Background
The Goethe-Institute proposes a joint initiative of Association of Southeast Asian Nations (ASEAN)
member countries to secure, conserve, digitise and provide access to their cultural heritage in
form of text, images, sounds and video. The ten member countries (Brunei Darussalam,
Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet
Nam) each have their own rich cultural heritage. Their books, manuscripts, pictures, maps, music
and other documents are often endangered by climate, natural disasters, and neglect. Lack of
basic infrastructure and weak regional or international cooperation are further obstacles to access.
While information about these resources may be in many different national languages and dialects,
the existing collections may not searchable in the official language of ASEAN, which is English.
Almost all the member countries have started digitisation initiatives, but the projects are often of
limited scale, and not linked to each other. There are no uniform standards for metadata that
might promote interoperability. The digital data is stored and backed up to different levels of
security. The existing collections are managed by a mix of governments and non-governmental
organisations (NGOs), and funded from national budgets, international grants, and private
donations. Their sustainability is not guaranteed.
ASEAN's goal is 'one vision, one identity, one community'. The proposed ASEANA Digital Library
would strengthen the cultural identity of Southeast Asia as a region. It would promote cultural
diversity as one of its important assets. Access to all kinds of visual, textual, audio and video
holdings, including the documentation of intangible heritage like dance and customs, could
promote new levels of intra-regional understanding, mutual appreciation of the deep history of
these disparate neighbours as well as provide inspiration to arts and science. It would create
economic opportunities, especially for creative and technology industries that would be required to
support it. Boosting education and technical capacity and equipment may also encourage greater
international cooperation and interconnectivity.
While providing access to cultural heritage content is an important goal on its own, in the context
of a regional digital portal, it must be balanced with respect for rights and ownership. As stated in
the United Nations Educational, Scientific and Cultural Organization (UNESCO)/University of British
Columbia (UBC) Vancouver Declaration:
“A better understanding of the digital environment is essential for the establishment of
digital preservation models that respect fundamental legal principles enshrined in

institutional regulatory frameworks, and balance access with privacy, right to knowledge
with economic rights, and respect
ownership and control of indigenous cultural heritage and traditional knowledge in digital
format.”
This initiative will be similar to Europeana. ASEANA will create a digital library that functions as a
portal – providing a gateway to cultural heritage materials that reside on the websites of their host
institutions. The ASEANA website will facilitate discovery and access through the use of metadata
and thumbnail images on a single website but detailed information and the digitised objects
themselves will remain with the host institutions themselves.
The initiative will be launched by Goethe-Institut in conjunction with other partners in Southeast
Asia and Europe. The first step would be to set up a framework for its vision, mission and policy.
Roadmaps at the regional and national level would then ensure ASEAN can create the political and
organizational framework required to sustain this effort, playing the same role that the European
Union/European Commission (EU/EC) did for Europeana. This cooperation between Southeast
Asian and European institutions would acknowledge the long history of trade, colonization and
migration between these two regions. This left behind a legacy of many historical valuable texts,
images and objects from Southeast Asia as part of the collections of European museums, libraries
and archives. The digitisation policy and process should draw on the experiences of Europeana, the
Digital Library of America and other similar digital portals. It will follow the IFLA/UNESCO
Manifesto for Digital Libraries. The spirit of the Vancouver Declaration should be invoked to
encourage national governments, intergovernmental organizations and sponsors to recognize the
strategic importance of digital libraries and to actively support their development.

• Professional level: IFLA, CONSAL, national and other libraries, museums, archives, NGOs
and private foundations
• Supporters and donors: ASEAN, EU / European Commission, UNESCO, Asian Development
Bank (ADB) and other development agencies.
The Goethe-Institute Jakarta, which coordinates the Goethe-Institutes in all ASEAN countries (plus
Australia and New Zealand), has undertaken some preliminary research to assess the existing
digitisation projects in the region and the opportunities for cooperation. This research identified a
variety of preservation and digitisation projects, some of them supported professionally and
financially by organizations from Europe, or the United States (U.S.) as well as their national
institutions.
The Goethe-Institutes Southeast Asia / Australia / New Zealand agreed to adopt the idea of an
'ASEANA Initiative', and to conduct a feasibility study, including:

• preliminary research of existing projects, their scope and results;
• communication with experts, stakeholders and decision-makers from Southeast Asia, Europe
and international bodies such as IFLA and UNESCO. The methodology included a review of
existing studies, written surveys, and consultation with experts and conference participants;
and,
• communication with potential partners, supporters and donors about their ideas and possible
involvement
If the results are positive, a political decision by ASEAN and EU officials should be sought. Once
the decision is endorsed, a roadmap including funding and proposals for institutional cooperation
will follow.
Methodology of the Feasibility Study
The feasibility study aimed to identify existing cultural heritage digitisation projects in all ASEAN
countries as well as review a selection of reference projects in Europe, USA, Japan, Australia and
New Zealand.
It was conducted during June and July 2013 by consultant Tanya R. Torres, who was assisted by
Goethe-Institut staff who identified digital cultural heritage collections that were available online
from each of the 10 ASEAN member countries. Potential collections were found primarily through
national museum, library, and archive websites. Other collections were identified through online
research into UNESCO initiatives such as “Memory of the World” and cultural heritage preservation
programs conducted by NGOs, private foundations and regional/provincial museums and libraries.
For the purpose of this feasibility study, the focus was on digitised collections that were available
(either wholly or in part) in the ASEAN countries.1
Cultural heritage materials were defined broadly to include digitised versions of tangible objects
such as written materials (manuscripts and books), works of art, architecture, anthropological
artifacts (ceramics, tools, textiles, etc.) as well as intangible objects such as music, dance and
drama performances.
An initial list of approximately 70 potential digital collections and projects from ASEAN countries
was compiled. The collections and projects on the initial list were then scrutinized to ascertain their
readiness to be part of a beta version of a cultural heritage portal.

Given the limitations of the beta phase of the project, the feasibility study focused on digital
projects or collections that were already online with metadata (as opposed projects that may be in
the early stages of digitisation). The final selection was limited to digital projects/collections that
had descriptions available in English, which is the official language of ASEAN. Eventually ASEANA
should be a multi-lingual portal but the initial beta version would concentrate on identifying those
existing collections that are ready to be aggregated. Given that preservation continues to be an
issue in the region, a future iteration of ASEANA may also provide a server/institutional home
within the country or region for collections that lack the either the technical, financial or
administrative ability to provide online access and preserve their collections in a secure
environment over the longer-term.
Based on the criteria outlined above, approximately 30 digital collections/projects were selected to
be included in the initial feasibility study and 1-2 pages profiles were developed for each collection
or project (see Annex D).
Outputs of the Feasibility Study
The final outputs of the feasibility study included the following:
• A list of people and organizations that were contacted to identify potential cultural heritage
digital collections in the ASEAN region (Annex A)
• A profile/questionnaire that facilitated research on each digital collection or project, which
included a description of the project, the type of content, scale (size of the project), scope
(for which purpose) and metadata used, a link to its public website and a contact person or
institution (Annex B)
• A list of cultural heritage digital projects included in the research (Annex C)
• A final profile for each cultural heritage project in that included: a description of the
project, the type of content, scale (size of the project), scope (for which purpose) and
metadata used, a link to its public website and a contact person or institution (Annex D)
The Goethe-Institut will share the results of the feasibility study for its project ‘Cultural Heritage
Southeast Asia’, and work with ASEAN members, IFLA, CONSAL the National Library of Singapore,
the German National Library/German Digital Library, DigitalNZ and other interested parties to help
develop an ASEANA Digital Library. The results of the feasibility study may be made available to
the public, particularly on the Goethe-Institut’s website and websites of project partners.
Select Findings and Recommendations
Digitization and metadata standards in among the different collections varied widely, indicating a
need for adopting a regional or perhaps even global set of standards for cultural heritage
materials. The study also compared cultural heritage collections and digital portals such as

Europeana, the Digital Public Library of America and the German National Digital Library to
determine how digitization and metadata standards are being used by other collections around the
world. There appears to be a trend toward using a common set of standards for digitization and
metadata across many of the larger collections. This enables discovery and access of local content
across regional collections as well as creates the possibility of a truly global portal of cultural
heritage materials. According to the IFLA/UNESCO Manifesto for Digital Libraries:
“A collaborative digital library allows public and research libraries to form a network of
digital information in response to the needs of the Information Society. The systems of all
partners in a collaborative digital library must be able to interoperate.”
One possible next step for ASEANA may be to work with the ASEAN member countries to develop
regional standards based on the newly developed International Federation of Library Associations
and Institutions (IFLA) Rare Books and Manuscripts Digitization Guidelines. The guidelines are
suggestive and provide a series of questions that libraries can use to develop a comprehensive
digitization and preservation program for rare books and manuscripts, and may be applicable to
other materials as well. These guidelines may provide an opportunity for the national libraries
from the ASEAN member countries to work together in adopting standards and as well as future
steps, such as developing centers of competency in each country. As suggested in the
UNESCO/UBC Vancouver Declaration, “education and training programmes for information
professional must be developed and provided to prepare or reposition them to implement both
digitization and preservation practices relevant to the needs of governments and their citizens…”.
The diverse local content collections in the ASEAN region reflect the rich cultural heritage traditions
in the member countries. By working together toward the goals of preservation and digitization,
the ASEAN member countries can provide access to these cultural heritage collections for
generations to come.
The larger vision for this initiative includes working with ASEAN members to develop a framework
for the ASEANA Digital Library, which would include:
• Identifying and developing an institutional home for a regional and national centers of
competence which would be supported by network of digitisation project partners, specialists
from Southeast Asia, Europe, Oceania and the US, supporters and donors; and,
• Identifying and adapting best practices and policies for the digitisation of cultural heritage
materials in the region.

grant Europeana the right to publish the metadata under the terms of the
Creative Commons CC0 1.0 Universal Public Domain Dedication. This means that
all metadata provided to Europeana can be re-used by third parties without any
restrictions.

2. Each digital object (and the associated preview) that is available via
Europeana needs to carry a rights label that describes its copyright status. Data

the object allows such re-use.
Metadata: From Europeana Professional - EDM documentation:
Uses Europeana Data Model (EDM) for Cultural Heritage attempts to
accommodate a wide range of international standards such as DC, LIDO for
museums, Encoded Archival Description (EAD) for archives and METS for digital
libraries. The EDM framework also collects, connects and enriches metadata by
adhering to Semantic Web modelling principles that link to other cultural
heritage collections. Provides a wide range of metadata-related instructional
materials such as EDM primers, mapping guidelines and object templates. The
EDM features 10 mandatory properties and 12 optional properties for each
object.

national portal for digitalised artistic and cultural assets and integrates them into

browse the finding aids of archives or access information from the field of

environments.
Rights: From the DDB Terms of Use:
1. The DDB and its data suppliers retain all copyright and other industrial
property rights to the public, freely accessible (and free of charge) digital
content, derivatives and metadata including layout, software and their content in
line with the principle of „free access – rights reserved“.
2. Any use of the digital content, derivatives and metadata for commercial
purposes is hereby prohibited, unless approved by the title holder in individual
cases. As a rule, the DDB is not the title holder itself, but only acts as an agency
providing access to the digital content, derivatives and metadata, so that any
further rights of utilisation must be acquired from the respective institute that

Metadata: From Frequently Asked Questions - Deutsche Digitale Bibliothek
The internal metadata format of the DDB is based on the Conceptual Reference
Model (CRM) of CIDOC. CIDOC-CRM is a model that provides definitions and a
formal structure for describing cultural works. The formal structure of the model
consists of classes (entities) and relations (properties) between the classes. The
DDB data model also uses entities from FRBRoo, a formal ontology that
harmonises the functional requirements for bibliographic records (FRBR) with
CIDOC-CRM. In this way, bibliographic information is integrated and brought
together with museum resources.
Admissible input formats are Dublin Core, MODS/METS, MARC21, EAD(-DDB)
and LIDO. Data should be delivered in XML format, as they will be converted
using XSLT-based transformers to the internal format of the DDB. If the formats
mentioned above cannot be supplied, the DDB competence network provides
help with converting the existing format in each case to one of the required
standard formats.

KITLV maintains a digital library with collections of more than 150,000 photos,
prints, drawings, maps and songs particularly from Indonesia, the Dutch Indies,
Suriname and the Caribbean. Additionally there are images of migrants from
these areas who resided temporarily or resettled in the Netherlands. As of 2010,
KITLV had contributed more than a third of the items pertaining to Southeast
Asia to the World Digital Library, which makes significant primary materials from
countries and cultures around the world available on the Internet, free of charge
and in multilingual format.

A photograph or other paper document may only be published after permission
has been given by the Department of Special Collections of the KITLV and after
the copyright payment has been made.
The KITLV hereby grants permission for use of the specified image in one
publication only. The use of the material for further printing, publication, sale,
lending, broadcasting or any other public purpose, whether by the same person
or by others, without prior permission from the KITLV, is prohibited.
Each time the specified image is used full mention must be made of the source,
viz.:

National Library of Laos, the University of Passau, and the Staatsbibliothek zu
Berlin Preußischer Kulturbesitz. The project is funded by the German Research
Foundation (DFG) and the German Federal Ministry of Economic Cooperation and
Development (BMZ).
There is a wide diversity in the manuscript collection, covering a large
geographical area and historical timeframe, different literary traditions and
schools of scribes, and different languages and scripts. The majority of the texts
are from the Lao, Lan Na and Tai Lue traditions, with smaller numbers in Tai
Nuea, and Tai Dam, etc.
The DLLM database can be searched by title, ancillary term, language, script,
category, material, location, date, and code number. Images of the manuscripts
can be viewed online or copied to your desktop, and complete sets of images of
inventoried texts can be downloaded. The grey-tone images were digitised from
microfilm, while colour images were taken directly from the original manuscripts.

The Filipinas Heritage Library is housed in the historic Nielson Tower,
once the passenger terminal and control tower of the first commercial airport of
the Philippines and now the only remaining pre-World War II building in the
Makati Central Business District. But the Library lays claim to a historical worth
that goes beyond its structure and goes back to centuries before the war.
The Library is home to a valuable collection of rare books on the
Philippines, with materials ranging from seventeenth-century historical accounts
by Spanish missionaries to early twentieth-century reports of the Philippine
Commission of the United States government. Other valuable materials in the
library’s collection are eighteenth-century grammars of Philippine languages,
twentieth-century studies on Philippine flora and fauna, polemical writings on the
Philippine Revolution, and personal recollections of battles in the Philippines
during World War II.

The UP CENTER FOR ETHNOMUSICOLOGY is a center for music research with
material collections on the music and musical traditions in the Philippines,
Southeast Asia, and representative areas from other continents. The Center was
founded by Dr. Jose M. Maceda (1917- 2004), composer, ethnomusicologist,
pianist, philosopher, scholar, and National Artist. It was established by the Board
of Regents of the University of the Philippines on June 16, 1997. The core
holding of the Center is the Jose Maceda Collection, consisting of library and
archive materials including sound recordings, field notes, video, film, still
photographs, and other documentary items as well as musical instruments, and
original music compositions that were put together by Dr. Maceda, his research
staff and other scholars since 1953. Together with Dr. Maceda’s personal
collections which were officially transferred and deposited at the U.P. Center for
Ethnomusicology last September 22, 2005, the collection has recently been
inscribed in the UNESCO Memory of the World Register in August 2007, as an

Recordings - The NAS has databases of interviews that capture the social,
political and economic fabric of Singapore. The collection is based on themes
such as: Pioneers of Singapore, Japanese Occupation of Singapore, Vanishing
Trades, Communities of Singapore, Oral Traditions, Political Developments,
Economic Growth, Senior Civil Servants and Education. CORD (Collection of Oral
History Recording Database) 4) Photographs/Images - Our photographs and
images are acquired from government and private sources. Comprising
photographs dating from the 19th Century to the present, this collection
documents various aspects of Singapore's history and society. Subjects include
landscape, sports, costumes, festivals, architecture, arts and entertainment, and
transportation. PICAS (Picture Archives Singapore); 5) Audio-Visual Collection -
The collection dates back to the 1940s and includes film, television, radio, music
and sound recordings, newsreels and associated materials such as film posters.

From the Pictures Lanna – Overview and History:
The Chiang Mai University Library has been well aware of its significance of being
a Northern Thai Information Center, and this has become one of the main
missions of the library. The center was established to be a Northern Thai
Information Center providing services and supporting the idea and goal of
becoming a learning society within the university and among the members of the
northern community.
Since in the fiscal year 2007, the library has established a service of publicizing
information about the north of Thailand through computer networks both inside
and outside the university. The library has cooperated with the Computer
Technology Service Center (now the Information Technology Service Center) in
the preparation and publicizing e-Northern Information Multimedia as one of the
activities of the Living Library Project which is a step to becoming a learning
society. The first year of the project started with the launching of a presentation
of “Lanna Food” through http://library.cmu.ac.th/ntic/en_lannafood to
disseminate, preserve, improve and carry on the cultural identity and local
wisdom of Lanna and to support the government’s Food Safety policy through a
user friendly multimedia IT service.
In the next fiscal year of 2008, the library and the Information Technology
Service Center will collaborate in the project of publicizing the “Lanna Pictures”
at http://library.com.ac.th/ntic/en_picturelanna with the objectives as
follows:
1. To collect and present through electronic media the Lanna pictures and
descriptions (of Chiang Mai, Lamphun, Mae Hong Son, and Chiang Rai)
taken and provided by Mr. Boonserm Satrabhaya.
2. To compare the pictures of the old and the present Lanna in electronics
media.

3. To collect and publish through the World Wide Web the biography of
Boonserm Satrabhaya, a man who deserves to be honored and praised
as a history photographer of Lanna and a story teller of the past through
his photos.
4. To publicize the valuable information about northern Thailand for
research and studies.
5. To instill in the northerners the Lanna spirit as well as the pride and
awareness of the protection and preservation of their historical and
cultural heritages.
The past pictures of Lanna to be presented in fiscal year 2008 will be limited to
only the works of Boonserm Satrabhaya, a total of 665 photos taken from 1939-
1992 containing photos of the following provinces:
598 photos of Chiang Mai
8 photos of Chiang Rai
2 photos of Lampang
15 photos of Lamphun
20 photos of Mae Hong Son
7 photos of Tak
15 photos of Nan (Tong Lueang or Mlabri tribe)
Besides the pictures of the past, the project had presented the present scenes of
the same sites to show the changes of Lanna, especially to Chiang Mai.
“Good pictures…must contain stories”, therefore, the staff and advisory
committee of the project realized that the preparation and organization of the
descriptive and supporting information would be helpful for research and study
so they put an effort in adding as much details as possible from reliable sources
and interviews with Mr. Boonserm the photographer, and other experts.
The presentation of these photos is done in data base form for the convenience
of the users to search by keywords, topic and the photographer’s name. In the
future the responsible staff will add more photos of the Lanna past taken by
other photographers.

From the Inscriptions in Thailand Database - About Us page:
“The Inscriptions in Thailand Database Project”, which is ongoing at the moment,
is a continuing project developed from the “Mulberry paper turned digital
database on steles and inscription project” between 2541 and 2545 B.E., which
was a co-operation between the Department of Oriental Languages, Faculty of
Archaeology, Silpakorn University. That project was led by lecturer Anchana
Chitsutthiyarn and Associate Professor Kannikar Wimonkasem, and Princess
Maha Chakri Sirindhorn Anthropology Centre, (formerly affiliated to Silpakorn
University but now an independent organization), led by Professor Khunying
Khaisri Sri-arun (former director of the centre). When this project finished in
2545 B.E., the current project “Thailand’s steles and inscriptions database
experimental project” followed, established to classify information in digital
format, and group it in accordance with the regions and provinces where various
steles and inscriptions were found.
Later, in 2546 B.E. Dr. Paritta Chalermpow Koanantakool, the director of
Princess Maha Chakri Sirindhorn Anthropology Centre (Public organization) at
that time, came up with an idea to modernize the data searching system as well
as add more information to each stele and inscription in order to make them
more complete. This initiative brought about the following tri-partite co-
operation:
1. The Department of Oriental Languages, Faculty of Archaeology,
Silpakorn University.
2. Research and Development Department, High Performance Computing
Center, National Electronics and Computer Technology Center (NECTEC).

3. Research and Research Support Unit, Princess Maha Chakri Sirindhorn
Anthropology Centre (Public organization). Currently, the modernized
and up-dated database is in service, but only for the sections where
information is complete. The information team kept re-writing
information into groups in accordance with the types of letters it
uncovered and has now completed certain stages. Any newly completed
information will be added should new discoveries be made, and the
reading and translations made ready for public use.
From the Rare Books of Siam page:
As part of its mission to collect and organize documentary resources in the field
of anthropology and related disciplines, the SAC is currently collecting rare
manuscripts and archival materials to be housed and digitized at the SAC library.
The copyright of many of these books and documents has expired, and therefore
they are very difficult to find. The project team hopes to make these resources
available to interested individuals in an easy-to-use format.
The Rare Books of Siam project was launched in November 2007, and made its
first resources available to the public in October 2008 through a digital collection
of literature by the author Wachira Yanwiset. Since then, the project team has
divided its manuscripts and documents into four main categories: books by
Wachira Yanwiset; literature; history and ethnic groups; and journals and
newspapers.
The main goal of this project is to make these valuable resources available for
study and for pleasure while protecting and preserving the original documents.

Indochina Collection: is a rare collection of the National Library of Vietnam
comprised of 67,000 books copies published from the 17th century to 1954
contains historical, cultural, geographical value of Indochina. In order to
preserve valuable old materials in French, avoid damage by time passing,
researches and readers searching for such materials easily, the National Library
of Vietnam cooperate with French Embassy in Vietnam and Ministry of Foreign
Affairs in France to implement project on “Digitization of old French collection in
Vietnam” (VALEASE). At present, the National Library of Vietnam has digitized
over 95,000 pages (equal to 800 copies), compiled as electronic books and
upload on internet to serve readers.

NLV’s Han-Nom collection is one of big collections of Vietnam about old books
written in Nom script. This collection includes 5,200 books published manually in
Do paper, of which a major numbers are in manuscript. This is a very precious
collection that NLV is archiving and serving readers. In order to provide long
term preservation of the collection as well as widely disseminate knowledge
about culture, history, geography ancient literature in those books, NLV has
collaborated with the Vietnamese Nom Preservation Foundation to digitalize this
collection. At present, NLV has digitalized and put on its website full text of
about 1,258 title of books (equivalent to 192,000 pages) at
http://nom.nlv.gov.vn. This is a full-text online database with interface in two
languages: English and Vietnamese.
