This was because a conscious decision was taken to register all complaints which disclose the commission of a cognizable offence. Registered crime in Delhi was at 64882 IPC cases in 1998, which fell to 54287 in 2012 notwithstanding the fact that population grew exponentially, unplanned urbanization continued unabated and inequality in society soared. It was obvious that the crime statistics did not match with the actual crime situation prevalent in society. Therefore, in the backdrop of our new motto, Shanti, Sewa, Nyaya adopted in 2014, it was decided to change the mind set of police personnel and encourage them to register all cognizable offences reported to them. All field staff was suitably sensitized, enthused and also rewarded to carry out the policy of truthful registration of crime. This has resulted in increase in crime statistics reflecting the actual position of crime in the society. Street crime increased considerably, as police, were earlier shy of registering street crime. The genuine depiction of crime was a bold decision of Delhi Police, and in the long run it will certainly help Delhi Police in making proper strategy to tackle crime, in augmenting resources as per the reality, and in ensuring better service delivery.     This paradigm shift from burking to honest registration has been very rewarding and while complaints of non-registration of FIRs have reduced, the number of criminals arrested during this year has increased.

    (A) Safety of vulnerable groups

    (1) Women

    Safety of women remained on top priority for Delhi Police during the year 2014. Several new initiatives were taken during the current year to strengthen the mechanism to handle this issue holistically. Many steps were taken previous year for women safety, for example, functioning of round the clock Women Help Desk with dedicated telephone line, increasing the number of women helpline 1091 from 4 to 10, Thana Level Committee on women safety, security audit of paying guest accommodation and girls hostels, watch on vulnerable route, deployment of women in PCR van, and deployment of women in certain areas prone to crimes against women were reiterated and honed. The monthly interaction with Women Help Groups and women NGOs with an officer of the rank of Spl. CP also continued. All field officers were time and again directed to register the cases related to assault on women without creating any jurisdictional dispute. Women beat constable under the scheme Parivartan continued their work in the areas where crimes against women are generally rampant. Publicity of women helpline number 1091 was also done by pasting posters in motor vehicles, public service transport and

    in resettlement/jhuggi areas. Special Police Unit for Women and Children (SPUWAC) and districts organized self-defence training for girls to instill confidence in their mind. 15583 girls were trained in the self-defence training courses during the year 2014. Interaction with Women Help Groups and NGOs was held at the district level also. Traffic Police took concerted action against TSR and taxi drivers for refusal and misbehaviour. Deployment at identified bus stops was done by Traffic Police as well as local police. Traffic Police took action against public transport vehicles having films and tinted glasses. Areas affected by refusal and misbehavior by TSR/taxi drivers were mapped and accordingly Traffic Police and local police were deployed at these places. The instructions for the BPOs regarding safety of women was reiterated and like each year many meetings with BPOs were held to ensure that women employees of various BPOs feel secure during their journey from their homes to their workplace.

    Directions were also issued to record the statement of victims under 164 CrPC within 24 hours of the reporting of crime in rape cases. Awareness on Criminal Law Amendment Act 2013 and other laws dealing with sexual offences against women was made. For handling women victims of crime, Delhi Police deputed women officers on demand or on call to the One Stop Centre established at three hospitals namely, Deen Dayal Upadhyay Hospital, Hari Nagar, Sanjay Gandhi Hospital, Mangolpuri, and Guru Teg Bahadur Hospital, Dilshad Garden by the Health Department of GNCT.

    (2) Children

    Tracing missing children remains important priority for Delhi Police. In each case of missing of a child, FIR was registered immediately. In 2014 (upto 15th December), 6227 cases were registered as against 5554 cases of the corresponding period of 2013.

    All field units were directed repeatedly to account for each missing child and remove the anomaly, if any, between the number of children missing and the number of FIRs registered, and to register the case even if a missing child is traced soon. It was reiterated to upload the details of all missing children on ZIPNET without any delay, to follow the SOP in this regard, and to take systematic action to trace the child. Crime Branch took the initiative of screening the children at Shelter Homes in order to link a missing child with the case registered in NCR of Delhi. Similarly, a drive has been launched to screen the children living at railway stations, bus stands, and near religious places so that they could be linked with the data of missing children, and accordingly recovered and handed over to their parents or guardian. It is also being checked whether the details of missing children are being uploaded on www.trackthemissingchild.gov.in. The Crime Branch also analyzed the pattern of missing children particularly for the areas infested by this problem, and tried to find out whether organized gangs has any hand in this. The focus area in this regard is children from three to ten years of age who generally do not run away from home on their own.

    In order to have the identity and photograph of a child particularly in the poor families, the campaign known as Pehchan was launched in 2011 and the same continuous this year. Under this scheme, photographs of children from poor families not having the financial capacity to have a photograph taken, were taken and kept in a library of photographs which could be used

    (3) Senior Citizens

    Registration of Senior Citizens continued during this year also. Apart from the Senior Citizens living alone, the senior citizens who live alone at home for long hours as their children go out for work, are also being registered now with the Delhi Police.

    Security audit of 20,553 Senior Citizens was conducted by local police to enhance their security. So far 18,766 Identity cards have been issued to the Senior Citizens registered with Delhi Police from 2012 to 2014 (upto 15th December).

    Senior Citizens are also contacted telephonically and through personal visits both by Police Station staff and by the officials of Senior Citizens Security Cell. During the year 2014 (upto 15th December) 3,85,206 visits and 2,83,086 telephonic contacts have been made.

    (4) People from the North East

    Delhi Police has given due importance to the security of people from the North Eastern states residing in Delhi. Standing Order based on zero tolerance policy for tackling problems faced by them has been issued. Jt. CP/SPUWAC has been made the Chief Coordinator/Nodal Officer in this regard. It was decided to involve representatives from various states of North East in the process of redressing the grievances of the North Eastern people residing in Delhi. Accordingly, 44 representatives, all socially active persons from the North Eastern states were appointed as representatives of their respective states. District DCsP were directed to interact with them regularly. 124 meetings were held with the North Eastern representatives/students/employees and 2432 participants attended

    these meetings till 15/12/14. These meetings were held by officers of different ranks at district level as well as by Jt. CP/SPUWAC. A helpline number 1093 for handling the issues related to the North Eastern People residing in Delhi was launched this year. A special unit, headed by an officer of DCP rank has also been created for this purpose at the office of SPUWAC Nanakpura. A Facebook page Delhi Police for North East folks for better interaction with the youth and students from the North East has been created on which more than 15 lakh people logged/visited during the year 2014.

    (B) Community Policing Schemes

    (1) Yuva

    YUVA aims to wean away young adults and under privileged children who, for want of

    proper education and sports facilities, tend to turn to crime. Delhi Police also established an institutionalized framework called Delhi Police Yuva Foundation (DPYF) under Society Registration Act to oversee the implementation of this scheme. DPYF organizes sports activities, painting workshops, vocational training, etc. to channelize the energy of young adults and under privileged children. The foundation facilitates identification of areas in the jurisdiction of Police Stations where the above-mentioned activities should be carried out with the help of willing NGOs, Corporate Houses and social workers. 3046 youth participated in sports activities and 3503 youth attended vocational training programmes in year 2014 (upto 15th December).

    (2) Jan Sampark

    It is a pro-active measure for public cooperation, wherein senior officers of Delhi Police go to their respective areas on a pre-scheduled date and time and hear public grievances at neutral venues like auditoriums, school-halls, public parks, etc. This initiative leads to speedier resolution of peoples grievances. During the year 2014 (upto 15th December), 363 such programmes have been held, 6273 complaints have been attended/received and 1009 grievances redressed.

    (3) Aapka Update

    An initiative taken by Delhi Police to inform the complainants about progress of their complaints/cases also continued as per the Standing Order No. 411/2012. During the year 2014 (upto 15th December), 201003 complainants were informed 176271 complainants gave their feedback. 87% of them gave positive response about the action taken by Delhi Police.

    (4) Neighbourhood Watch Scheme

    In order to promote a long lasting partnership with the community to enhance safety and reduce crime, the mechanism of Neighbourhood

    Watch Scheme, which aims at enhancing the security of a Neighbourhood by harnessing the capabilities of its residents, has been revived as the main thrust area of people-police interface. Partners in the Neighbourhood Watch Scheme are the residents and the local police station. Office bearers are not imposed or nominated by police. Local community leaders selected/elected by residents, and local Division and Beat Staff manage these schemes with the objective of improving security of the concerned area. At present, this scheme is functional in 2252 residential colonies and housing complexes, and the Scheme is being extended to other areas also. 2881 meetings have been held so far.

    (5) Business area watch group

    In the year 2014 a special scheme known as Business Area Watch Scheme for the security of market areas was launched. Under the scheme Delhi Police took an initiative to involve the business community for funding the installation of CCTV cameras in market and business areas. Delhi Police officials acted as facilitators and the business community leaders and market associations mobilized the necessary resources for installation of CCTV cameras and Control Room in their respective areas. It was also proposed to connect these cameras to the police station CCTV rooms.During the year, this scheme was launched at Greater Kailash, Dariba Kalan, and Civil Lines with, 57, 32, and 52 CCTV cameras respectively.

    (C) New initiatives

    During the year various new initiatives were taken particularly by adopting new technologies and using e-platform in police working system. Various Apps were launched in order to simplify the processes and procedures for the convenience of the common people, and also for improving the public service delivery system of Delhi Police.

    1. Lost Report App launched on 27th February 2014. The purpose of this App is to issue a report to an individual in case one loses important documents like passport, I-card, Ration Card, Driving License, etc., so that the issuing authority can reissue a fresh document on the basis of the lost report. Earlier, for obtaining relevant report from police station in case of loss of a document, one had to go through the inconvenience of visiting a police station repeatedly. By entering relevant details on this mobile/web based application, one can lodge a lost report, and obtain a printable digitally signed report of the same, and use this document for getting a fresh document reissued from the concerned authority. So far more than seven lakh complaints have been registered on this platform.

    3. Delhi Police traffic App this App was launched on 8th May 2014 which enables the public to utilize the e-services provided by Delhi Traffic Police such as obtaining information about traffic alert and advisories to plan their journeys in advance. People can assess fare charges to be paid to auto/ taxi / radio cab drivers, calculate distance travelled and the shortest route to be taken for any journey in Delhi. Through this App complaints can be lodged against TSR/taxi drivers for misbehavior, refusal and overcharging. Commuters can also access information about the unauthorized parked vehicles, towed away by Traffic Police for keeping in traffic pit.

    4. Delhi Police has also provided a toll free number 1064 and 9910641064 to register any complaint of corruption against a police official. One can sent audio or video clips to this number using Whatsapp.

    5. Apps in the pipeline Delhi police is working on two important Apps. One is Himmat which is for the security of women. Through this App women in distress will be able to access the Police Control Room by pressing any alert button of their mobile phone. Another important App which is going to be released soon is related to registration and investigation of motor vehicle theft. A citizen can register his FIR related to the loss of his vehicle through this App from anywhere in the world. The digital system will search the stolen vehicle each day from the data of the recovered ones. After completion of investigation, electronic case diary will be sent to the court, and untraced report will also be generated and sent to the complainant electronically. This App would be the first of its kind in which investigation of the case will be done by using digital technology.

    2. Police Clearance Certificate App launched on 8th August 2014. This document is required for the purpose of visa application, admissions to several educational institutions, Job applications, etc. One can use this web App for obtaining a PCC. The basic details filled up

    During the year the drive against drug trafficking was taken up in a concerted manner, and recovery of huge quantity of narcotic substances was made.

    (E) Action against Illicit arms

    The easy availability of illicit arms and ammunition in Delhi remains a cause of concern. These arms and ammunitions are brought to Delhi from certain parts of the country. Efforts are being made to connect all backward and forward linkages and unearth the entire chain of supply, transit route, mode of trafficking, end users and source of manufacturing. Delhi Police dealt a severe blow to the illicit fire-arm suppliers to Delhi by recovering huge quantity of illicit fire-arms. During the year 2014 (Upto 15th December), 844 illicit fire-arms, 20732 ammunition, 85 magazine and 325 sharp edged weapons have been recovered. In order to check the use of fire-arms, audit of records of licensed fire-arm dealers is being conducted.

    (F) Counterfeit currency

    Delhi Police also launched a drive against fake Indian currency and associated RBI, Customs and Intelligence Bureau in this pursuit. All cases of FICN were registered at Parliament Street Police Station. During the year 2014 (upto

    15th December) 7.05 crores FICN have been recovered and 72 cases were registered.

    (G) Crime SituationA total of 1,47,230 IPC cases were registered during the year 2014 (upto 15th December). The yardstick for crime per lakh of population, used world over to compare crime has been taken into account. The total IPC Crime per lakh of population during this year (upto 15th December) has remained 869.59.

    (1) Crimogenic factors

    Delhi, being the capital of the country, has been developing at a rapid pace. This rapid urbanization has also led to certain factors which have a bearing towards the crime rate in the city. The large expansion of new colonies like Dwarka, Rohini, etc., and addition of thousands of unplanned colonies is an important crimogenic factor particularly for street crimes like robbery and snatching.

    Other factors responsible for crime are as follows:-

    Socio-economic imbalances,

    Proximity of location of colonies of the affluent and the under-privileged,

    Urban anonymity encouraging deviant behaviour,

    Loosening of social structures and family control,

    Adverse sex ratio (866 females/1000 males),

    Easy accessibility/means of escape to criminal elements across the borders,

    Extended hinter land in the NCR region.

    (2) High Detection rate achieved in heinous cases

    Despite truthful registration of cases resulting into increase in crime statistics, owing to sustained efforts and professional investigation by Districts and specialized units like the Crime Branch and the Special Cell, 59% of heinous cases were worked out till Dec. 15, 2014.

    (3) Crime against women

    95.94% of the rape cases reported to police have been committed by accused known to the victim or her family. Special care was taken in respect of investigation of rape cases and emphasis was given on collecting scientific evidence. Women Police officers were preferably assigned the investigation. In the year 2014 (upto 15th December), 2069 rape cases were reported as compared to 1571 cases in the corresponding period of year 2013. Analysis of these cases reveals that in around 96% rape cases the crime is committed by persons having acquaintance with the victim or her family members. Only in 4% cases, strangers were found involved.

    4179 cases of molestation of women were reported during the year 2014 (upto 15th December). Out of these, as many as 67.17% cases have been solved. All complaints received in police stations pertaining to rape, molestation of women and eve-teasing have been dealt with on priority.

    Though the registered crime against women grew exponentially, 78% cases were solved within a fortnight.

    (4) Murder

    In the year 2014 (upto 15th December), 561 cases were registered. Out of these 76% cases were solved. Incidents of murders per lakh of population have shown a significant decline during the last fourteen years. While this figure was 3.95 in the year 2001, it has come down to 3.31 in 2014 (upto 15th December).

    Motive behind murders

    Analysis of motives behind murders for the year 2014 (upto 15th December) reveals that 19.07% of the cases were due to sudden provocation or trivial issues, 13.90% due to old enmity, 10.87% sex related, 11.05% due to differences amongst family members and 10.52% due to disputes over property/money matters. Only 9.80% of the murders were crime related.

    (6) Snatching

    In the year 2014 (upto 15th December), 6944 cases of snatching were reported and 1803 (25.96%) cases were solved with the arrest of 2556 persons. 90.85% of the total arrested criminals were first time offenders and 61.47 % of them were illiterates or school drop-outs.

    (7) M.V. Theft

    In the year 2014 (upto 15th December), 22223 M.V. Theft cases have been reported as against 13895 cases in the corresponding period of the year 2013. Among the stolen vehicles, 15237 were two wheelers, 6019 cars and 994 other vehicles. 2322 (10.43%) stolen vehicles were recovered and 2925 auto lifters were arrested in the year 2014 (upto 15th December). The M.V Thefts per lakh of vehicle population is 272.81.

    Motor Vehicle Thefts accounted for around 15% of total IPC cases registered in Delhi. The acute shortage of parking space and the general practice of parking vehicles on roadsides, and unwillingness of a majority of motor vehicle owners to install anti-auto theft equipment are major contributing factor.
