Welcome

Welcome to Craigieburn Little Athletics Centre (CLAC) for season 2013 – 2014. This season we celebrate 30 years of competing at Vic Foster Reserve in Craigieburn as a Centre. We will be having a celebration day on Saturday 9th November where we hope previous members will come along and join us.

CLAC’s aim is to provide a program of fun and fitness for family groups. Enjoy your time with us, get involved and help us to help your children. Your co-operation and help at regular intervals help make our club successful. Please participate in fundraising activities and assisting at events throughout the season. The key to Craigieburn Little Athletics Centre is enthusiasm, not only from the children but from the parents as well.

Please remember that we are not a Child-Minding Centre. A parent or guardian must supervise all children at all times whilst at the Centre.

CLAC encourages an atmosphere of friendliness in which the kids compete against their own previous “Personal Bests” (PBs) rather than each other. Remember that children mature at different rates. Children of the same age can be a few years apart in terms of physical development. Treat children as individuals and measure their improvement on their past performance rather than against other children. With this in mind, we provide activities for children of all abilities and encourage children to participate and “have a go”. Children are not forced to take part in events if they don’t want to. The most important aspects of Little Athletics are participating and having fun, making new friends and doing “Personal Bests” in events.

This season we have a new role at the Centre, “Chief of Officials” this has been filled by Matt Rowe, Mat’s role is to help the parents learning what is required at the different events, so if you have a question please ask Matt.

Craigieburn Little Athletics Centre in association with the Little Athletics Victoria (LAVic) has a Sun Smart and a Non-Smoking policy. (Behind the Clubrooms, or the car parks are the designated smoking areas.)

Good Luck to all athletes for the coming season. I’m sure that lots of PBs will be broken and some new friends made.

Thank-you to all our volunteers (parents and others) for their help and support not only on Saturdays but throughout the week – without you we couldn’t exist. Thanks again!

So what is Little Athletics all about?

It’s about fun, making friends and healthy activities. If you thought it’s just for kids you are about to find out why the philosophy of Little Athletics is –

“Little Athletics for Family Fun and Fitness”

Little athletes come in all shapes and sizes, with quite varied levels of ability; however, every athlete is a winner when they participate.

Where do I as a parent / guardian fit into the scheme of things?

Without your help, this Centre would cease to exist for our children.

Parents / guardians, like our athletes come in many shapes and sizes with all sorts of experience and talents – maybe even some they don’t know they have!

You can help by

Helping escort children to their races.

Marshaling the athletes on their starting lines.

Setting up hurdles and resetting heights as required.

Timing the race – all you need is reasonable eyesight and a quick digit!

Measuring the jumps – just involves stretching a tape with a friend.

Raking the pit – this eliminates the evidence from the last jumper and not only makes it easier to spot for the next jumper, but ensures the pit is soft and safe for the next jumper.

Raising the bar in high jump – you also act as a safety for the lesser experienced jumpers.

Spotting and Measuring the throw – also involves stretching a tape with a friend.

Recording – each event requires someone to take notes on the kid’s performances and write them a ticket!

Most of our jobs are as easy as these – please don’t be afraid to volunteer!

If you would rather volunteer away from the events – talk to one of our committee members.

Advice to parents

Do not force an unwilling child to participate in sport.

Remember that children are involved in organized sport for their enjoyment.

Teach your child that their best effort is just as important as victory, so that all results are accepted without undue disappointment.

Encourage your child to always compete by the rules.

Never ridicule or yell at your child for making mistakes or losing a competition.

Turn defeat into victory by helping your child work towards skill, improvement and good sportsmanship.

Recognize the value and importance of volunteer coaches. They give their time to provide recreational activities for your child.

Do not publicly question the official’s judgment and never their honesty.

Support all efforts to remove verbal and physical abuse from children’s sporting activities.

Need to Know

Please note: Whilst every endeavor is made to include all relevant information about our Centre in this handbook, circumstances sometimes dictate a change. Any changes will be notified by way of newsletter, notice board or over the PA.

Normal Competition

Competition is held each Saturday morning from 8.30 am till 12 noon as per calendar located in this handbook. Please note that the first event will be marshaled at 8.25 so that the program can start on time. All parents/ guardians should mark off their children at the Centre Table in the equipment shed near the canteen area at the start of the day. At this time parents/ guardians can also volunteer to help at our events. (Don’t forget that parents/ guardians need to help at least 4 times throughout the season so that their child is eligible for a trophy.) All athletes need to report to the Marshaller before each event so that he/she can be marked off and the whole age group can proceed to their event together. There are usually separate Boys and Girls Marshallers located at the front of the pavilion. Most days the children will participate in 5 events. (See Centre Programs in this book) A notice board is placed near the pavilon each day. A list of events being run for the day is posted here. Please note events actually run may be different from those advertised in calendar due to numbers, weather, etc. Most days each child will receive a result ticket for every event completed showing their best time / jump/ throw on that day. These can be stuck in your result book to have an ongoing record of their performance. If a Personal Best (PB) is obtained, the ticket will be marked PB. The following week a PB ticket will be available for collection from the canteen. Upon registration a tag with the athlete’s identification number and age group will be issued. This tag must be attached to the lower front of the Craigieburn top for all competitions. If a tag is lost or destroyed then a replacement can be purchased for a $2.00 fee.

Forms are available at the Centre Table in the Equipment Shed that you can fill out if your child(ren) is/are being left at the Centre with another parent or adult guardian. These must be filled out each time that the person who has signed the registration form is not supervising your children so that we know who to contact if there is an emergency and for insurance claims.

Wet weather

A decision to cancel on wet days is made at the track at approx. 8.30 am by the committee members in attendance. Please do not attempt to contact any committee member at home as they will not be able to tell you. Please go to the ground where you will be informed of the decision. The athletes who attend and have their name marked will receive attendance points for the day and their names recorded as part of their 60% attendance. Should the day be cancelled we will run on a 3 event program on the following Wednesday night.

Heat Conditions

On days of extreme heat, CLAC will run as much of the program as we can before the temperature exceeds 35 degrees. As with wet weather, the decision will not be made until at least 8.30 on the day at the track. The athletes who attend and have their name marked will receive attendance points for the day and their names recorded as part of their 60% attendances as well as any points for events attempted. The Committee reserves the right to cancel all events if there has been a series of hot days and it is deemed unacceptable to compete. The number of events completed on the day by each age group will determine what is officially recorded if not all events are completed by all age groups. This is the same policy as for rain cancellation after competition has started.

Centre Uniform

Centre T-Shirt or Crop Top which must be purchased from the Centre. Navy Blue shorts or sports briefs - Style of shorts may vary but maximum length is no longer the 10 cm above

the knee with no pockets or writing on them Runners (No bare feet allowed) - Spikes may be worn by athletes under 12 & above. (See LAVic competition

rules for correct type and length or ask Coach)

Correct Centre uniform must be worn at all events within three weeks of joining with name tags to be attached to the lower front of the t-shirt. Replacement tags will be available for a cost of $2.00. Failure to wear correct Centre uniform after 2 warnings will result in a child not having their events recorded for that day. Spikes must be carried to each event and not worn outside the arena.

It is up to the discretion of the Chief Official at an event but LAVic rules are that track suits are not to be worn during track events, but may be left on until start. Track suit pants are permitted to be worn at field events.

Officials / Parents Helpers

To ensure our events start on time we ask that any parent or guardian rostered or wishing to assist in the running of events, report to the marshaling area before 8.20 am so that your assistance can be noted. We also need help at marshaling and in the canteen if that is more suited to your tastes. To be an official you do not need any previous experience. The duties are simple and good fun. Please come forward when asked and help us to help your children. If there are not enough officials then events will be cancelled. Assisting is not hard and there are numerous parents and officials who will assist you. Parent Volunteers, as well as enabling the smooth running of the Centre also enjoy seeing their children appreciate their help. Little Athletics is a family sport because without parent helpers we couldn’t exist. It is a requirement that a parent / adult from each family assist at least 4 times throughout the season so that your child can compete on Championship Day to receive medals, so make sure you put your name on the sheet at the Centre table every time that you help. (By adding your name to this sheet, you are also covered by the Centre insurance.) We also need help early in the morning to set up the equipment for the day. Please see Sharyn or Michelle if you are interested in volunteering between 7 and 8 am which also contributes towards your parent helping for the season. (Kids are welcome or you can return home after 8 am and pick them up.) Working with children: Any Adult that does not have their own child competing at the Centre on a day when they are helping will need to have a Working With Children’s Check (WWC). This includes all grandparents and guardians.

Arena rules

Both athletes and spectators are expected to behave in an appropriate manner at all times. Misbehavior will not be tolerated. A child can be penalized from competing for the behavior listed below. They will be given a first warning by the official at the event. If the misbehavior continues, the official will call for the President or person acting in that position to issue a 2

nd warning and parents/guardians will be involved. On the

3rd

warning, the President has the right to disqualify the child from the event or the day’s competition. Any problems or enquiries should be addressed to the President. Parents and helpers are asked to make themselves aware of the codes of conduct for the Centre that are in this book. Any parent behaving in a manner deemed inappropriate to this code shall be given verbal and /or written warnings. After the third warning the parent can be banned from attending any further Centre competitions. Only competing athletes and parent helpers are allowed on the arena during competition. All children must be supervised by a parent or guardian throughout the duration of the competition. If a child is found to be unaccompanied they will not be allowed to participate. Please note that unless parents are assisting as an official, no parents or athletes can walk across the arena during competition. Please walk around the outside of the track. Parents not officiating and children that are not competing must sit or stand on the outside of the oval fence or other designated area.

Behavior

A. Children can be penalized from competing for use of foul language and unruly behavior. B. No child should be out of bounds. Children must stay in the canteen / seated area or the area

between the jump pits and the track, unless competing in an event. Areas that are also out of bounds are as follows: Playing or climbing in any of the trees & Climbing the fence behind the goals.

Special Event Information

Bring a Friend Day

This is a normal competition day on which an athlete can bring a friend (aged 5 - 16 years) with them to have a go at athletics. The friend can participate, usually in the athlete’s age group, after being registered on the “Friends sheet” at marshalling.

Inter Centre Days

The Craigieburn Centre is part of North Metro Region, which is one of 8 regions within the VLAA. The Northern Corridor Shield Inter Centre Competition is held over two days – one early in the season and one in February. They are classed as normal competition days with points being awarded

Craigieburn competes against Kilmore, Hume and Preston/Reservoir Centres. The first day is held on Saturday 23

rd November at Hume LA Centre, Laura Douglas, King St, Dallas,

commencing at 8 am. The second day will be held on 15th February at Kilmore LA Centre, JJ Clancy Reserve,

Cnr Union St & Kelly’s Lane, Kilmore. A trophy is awarded to the Centre that has the most points after the two days. The more athletes that participate on this day - the more points awarded to Craigieburn. It would be great to see everybody there to help us bring the trophy home! On this day athletes must report to our marshalling area first, where they will progress as a group to the main marshalling area. Four events will be run for each age group as illustrated in the table below.

This event gives our children the opportunity to compete in a larger athletic carnival atmosphere. All athletes are to be in proper uniform with tags.

Centre Championships

Athletes must compete in a minimum of 75% of the season from their date of registration to be eligible to compete. This is strictly enforced. Please advise the Ranking and Recording Officer if there are special circumstances. This can include access conditions, injuries or previous commitments. Initial contact must be done in writing. In association with the minimum attendance, the athlete must have supplied an adult volunteer on a minimum number of 4 days for the season to be eligible. On the day, heats and finals are run over 3 events depending upon age group numbers and all athletes will receive an award. Final place getters in each age group in each event will receive medals.

General Information

Announcer

All events will be called twice over the public address system. Children and parents/ guardians should stay within hearing distance of the speakers. Athletes should then report to the marshalling area. It is not the Announcer's or Marshaller’s responsibility if children do not report for their events. We remind parents / guardians and athletes not to approach the announcer. The announcer has to ensure the smooth running of events. If you have any queries please direct them to the Centre Table people.

Recording

All competitors score points according to their performances. i.e. the times run or distance jumped or thrown. Recording for field events is done at the event, whilst track events are done at a central recording table. Tickets, as mentioned above, will be issued at the completion of each event. Certificates will be given to athletes who achieve various amounts of Personal Bests throughout the season and to those who break Centre records. A central record is kept so that all children who attend 75% of normal competition receive a trophy at the end of the season.

Points System

Every event in which an athlete competes accumulates points for the season. Please note: There are more points awarded to individuals who beat their personal bests than for where they finished in the field.

Centre Records

Any Centre record must be verified by a committee member and at least two officials before they will be recognized. All records will be announced the following week after verification, and a certificate received. All officials should make themselves aware of the record before each age group commences an event as a record cannot be awarded if it has not been verified by observing the tape measurement or stopwatch. If you are officiating at an event where you think that a record has been broken, please use your radio to have a committee member attend. Parents can not verify their own child’s record. Athletes must also report back to our recording table after their event to have their performances noted, so that they can be recorded for their season results.

Trophies

The club will present trophies to all the children who attend and compete in a minimum of 60% of the season. Other trophies and medals are also awarded at the end of the season. For example - highest points score and most PBS achieved in the season. Medals are also received on Championship Day.

Fundraising

Fundraising is our main method of raising money to cover the cost of trophies and pay for all the activities our children enjoy with little athletics. Your initial registration is used mainly for insurance and ground marking. Please support the clubs fundraising activities to make our club financially strong for the future.

Lost property

All lost property should be handed to the announcer. To avoid loss, please ensure that all items are clearly labeled. At the end of each month the lost property bin is cleared with any items remaining being donated to the Salvation Army.

Canteen

The canteen is available on all competition days with a BBQ providing Bacon and Egg rolls. Rubbish -There are garbage bins supplied next to the canteen. Please help us to keep our ground clean by putting all your rubbish in them. Please note that some of the rubbish bins are for cans only as we use them as a fundraiser. If you are interested in volunteering in the canteen, please have your name entered at marshalling and then see our canteen manager. Junior Development Squad (JDS)

The Junior Development Squad (JDS) gives U12 – U16 athletes an opportunity to gain new skills and improve technical competencies through participation in coaching and training sessions with some of Victoria’s leading coaches. Training with other keen and enthusiastic squad members is both fun and motivational and helps develop new friendships based on an enjoyment of athletics. The emphasis on learning new athletic skills and improving existing ones is in a friendly and supportive environment. The program consists of coaching days, invites to events and a highlight for the year is the JDS coaching camp.

To join JDS, athletes must achieve the qualifying standard in their current age group of this season, although JDS doesn’t commence until next season, with the first activity in October. Therefore current U11 athletes must qualify against the U11 standards, and so on. Athletes must achieve One standard on 2 separate occasions or Two different standards, once. This ensures that the performances show a consistency and not just a once off.

Courses

During the season the VLAA offer courses on Starting, Coaching, Officiating, and “On Track” (a program for 6 & 7 year olds). If any parent would be interested in attending one of these to improve their knowledge, please let a committee member know. The club will reimburse your expenses at the end of the season if you help during the course of the season. The more qualified people we have, the better the club will be for our children. Courses will be advertised in the newsletters.

Centre Policies and Procedures

Rules & Regulations

A copy of Craigieburn’s and the LAVic's rules and regulations are held at the canteen and are available on request.

Protest Policy

Approach the President or the person acting in that position to arrange an explanation with officials at the event. President will give parent the explanation. (Please remember that we are all volunteers.) If parties involved are still dissatisfied and wish for the query to go to protest committee a fee of $20.00 (refundable if upheld) is payable. A representative from North Metro Region protest stewards will hear from the official and complainant and make a decision. Any disputes in the running of the competition, at any of the events, may be addressed to any of the club committee members, who then notify the president. If the Centre cannot resolve the issue, it will be directed to the Northern Metro Region Liaison Officer.

Insurance

Only registered little athletes and volunteer helpers are covered by insurance whilst competing, training or helping at Little Athletics Events. Some of the claim amount will be your responsibility. All accidents must be recorded in the accident book by the first aider. Please remember to put your name in the Parent helpers’ book when helping at an event.

Want to Join the Committee?

If there is any parent who would like to help on the committee, please approach a current member. All parent helpers are appreciated. Even if you have no experience, there will always be someone to give you some guidance. Please consider assisting on the committee as we are always looking for committed parents / guardians wanting to help further the club’s development. Some committee positions become available each year at our end of season AGM. Nominations are called for 28 days prior to this meeting and details are given in the newsletter. However most years there are positions not filled so please volunteer if you are willing at any time. Optional events

Region Relays

Interested individuals can be included in a relay team, usually in the appropriate age group (under 6 can compete in under 7s team), to represent Craigieburn. Training and trials will be held. Under 7’s and 8’s place getters will receive medals on the day. All other qualifying teams progress to State Finals. Correct Centre uniform must be worn. If interested, please see the Special Events Coordinator or a committee member. CLAC encourages all athletes to “have a go” and will attempt to put all those who are interested into a team. “The experience is worth as much as the win!”

Multievents

This event involves athletes competing in several events depending on their age and points being awarded according to performances. Overall place getters receive medals on the day. All competitors receive recognition of competing. An entry fee is payable in advance. Entry forms and information is available from the Special Events Coordinator, or see a committee member.

Region Track and Field

Athletes can, via an entry form, nominate the events in which they wish to compete. They will then be notified at a later date as to which events are actually being held, and their day and time. An entry fee per event is payable in advance. This competition is held over two days (one weekend). Under 6’s can compete in Under 7’s age group. Medals are awarded for under 7’s and under 8’s final place getters. Other qualifiers progress to State Championships. All competitors receive recognition of competing. Full Centre uniform must be worn. Entry forms and information is available from the Special Events Coordinator, or see a committee member.

Open days

Throughout the season Little Athletic Centres run Open Days where any registered athlete is able to compete. These events take place all over Victoria. There is a cost associated with each event entered that is payable before the day. A list of events run at each Open Day is listed on the entry form with athletes usually able to select up to 5 events. More information is available from the Special Events Co-coordinator. These days will be listed in the club newsletter and are also available from the VLAA website.

Cross Country

All registered athletes are eligible to compete, for a small weekly charge, in the Cross Country competition which is run over approx three months during winter usually May to August. Craigieburn competes with other Centres in a friendly and relaxed atmosphere. The closest Centres that run Cross Country at Essendon, Meadow Glenn, and Edwards Lake, Reservoir. Events begin at 9.30 am with each age group competing in one event as follows

Under 6 500 metres

Under 7 800 metres/ 1000metres

Under 8s 1000 metres

Under 9 & 10 1500 metres

Under 11 &12 2000 metres

Under 13, 14 & 15 3000 metres

Administrators’ Code of Conduct

Involve children in the planning, leadership, evaluation and decision-making related to the activity.

Ensure that equal opportunities for participation in sports are made available to all children, regardless of ability, size, shape, sex, disability or ethnic origin.

Ensure that equipment and facilities are safe and appropriate to the ability level of participating children.

Ensure that rules, equipment, events and training schedules take in consideration the age, ability and maturity level of participating children.

Ensure that adequate supervision is provided by qualified and competent coaches and officials capable of developing appropriate positive behaviour and skill technique.

Remember that children participate for enjoyment and play down the importance of rewards.

Avoid allowing programmes to become primarily spectator entertainment. Focus on the needs of the participants rather than the enjoyment of the spectators.

Provide clinics aimed at improving the standards of coaching and officiating, with an emphasis on appropriate behaviour and skill technique.

Ensure that parents, coaches, sponsors, administrators, officials, physicians and participants understand their responsibilities regarding fair play.

Make available the Code of Conduct to spectators, officials, parents, coaches, athletes and the media.

Hold a current Working with Children Check

Avoid use of bad language. Officials’ Code of Conduct

Compliment all participants on their efforts.

Be consistent, objective and courteous in calling all infractions.

Condemn unsporting behaviour and promote respect for all opponents.

Ensure that the “spirit of the game” for children is not lost by using common sense and not over-emphasising errors.

Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the participants.

Publicly encourage rule changes, which will reinforce the principles of participation for fun and enjoyment.

Ensure that your behaviour is consistent with the principles of good sporting behaviour. Actions speak louder than words.

Make a personal commitment to keep yourself informed of sound officiating principles and the principles of growth and development of children.

Hold a current Working with Children Check as required by LAVic.

Encourage children to participate if they are interested. However, if a child is not willing, do not force him or her.

Focus upon the child’s efforts rather than the overall outcome of the event. This assists the children in setting realistic goals related to his/her own ability by reducing the emphasis on winning.

Teach children that an honest effort is as important as victory, so that the result of each event is accepted without undue disappointment.

Encourage children to always participate according to the rules.

Never ridicule or yell at a child for making a mistake or losing an event.

Remember children are involved in Little Athletics for their enjoyment, not yours.

If you disagree with an official, raise the issue through the appropriate channels rather than questioning the official’s judgement and honesty in public. Remember, most officials give their time and effort for your child’s involvement.

Support all efforts to remove all verbal and physical abuse at Little Athletics activities.

Recognise the value and importance of being a volunteer official and/or coach. They give their time and resources to provide recreational activities for the children and deserve your support.

Demonstrate appropriate social behaviour, by not harassing athletes, parents, coaches or officials, smoking on the arena or being intoxicated.

Play by the rules.

Never argue with an official. If you disagree, ask your Team or Age Manager to deal with the matter.

Control your temper. Verbal abuse of officials, coaches, parents or other athletes, deliberately distracting or provoking an opponent is not acceptable or permitted in our sport.

Work equally hard for yourself and/or your Centre/Club. Your Centre/Club’s performance will benefit.

Be a good sport. Applaud all good results whether they are by your Centre/Club, opponent or the other Centre/Club.

Treat all athletes, as you would like to be treated. Do not interfere with, bully or take unfair advantage of another athlete.

Co-operate with officials, coaches, club mates and other participants. Without them there would be no competition.

Participate in Little Athletics for the “fun of it” and not just to please parents and coaches.

Avoid use of bad language.

Spectators’ Code of Behaviour

Remember that children participate in Little Athletics activities for fun. They are not participating for the entertainment of spectators, nor are they miniature professionals.

Applaud good performances and efforts from each athlete. Congratulate all participants upon their performance regardless of the event outcome.

Respect the officials’ decisions. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach the children to do likewise.

Never ridicule or scold a child for making a mistake during a competition. Positive comments are motivational.

Condemn the use of violence in any form, be it by spectators, coaches, officials or athletes.

Show respect for each participant. Without them there would be no events.

Encourage athletes to follow the rules and the officials’ decisions.

Demonstrate appropriate social behaviour by not harassing

athletes, parents, coaches or officials, smoking on the arena or being intoxicated.

Avoid use of bad language.

Coaches’ Code of Conduct

Be reasonable in your demands on young athlete’s time, energy and enthusiasm.

Teach athletes the rules of the sport are mutual agreements, which no one should evade or break.

Whenever possible, group athletes to give a reasonable chance of success.

Avoid over-coaching the better performing athletes, the “just average” athletes need and deserve equal time.

Ensure any physical contact with athletes is appropriate to the situation and necessary for the athlete’s skills development.

Avoid situations with your athletes that could be construed as compromising.

Remember that children participate for fun and enjoyment and that winning is only part of their enjoyment. Never ridicule or yell at the children for making mistakes or losing an event.

Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the athletes.

Take into consideration the maturity level of the children when scheduling and determining the length of training times and competition.

Little Athletics understands there are various factors that can affect a little athlete and as a result has adopted the following Policies: Healthy Food Choice Policy

The Association/Regions/Centres will ensure that a variety of healthy food choices are available at competition and various activities.

Smokefree Policy

All areas under the Association/Region/Centre venues are to be smokefree – including clubrooms, change rooms, toilet blocks, spectator and competition areas. Centres will place No Smoking signs in prominent positions around the venues.

Sun Protection Policy

Association/Region/Centres are encouraged to provide shade structures at venues and make available SPF15+ or higher sunscreen. Athletes and Officials are advised to wear hats and carry drink bottles to events.

Responsible Alcohol Management Policy

There is to be no sale or consumption of alcohol during the conduct of any Little Athletics events. Where alcohol is consumed at functions the Association/Region/Centre will comply with Liquor Licensing Victoria regulations. For more detailed information on these policies, please refer to your Centre Policy Forms that must be signed off as part of a Centre’s affiliation with the Association.
