Petroleum and Natural Gas launched to distribute LPG
connections among rural areas where conventional fuel is used for
domestic purposes at Mota Ishanpur village in Gandhinagar district
in Gujarat. It is backup scheme to existing Pradhan Mantri Ujjwala
Yojana.
Point to be remembered :
The LPG Panchayat scheme aims at spreading awareness among LPG
users about how to properly use clean fuel and its useful
benefits.
It also aims to connect with beneficiaries of Ujjwala Yojana to
resolve issues and wrong traditional beliefs among people through
officials of oil PSUs, NGOs, Asha workers and social workers. Under
it, one lakh LPG Panchayats will be activated across country to
deal with issue of safe use of LPG as well as discuss its various
benefits on environment, health and how it empowers women.
3. Bangladesh Prime Minister Sheikh Hasina has floated a
five-point peace proposal at United Nations to find a permanent
solution to Rohingya crisis.

5. Deendayal Hastkala Sankul, a trade facilitation centre and
Crafts Museum for handicrafts at Varanasi, Uttar Pradesh, to
develop and promote handlooms, handicrafts and silk products.
6. National Institution for Transforming India (NITI) Aayog’s
SATH (Sustainable Action for Transforming Human capital) Program
was launched in in Guwahati, Assam.
The SATH program aims to provide structured support to Assam in
identifying key health priorities and implement the solutions
towards transforming the health and improving the well-being of
people of state.
The vision of SATH program is to initiate transformation in
education and health sectors. It embodies the philosophy of
co-operative federalism to addresses the need expressed by many
states for technical support from NITI Aayog. The program will be
implemented by NITI along with McKinsey & Company and IPE
Global consortium, who were selected through a competitive bidding
process.
SATH Program aims to build three selected states viz. Assam,
Uttar Pradesh and Karnataka as future ‘role model’ states for
health systems.

7. RBI takes masala bonds out of corporate bond limit for
FPIs-The Masala bonds refer to rupee-denominated bonds through
which Indian entities can raise money from foreign markets in
rupee, and not in foreign currency. Basically, they are debt
instruments used by corporates to raise money from investors. The
issuance of rupee denominated bonds, protects Indian entity against
risk of currency fluctuation, typically associated with borrowing
in foreign currency. It also helps in internationalization of the
rupee and in expansion of t Indian bond markets. These bonds are
usually traded on the London Stock Exchange (LSE) and not in
India.
8. State Bank of India (SBI) along with FTSE Russell, global
index and data provider launched FTSE SBI Bond Index series at
London Stock Exchange (LSE). It is India’s first bond index series
for overseas investors.
FTSE SBI Bond Index is positioned as first-of-its-kind
transparent and reliable benchmark for investors in international
markets to analyse India’s government bond market. It will
significantly contribute to development and broadening of Indian
bond market. It demonstrates SBI’s commitment to play befitting
leadership role in development of India’s bond market.
Background
Indian government bond market is worth around $1.7 trillion.
Prior to launch of FTSE SBI Bond Index, the bond market was not
having any reliable international indices on which international
investors can invest in the country. Investors are eager to invest
in India, but lacked enough depth in terms of the various types of
bond products.
9. The National Institution for Transforming India (NITI) Aayog
and International Road Federation (IRF), Geneva have signed
Statement of Intent (SoI) to cooperate in field of Intelligent
Transportation Systems (ITS).
The objective of SoI is to create National Platform, involving
all relevant Union Government stakeholders, Indian and foreign
companies active in sector. It will also create platform for
relevant technical experts for developing National ITS Policy. The
national platform will provide coherent and consistent National ITS
Policy.
National ITS Policy
ITS Policy will be covering Traffic Management, Parking
Management, Electronic Enforcement of Traffic Rules and
Regulations, Fleet Management and Monitoring, Innovation in the
field of ITS and Education in field of ITS.
Its objective will be to contribute to reduce urban traffic
congestion, improving situation around parking of vehicles in
cities, improving road safety, and improving security of passenger
and goods traffic. It will be also covering domains such as traffic
and parking management, enforcement, and security.
International Road federation (IRF)
The IRF is global non-governmental, not-for-profit organisation
with mission to encourage and promote development and maintenance
of better, safer and more sustainable roads and road networks. It
was founded in 1948. Its motto is Better Roads. Better World. It is
headquartered in Washington, DC, United States.

10. India’s first ingenuously built INS Kalavari submarine is
first of six Scorpion class submarines built in India under
Project-75 by Mazagon Docks Limited with technology transfer from
France’s DCNS (Direction des Constructions Navales Services), a
naval shipbuilder.
It is diesel electric attack submarine named after tiger shark.
It is stealth submarine difficult to be detected by the enemy and
is designed to operate in all theatres including the tropics. It
weighs 1,550 tonnes and is equipped with six 533-millimeter torpedo
tubes for launching anti-ship torpedoes, anti-ship missiles, and
sea mines. All six submarines will be fitted with indigenous Air
Independent Propulsion System (AIP) technology developed by Defence
Research and Development Organisation (DRDO) to extend their
endurance. AIP module enables conventional submarines to remain
underwater for longer duration, greatly increasing their stealth
characteristics.
11. World’s first ‘molecular robot’ — millionth of a millimeter
in size. It can be used to build molecules and may help discover
novel drugs.
12. Asteroids are known as inactive, rocky body orbiting the
Sun. Comets are bodies of ice, rock and organic compounds that can
be several miles in diametre and they can be at times active. Ice
of comets can vaporise in sunlight forming an atmosphere (coma) of
dust and gas and, sometimes, a tail of dust and/or gas.
NASA’s Hubble Space Telescope have spotted an unusual object
called 2006 VW139/288P having two asteroids orbiting each other
with comet-like features.

13. India’s first electric bus service was launched at Rohtang
Pass area in Himachal Pradesh, Rohtang Pass (elevation 3,978 m) is
high mountain pass on eastern Pir Panjal Range of Himalayas around
51 km from Manali. It connects the Kullu Valley with Lahaul and
Spiti Valleys of Himachal Pradesh.

17. The Union Cabinet has approved introduction of Dentists
(Amendment) Bill, 2017, the amendment in Act include modifications

(b) of section 21 and clause (b) of section 23 of parent Act
Background
According to provision in Dentists Act, 1948, it was mandatory
to have representation of dentists registered in Part B as Central
Government nominees in Dental Council of India. Moreover, it also
required election of four to two members from Part B to State/Joint
State Dental Councils. However, in recent time this provision has
lost its relevance. In order to reduce redundancy of provisions of
their representation, Central Government has decided to delete
these provisions so that their representation does not remain
mandatory any more.
18. Peer-To-Peer Lending (P2P)
P2P lending is a form of crowd-funding used to raise loans which
are paid back with interest. It enables individuals to borrow and
lend money – without use of an official financial institution as an
intermediary. It can use an online platform that matches lenders
with borrowers in order to provide unsecured loans. P2P lending
gives access to credit to borrowers who are unable to get it
through traditional financial institution. It boosts returns for
individuals who supply capital and reduces interest rates for those
who use it.

20. The First ‘BIMSTEC Disaster Management Exercise- 2017’
(BIMSTEC DMEx-2017) will be conducted by the National Disaster
Response Force (NDRF) as the lead agency from October 10-13, 2017
in Delhi and the National Capital Region (NCR).
21. The centre is planning to introduce the Women’s Reservation
Bill-Highlights of the Bill:
The Constitution (One Hundred and Eighth Amendment) Bill, 2008
seeks to reserve one-
third of all seats for women in the Lok Sabha and the state
legislative assemblies. The allocation
of reserved seats shall be determined by such authority as
prescribed by Parliament.
Total reservation: One third of the total number of seats
reserved for Scheduled Castes and
Scheduled Tribes shall be reserved for women of those groups in
the Lok Sabha and the
legislative assemblies.
Rotation: Reserved seats may be allotted by rotation to
different constituencies in the state or
union territory.
Reservation of seats for women shall cease to exist 15 years
after the commencement of this
Amendment Act.

24. Centre announces new PPP Policy to promote private
investments in affordable housing
Two models using private lands:
The two PPP models for private investments in affordable housing
on private lands include extending
central assistance of about Rs.2.50 lakh per each house as
interest subsidy on bank loans as upfront
payment under the Credit Linked Subsidy Component (CLSS)
component of Pradhan Mantri Awas yojana
(Urban). Under the second option, central assistance of Rs.1.50
lakh per each house to be built on
private lands would be provided, in case the beneficiaries do
not intend to take bank loans.

The six models using government lands are:
DBT Model: Under this option, private builders can design, build
and transfer houses built on
government lands to public authorities. Government land is to be
allocated based on the least cost of
construction. Payments to builders will be made by the public
authority based on progress of project as
per agreed upon milestones and buyers will pay to the
Government.
Mixed Development Cross –subsidized Housing: Government land to
be allotted based on number
of affordable houses to be built on the plot offered to private
builders, cross subsidizing this segment
from revenues from high end house building or commercial
development.
Annuity Based Subsidized Housing: Builders will invest against
deferred annuity payments by the
Government. Land allocation to builders is based on unit cost of
construction.
Annuity-cum-Capital Grant Based Affordable Housing: Besides
annuity payments, builders could
be paid a share of project cost as upfront payment.
Direct Relationship Ownership Housing: As against government
mediated payments to builders and
transfer of houses to beneficiaries in the above four models,
under this option, promoters will directly
deal with buyers and recover costs. Allocation of public land is
based on unit cost of construction.
Direct Relationship Rental Housing: Recovery of the costs by
builders is through rental incomes
from the houses built on government lands.

India was placed at 40th spot among 137 countries in World
Economic Forum’s (WEF) Global Competitiveness Index (GCI) 2017-18.
India has slipped by one position compared to 39th spot in 2016
GCI.
27. The World Tourism Day (WTD) on 27th September to raise
awareness about importance of tourism. Observance of day aims to
foster awareness among international community of importance of
tourism and its social, cultural, political and economic value.
The theme of this year’s World Tourism Day is ‘sustainable
tourism – a tool for development’. It is dedicated for exploring
contribution of tourism to Sustainable Development Goals.
28. The Diamond Jubilee of Directorate General of Quality
Assurance (DGQA) was observed on 28 September 2017 as it completed
60 years of its existence. DGQA functions under Department of
Defence Production, Ministry of Defence. It was established in
1957, but its origin dates back to 1869, when first Inspectorate
was set up at Ammunition Factory, Kirkee (now Khadki) in Pune,
Maharashtra. Its headquarters are located in New Delhi.
DGQA’s mandate is to provide Quality Assurance (QA) cover for
entire range of Arms, Ammunitions, Equipments and Stores supplied
to Armed Forces. It is also responsible for import substitution and
associates with Defence Research and Development Organisation
(DRDO) in the development projects.
29. Central Adoption Resource Authority (CARA)
CARA is statutory body of Ministry of Women & Child
Development established under Juvenile Justice Act, 2015. It is a
nodal body for adoption of Indian children. It is mandated to
monitor and regulate in-country and inter-country adoptions. It
deals in orphan, abandoned or surrendered children. It deals with
inter-country adoptions according to Hague Convention on
Inter-country Adoption, 1993 ratified by India in 2003.
30. Asian Development Bank (ADB)
ADB is a regional development bank which aims to promote social
and economic development in Asia. It was established on 19 December
1966. It is headquartered in Manila, Philippines. Now it has 67
members, of which 48 are from within Asia and the Pacific and 19
outside.
The ADB has been modelled closely on the World Bank. It has
similar weighted voting system where votes are distributed in
proportion with members’ capital subscriptions. As of 2014, Japan
was largest shareholder (capital subscription) of ADB having 15.7%
shares followed by US (15.6%), China (6.5%), India (6.4%), and
Australia (5.8%).
31. Aquatic Rhabdops snakes belong to genus Rhabdops which are
endemic to India. It is named after its aquatic nature since adults
of these species are mostly associated with freshwater forest
streams and juveniles are seen in water-logged areas, mostly on
rocky plateaus.
They are three-foot-long nocturnal snake and mostly prey
underwater like other water snakes. Adult Aquatic Rhabdops have
off-white bellies and black spots on their olive brown skin,
juveniles are olive green, with yellow undersides. This colour
difference in life stages may be due to different local habitats
found in Western Ghats. Aquatic Rhabdops is found only in the
laterite plateaus of the northern Western Ghats in Goa, southern
Maharashtra and northern Karnataka which are mostly areas facing
high human pressure.
32. National Disaster Management Authority (NDMA)
The NDMA is apex statutory body for disaster management in India
under aegis of Ministry of Home Affairs (MHA). Its provisions are
envisaged in Disaster Management Act, 2005 and was established in
2009. It is headed by the Prime Minister of India.
33. The World Rabies Day is observed every year on 28 September
across the world to raise awareness about rabies disease and its
preventable measures. The 2017 theme is ‘Rabies: Zero by 30’. The
World Rabies Day is an initiative of Global Alliance for Rabies
Control. The day is annually on 28 September to mark death
anniversary of Louis Pasteur, a French chemist and microbiologist
who had developed the first rabies vaccine along with his
colleagues. Rabies is a viral disease that causes inflammation of
brain (acute encephalitis) in warm-blooded animals. It is zoonotic
disease i.e. transmitted from one species to another, commonly by
bite from infected animal such as dogs to humans. The rabies virus
infects central nervous system (CNS) and ultimately causes disease
in brain and death. Domestic dogs are most common reservoir of
rabies virus. Dog-mediated rabies accounts for more than 95% of
human deaths.

34. Memorandum of Understanding (MoU) signed between India and
Belarus in oil and gas sector. India was one of first countries to
officially recognize Belarus as independent country in 1991.

37. Rural Skills Division, Ministry of Rural Development has
organized ‘Bharat ke Kaushalzaade’, an event
honouring beneficiaries of its key skilling programmes, on the

of MoRD’s flagship skill development programmes
i.e. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and
Rural Self Employment Training
Institutes (RSETI).
The event also witnessed the mobilization platform launch,
branded ‘Kaushal Panjee’ (Skill Register). The
Ministry of Rural Development (MoRD) announced the Deen Dayal
Upadhyaya Grameen Kaushalya Yojana (DDU-
GKY) Antyodaya Diwas, on 25th September 2014. DDU-GKY is a part
of the National Rural Livelihood Mission
(NRLM), tasked with the dual objectives of adding diversity to
the incomes of rural poor families and cater to the
career aspirations of rural youth.
DDU-GKY is uniquely focused on rural youth between the ages of
15 and 35 years from poor families. As a part
of the Skill India campaign, it plays an instrumental role in
supporting the social and economic programs of the
government like the Make In India, Digital India, Smart Cities
and Start-Up India, Stand-Up India campaigns.
38. The LPG Panchayat is an interactive communication platform
aimed at educating rural LPG users about proper safety precautions
to be taken while using LPG, its benefit to the environment, its
effect on women empowerment and health.
39. The Essential Services Maintenance Act (ESMA) is an act of
Parliament of India. It is a central law.
It was established to ensure the delivery of certain services,
which if obstructed would affect the normal life
of the people. These include services like public transport (bus

Although it is a very powerful law, its execution rests entirely

Act with slight variations from the central law in its
provisions. This freedom is accorded by the central law
itself.
40. The Comptroller and Auditor General (CAG) of India is an
authority, established by the Constitution of India
under article 148.
CAG audits all receipts and expenditure of the Government of
India and the state governments,
including those of bodies and authorities substantially financed
by the government.
The CAG is also the external auditor of Government-owned
corporations and conducts
supplementary audit of government companies, i.e., any
non-banking/ non-insurance company in which
the state and Union governments have an equity share of at least
51% or subsidiary companies of existing
government companies.
The reports of the CAG are taken into consideration by the
Public Accounts Committees (PACs) and
Committees on Public Undertakings (COPUs), which are special
committees in the Parliament of India
and the state legislatures.
The CAG enjoys the same status as a judge of Supreme Court of
India in Indian order of precedence.
Appointment: CAG is appointed by the President of India
following a recommendation by the Prime Minister. On
appointment, he/she has to make an oath or affirmation before
the President of India.
Removal: The CAG can be removed only on an address from both
house of parliament on the ground of proved
misbehaviour or incapacity. The CAG vacates the office on
attaining the age of 65 years age even without
completing the 6 years term.

42. Web portal called ‘PENCIL’ for effective implementation of
the National Child Labour Project,
(NCLP). PENCIL (Platform for Effective Enforcement for No Child
Labour) — an electronic platform for
no child labour in the country is being developed by the Labour
Ministry. PENCIL portal has five
components — Child Tracking System, Complaint Corner, State
Government, National Child
Labour Project and Convergence.
The National Child Labour Project (NCLP) Scheme initiated in the
in 1988 to rehabilitate working children by
eliminating all forms of child labour through identification and
withdrawal of all children in the Project Area from
child labour, Preparing children withdrawn from work for
mainstream education along with vocational training.
NCLP has been revised expanded and aligned to the new
legislative provisions.The legislative changes have been
accompanied by creation of additional institutional mechanisms
at the district, state and national level for
identification and rescue, along with revamping the
rehabilitation scheme and a centralized database for case to
case
monitoring and accountability.
43. Pradhan Mantri Sahaj Bijli Har Ghar Yojana –“Saubhagya” has
been launched to ensure electrification of
all willing households in the country in rural as well as urban
areas, The Rural Electrification Corporation
Limited (REC) will remain the nodal agency for the
operationalisation of the scheme throughout the country.

What you need to know about the so- called challenge method?
Under this method, prospective states will be rated on more than
half-dozen parameters prescribed in the
guidelines issued and the project will go to the state with the
highest score on a scale of zero to 100.
The challenge method for selecting the state as well as the site
for the projects, which can be both
brownfield and greenfield projects, will now be applicable
across sectors such as aviation, roads,
railways, health, education, IT, power and textiles.
It will also be used for awarding all national events such as
national games and youth festivals to states.
Significance of this method:
This is expected to spur competition among states and union
territories both in terms of offering the best
sites and committing resources in terms of land, utilities,
infrastructure support and financial contribution,
which in turn would encourage optimum utilization of scarce
resources and help in timely completion of
projects.
Awarding projects based on the challenge method will ensure due
diligence is being done by all
departments and states. This will also mean that gestation
period for all these projects will come down
significantly and there will be no major delays and this will
give enough push to efficiency.

The ISA is an Indian initiative jointly launched by the Prime
Minister of India and the President of France on 30

solar energy through better harmonization
and aggregation of demand from solar rich countries lying fully
