Brief description of theft cases in school:When valuables are left unattended, they are

stolen as no one is there to prevent it from being taken away.

What type of valuables get stolen?Valuables such as handphones, wallets, PSPs,

expensive watches and other items that are of high monetary value.

Definition of theft:In criminal law, theft is the illegal taking of

another person's property without the person's permission. Theft is a shorthand form for all major crimes against property, encompassing offences such as burglary, embezzlement, larceny, looting, robbery, mugging, trespassing, shoplifting, intrusion, fraud (theft by deception) and sometimes criminal conversion.

Whose Responsibility?1. Firstly, we believe that it is one’s responsibility

to look after his own belongings. When he is not cautious and not paying attention to his belongs, it gets stolen unknowingly.

2. However, when this happens, we cannot completely put the blame on the victim who loses his belongings. After all, the thief has a part to play too.

3. When the thief sees these valuables, he is envy of the owner that he has it. Therefore, it leads him to being greedy and resulting in stealing it.

Main Factors:This allows us to arrive at two main factors of why there are theft cases in the school. They are:

1.Leaving valuables unattended (Victim)2.Greed(Thief)

Ways to prevent theft(personal responsibility)1)Prevent bringing excessive valuables to

school. Example: Don’t not bring too much money,

jewellery or other unnecessary valuables. If your phone is capable of playing music, bring

your phone and leave your MP3 at home instead of bringing both your phone and the MP3. If your bus ride home is short, avoid bringing your PSP to school.

valuables. Example: Don’t flaunt your money. Don’t take

out your cell phone to show off that you have a cool new gadget. Don’t brag about how much your new phone costs.

Ways to prevent theft(personal responsibility) cont.3) Never leave your valuables unattended. Example: When keeping your valuables, keep

them secretly and DO NOT show where you are keeping them. If you need to leave your valuables for a few minutes, ask your friends to take care of them.

Ways to prevent theft(personal responsibility) cont.4) Lock up all belongings.If you place your valuables in your locker,

ensure that the locker is safely locked and do not share your combination code with others. When going for recess, if possible, bring all valuables with you. However, if you are unable to do so, ensure that the classroom is locked or ask your friend to take care of them.

Ways to prevent theft (For the thief)1)Your actions are controlled by you. It is up to you if you want to steal. You are an

intelligent human, you know that it is wrong to steal, even if you dislike the person.

Why we think our proposal will work ? (SMART) S (Specific) – If anyone has committed theft, he MUST be reported to their form

teacher. If the theft is very serious, the thief will be brought to Mr Chia / Mr Maran by the form teacher or the monitor/prefect/person that caught the thief. Counseling may also be given to the thief. The thief may be handed over to the police if the theft is very severe, but this would only be carried out after much investigation by the principal and teachers. However, it is also ones own responsibility to look after his valuables and ensure that they are not left unattended.

M (Measurable) – When the number of theft has decreased in the school, it shows that our preventive measures have worked. We will measure the severity of theft in Victoria school by doing surveys at the end of each month. This also goes to show that Victorians are ensuring that their valuables are kept safely and that there are less theft cases. But in the event that the number of theft cases are not decreasing, are conducting the surveys, we will change our plan.

A (Achievable) – Reinforce security in the school by ensuring that prefects on duty patrol classroom areas (preventing theft cases during recess), and that the classroom is always locked. Also, we can get Victorians to ensure that they keep their valuables well and not leave them unattended.

R (Relevant) – Our preventive measures are focused on reducing theft cases and do not go off point.

T (Timely) – Preventive measures should be reinforced in the first six weeks and the last week of every term.
