Job purpose:
1. As a member of the Corporate Management Team, to engage in the strategic management
of the council to ensure the transformation of the council and wider public services in
Cumbria in accordance with the shared vision for Cumbria and the achievement of
corporate aims, goals and objectives.
2. As the council’s professional adviser for children’s services, ensure that the organisation
achieves its aims, goals and performance objectives and complies with all relevant
statutory requirements to deliver services to children and young people across Cumbria.
3. Within the Directorate to lead and deliver transformational and cultural change in the
Council and, externally through partnerships, across Cumbria to achieve a performance
culture responding to the needs of children and young people.
4. To provide leadership to enhance performance to deliver Council Plan objectives in
accordance with the councils aims
5. To ensure that Council and external resources are developed and deployed in the most
effective and sustainable way to deliver the Council’s objectives in relation to children and
young people.
6. To lead work with local partners to integrate resources and commissioning and ensure that
services are built around the needs of children and young people maximising opportunity
and minimising risk.
7. To enhance the influence and impact of the Council in the County, the region and where
appropriate at national and international levels.
8. In all aspects of the role to be responsive to changes in Cumbria wide priorities andarrangements, such as joint partnership delivery arrangement, affecting the Council.
Principal Accountabilities
Strategy/Leadership
1. Develop a compelling vision, a clear and effective operational plans for delivering highlevels of performance in children’s services in the Council and through partnership.
2. Build effective teams and facilitates and leads partnerships to deliver the directorate’sservice plan.
3. Ensure the achievement of directorate specific targets, objectives, plans and agreements.
4. Take a cross council lead role as directed by the Chief Executive.
Developing and Delivering Services1. Ensure that all stakeholders including members and employees are actively involved,
consulted and engaged to deliver services and improve outcomes for children and youngpeople across Cumbria and that all commissioned services, programmes and activities arecentred on the identified needs of children and young people.
2. Ensure that the Chief Executive, Corporate Management Team Cabinet, Portfolio Holders,Scrutiny and Overview and members are advised appropriately and effectively on mattersrelating to the Directorate and ensure the council meets its statutory responsibilities anddelivers services to required national and local targets and standards.
3. Challenge practices and culture limiting service development and improvement and ensurethat good performance throughout the directorate is recognised and valued.
Corporate Management
1. As a member of Corporate Management Team, adhere to principles of corporatemanagement accountability and responsibility.
4. To be engaged in the overall corporate management of the Council as a member of thecorporate management team.
5. To deputise for the Chief Executive from time to time as directed.
Budget and Performance Standards
1. In respect of activities delivered directly through the directorate, ensure appropriate projectand programme plans are in place and activities are reviewed and monitored, anddelivered on times, to budget and agreed performance standards.
2. In respect of activities delivered indirectly through partnerships or other arrangements,ensure that the Council fulfils any legal obligations to ensure appropriate project andprogramme plans are in place and activities are reviewed and monitored, and are deliveredon time, to budget and agreed performance standards.
