Fiscal Year 2022 Priorities

• Continue to track crime and other statistics in light of legislative and other public safety changes

• Work with ARJIS in transitioning to NIBRS reporting• Seek grant funding to answer timely public safety questions• Provide relevant timely information to our stakeholders in easy-to-

understand ways• Continue to serve on working groups and other committees that

need timely and accurate regional information• Contribute to other department goals and initiatives to further the

SANDAG mission

FY 2022 PRIORITIES Continue implementing the transition from the National Incident Based Reporting System (NIBRS) to the California Incident Based Reporting System (CIBRS) – Allows member agencies to include ad‐hoc and statistical reporting to the FBI and Cal‐DOJ

Develop the communication plan for NIBRS/CIBRS to include public/media outreach Crime statistics and mapping application re‐writes and/or procurements Cost Model and member agency assessment Continue enhancing the ARJIS Mobile Program

ARJIS MOBILE - MAINTENANCE The ARJIS Mobile Program supports 1200+ mobile devices enabling field officers to connect to the ARJIS network and applications Support includes but is not limited to:

– Procurement of mobile phones and tablets, plus cellular data plans through Verizon Wireless

– Provide network connectivity securely through NetMotion Wireless VPN (Virtual Private Network)

– Multi‐factor Authentication (MFA), using Deepnet tokens that provide the 2nd security factor

– Configure phones with access to the various law enforcement applications that are available through ARJIS

– Provide Mobile Device Management through Knox Manage Enterprise– Provide ARJIS‐developed applications that utilize bar‐code scanning 

and other convenience features– Provide support for the grant funded fingerprint reader and

NETWORK & SECURITY ARJISnet network is a secure, private network that connects all member agencies allowing information sharing for the region's public safety – Provide access to Nlets data center, state data 

(CLETS), Sheriff’s SDLaw, and ARJIS member agency data

GRANTS - ARJIS MOBILE Fingerprint reader implementation 

– Develop Acceptable Use Policy (AUP) 

– Procure and deploy fingerprint reader devices to local member agencies

CYBER SECURITY AND DATA STORAGE Data storage: $550,000

– ARJIS currently maintains 20M+ records from each local police department (11), Sheriff, Probation, District Attorney, & San Diego State University

– Amount of data is increasing each year as new agencies request to contribute data – 3 new agencies were approved to contribute data in 2020;  ARJIS has received 5 other agency requests; to 

accommodate this additional data ARJIS must increase and update our storage

– Cyber Security: $450,000– Technical Working Group will assign a task force of cyber experts to assess ARJIS cyber‐security

– Funding will allow ARJIS to procure new cyber‐security tools

NIBRS:– Complete the transition from NIBRS to CIBRS including the development of

an interface to Cal‐DOJ– In collaboration with the Business Working Group launch public outreach

and media training program to ensure the public is aware of theNIBRS/CIBRS data submissions and changes to any existingoperations/applications

– Develop new and modify existing applications available to the public tocomplete robust & dynamic crime statistics

Mapping:– For over a decade ARJIS has managed a crime mapping application for the

public on behalf of all local jurisdictions– With the recent transition to NIBRS and CIBRS, the regions crime statistics

will change drastically impacting crime mapping– New app must support NIBRS, include advanced mapping & analytical tools

to help the public identify crimes in their neighborhoods– Will enhance public interaction with local LE partners
