1. IntroducVon

TheFAOCommissionsforControllingtheDesertLocustintheCentralRegion(CRC)andinSouth-WestAsia(SWAC)sponsoredaninterregionalworkshopforDesertLocustInforma+onOfficers(DLIOs)infrontlinecountriesofbothregions.TheCRCsecretariatorganizedtheworkshopattheNexusHotelinAddisAbaba,Ethiopiaon24–28June2018duetoitsexcellentmee+ngfacili+es,reliableinternetconnec+onandcomfortableaccommoda+on.TheFAOSeniorLocustForecas+ngOfficer,KeithCressman,conductedtheworkshopandwasassistedbyaCRCresourceperson,OsamaRabie,fromEgypt.Allworkshoppar+cipantsarrivedon+me.Internetservicesweretemporarilynotavailableinthecountryduringtheworkshopperiod.

Atotalof15DLIOsaiendedtheworkshopfromeightfrontlinecountriesintheCentralRegionandtwoinSouth-WestAsiaandtheDesertLocustControlOrganiza+onforEasternAfrica(DLCO-EA)(Annex1).TwoofficersfromEthiopiaalsopar+cipatedintheworkshopbecausetheEthiopianDLIOwasatFAOHeadquartersinRomeforthe11-monthtrainingcourseintheDesertLocustInforma+onService(DLIS).TheDLIOsfromIrancouldnotcometotheworkshopbecausetheywereinvolvedinon-goinglocustcontrolopera+ons.

Thisyear’sworkshopwastheeleventhannualDLIOworkshopsince2008.Twodigitaltoolswereusedforthefirst+meinthisworkshop.Par+cipantspre-registeredusingafree-app,EventsXD,whichalsocontainedtheprogrammeandotherdetailsabouttheworkshop .The1

2. Programme

BasedontheadviceofDLIS,thethreeDesertLocustregionalcommissions–theFAOCommissionforControllingtheDesertLocustintheWesternRegion(CLCPRO),intheCentralRegion(CRC)andinSouth-WestAsia(SWAC)–tookthedecisiontostandardiseontheMacplalormforna+onalDesertLocustInforma+onOfficers(DLIOs)inordertoimprovetheglobalDesertLocustrepor+ngearlywarningsystem.Bythisyear,allDLIOshadbeenequippedwithaMacBookProlaptopformanagingeLocust3data,opera+ngtheRAMSES(Rv4.1)geographicinforma+onsystemandpreparinglocustbulle+ns .Applehardwareand3

somwareofferincreasedstability,security,lessviruses,beierperformance,andamoreenjoyablecompu+ngexperiencewhilelesssupportisrequiredfromDLISandthecommissionsthanforPCs.Sofar,usersreportfarfewerproblemswiththeMacscompared

tothePCs.Thiswasreconfirmedatthisyear’sworkshopinwhichonlyanhour-longsessionwasrequiredforMactrainingandproblemsolving.

Giventhecurrentsitua+oninYemeninwhichthereisoneDLIOinSana’aandonebasedinAden,itisnecessarytoprovideoneaddi+onalMacBookProtoYemensothateachDLIOhasoneformanagingDesertLocustdata.ItishopedthattheCRCwillbeabletoaddressthisissueassoonaspossible.

Thisyear’sprogrammefocussedonanalysisusingRv4.1(Annex2).Thefivedaysallowedsufficient+meforpar+cipantstolearnbyprac+cingandcomple+ngseveralexercisesinwhichreallocustsitua+onswereexamined.Inaddi+on,thetrainerprovidedfeedbackonimprovementstosurveyingandrepor+ng,upda+ngeLocust3somwareandantennasfromDjibou+andEthiopia,introducingtheuseofdronesforDesertLocustsurveyandcontrol,andhowtoprepareeLocust3DpackagesforuseontheeLocust3tabletbysurveyofficers.TheCRCresourcepersonpresentedtheLocusapp,anAndroidmobilephoneappthatcanbeusedforenhancednaviga+onduringsurveys.Theworkinghoursofthefive-dayinformaltechnicalworkshopwerefrom0830hto1730hwitha30-minutecoffeebreakinthemorningandamernoon,anda90minutelunchbreak.

2.1DesertLocustbulleVns

Itwasnotedthatallcountriesinbothregionscon+nuetomaintainahighstandardofrepor+ngthatisthebasisfortheglobalDesertLocustearlywarningsystem.Nevertheless,thereisalwaysroomforimprovementstoensurehighqualityand+melyinforma+ononaregularbasis.Ratherthanpresen+ngthestatusofrepor+ngbylocust-affectedcountriesthroughthetradi+onalevalua+onofquality,+melinessandfrequencyofreports,thepar+cipantspeer-reviewedthelatestbulle+nfromeachcountryandprovidedsugges+onsforimprovements.Thiswassupplementedbyaddi+onalrecommenda+onsfromthetrainer.

Similartolastyear’sworkshop,themainareaforimprovementinallcountriescon+nuestobetheinclusionofcap+onsformapsthatindicatethe+tleandabriefexplana+onorinterpreta+onofthemap.WhileDLIOsarelikelytounderstandthemap,mostreadersmaynotbeabletodosoeasilyorsensibly.Hence,awell-wriienconcisecap+ondescribingthemapwouldhelptoprovidemoreunderstanding.Itisalsoextremelyimportanttoincludesatellite-derivedrainfallmapswithsurveyresultsofsoilmoisture,greennessmapswithsurveyresultsofvegeta+on,andlocustsitua+onmaps.Itisnotnecessarytoincludesuchmapsintheabsenceofrainfall,greenvegeta+onorlocustsurveys.Ifsurveyswerenotconductedandnolocustswerereported,thisshouldbeclearlywriieninthebulle+ntoavoidanyunnecessaryconfusionorexpecta+ons.AbriefsummaryoftheRv4.1datashouldbeincludedwhensendingthedatafiletoDLIS.Thedataandthecontentsofreportsandbulle+nsshouldalwaysmatch.

Itisimportantthatthecontentsofthena+onallocustbulle+nsarepresentedinaprofessionalmannerthatisappealingtothereader.Coloursshouldbecarefullyusedandnotoverused.Thethreatlevelsshouldbeclearlyiden+fied.Thefirstpageshouldcontainasimpledynamicmapindica+nglocustpresenceandabsencewhilesubsequentpagescancontainmoredetailedmaps.Wheneverpossible,compositemapsofsatelliteimageryandRv4.1datashouldbepresented,forexample,IRIrainfallmapswithRv4.1soilmoisturedata,IRIgreennessmapswithRv4.1vegeta+ondata,topographicalmapswithRv4.1locustdata.

Thelaiershouldnotbepresentintoomuchdetailthatmightoverwhelmnon-technicalreaders;inotherwords,plotdataaccordingthelocusttyperatherthanbehaviour.

Itisimportanttopresentananalysisofthesitua+on,notjustasummaryoflocustpresence.Theanalysisshouldlinktheweatherandecologicalcondi+onstothelocustsitua+on,includingresultsofthebreedinges+mates.Fromthis,asensibleandmeaningfulforecastcanbeprepared.Furtherinstruc+onandexplana+ononthistopicwasprovidedatthisyear’sworkshop.

DuringperiodsofincreasedDesertLocustac+vity,outbreaksandcontrol,DLIOsshouldsendRv4.1datatoDLIStwo+mesperweek,suchasTuesdayandFridaysorMondayandThursdays.Thisisimpera+veinordertokeepallcountriesinformedinapreciseand+melymannerofthecurrentsitua+onandexpecteddevelopments.

2.2MacBookProandMacOS

FiveoftheDLIOs(Djibou+,Egypt,Eritrea,PakistanandYemen)hadnotbeenabletoupdatetheMacOSfrom10.13(HighSierra)to10.14(Mojave)becauseofslowandunreliableInternetconnec+onintheircountry.Thiswasdoneattheworkshopusinganofflineversion.DuetoalackofInternetconnec+on,theMacBookProscouldnotbecheckedtoensurethatthelatestversionofthestandardapplica+onsaswellasSophosan+-viruswereinstalledandfunc+oningcorrectly.

2.3RAMSESv4(Rv4.1)

Rv4.1iscurrentlyusedin18frontlinecountriesoftheDesertLocustrecessionareawheresurveyandcontrolopera+onsarecarriedoutanddataarecollectedthatneedtobemanagedandanalysedonaregularbasis .In2014,RAMSESwasextensivelyredesignedas4

open-sourcesomwarecontainingasingleunifieddatabase.Thenewversion,Rv4,becameopera+onalon1January2015andwasupdatedtoRv4.1inMay2016.Severalincrementalupdateshavebeenissuedsincethentofixbugsandimprovefunc+onality.

Intensivetrainingwasprovidedtotheworkshoppar+cipantsonhowtousethebreedingquerytoes+matethedatesoflaying,hatchingandfledgingofcopula+ngadults,hoppersandfledglings.Acolour-codedcalendarintheNumbersappwasintroducedasameansofdisplayingtheresultsinagraphicalmannertomakeiteasierforDLIOstounderstandtheoverallbreedingperiodandtodetermineifmorethanonegenera+onofbreedingoccurredduringtheseason(Annex3).Thepar+cipantswereshownanexampleofwinterbreedinginSudanstar+ngwithNovember2018.

Es+ma+ngbreedingisfundamentaltotheanalysisofanylocustsitua+on.Fromsuches+mates,the+mingofrainfallandfavourableecologicalcondi+onscanbedeterminedfromremotesensingandsurveyresultstobeierunderstandtheevolu+onoflocustdevelopment.

Thepar+cipantsweretaughttheessen+alcomponentsandmethodsofsummaryand

analysis,emphasisingthedevelopmentofbreedinges+matesandthesystema+corganiza+onanduseofmonthlylayersofrainfall,vegeta+on,soilmoisture,locustbehaviour

andlocusttype.Itisimportanttorememberthatthelocustsitua+oncanbeconsideredone

long,uninterruptedstoryinwhicheachmonthisanewchapterbutinthesamebook.Therefore,itisnecessarytorefertopreviousmonthsandtomakesuretogobackfar

enoughin+metocommencewiththeveryfirstseasonalrains.Giventheeffectsofclimatechange,suchrainsmayoccuratunusual+mes,e.g.thesummerandautumnrainsin2018

thatledtoanoutbreakinwinterbreedingareasalongbothsidesoftheRedSeaduring

whichwinterrainfallwasnearlyabsent.

Thepar+cipantsweredividedintosevengroupsandspentafulldayprac+cingtheanalysisoftheDesertLocustoutbreakinEritrea .TheanalysisstartedwithJanuary2019andworked5

backwardstotheini+alrainsthatfellduringtheprevioussummer,andworkedforwardstoincludeaforecastforMarchandApril2019.Eachgrouppreparedmapsandshowedtheirresultsduringaten-minutepresenta+on.Allpar+cipantsandtrainersvotedforthebestanalysisbysecretballotbecausetheMen+onlineinterac+vetoolcouldnotbeusedwithoutInternet.

Duringtheanalysisexercise,severalimportantshortcomingsofRv4.1becameapparentsuchas(1)queryingrainfalldatacollectedduringsurveysand(2)theabilitytoselectspecificinfesta+onsfordeterminingbreedinges+mates.Thisisespeciallycri+calinthosecountriesthathavemorethanoneseasonalbreedingareasuchasEritrea,Pakistan,SaudiArabia,SudanandYemen.Addi+onalshortcomingsareindicatedinAnnex4.Itishopedthattheseshortcomingscanbeaddressedassoonaspossible.

Thepar+cipantswereshownhowtoopenCSVfilesinRv4.1.Thisisusefulfordisplayingcustomtownsinacountry.Inthiscase,theDLIOshouldprepareafileintheNumbersappthathasthreecolumnsofdata:TOWN,LATandLONG(indecimalformat,DD.DDDD,thatcanbedeterminebyusingGoogleEarth).ThefileshouldbeexportedasCSVformat.TheCSVplugininRv4.1isusedtoopentheCSVfileandindicatethedelimita+on(commaorsemi-colon)andthecorrectcolumnsforlongitude(X)andla+tude(Y)sothatthetownsareploiedcorrectly.DLIOsprac+cedbypreparingafilewithafewcustomtownnamesalongtheRedSeacoastsanddisplayingitinRv4.1.

TheCRCResourcePerson,OsamaMoustafa,developedapluginfortheNumbersappthatsummarisesRv4.1data.Heshowedpar+cipantshowitworksbyaddingthescripttoAutomatorasaServiceforNumbers.Its+llrequiresfinalisa+ontoincludethedateofthedateandthecontroltypes.Thereamer,itwillbemadeavailabletotheDLIOswithaninstalla+onvideo.

2.4eLocust3

CountrieswereremindedthateverysurveyandcontrolteamshoulduseeLocust3torecordtheirobserva+onsinthefieldandtransmittheminreal-+meviasatellitetotheirNa+onalLocustCentre.Duringsurveyandcontrolopera+ons,DLIOsshoulduseGeoFlextomonitorfieldac+vi+esonadailybasis .6

NovacomrecentlyupdatedeLocust3somwaretov19.1.0tofixseveralissuesbut,unfortunately,itappearsthatseveralnewbugswereaccidentallyintroducedthatthecorrecttransmissionofsomecontroldata(concentra+on,applica+onrate,quan+tyused,treatmentdura+ondata).Par+cipantswereinformedthattheymaywishtodowngradetov2.6thatwasreleasedlastyeartoimprovetransmissionspeedanddataquality(byrequiringla+tudeandlongitudecoordinates,andallowstheentryoftreatedareasoflessthanonehectareandpes+cideconcentra+onsoflessthanonelitre).Lastyear,DLISdispatchedonecabledirectlytoeachcountryforupda+ngtheIDP680eLocust3antenna.DLISalsopreparedavideoshowinghowtoupdatethetabletandtheantenna,includingtheuseofthecustomcable.ItistheresponsibilityoftheDLIOstoupdateeverytabletandantennaintheircountry,andtoinformDLISaccordinglysothatNovacomcanmakethenecessaryconfigura+onchangesontheplalormtoallowdatatransmission.Whilemostcountrieshavebeguntheupdateprocedure,thereares+llsomecountriesthathavenotupdatedalloftheirtabletsandantennas(Annex5).

DLIOswereremindedtocheckeLocust3unitsthatareinstorageeverymonthtoensurethatthebaierylevelisabout40%.Inaddi+on,itisimportanttocheckthatthecorrectdateand+mearedisplayed,whichindicatestheclockbaieryischarged.Iftheincorrectdateand+meappear,thentheclockbaieryshouldbechargedbyturningonthetabletandpluggingitinforthreedaysofuninterruptedpower.Thedisplaycanbeturnedoffduringthis+me.Indiamen+onedthatithadsuccessfullyreplacedtheclockbaierybytakingthetablettoalocalshop.Thismaybeaviablesolu+onforthosecountriesthatdonothavethreedaysofuninterruptedpower.

2.5Locusapp

TheCRCResourcepersondemonstratedtheuseoftheLocusapptoallpar+cipants.Thepurposeoftheappistouseitfornaviga+onduringsurveysinordernottomissimportantbreedingareas.Itreplacestheuseofcompass,GPSandpapermapsandavoidsdependenciesonlocalscoutsandguideswhomaybebiasedandignoreotherareasinwhichtheyareunfamiliar.Inaddi+on,localguidesaredeclininginmanycountriesandthenewgenera+ondoesnotknowthelocustareas.TheLocusappgivesthesurveyteamcompleteautonomywithouthavingtorelyonlocalscoutsandguides.

TheappcontainsbasicGPSfunc+onality,measuresdistances,drawsthesurveytrackinadvance,addsspecificpointssuchasprevioussurveysanddisplaystracksduringcontrolopera+ons.Itconsistsofhighresolu+ontopographymaps,TPCmapsandOSMmapsthatshowroads,andremotesensingimageryforrainfallandgreenvegeta+ones+mates.Itworksen+relyofflinesinceInternetconnec+vityisomennotavailableormaybecostly,interruptedortooslow.TheappworksonAndroiddevicesandisfreelyavailableonGooglePlay(LocusMapFree)orinasharedfolderonGoogleDrive.Thelaieralsocontainsadetailedmanualforinstalla+on,mapmakingandfielduse.

Acompanionapp,SAS.Planet,isusedtopreparehighresolu+onbasemapsforLocusappfromGoogleMaps,BingMapsandothers.ThecompanionmapisonlyavailableforPC.Inaddi+on,GoogleEarthProcanbeusedtomakemapsofsurveydataandremotely-sensedrainfalles+matesandgreenvegeta+on.

Theappprovidesmorefunc+onalitythaneLocust3Dandcouldbeconsideredasuitablealterna+ve(Annex6).

2.6Drones

Theuseoffixedandrotarywingunmannedaerialvehicles(UAV),commonlycalleddrones,couldbeapoten+almeansofimprovingDesertLocustmonitoring,earlywarningandrapidcontrol,andreducingthecostsofsurveyandcontrol.Dronescouldbeusedtocoverlargerareasduringsurveys,reducetherandomnessoflookingforgreenvegeta+onandlocustsinthevastdesert,checkinaccessibleareas,andundertakesaferandmoreeffec+vecontrolopera+ons.

DLISandtheregionalDesertLocustcommissionsareworkingtogetherwithHEMAV,afounda+onsupportedbytheEuropeanSpaceAgency(ESA)inBarcelona,Spain,todevelopfixed-wingandrotarydronestobeusedbyDesertLocustsurveyandcontrolteamsinaffectedcountries.

Dronesareenvisagedtobeusedopera+onallyinthreeseparatescenarios:

(1) Extensiveassessmentsurveytoconfirmgreenvegeta+onpresencewithinlargerareasofhomogeneousorheterogeneoushabitatsinthedesertupto50–100kmfromthesurveyteam

Agroundteamwillcarryasmall,portablelongrangefixed-wingdronewiththemduringthesurvey.Thisdroneshouldcoveratransectofabout50100km.TheteamwillprogrammetherouteiBneraryofthedroneandlaunchit.ThedronewillcaptureandprocessinformaBonalongtherouteusingopBcal,mulB/hyperspectral,thermaland/orothersensorstodetectareasofgreenvegetaBonandmoistsoilaswellasthepresenceofanysizeablehopperoradultconcentraBons(groups,bands,andswarms).Oncethedronereturnstothesurveyteam,datawillhavebeenprocessedon-boardandistobetransferredtoeLocust3(anandroidtabletcurrentlyusedfordataacquisiBonbytheteamsandtransmissionbysatellite).TheteamwillusetheresultstogodirectlytotheareasofinterestorchangedirecBoniftheresultsoftheflightdonotindicatethepresenceoffavourablecondiBonsorDesertLocust.

(2) Intensivesearchsurveytoextentofnaturalvegeta+onandcropsanddetecthoppergroups,bands,adultgroupsandswarmsatapoten+allyinfestedsiteuptodistanceof5km

AgroundteamcouldalsocarryasmallportablerotarydronewiththemduringsurveystoaspecificlocaBonidenBfiedaboveoranareathatmaycontainvegetaBonorlocusts.TheywouldlaunchthedronetogetabeMerideaoftheecologicalcondiBonsandthelocustsituaBonbytakinglowlevelimagesoftheareatoidenBfythepresenceofgreenvegetaBonandlocusts.IftheteamstopsinaninfestedareawithgreenvegetaBonorcrops,thedronecouldlookinsituforlocustsandalsodeterminethesizeofthepotenBallyinfestedarea.IfthelocaBonislessprecise,thentheteamcouldlaunchtherotarydronetolookforanysignsofgreenvegetaBonorfavourablebreedingareasinaminimumof5kmradius.ThedronecouldalsobeusedtocollectinformaBonfromareasthatarenotaccessibletothegroundteamduetotopographyorinsecurity.

(3) Controlfortheprecisionsprayingofindividualinfesta+onsusingbioandchemicalpes+cidesataninfestedsiteuptodistanceof5km

Arotarydronetoundertaketargetedcontroltreatmentsofsmallinfestedareas(withconvenBonalpesBcidesorbiologicaltechniques)atthesitewheretheteamislocatedorinareasthataredifficulttoaccessbyground.

Duringafinaldiscussion,thepar+cipantsexpressedsa+sfac+onwiththisyear’sworkshop.Thepar+cipantsfeltthattheworkshopremainsaveryvaluableopportunitytocometogethertolearn,shareexperiencesandtoshowproblemsinfrontofthetrainertotheycanberesolvedimmediately.

Theannualinterregionalworkshopcon+nuestocontributedirectlytothestrengtheningoftheglobalDesertLocustearlywarningsystem,whichisthebasisforpreven+vecontrolinordertoreducethefrequency,dura+onandintensityofDesertLocustplagues.Thepar+cipantsreaffirmedtheimportanceofandtheneedtocon+nuetheseworkshopseveryyear.TheworkshopistheonlyopportunityforDLIOsfromlocust-affectedcountrieswithinthetworegionstogettogethertoexchangeexperiencesandshareknowledgeface-to-face,andtoreceiveimportanttrainingandfeedbackfromDLIS.Therefore,itiscri+calthatallfrontlinecountriescon+nuetoallowtheirna+onallydesignatedDLIOtotakepartinthisac+vity,andthatCRCcon+nuestoorganizethisac+vityeveryyearwithDLISpar+cipa+on.

Ideally,DesertLocustHeadsshouldbeinvitedeveryfewyearstopar+cipateintheworkshopwiththeirDLIOsotheycanobservefirsthandthetoolsthathadbeendevelopedbyDLISandhowDLIOsusetheminrepor+ngandearlywarning.Thiswouldalsohelptostrengthentheimportantcollabora+velinkbetweenlocustdirectorsandlocustinforma+onofficers.

Severalimportantissuesaroseduringtheworkshopthatpar+cipantsurgeCRC,SWACandDLIStoconsiderforfurtherimprovementoftheglobalDesertLocustearlywarningsystemthatiskeytopreven+vecontrol:
