Abstract The Encouragement of Industrial Sector to Develop the Corporate Social

Responsibility (CSR) Implementation Project A period of nine-month, the Encouragement of Industrial Sector to Develop and Implement the Corporate Social Responsibility Project (2015) was operated from 11 December 2014 to 11 September 2015. The aims of the project were that the first was to persuade factories in Thailand to implement the standard of the Corporate Social Responsibility by Department of Industrial Works (CSR-DIW) on their own factories for developing themselves to ISO 26000 (an international social responsibility standard). The second was to support factories which already have a certificate of CSR-DIW in any year of 2008-2014 carry on the CSR-DIW project in 2015 and the final was to establish a trustworthy CSR network and Green Industry. The CSR-DIW 2015 provided many products and activities such as promotional leaflets, a Memorandum of Understanding (MOU) between entrepreneurs and the Department of Industrial Works (DIW), coaching and verifying applied factories, supporting an operation of the CSR-DIW’s network committees, managing meeting for sharing experiences among a network’s members, publishing related knowledge and information on http:/www.csrdiw.com, and finally holding the CSR-DIW awards ceremony for entrepreneurs who meet conditions of the CSR-DIW 2015. Factories which applied and succeeded the CSR-DIW project in 2015 are divided into 2 groups and one specialty, as follows.

• Group 1 : A factory which have a potential to reach a CSR-DIW standard would receive a certification and the CSR-DIW award. There were 130 factories rewarded both prizes.

• Group 2 : A factory which already have a certificate of CSR-DIW projects in 2008-2014 and also continuously reach a CSR-DIW standard in this year would receive a certification and the CSR-DIW award. There were 340 factories rewarded both prizes.

CSR-DIW Continuous Project Award or the Best Community Plan: This award is for a factory (only Group 2) which also applied to compete a community plan with the other factories. The prize will be granted to factories that win the competition in each terms of economic, social, and environmental plan by the CSR-DIW network committees’ judgement. There were 6 factories received the CSR-DIW Continuous Project Award and 10 factories received a certificate at good level.

Executive Summary

The Encouragement of Industrial Sector to Develop the Corporate Social Responsibility (CSR) Implementation Project

On 11 December 2014, Department of Industrial Works (DIW) signed a contract with United Analyst and Engineering Consultant Company Limited to operate the CSR-DIW project of 2015, with a contract duration of 9 months. All of the details are shown in the contract No. 18/2558. The important details of the CSR-DIW 2015 project could be summarised, as follows.

1 Background and Rationale

At the present, a development of industry is important to concern not only economic but also environment and social responsibility. Therefore, Department of Industrial Works (DIW), Ministry of Industry, has produced a standard of social responsibility for industrial entrepreneurs in Thailand. The DIW believes that this regulation must be useful to factories, resulting in a better interdependent society between factories and residents and better image. Moreover, due to the ASEAN Economic Community (AEC) 2015, Thailand is going to establish a free-trade policy and expand collaborations among producers, supply chains, and services for high potential industrial sectors, such as automotive, agricultural product, fisheries, textile, electronic materials, health products, and logistics. Although, the AEC can increase opportunities for businesses in Thailand, industrial sectors are likely to face the transfer of investment base and labour. Thus it is important to revise and upgrade related regulations to be international. Thailand is well known as an important investment and manufacturing base, therefore it is the time to balance and improve sustainable developments, including economic, environment, and society together.

By the above situations, the Department of Industrial Works has organized activities which are related to the Corporate Social Responsibility for factories in Thailand since 2008. Today, over 630 factories which already have implemented the CSR-DIW on their manufacturing were likely to get a positive impact from nearby residents and broadly expand their community. Thus, the Department of Industrial Works believes that it is worthy to continue the CSR-DIW project for sustainable development, especially in relationship between industrial sectors and communities.

1.1 Objectives

1.1.1. To encourage entrepreneurs to implement the corporative social responsibility and sustainable development

1.1.2. To support entrepreneurs to implement a CSR-DIW standard on their business and apply the standard to reach ISO 26000: Social Responsibility

1.1.3. To promote industrial entrepreneurs who received the CSR-DIW award between 2008 and 2014 to continuously implement the CSR-DIW standard in 2015.

1.1.4. To exchange knowledge and experiences between the CSR-DIW network’s members and entrepreneurs who have been awarded the CSR-DIW project from 2008 to 2014 for more concrete results and less resource usage.

1.1.5. To encourage industrial entrepreneurs to have better knowledge and understanding of Green Industry for developing themselves to level 3.

1.2 Accordance with strategies

The CSR-DIW project acts in accordance with both the 4th strategy of Ministry of Industry’s strategic plan, which is to promote entrepreneurs to the green industry system and the 1st strategy of Department of Industrial Works’ strategic plan, which is to lead industrial sectors and communities to live together under sustainability concept.

1.3 Target groups

Industry entrepreneurs of all sized in Thailand- Large, small and medium sized businesses.

1.4 Indicator 1.4.1 Output

1) At least 100 factories implement the standard of Corporate Social Responsibility by the Department of Industrial Works or CSR-DIW on their workplace.

1.4.2 Outcome

1) All factories improve and develop their procedures for being a part of green industry under the DIW’s policy.

2) All factories can effectively use knowledge and understanding from the CSR-DIW project to develop their business and relationship with communities.

3) All factories well understand the principal of Green Industry.

2 Operations of the CSR-DIW project under the objectives

2.1 Promoting a corporate social responsibility scheme and sustainable development to industrial entrepreneurs

Under the CSR-DIW project in fiscal year of 2015, a CSR-DIW standard has been launched to all factories to promote social responsibility and sustainable development through many activities as follows.

1) Contributing published documents and electronic files via an official website www.csrdiw.com to all entrepreneurs. The types of public documents have been printed as follows.

1,000 copies of the Standard of Corporate Social Responsibility, Department of Industrial Works, (CSR-DIW)

1,000 copies of the Guideline for Standard of Corporate Social Responsibility, Department of Industrial Works, (CSR-DIW)

2) Scoping and formatting a CSR-DIW report which consists of the CSR-DIW implementation under given a CSR-DIW standard and sustainable development data by referring to the G4 Sustainability Reporting Guidelines of the Global Reporting Initiative (GRI): Implement Manual (2013)

3) Preparing CD-RW to all industrial entrepreneurs. The data on CD-RW is described, as follows.

2.2 Supporting industrial entrepreneurs to implement a CSR-DIW standard on their business and apply the standard to reach ISO 26000: Social Responsibility As an awareness of social responsibility in today society, the CSR-DIW project in fiscal year of 2015 was promoted and introduced especially to industrial entrepreneurs who have never take action on social responsibility or partly practiced a CSR-DIW standard. By doing these, it would be increase an awareness and understanding of CSR implementation through the CSR-DIW project. Those industrial

entrepreneurs not only effectively act a CSR-DIW standard but also have a potential to apply and develop to meet ISO 26000: Social Responsibility. There were many activities to introduce the CSR-DIW project, as follows. 1) Advertisement and invitation to participate in the CSR-DIW project by

Organising an opening meeting to introduce details of the CSR-DIW project, a CSR-DIW standard and ISO 26000, including a talk about experience of CSR-DIW implementation by guest speakers to new entrepreneurs

2) Applicant enrolment and selection in 2015: The CSR-DIW project was initially set a target at 120 factories, while the total number of applicants was 171. Therefore, a selection was required to qualify a factory which meet given conditions. Then, there were 153 factories which meted requirements. However, some factories were withdraw from the project by themselves because of a lack of staffs and reorganise of company. Finally, there were 138 factories which ready to implement the CSR-DIW project in 2015.

3) A Memorandum of Understanding (MOU) ceremony: the MOU of agreement between industrial entrepreneurs and Department of Industrial Works was held on 26 March 2015 to agree that those entrepreneurs will implement the CSR-DIW standard on their company. The chairman of the MOU was an honour guest of Dr. Pasu Loharnchun, a general director of Department of Industrial Works for a commitment of the CSR-DIW implementation.

4) Activities during from implementing the CSR-DIW standard to granting the award, as follows.

Group Training: the Group Training was organised to explain all processes of the CSR-DIW project for industrial entrepreneurs. Moreover, Green Industry principals and ISO 26000 also were introduced to those in the training event.

Coaching on site: Coacher teams were prepared to advise entrepreneurs and their teams to correctly implement the CSR-DIW standard, including green industry principals and ISO 26000 on entrepreneurs’ factory. The other important roles of coachers are to control and give any advices on how to do the CSR-DIW report. The number of experts’ coaching days could be counted, at 1,308 man-day.

Verifying after the CSR-DIW report completed: Verify teams were prepared to investigate the facts from each factory that those factories whether implemented the CSR-DIW standard or not. The verify teams mainly checked on the CSR-DIW report and interviewing people within factory and on community area. The number of experts’ verifying days could be counted, at 726 man-day.

A presentation of outcomes: After verifying on sites was completed, consultants presented results of the CSR-DIW implementation for each company to the authorities on the CSR-DIW project. However, it should be noted that there were 5 out of 138 factories withdrawn from the project during processes of coaching and verifying, because of lack of staffs and problems within their organisation. Therefore, 133 factories were presented to the authorities and the authorities agreed to grant the CSR-DIW award to 130 out of 133 factories because those factories completely implemented the CSR-DIW standard. It could be seen that the number of be awarded factories was over the target by 10 factories. On the other side, the rest 3 factories, which failed to get the CSR-DIW Award, have problems with complaints from nearby residents or community and uncompleted implementation under a law of safely and environment management. Thus, the Committees and consultants already gave comments and recommendation to those factories.

5) The CSR-DIW Award 2015 ceremony: The CSR-DIW Award 2015 was distributed to all factories which effectively acted under the standard of CSR-DIW on 9 December 2015 at the Grand Diamond Ballroom, IMPACT convention Centre. At the ceremony, Dr. Atchaka Sibunruang, office of the Permanent Secretary, was the guest of honour.

2.3 Promoting industrial entrepreneurs who received the CSR-DIW award between 2008 and 2014 to continuously implement the  CSR-DIW standard in 2015

The CSR-DIW project in fiscal year of 2015 also supported industrial entrepreneurs who had an experience of the CSR-DIW implementation in any year between 2008 and 2014 to develop their organisation to reach the international standard “ISO 26000” by using the CSR-DIW standard. There were many activities to introduce the CSR-DIW project, as follows.

1) Advertisement and Enrolment: In 2015, the total number of applicants was 362 factories, with over the target of 200 factories. However, there were 11 factories withdrawn from the CSR-DIW project, due to a lack of staffs for doing the project and some problems within their organisation.

2) A Memorandum of Understanding (MOU) ceremony: the MOU of agreement between industrial entrepreneurs and Department of Industrial Works was held on 26 March, 2015 to agree that those entrepreneurs will implement the CSR-DIW standard on their company. The chairman of the MOU was an honour guest of Dr. Pasu Loharnchun, a general director of Department of Industrial Works for a commitment of the CSR-DIW implementation

3) Activities during from the group training to granting the CSR-DIW Continuous award, as follows.

Group Training: the Group Training was organised to explain all processes of the CSR-DIW project and to prepare industrial entrepreneurs for implementing under the project. In addition, those entrepreneurs also had a chance to review the CSR-DIW standard

and received more information and knowledge of Green Industry principals and ISO 26000 during the training.

Verifying after the CSR-DIW report completed: Verify teams were prepared to investigate the reports for all factories.

A presentation of outcomes: After received the CSR-DIW Continuous reports were verified and investigated by established teams, consultants presented results of the CSR-DIW implementation for each company to the authorities on the CSR-DIW project. The results were that the authorities agreed to grant the CSR-DIW Continuous award to 340 out of 351 factories. The rest of 11 factories did not pass to get the award because they could not hand-in the reports on time.

4) The CSR-DIW Award 2015 ceremony: The CSR-DIW Continuous Award 2015 was distributed to all entrepreneurs who effectively carry on the project under the standard of CSR-DIW on 9 December 2015 at the Grand Diamond Ballroom, IMPACT convention Centre. At the ceremony, Dr. Atchaka Sibunruang, office of the Permanent Secretary, was the guest of honour.

2.4 The promotional event for the CSR-DIW network

The CSR-DIW network had been established in 2010 and had collaborated activities between DIW and industrial entrepreneurs. In fiscal year of 2015, the encouragement to promote CSR-DIW of the certified industrial entrepreneurs, all qualified in 2008-2014, had been proceeded as a network and done as follows.

1) Hosted monthly meetings for committees of CSR-DIW, skipped April in 2015 due to long Songkran holiday and being the period when every company hosted their own activity.

2) Hosted 1 meeting on 1 July 2015 that aimed to share experiences in CSR activities. The meeting was led by Mr. Somkid Wongchaisuwan, the deputy director general of DIW. There were 157 industrial entrepreneurs attended. The topic was, “CSR, national matter and sustainable business growth”,

Introducing roles to the members of network and, “Guideline to cooperate development in accordance with CSR”.

3) The nomination of CSR-DIW Continuous Project Award. There were 97 factories participated. The judges were committees of the CSR-DIW network and DIW. The criteria were project planning, involvement, sustainability, outcomes, interview with participants and reviewed with participated communities. There were 6 nominations varied from large, small and medium sized businesses.

4) The publication of Hello CSR journals every 25th of the month. The context was about CSR ranging from advertisement, articles about local CSR or within ASEAN and the interviews of CSR-DIW committees. The publication was distributed via email, website: http://www.csrdiw.com and Facebook: Csr-Diw 58

5) The nomination of head chairman of CSR-DIW network. It was due to the terms of existing committee were about to end in August 2015. The Bureau of Public Participatory Promotion of DIW had elected the head chairman in accordance with regulation of CSR-DIW. The election was held on 28 July 2015. (The same day as meeting mentioned in (2)). The new head chairman was Mr. Wichian Art-ong (IRPC Co., Ltd.)

6) Compilation of manuals for CSR-DIW network (August 2015). The manual was A5 and full colour. The amount was 1,000 copies. The chairpersons of CSR-DIW had revised some details of 2013 version of the manual.

2.5 The encouragement for the industrial manufacturers to have better knowledge, understanding, principles of Green Industry to develop themselves to level 3

The processes to encourage the industry to have better CSR in fiscal year of 2015 were about to have industrial manufacturers understood the Green Industry and able to develop them to the Green Industry level 3. This was done through workshops for both groups of CSR-DIW and CSR-DIW Continuous and held the seminar at every workplace of different level of Green Industry.

In accordance with the DIW, should first group of the entrepreneurs have been granted the certificate and the CSR-DIW award they would receive Green Industry level 3 in the same time. 3 The suggestions for the future projects

To get the best benefit for the CSR-DIW projects, the consultants had compiled opinions and suggestions from specialists and entrepreneurs as follows.

The suggestion for project processes 1) The promotion of the project should be done before December of every year

so that the companies would have time to plan their manpower and budget. 2) The promotion materials, documents and presentation files to have better

understandable format. This includes website and e-learning that hosted content of activity and CSR-DIW standards. This was so that the entrepreneurs could self-learn and the content could be relay to factory management better.

3) Support provincial industrial offices and local governments to have better understanding of the CSR-DIW standards so it could be communicated and applied easier to the factories in their areas.

4) There were increasing numbers of entrepreneurs that received the CSR-DIW awards since 2008 and pursued the CSR-DIW Continuous. However, the number of participants had exceeded the budget. The committee should consider increasing the capacity. This would promote the CSR business practice.

5) The group training for first group of CSR-DIW was too short. There should be at least 2 days so the representatives could present clearer information to the team. The group activity should have the tests. There should be veterans to share their experiences and do Q&A.

6) The duration of the project was too short. Especially, the coaching and verification processes that had only 4-5 months. The project required manpower and some needed more time to complete. Therefore, the extension of project duration should be considered.

7) There should be more reviews and sharing of experiences about the CSR-DIW within the network to have better collaborated work. There should be more information sharing so the staffs could self-learn. This included e-learning, DVD and reports.

8) Specified and informed the entrepreneurs of project criteria before the project starts. The criteria should be examined by the committee and experts beforehand.

Suggestion to the DIW

1) The DIW had proceeded with CSR-DIW continuously in accordance with

ISO 26000. From now, the DIW should focus on CSR issue such as environmental

issue and fair operation to go along with promotion of Eco Town Industry,

Low Carbon Society, Green Economy and Green Procurement.

2) Create the attractive benefits for entrepreneurs who followed the CSR-DIW

standard such as tax incentives, less license renewal processes, less permit

requirement. Although, the DIW had the policy to decrease processes of license

renewal, the other promotions should be encouraged. By doing this there would

be more entrepreneurs participated.

3) The DIW should encourage the factories to do CSR-DIW reports every year. This could start from specifying the certain date so the factories could prepare better chronologically.

4) The DIW should have follow ups with factories awarded with the CSR-DIW to ensure the willingness to complete the project. Moreover, the factories awarded with CSR-DIW Continuous should self-declare their project at their respective workplaces.

5) Now the CSR-DIW was becoming well known in industrial sectors. It was a good idea to emphasize this award through Ministry of Industry to have the CSR award recognized as the excellent industrial business practice.

Suggestion to the CSR-DIW network

1) They should encourage local activities between factories and communities. This could be done through the establishment of local committees. With help from local officials and provincial industrial offices, it would lead to more sustainable projects.

2) They should support the CSR-DIW members to do the project that reflected their business type and/or enhance their capabilities.

3) They should let the CSR-DIW members to participate CSR-DIW activities that shared the same theme. (Activities that did not stem from the discussion with communities and the factories). For example waste garbage bank, build the dike and forest plantation.
