MESSAGE

Along with the 222,000-strong officers, men, and women of the Philippine National Police, it is my honor and duty to present this 100 days Accomplishment Report of my incumbency as the 27th Chief of the PNP. It was a hundred days of a more relentless and tougher stance against crime, illegal drugs, corruption, and terrorism.

While facing various challenges brought by a global pandemic due to Corona Virus and a series of disastrous natural events, the PNP implemented reforms that focused on improving police performance, morale and welfare, and peace and order consistent with the PNP’s mandate to serve and protect the public under the new normal.

We are grateful that these reforms in the PNP were appreciated and recognized by the Filipino people as manifested in the expression of public satisfaction and trust of the police. These reforms, after all, were the result of conscientious efforts to resolve organizational and administrative gaps in the institution. We serve not only our fellow police personnel but more importantly our countrymen, who want us to be more efficient and effective so that they can feel safe and secure.

The PNP will remain at the frontline as we continue to heal as one nation to a better and safer country.

Executive Summary

The Philippine National Police (PNP), under the leadership of PGEN DIONARDO B CARLOS, upholds its commitment to deliver excellent public safety services towards a better, safer, and more secure community.

The first 100 days of PGEN CARLOS as the top cop from November 13, 2021 to February 21, 2022, focus

predominantly on the Four-Point Action Program: to ensure peaceful and orderly 2022 elections; to continue the PNP programs on anti-criminality, anti-illegal drugs, and anti-corruption; to develop and empower the Area Police Commands (APCs); and to continue the implementation of existing policies, programs, and projects of the organization.

The PNP plays a crucial role in ensuring peace and order for the forthcoming 2022 National and Local Elections (NLE) on May 9, 2022 amid the global health crisis. It is vital that the PNP maintains professionalism and remains apolitical as it significantly contributes to the credibility of the electoral process. Building on the best practices of the past PNP administrations, new tactics and strategies are introduced and conceptualized while various activities are

being conducted in preparation for the NLE. These include risk and threat assessment; inventory of case tracking of election-related incidents; focus operations, COMELEC gun ban checkpoints and other law enforcement operations; information operations on election prohibited acts; rotation policy on personnel; activation of PNP Liaison/Evaluation Unit to the COMELEC and deployment of personnel to authorized individuals in the availment of protective security; activation of PNP Election Monitoring Assistance Centers (EMACs) from the national, regional, provincial, city and station level; and conduct of NLE Pre-Deployment Orientation Seminar, among others.

In addition, series of coordination meetings and constant collaboration are being steered together with the Commission on Elections (COMELEC), Armed Forces of the Philippines, and other concerned agencies. Security simulation exercises and mock elections were spearheaded in different polling precincts to test the operational readiness of the PNP and to identify gaps to further improve the security coverage for the election.

To contain the spread of COVID-19, the PNP has undertaken several administrative and operational responses including implementation of alert levels system and granular lockdowns due to the surge of active cases, deployment of PNP personnel in every quarantine hotel as directed by PRRD, and implementation of entry ban in malls and other establishments for those unvaccinated.

The Enhanced Managing Police Operations, the PNP program against criminality, is also sustained which resulted in the reduction of crime incidents, and eight focus crimes by 25% and 19%, respectively.

Moreover, the unrelenting operations against illegal drugs resulted in the neutralization of 14,792 illegal drug personalities of which 14,102 were arrested, 29 died during police operations, 661 surrendered and the confiscation of more than PhP995 Million worth of illegal drugs. Currently, the PNP Campaign Plan Double Barrel (Revised 2021) is being reviewed and revitalized to include reinforcement and education.

On the fight against insurgency and terrorism, the APCs were empowered by placing the Regional Mobile Force Battalions under its operational control. To further strengthen the APCs, a Standard Training Package on its Inter- Operability was developed to make our operations on the ground more focused and aggressive as we strive to further deny insurgents, terrorists, and private armed groups the opportunity to sow terror in our communities.

Continuing policies, programs, activities, and projects initiated by his predecessors such as the Intensified Cleanliness Policy, fiscal transparency and accountability, audit of line units, Body Mass Index program as a personal and individual responsibility, are among the top priorities of PGEN CARLOS. He firmly believes that continuity of the proven effective practices and reforms while fortifying the institutional capabilities of the PNP are greatly beneficial not only to the organization but also to the citizenry.

On anti-corruption efforts and internal discipline, the PNP employed a three-pronged approach to instill among its personnel a strong sense of commitment, dedication, and responsibility to police work geared towards a God-centered, service-oriented, and family-based life.

The leadership of PGEN CARLOS focused on the mantra, the three D’s – Distinct, Discipline, and Decorum, highlighting that every police officer must show discipline, must practice decorum, and must distinctly contribute towards the betterment of the PNP organization.

The first 100 days of the PNP Chief was filled with various activities to boost and reinforce the institutional capabilities of the PNP thereby improving administrative and operational coherence with utmost efficiency.

“As our nation is once again turning a new page in its history

with the forthcoming national elections, and I now lead the

PNP in ensuring the orderly and peaceful exercise of our

people’s right to vote, we will focus on the task ahead to Plan,

Prepare, Perform for Peaceful Elections in May 2022.”

The Philippine National Police (PNP) initiated early security preparations to ensure safe, accurate, and fair 2022 National and Local Elections (NLE). Various activities are already ongoing: risk and threat assessment, inventory of case tracking of election related incidents, focus operations, COMELEC checkpoints and other law enforcement operations, information operations on election prohibited acts, rotation of PNP personnel prior to election period, among others.

The PNP had a better focus on election security operations with the early release of the official list of candidates for the 2022 national and local elections. Constant coordination with the COMELEC, Armed Forces of the Philippines (AFP), and other law enforcers to regularly exchange inputs on gathered information regarding the activities of every candidate was part of the planning stage.

Security simulation exercises and mock elections were conducted to identify gaps on the security preparations and come up with solutions in the earliest possible time to ensure a comprehensive preparation. Further, PNP communicators were tasked to facilitate appropriate police action on issues involving media security in the 2022 NLE. The Chief PIO, Police Colonel Roderick Augustus Alba was designated focal person at the National Headquarters for coordination with the Presidential Task Force on Media Security (PTFoMS), while the Chiefs of the Regional Public Information Offices will be the counterparts at the different regional jurisdictions. The media security concerns may be relayed to their respective national and regional press corps who are our partners in delivering information.

Furthermore, the PNP developed the NLE Pre-Deployment Orientation Seminar. This seminar equips our police officers with the necessary knowledge and skills to ensure that there will be an orderly and peaceful election. Taking advantage of the Internet and digital infrastructure assets, the NLE Seminar was deployed and rolled out to the Police Open Academy platform. Members of the Reactionary Standby Support Force (RSSF) are the initial recipients of the seminar. We are now more confident that they can perform well the assigned tasks that will be given to them this coming 2022 elections.

Checkpoints. At 12:00AM on January 9, 2022, PNP units and personnel were already positioned to man various Joint PNP-COMELEC-AFP checkpoints that started the 150-day election period for the May 2022 NLE. Poll officers and other representatives were at the checkpoints to supervise the first day of implementation and they were satisfied with the smooth flow of the inspection process. As of February 11, 2022, more than 37,000 PNP personnel are deployed in different COMELEC checkpoints: 30,342 PNP personnel man the 3,862 PNP-established COMELEC checkpoints; and 7,111 PNP personnel together with 2,873 AFP personnel man the 954 Joint COMELEC/PNP/AFP-established checkpoints.

For the period January 9 to February 11, 2022, the implementation of gun ban resulted in the arrest of 973 persons, confiscation of 749 firearms, 4,708 pieces ammunition, and 336 deadly weapons.

Surrendered firearms for safe keeping totaled to 3,801 broken down as follows: 1,562 small firearms, 147 light weapons (Class A), and 30 Light Weapons (Class B).

The PNP, in support of the government’s campaign for secure and fair elections, launched a Secure, Accurate, Free and Fair National and Local Elections (S.A.F.E NLE) 2022 dubbed as “KASIMBAYANAN” with the Religious Sector, Commission on Elections (COMELEC), Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG) and Community Leaders on February 3, 2022 at Camp BGen Rafael T Crame, Quezon City.

Accordingly, “KASIMBAYANAN”, also known as “Kapulungan ng inyong Pulis, ng inyong Sundalo, ng inyong Bantay Dagat, ng ating COMELEC, at lahat ng Lingkod Bayan kasama ang Simbahan at Pamayanan”, is considered instrumental in the collaborative pursuit of a reformed electoral process free from violence and corruption.

The event showcased the Lighting of the SAFE Candles and Pinning of the SAFE 2022 Pin by the participants followed by the Manifesto Signing of a Covenant of Peace to signify and foster community solidarity towards the goal of restoring the trust and credibility in the electoral process and help ensure an honest, orderly, and peaceful elections.

“On Anti-Criminality and Anti-illegal drugs campaign, implement even more strongly our Enhanced Managing Police Operations programs against criminality and our Double Barrel Finale “Version 2021” against illegal drugs. We will improve these programs as necessary and introduce further reforms as needed as we strive to make more potent these tools against crime and illegal drugs.”

Campaign against Illegal Drugs

The sustained operations against illegal drugs resulted in the neutralization of 14,792 illegal drug personalities of which 14,102 were arrested, 29 died during police operations, 661 surrendered and the confiscation of more than Php995 Million worth of illegal drugs.

Notable accomplishments include the seizure of Php68 Million worth of illegal drugs, arrest of three illegal drug personalities, and rescue of a minor being used as accomplice in dealing drugs in Laguna. The suspects are now detained at the PNP-DEG and will face non-bailable charges for drug trafficking while the minor was turned over to the social welfare concerned. Other initiatives on this campaign include the following:

PNP Recovery and Wellness Program (RWP)

The RWP is a community-based wellness and reformation program implemented in coordination with government and private agencies, local government units (LGUs), relevant stakeholders, advocacy groups, and non-government organizations (NGOs).

As of January 31, 2022, out of the 1,225,913 Persons Who Used Drugs (PWUDs), a total of 611,610 (49.89%) had undergone the community-based wellness and recovery programs in partnership with the LGUs, Local Government Associations, and NGOs. The PWUDs (drug surrenderers) undergo several activities as part of their recovery and reformation to be once again become productive members of the community.

Drug Awareness Demonstration Lectures

As part of the program on the anti-illegal drug strategy of the PNP, it has undertaken Drug Awareness Demonstration Lectures in the different barangays nationwide through the 17 Police Regional Offices (PROs). As of December 31, 2021, a total of 287,308 activities were conducted reaching out to 6,692,021 participants nationwide. Information, Education and Communication (IEC) materials such as leaflets were distributed to the participants.

Barangay House Clustering

The PNP in support to the anti-illegal drug campaign of the government has actively participated in the drug clearing operations program through the expansion of the Pulis Sa Barangay (PSB) program to implement clustering of households, workplaces, streets, sitios, puroks, areas, subdivisions, and condominiums.

As of January 31, 2022, there are 22,201,259 of the 24,898,903 houses/households nationwide that were grouped into 1,231,801 clusters. Further, there are 1,139,558 Cluster Leaders designated to lead the organized clusters.

PNP personnel from different PNP offices/units coordinated with the LGUs and Barangay Drug Abuse Councils (BADACs) in relation to the Barangay House Clustering as provided for under Dangerous Drugs Board Regulation No. 3, Series of 2017 and PNP Command Memorandum Circular No. 23-2021, “PNP Anti-Illegal Drugs Campaign Plan “Double Barrel” (Revised 2021).

Trainings were also conducted to reinforce the knowledge, skills, and values of PNP personnel on the fight against criminality, Illegal drugs and corruption.

Campaign against Terrorism in support to ELCAC

Intelligence operations against CTGs resulted in the neutralization of 1,173 personalities. This number includes the arrest of 21 PSR-listed and 60 NPSR- listed personalities, capture of 21 PSR-listed and 57 NPSR-listed, surrender of 86 PSR-listed and 892 NPSR-listed, and death of 19 PSR-listed and 17 NPSR during police operations.

On the campaign against Local Terrorist Groups (LTGs), 140 LTG members were neutralized, eight were arrested, six died during police operation, and 126 members surrendered with 62 firearms recovered.

Also, on the identification of CTG sources of finances and logistics, a total of 21 government officials were reported to be supporting the CTGs; and 48 business establishments were identified to be supporting the communist movement by providing financial and other logistical support.

The PNP, consistent with its functions under the NTF ELCAC, has continuously ensured the security of former rebels (FRs). A total of 324 FRs were assisted by the PNP and 174 firearms were surrendered under the E-CLIP program.

Moreover, the PNP through its Directorates and the different Police Regional Offices conducted various Information Operation (IO) activities and other information dissemination drives utilizing various platforms which include Television, Radio, Internet, Messaging and Print (TRIMP) and other traditional means to counter the CTG narratives and further strengthen interaction with other stakeholders in collaboration with the AFP and other agencies.

Intelligence Research Production. For the period, a total of 8 activities on enhancing intelligence operations were initiated and/or conducted, capped by the successful hosting of the Year-end 2021 Joint AFP-PNP Intelligence Committee – National (JAPIC-N) Periodic Status Report on Threat Groups (PSRTG) Validation Workshop on December 10, 2021. The activity was participated in by intelligence officers from the AFP and PNP. On the production and dissemination of information, a total of 589 reports were produced and disseminated to different units and offices within the PNP and other government agencies.

On inter-agency effort, a Joint Letter Directive (JLD) No. 01-2022, entitled “AFP-PNP-PCG Joint Legal Cooperation Directive Series of 2022” was signed on February 7, 2022. It prescribes the legal cooperation procedures to be undertaken by the AFP, the PNP and the PCG, utilizing the mechanisms of the Joint Peace and Security Coordinating Center (JPSCC).

Objectives of the JLD include the following: a) to enhance the coordination among the AFP, the PNP, and the PCG in the case build-up and investigation of crimes perpetrated by the different threat groups and personalities

leading to their successful prosecution, b) to identify ownership of the surrendered, recovered, and confiscated firearms from CTG, Local Terrorist Group (LTG), Foreign Terrorist Fighter and other criminal elements and threats to national security. Further, identify depository of the surrendered, recovered, and confiscated firearms after the conduct of physical and laboratory examination by the PNP Forensic Group, and to identify and build up cases against the leaders, members, supporters, and financers of these threat groups in coordination with the Anti-Money Laundering Council and other law enforcement agencies of the government.

Campaign against Loose Firearms

The relentless efforts to account loose firearms resulted in the confiscation, recovery, and surrender of 25,141 small arms and light weapons (SALW). The campaign likewise resulted in the arrest of 10,503 suspects and filing of 4,875 criminal cases in court for violations of Republic Act No.10591.

Campaign against Motorcycle-Riding Suspects

For the period in review, 383 incidents perpetrated by Motorcycle-Riding Suspects (MRS) were recorded. Of these incidents, 247 were cleared and solved while 136 are under investigation. As to the status of suspects, 105 were arrested, two died during police response and 482 remain subjects of police operations.

Anti-Corruption Effort and Internal Discipline in the PNP

Like in any other organization, the PNP keeps an open mind and a listening ear to constructive feedback. It does not hide in the shadow of excuses that there is no perfect organization, but it submits itself to intensifying its policies in a dynamic working environment.

PNP’s cleansing program is in high gear. It has been at the forefront of its ultimate goal to uphold trustworthiness despite attempts to tarnish its established relation to the general public.

The PNP employed a three-pronged approach to instill among its personnel a strong sense of commitment, dedication, and responsibility to police work geared towards a God-centered, service-oriented, and family-based life.

The preventive approach of Internal Cleansing mechanism shall restrain vulnerable PNP personnel from involvement in illegal drugs and other criminal activities through the Interfaith Squad System working side by side with the Values/Life Coach. Senior officers also served as mentors to remind personnel to maintain the integrity of police service. We also partnered with Pastors and religious organizations to help uplift the moral and spiritual life of our police officers. A total of 55,128 active Squads were organized conducting Online/Modified Regular SWIM with values/life coaches. There were 253,409 SQUAD Weekly Interactive Meetings (SWIMs) conducted; and 552 SWIMs were aired over FB Live/Radio “Pahayag Ng Panginoon” Programs.

Further, pursuant to PNP MC No. 2021-072 entitled “The New PNP Complaint and Referral Monitoring Information System” signed on May 27, 2021 dubbed as E-Sumbong: Sumbong Mo, Aksyon Ko is considered the most recent development in enhancing the delivery of services to the public.

The project intends to widen public accessibility and reporting complaints, concerns, and/or information that require police interventions/responses by providing additional platforms using the latest technology. It also provides

automated system that will enjoin prompt referral to and response from the concerned PNP offices/units. It has a mechanism institutionalized to ensure accountability in case of non-compliance and delayed response.

Likewise, systems integration will be undertaken with other complaint reporting system to foster and promote interoperability with other government agencies.

For the period covered, a total of 7,089 complaints/inquiries were lodged through various existing complaint/referral monitoring platforms, bridging the PNP to reach out to the general public.

To eliminate human errors, prevent influences of personalities, and expedite the recruitment process without compromising quality, performance and output, the PNP acquired the Technical Equipment for Recruitment Processing.

Additionally, we have implemented the Nameless, Faceless Recruitment System. The implementation of the PNP Online Recruitment Encrypting System (CORES) and Quick Response Code (the Nameless, Faceless Recruitment Process) aims to streamline frontline service procedures, eliminate undue third-party interference in the recruitment and selection process, and ensures that only those qualified for the job will be hired. The system also includes a database of blacklisted applicants, or those with criminal and derogatory records. Since its implementation, five personalities were arrested.

Other internal cleansing activities and accomplishments include the following:

Ø Adjudication of PNP Personnel with Derogatory Record. A total of 30 active PNP personnel were adjudicated and recommended for removal from the service by the Regional Adjudication Board (RAB) and National Adjudication Board (NAB) and approved by the CPNP.

Ø Validation of Derogatory Records. A total of 105 validations/revalidations were conducted to CIW, news clippings, letters, SMS, directives/requests received by the Directorate for Intelligence.

Ø Conduct of CI Online Series. For the period, a total of 97 Chiefs of Provincial/City Intelligence Units of PPOs and PROs participated in the conduct of CI and Security Awareness Seminar/CI Online Series in compliance with the guidance of TDCO/Chairman, Oversight Committee on PNP Internal Disciplinary Mechanism and The Director for Intelligence. The activity has the following objectives:

• To remind commanders about CI (CI is a command responsibility and individual responsibility);

• To increase the level of CI and Security awareness of the PNP Intelligence Community to their maximum potential; and

• To practice secrecy discipline.

Ø Issuance of Security Clearance. A total of 702 Security Clearances were issued to PNP personnel for access to classified matters in compliance with the PNP Security Policy otherwise known as LOI KALASAG.

The conduct of Focused Reformation/Reorientation and Moral Enhancement for Police Officers in Line with Internal Cleansing Efforts (F.O.R.M. P.O.L.I.C.E.) under the Reformative Approach is intended for PNP personnel who were meted penalties for grave and less grave offenses. For the period covered, one class was conducted with 48 Police Non-Commissioned Officer participants who were penalized with 60 days suspension or demotion in rank.

Under the Punitive Approach, continuous and speedy resolution of administrative cases of PNP personnel is being conducted.

From November 13, 2021 to present, the CPNP already signed 16 administrative cases with 39 PNP personnel as respondents.

Also, a total of 877 cases were signed by the different Disciplinary Authorities of the PNP upon assumption of CPNP. The Reward and Punishment System is strictly implemented by imposing discipline among the PNP personnel. One way to cleanse the ranks is through the imposition of penalties ranging from reprimand to dismissal to personnel who were found guilty for committing various offenses like grave misconduct, conduct unbecoming of a police officer, absence without official leave, and neglect of duty.

From November 13, 2021 to present, a total of 436 PNP personnel were penalized for committing various offenses.

Further, the PNP’s regular audit of line units—essential to the fiscal transparency and accountability campaign—remains operational as it endeavors to end corrupt practices in the service.

Moreover, the full implementation of Republic Act 11032 or the Anti-Red Tape Act, through the Citizen’s Charter, in all its frontline service operations was assured. This commitment was reiterated during the courtesy call of the Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica to PNP Chief General Dionardo Carlos on December 20, at the PNP Main Conference Room, Camp BGen Rafael Crame, Quezon City.

The Criminal Investigation and Detection Group (CIDG) was designated as focal unit to support ARTA operation in addressing external organization violations, while the Integrity Monitoring and Enforcement Group (IMEG) and the Internal Service Affairs (IAS) shall handle the internal violations.

Additionally, the Public Information Office is directed to create multi-media programs that can maximize the potentials of “Rektang Konek Aksyon Agad” and advocate a campaign to prevent red tape.

• DEVELOP AND EMPOWER THE AREA POLICE COMMANDS

Empowering and renaming of the Directorates for Integrated Police Operations (DIPOs) into Area Police Commands (APCs) are in pursuance of the primordial thrust of the Government of institutionalizing the whole-of-nation approach in ending local communist armed conflict. The APCs shall direct and supervise the conduct of inter-regional anti-criminality, counter-terrorism and counter-insurgency operations against lawless elements, which transcend regional boundaries.

The APCs were empowered through the issuance and implementation of the PNP CMC 36-2021 wherein the Regional Mobile Force Battalions (RMFB) were placed under the operational control of the APCs.

To further strengthen the APCs, the Technical Working Group and Sub-Group on Education and Training have been established to develop a Standard Training Package. This milestone would standardize the Inter-Operability training in harmonizing anti-insurgency operations.

APCs Accomplishments

Various activities initiated by the different APCs include but not limited to the following:

The APC-Northern Luzon continuously undertakes collaboration with the COMELEC, AFP, Religious groups and other government agencies to ensure a peaceful and orderly 2022 Election. It regularly conducts Area Command Conferences on RJPSCC meetings in PROs 1, 2, 3, and COR, and inspection of COMELEC Checkpoints.

Seven On-Site Camp Visitation, Inspection and Coordinating Conferences were conducted regarding OPCON of RMFBs, NLE 2022, and other related matters with PROs 4A, 4B and 5 and operating units under the operational control of this Command.

Forty Red Teaming Operations/Inspections were conducted particularly in the areas of CALABARZON and BICOL Region to validate and assess the strict implementation of COMELEC Resolutions and Checkpoints, Anti-Criminality and Anti-Insurgency Security Measures and Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF) Resolutions and guidelines. Likewise, the teams distributed leaflets/IEC materials on insurgency and COVID-19.

Supported the Three-Day National Vaccination Day from November 29 to December 1, 2021 through inspection and Red Teaming operations on the deployed personnel securing the vaccination sites.

Two Virtual Operational Review and Performance Audits (VORPA) and nine Simulation Exercises were conducted.

APC Visayas

APC-V isayas personnel in partnership with other PNP units, AFP counterparts, government agencies , NGOs and civ ic organizations conducted a series of Humanitarian Assistance and Disaster Relief Operations in the affected areas of Regions 6, 7, and 8 during the onslaught of Super Typhoon ‘Odette’.

The Chief, PNP together with the Commander, APC-Visayas led the overall effort of the PNP in Search and Rescue and Relief Operations in affected areas.

APC-V i sayas c raf ted and i m p l e m e n t e d C o m m a n d Memorandum Circular (CMC) named ‘OPLAN TABANG’ that provides guidelines to be undertaken in carrying out the order of PRRD to help the victims of Typhoon “Odette” and utilize all government resources in compliance thereof.

To boost the morale and welfare of personnel, give guidance and awareness on APC’s role in ISO, counterterrorism and dismantling of PAGS, and check the operational readiness and capability of units, the Command Group of APC-Visayas has regularly conducted ocular inspections, visits and ‘Talk to Men’ to its OPCON units in Regions 6, 7 and 8.

In support to the guidance of the CPNP to develop and empower the APCs, APC-Visayas conducted its 1st Command Conference led by its Commander PLTGEN BERNABE M BALBA on November 24, 2021.

Series of conferences, meetings, reviews and workshops were conducted to ensure the synchronization and operational readiness of the units under APC-Visayas.

APC-Visayas also crafted a campaign plan on Internal Security Operation (ISO), anti-terrorism, disbandment of Private Armed Groups (PAGs), and support to socio-economic development in the Visayas that took effect on January 31, 2022.

Through its OPCON and Support Units, APC-Visayas has become successful in its campaign, manifested by series of successful internal security operations, arrests and surrenders of CTG members in Regions 6, 7, and 8.

The campaign was further supported with the relentless conduct of Retooled Community Support Programs and Joint Enhanced Military and Police Operations.

The APC Eastern Mindanao conducts periodic assessment physically attended by the different Division Chiefs of APC EM and virtually by the different Commanders of Mobile Forces and Chiefs of the National Support Units in PROs 10, 11, and 13.

Continuous security, safety and response, and relief operations were conducted in areas affected by Typhoon “Odette.”

Intelligence fusion and debriefing of surrendered CTG with firearms

APC Western Mindanao

The RMFBs and SAF were placed under the Operational Control of APCs pursuant to PNP CMC No. 2021-036 dated December 31, 2021 and Memorandum from TADO dated November 25, 2021 with subject “Utilization of SAF during the election Period”, respectively.

Implemented service of Warrant of Arrest that resulted in the surrender/arrest of 23 PSR-Listed and 95 Non-PSR Listed LTG personalities in Western Mindanao.

Campaign against smuggling resulted in the confiscation of Php63,845,000.00 smuggled cigarettes and Php85,500.00 worth of smuggled gas/diesel.

In carrying out the Order of PRRD during the onslaught of Super Typhon “Odette” to help by all means the victims and utilize all government resources, APC EM conducted a series of humanitarian assistance and disaster relief operations in affected areas.

Fiscal Transparency and Accountability

Ø Optimization of PNP Resources

Personnel Services. A total of PhP39,773,047,988.47 was released to cover the PS requirement of the PNP.

Maintenance and Other Operating Expenses. To support the administrative and operational requirements of all offices/units in the Central Office to include Capital Outlay, COVID-19 related activities and Congress-Introduced Increase in Appropriation (CIA), a total of PhP1,450,668,865.22 was released.

Prior Years Claim. The amount of PhP82,420,514.48 was released for the payment of Prior Years Claims of PNP personnel such as salary, regular, and other collateral allowances.

Retirement and Pension Benefits. A total of PhP5,774,251,710.21 was released to cover the payment of PNP/INP Regular Pension, Lump Sum (LS), Commutation of Accumulated Leave (CAL), MOV, Pension Differential, and Back-Earned Pension (BEP) of the retirees and pensioners.

Trust Receipts (TR) Fund. The Trust Receipts Fund Board (TRFB) has programmed PhP167,413,058.82 for PNP Infrastructure Projects and a PhP48,824,702.93 for the procurement of various equipment (IT, furniture and fixtures, office equipment, etc.). These projects were duly approved by the SILG and subsequently, funds were given to the different offices/units of the PNP in support to their respective operational and administrative functions.

PNP Small Town Lottery (STL) Funds. The Procurement of Medical, Dental, and Laboratory Supplies/Equipment amounting to PhP30,649,797.80 was approved by the CPNP on December 27, 2021 sourced from the PNP STL Fund covering the period of March to June 2021.

Quick Response Fund (QRF). Quick Response Fund (QRF) amounting to PhP25M was released for the PROs affected by typhoon Odette.

Ø Implementation of Fiscal Reforms and Other Financial Management Policies

Special Financial Audit. For the covered period, Special Financial Audit was conducted in PRO 4A (from December 9 to 10, 2021) to verify if fiscal reforms are implemented from the Regional Headquarters down to the Police Provincial Offices and City/Municipal Police Stations to include the Regional Support Units.

The audit was conducted to review the distribution and utilization of PADS, ISO AND ELCAC funds, the implementation of the PhP1,390.00 per capita, the opening of Passbook/ATM accounts under the name of the unit or the finance PCOs/PNCOs, the execution of an Affidavit of Undertaking in the opening of an ATM Account under the name of the Finance PCO/PNCO and solely for use of their unit for the receipt of their MOOE Fund, bonding of Accountable Officers, Maintenance of Cashbooks of Accountable Officers, among others.

The audit focused on the proper and judicious utilization of fiscal and property resources of different PROs in accordance with all the existing auditing and accounting policies. Through the said activity, the establishment of a more responsive, transparent and financial management system is ensured.

Internal Control and Inspection. The PNP conducts inspection, as to quantity, of the delivered goods procured through Capability Enhanced Program, Trust Receipts Program, and regular MOOE and performs pre-audit examination. For the period, ICIS inspected and pre-audited a total number of 914 transactions through Purchase Orders, Work Orders, and Contracts done by means of public biddings and other mode of procurement by the different Bids and Awards Committees of the PNP. .Inspection and Accounting was conducted on December 9, 2021 during the 68th NCIA Meeting in LSS Compound, Camp Bagong Diwa, Bicutan, Taguig City.

Under the Capability Enhancement Program (CEP), the PNP has put emphasis on the acquisition and upgrading of its move, shoot, communicate, and investigate capability. and there are 2,088 email accounts that are not yet accessed, which are associated with the newly created accounts. Most of the email accounts that were not accessed are associated with Police Strategy Management Units (PSMUs) since the PES User name was used as user name for PNP Shareholder Information System, which will be used by PSMUs by March 2022.

c. PNP One Network (PON). At present, PON Phases 1 and 2 are completed with a core network established in ITMS Server Farm, connecting NHQ and the 17 Police Regional Offices. The funds for Phases 3 to 8 amounting Php2,909,800,000.00 will be included in the PNP’s Revitalized and Capability Enhancement (RaCE) Bill proposal. Aside from RaCE Bill, the PNP is looking for other sources of funds to support the remaining phases.

d. Establishment of PNP IT Center and Regional IT Centers. The PNP IT Center is the host to various information systems and databases identified for development and enhancement in the PNP S.M.A.R.T. Policing strategic plan. Of the four programmed Regional IT Centers, PRO 11 is now operational, PRO 6 is 100% completed and for final inspection and acceptance, PRO 2 is 98% complete, while NCRPO contractor (Global Builder0073) is just waiting for the reconciliation on variation order from HOPE to start the project.

e. Intelligence Component of the S.M.A.R.T. Policing. Intelligence ICT projects aim to effectively manage all Intel and Counter-Intel activities of the PNP to provide accurate, reliable, and real-time information using artificial intelligence analytics like facial recognition, and biometrics.

The one lot Information and Communications Technology

(ICT) equipment, hardware and software systems for the Intelligence Component of the PNP S.M.A.R.T. Policing Program was procured under Government-to-Government Procurement through SIBAT- Israel Ministry of Defense (IMOD) between the PNP and TSG IT Advanced Systems Ltd. and funded through PNP GAA 2019 with approved budget of Php1,082,000,000.00.

Ø Maximization of ICT Utilization

The PNP Digital Transformation Roadmap serves as a guide in harmonizing the use of technology towards the realization of Secured, Mobile, AI-driven, Real-time and Technology (S.M.A.R.T.) Policing to deliver effective and efficient crime prevention and crime solution services to cater external and internal stakeholders of the Philippine National Police.

To align with the direction of the Department of Information and Communications Technology (DICT) towards harmonization and integration of all ICT initiatives of the government, the PNP through DICTM formulated and issued appropriate policies to guide all PNP offices/units on all ICT matters. The Chief of the Directorial Staff (TCDS), the Chairman of Digital Transformation Governance Committee (DTGC), relentlessly supervises the progress of digital transformation through the monitoring of the implementation of ICT Projects under the SMART Policing. Hereunder are the ICT Projects being monitored by the DTGC:

a. Internal Disciplinary Management Information System (IDMIS). The IDMIS is a web-based system for monitoring the status and/or progress of all the programs and activities as executed by the approach committees under the PNP Internal Disciplinary Mechanism: Preventive, Punitive and Restorative.

b. PNP Email System (PES). PNP personnel with PES email account can access the application anytime and anywhere using electronic devices with internet connectivity. As of this report, there are 228,549 email accounts that were created

 f. Office Productivity. The Office Productivity Project is a procurement of ICT Equipment, Printing Equipment, and ICT Software for Office Productivity with estimated budget of PhP65,430.000.00, which will be distributed to PNP Offices/units nationwide.

As to the status of the project, for the Desktop Computer, the delivery date would be on February 7, 2022, the Printer, was delivered on January 11, 2022 and subject to Functional Test and Evaluation and acceptance by the Committee on Inspection and Acceptance (CIA), and for the Software, these were delivered on December 24, 2021 and subject to Functional Test and Evaluation and acceptance by CIA as well.

g. e-Police Community Relations Management Information System (e-PCRMIS). The e-Police Community Relations Management Information System (e-PCRMIS) otherwise known as e-Sumbong is a system that automates the submission of reports and create a profile of members of Civil Society Organizations (Advocacy Group Volunteers and NGOs) and Muslim Communities and now on its 78.4% completion;

h. Smart Camps. This project aims to provide a reliable and robust

network infrastructure that allows productive collaborations among offices and units within the camps; establishing interconnectivity that authorizes sharing of network resources and access to other services and applications; centralized internet access, and establishing a centralized network and applications on monitoring, security management and maintenance. The Technical Working Group in charge of this project is finalizing the Terms of Reference (TOR) and schedule for Pre-Procurement.

i. Human Resource Management Information System (HRMIS). The project’s percentage completion is 94%. The winning bidder is preparing the documentary requirements for the Project Closure and Handholding activities (Milestone 7).

j. Support to Operations Management Information System (SOMIS). This system will integrate all frontline services of the PNP to ensure consistency of systems and processes, eliminates duplication of data, and provides a single source of information across the entire organization. The project is 90% complete and the Project Closure and Handholding will start upon completion of Milestone 8 based on the Terms of Reference (TOR).

Online PNP S.M.A.R.T. Policing Seminar/Workshop Caravan for South and North Police Regional Offices (PROs). The PNP, through the DICTM, conducted this caravan that aims to increase visibility and appreciation of S.M.A.R.T. Policing at all levels and enhance the capacity of PNP personnel particularly in the sphere of ICT and Know-How of the Information Systems Strategic Plan or ISSP.

The activity was conducted in PROs 2 (January 10-11, 2022), COR (January 10-11, 2022), 3 (January 27-28, 2022), and 1 (February 3-4, 2022). The Opening and Closing Ceremonies of the 2-day Online PNP S.M.A.R.T. Policing Seminar/Workshop Caravan was led by PMGEN RHODERICK C ARMAMENTO, TDICTM as the Guest of Honor and Speaker together with the DICTM Command Group and ICT PPD personnel. Said activity was attended by the PRO Command Group and Regional Staff along with the 771 PNP personnel from their lower units.

To ensure quality uniforms and equipment of the PNP, the Technical Working Group for Formulation and Amendment of Standards (TWG-FAS) for different police items, in close coordination with NAPOLCOM, conducted meetings that resulted in the crafting of 8 TWG-FAS Resolutions. These resolutions were subsequently submitted to NAPOLCOM. In addition, the Uniforms and Equipment Specifications Board (UESB) approved 18 PNP Technical Specifications for various police items, and through these, 26 PNP Memorandum Circulars were approved by the CPNP.

Ø Trainings

Human Resource and Doctrine Development was given premium that significantly contributed to the overall accomplishment of the PNP. Innovative design and development of online learning platform adaptive to current environment addressed the learning gaps in leadership and skills competencies. We also engaged stakeholders through collaboration and partnership to strengthen the co-creation of responsive doctrine and learning methodologies. Through these initiatives, we saw significant improvement in the character and competencies of our police officers. Ensuring its continuity and hitting the targets set, the impact of the Four-Point Action Program of the PNP on the community can be significantly felt and appreciated.

Strict Implementation of Intensified Cleanliness Program. To instill discipline and fight corruption among the PNP personnel, the Integrated Program for Mandatory Seminars on Moral Recovery Program (MRP), Human Rights (HR) and Gender and Development was conducted with 16 classes and 629 participants.

Human resource development programs are continuously being conducted for PNP uniformed personnel to enhance character integrity, and competence, necessary in the efficient and effective performance of their duties and responsibilities.

The Police Open Academy (POA). Through a collaborative partnership with the University of the Philippines Open University (UPOU), the PNP was able to develop a Police Open Academy that can address the leadership and competency gaps of PNP personnel. Through online distance learning, we can deliver cost-effective and efficient leadership and skill development training.

Mandatory Career Courses. Mandatory career courses are compulsory trainings required to be undertaken by PNP uniformed personnel in order to expand their knowledge for better work performance and career development. It also serves as regular trainings that will refresh and enhance the knowledge of PNP personnel as they prepare to assume the responsibilities of a higher rank. These courses are of progressive-type that no PNP uniformed personnel can be accepted to the next higher level of mandatory course without completing the lower mandatory career course. Amidst the onslaught of COVID19 pandemic, six classes were conducted and participated in by 229 Police Commissioned Officers (PCOs) on the following courses offered by the National Police College under the Philippine Public Safety College:

Specialized and Competency Trainings. To develop the knowledge, attitude, skills and values of PNP personnel as well as enhance their competencies for specialized and technical functions, various specialized and competency trainings are continually conducted with the use of online platform of learning.

Also, four Gender Awareness and Development (GAD) trainings with a total of 208 participants were conducted wherein the integrated program for mandatory seminar on Human Rights, and Moral Recovery Program were included.

With the transfer of National Police Training Institute under the administrative and operational supervision and control of the PNP DHRDD, 41 classes of mandatory and leadership courses for Police Non-Commissioned Officers (PNCOs) were conducted and participated in by 1,844 PNCOs as follows:

These mandatory courses were carried out espousing blended methodologies, and stringently adhering to the protocols set forth by Inter-Agency Task Force for Managing Emerging Infectious Diseases and PNP issued policies/circulars, relative to the implementation of minimum public health safety protocols.

Police Officer Integration Seminar (POIS). The PNP through the DHRDD held a 7-day Police Officer Integration Seminar for 167 line and technical Newly Appointed Police Commissioned Officers’ (NAPCOs). It aims to instill basic courtesy protocol, discipline, and accountability. The program applied a mixed methodology of lecture and practical exercises intended to instill basic knowledge and skills in policing.

Physical Fitness Test (PFT). Physical Fitness of our police officers is vital to ensure that they are physically capable of performing their duties and responsibilities. It is one of the requirements before an officer can be promoted to the next higher rank. Despite the COVID-19 pandemic, we were able to conduct a Physical Fitness Test. A Special PFT for promotion was conducted on November 9-16, 2021 for 1, 205 uniformed personnel who were not able to take the previous PFT CY 2019.

Body Mass Index (BMI). The Body Mass Index monitoring became part of the initiatives of the PNP to ensure the community that their police are healthy and physically and mentally capable of performing their duties and responsibilities. It also helps to motivate PNP personnel to discipline themselves and avoid vices to maintain a simple and healthy lifestyle. For CY2021, out of 210,461 PNP uniformed personnel, 0.02% are underweight; 78.04% are with normal BMI; 17.20% are overweight; 4.16% are categorized as Obese 1; 0.51% are Obese 2; and 0.15% are Obese 3.

Doctrine and Manual Development. . In compliance with Sections 3 and 4, Chapter 2, of Book VII of Executive Order 292, as amended, otherwise known as the “Revised Administrative Code of 1987”, 28 PNP Memorandum Circulars were transmitted to the University of the Philippines Law Center for filing.

Ø Organizational Development

Various organizational adjustments were implemented to make the PNP organization more capable, responsive, and competent in addressing the changing peace and security conditions in our country and to address specific concerns or crimes that affect the general peace and security condition nationwide.

Organizational Adjustments of the Finance Service (FS). The enactment of Republic Act No. 11279 providing for the transfer of the Philippine National Police Academy (PNPA) and National Police Training Institute (NPTI) from the Philippine Public Safety College (PPSC) to the PNP broadened the functions of the Finance Service. Included to its functions are the following: disbursement of pay and allowances of Cadets/Cadettes, Training Subsistence Allowance of the PNP personnel assigned at the PNPA and NPTI as well those who are placed on detail at the PPSC, and Instructors Duty Pay of qualified PNP personnel. Hence, FS was restructured through the creation of additional servicing units, namely: Finance Service Unit 18 (FSU18), which shall cater solely to the financial requirements of the PNPA; the strengthening and renaming of the existing Personnel Holding Finance Unit, Finance Service (PHFU, FS); and transferring the paying jurisdiction of NHQ/NSU (14th) Finance Unit, and Regional Finance Unit–NCRPO to foster accessible and cost-efficient disbursing process.

Upgrading of the Women and Children Protection Center (WCPC). The WCPC under the Directorate for Investigation and Detective Management (DIDM) was upgraded as a National Operational Support Unit and renamed to Women and Children Protection Group (WCPG) to enhance its capability as the lead Unit of the PNP in its campaigns against trafficking in persons (TIP) and violence against women and children (VAWC). The WCPG shall maintain the 17 Regional Women and Children Protection Units, which shall serve as the implementing arm of the Group in their respective areas of jurisdiction.

Restructuring and Strengthening of the Directorate for Intelligence (DI). As one of the Program Directorates of the PNP, the DI plays a vital role in ensuring that the PNP fulfills its mandate in maintaining peace and security through accurate, sound, and timely intelligence and counter-intelligence efforts. Adjustment in the OSSP of the DI was processed to develop a more responsive organization and enhance the capability of the PNP in addressing the increasing and evolving intelligence requirements and emerging threats to national security.

The restructuring includes the creation of the DI S.M.A.R.T. Policing Center as the central repository of all information of intelligence value and shall be responsible in the development and maintenance of S.M.A.R.T. (Secured, Mobile, Artificial Intelligence-Driven, Real Time and Technology Driven) information systems. Also included in its restructuring is the creation of seven Philippine Bomb Data Center Satellite Offices to provide technical assistance, operational support, oversee investigation of bomb incidents, and conduct Data Analysis and Technical Exploitation on explosives-related incidents.

Creation of additional sections under its existing divisions will intensify the implementation of intelligence directives and policies against transnational crimes, international terrorism, and other intelligence crimes.

The Mindanao Area Police Intelligence Office is likewise included as a regular unit of DI that will undertake special intelligence requirements and counter-intelligence on violent extremism, terrorism, and other analogous groups affecting the entire Mindanao and the Offices of Police Attaché/Police Liaison Office.

Restructuring, Strengthening and Renaming of Directorate for Police Community Relations (DPCR). This is in line with the thrust of the PNP of preserving its status as a “community and service-oriented agency”. Organizational adjustments include the following:

a. The renaming of DPCR to Directorate for Police Community Affairs and Development (DPCAD) puts emphasis on community development, connoting a more dynamic police participation and exposure in the affairs of the people;

b. Restructuring and strengthening of the Salaam Police Center to ensure successful implementation of the PNP Prevention and Countering of Violent Extremism and Terrorism Program;

c. Activation of two additional divisions namely: Family Protection Gender and Development Division (FPGADD) and Information Operations and Research Center (IORC); and

d. Strengthening the Plans and Programs Division through the creation of additional two (2) Sections namely: a) Strategic Planning Section; and b) Program Development and Management Section.

Additionally, the Senate of the Philippines conducted the Bicameral Conference Committee on the Extension of the Validity Period of the License to Own, Permit to Carry and Registration of Firearms on February 2, 2022. The Senate Bill No. 1155 principally sponsored by Senator Ronald Dela Rosa and House Bill No. 10610 principally sponsored by Rep. Narciso Bravo Jr. seek to:

• Extend the validity of the License To Possess Firearms and Ammunition: from 2 years to 5 years

• Extend the validity of Permit To Carry Firearms Outside of Residence: from 1 year to 2 years

• Under the measure, all licenses to possess a firearm, regardless of type or classification, will be renewed every 5 to 10 years, at the option of the licensee, which shall be reckoned from the birthdate of the licensee, unless sooner suspended or revoked;

• Elected incumbent and former officials as well as active and retired personnel to be exempted from the requirement of a threat assessment certificate.

• Once enacted into law, the PNP is authorized to formulate the Implementing Rules and Regulations of the said law to ensure that the licensee shall not abuse the provided extension.

CONGRESS RATIFIED the BICAM Conference report on February 2, 2022. The legislative measure that aims to amend the R.A No. 10591 or the Comprehensive Firearms and Ammunition Regulation Act, is one of the 22 PNP Priority Legislative Agenda of the 18th Congress which was subjected to Consultation activities nationwide and participated in by the DILG and NAPOLCOM Representatives, PNP personnel, and other PNP stakeholders.

Other organizational development programs and activities include the following:

PRO COR Institutionalization Evaluation Process. After hurdling the three stages of the Performance Governance System, PRO COR is the fourth PNP office that dared to accept the challenge to be conferred the Institutionalized Status for the PNP P.A.T.R.O.L. Plan 2030. PRO COR as one among the selected PROs visited and audited by the Price Waterhouse Cooper, an International Auditing Firm during the Institutionalization Evaluation Process of the PNP at the enterprise level garnered a high rating, hence, was exempted to undergo the first stage of IEP which is the Self Readiness Test (SRT).

7TH National Advisory Group Summit. The summit with the Theme: “Sustaining PNP Transformation: Championing Positive Change and Value Creation Through Enhanced Community Partnership,” was held on November 23 and 24, 2021 at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame, Quezon City, and attended physically and virtually by a total of 757 Zoom platform accounts logged in, and 1,783 participants registered in Google platform. Attendees were comprised of the members of the National Advisory Group for Police Transformation and Development (NAGPTD), members of the Advisory Groups of the different National Support Units (NSUs) and Police Regional Offices (PROs) nationwide, members

of the Technical Working Group (TWG) for PNP P.A.T.R.O.L Plan 2030, guest lecturers/speakers, major sponsors, and PNP personnel.

The objective of the summit is to adapt to new changes in conducting PNP P.A.T.R.O.L. Plan 2030 and Advisory Group activities, to strengthen the national and regional collaboration among the Police Advisory Groups and the communities, to build resiliency amidst the pandemic and future disruptive challenges in giving advice to the PNP, and to stay relevant as Advisory Group to the PNP in its Transformation Journey.

PNP Stakeholders’ Information System. A soft launching of the PNP Stakeholders’ Information System (PNP SIS) was held on December 10 and 14, 2021 at the Center for Police Strategy Management (CPSM), Camp BGen Rafael T Crame, Quezon City. It was attended virtually by a total of 167 participants comprised of members

from Police Strategy Management Units (PSMUs) of the different Directorates, Personal Staff, National Support Units (NSUs), Police Regional Offices (PROs), and NCRPO Districts.

With the use of PNP SIS, it is expected that it will reduce the redundancy of the current manual reporting method. This technical and technological advancement will make the Advisory Groups nationwide more organized, maximizing their efforts in helping the PNP deliver its mandates for the public service.

1ST Leg of the Virtual Police Leadership and Good Governance Lecture Series For CY 2022. This activity was held at the CPSM Sinagtala P.A.T.R.O.L.ers Hall, Camp BGen Rafael T Crame, Quezon City as the host venue on January 27, 2022. Entitled “Overcoming Challenges, Achieving Greater Heights – Lessons from the Top Cops of the PNP”, top cops who achieved Metrobank Outstanding Filipino Awards gave a lecture and shared their experiences about related topics such as “Youth Defender” by PMSg Mary Catherine B Demontaño, 2015 Metrobank Outstanding Filipino Awardee; “Double the Success: How to Win Twice” by PCMS Rina D Salaya, 2009 Ten Outstanding Policewomen of the Philippines and 2011 Metrobank Outstanding Filipino Awardee; “Cybercop: Fighting

and Preventing Crime thru ICT” by PMAJ ROBERT A REYES, 2019 Metrobank Outstanding Filipino Awardee; “Nurturing the Gains of PNP P.A.T.R.O.L. Plan 2030” by PLTCOL JONATHAN P PABLITO, 2021 Metrobank Outstanding Filipino Awardee; and “A Heart for Humanity” PCOL SUSAN R JALLA (Ret), 2016 Metrobank Outstanding Filipino Awardee.

During the closing ceremony, PGEN CARLOS commended those who attended the said lecture series as a way of increasing the competence of personnel and boost their confidence in performing their duties as police officers. He also expressed his gratitude to the Stakeholders for their unwavering support and sharing their expertise. More than 700 participants via Zoom platform attended the lecture series. The Facebook live has 7,300+ reach, 3,100+ views, and 152 shares.

Ø Police Community Partnership

Various initiatives and activities were conducted to enhance partnership with the community as follows:

Accreditation of Non-Government Organizations (NGOs). The PNP accredits NGOs with different advocacies. A total of 43 NGOs were accredited as of December 31, 2021. They served as PNP partners in the conduct of crime prevention and public safety programs, projects, and activities.

Barangay Peacekeeping Action Teams (BPATs). The BPATs served as force multipliers and assist the PNP in law enforcement and disaster management activities. As of January 31, 2022, the BPATs were organized in 42,028 barangays nationwide with 735,583 members from different sectors of the community.

Community Assistance and Development. The PNP has proactive community assistance and development initiatives designed to provide assistance to the community affected by the COVID-19 pandemic in coordination with Local Government Units, stakeholders, and other well-meaning individuals.

a. Duterte Legacy Caravan. Different forms of services were provided to the community in support to the government’s campaign in mitigating the effects of the COVID-19 pandemic. On October 1, 2021, various PNP community outreach programs were included as part of the activities in the conduct of Duterte Legacy Caravan in different areas nationwide. As of December 31, 2021, a total of 195,539 activities were conducted benefitting 7,227,630 individuals with an estimated amount of PhP616,602,520.99.

b. PNP Overseas Filipino Help/Overseas Filipino Workers Desks (OF Help/OFW Desks). The PNP OFW Help Desk aims to strengthen the interrelationship between the PNP and OFs/OFWs around the world in coordination, cooperation,

and collaboration with the DFA, DILG, POEA, OWWA, and government agencies concerned.

To ensure the functionality of OF Help/OFW Desks, PNP focal personnel were assigned in addition to their other duties and responsibilities. Their functions include but not limited to the following:

Ø Act and document all migrant worker’s (OF/OFW) concerns; Ø Immediately refer their concerns to the responsible PNP

offices/units for their appropriate action; Ø Maintain a list with contact numbers of responsible

government agencies within respective AOR for easier coordination and collaboration; and

Ø Closely liaise with the local government unit concerned and/or the national government agency by providing them relevant information that requires their prompt action.

Currently, there are 1,883 established OF Help/OFW Desks nationwide.

c. PNP Environment/Kalikasan Desk. To assist the public on various environmental concerns, Police Environment/Kalikasan Desk in all Police Stations and Units was established nationwide. PNP focal personnel were assigned in addition to their duties and responsibilities. Their functions include, but not limited to the following:

Ø Act and document all environmental-related concerns; Ø Immediately refer their concerns to the responsible PNP

offices/units for their appropriate action; Ø Maintain a list with contact numbers of responsible

government agencies within respective AOR for easier coordination and collaboration; and

Ø Closely liaise with the local government unit concerned and/or the national government agency by providing them relevant information that requires their prompt action.

d. PULIS BIG BROTHER. A “PULIS BIG BROTHER” (PBB) project was initiated to immediately respond to regions affected by the Typhoon “Odette”. PROs that were not affected by the typhoon were directed to respond immediately to regions that were severely hit.

On December 18, 2021, the PBB project was conducted and started operating-PROs 1, 3, and NCR donated relief goods to PRO 7; PRO 2 donated relief goods to Region 4B particularly in Palawan; PRO 5 helped PRO 8 on road clearing and assisted immediately in providing food and water supply; PRO 4A assisted PRO 6; and PROs 9, 10, 11, 12, and BAR helped PRO 13.

Moreover, the PNP generated a total of PhP41,234,237.00 as voluntary cash donation from the PNP personnel who were not affected by the typhoon. This amount was immediately distributed to the victims of the typhoon. A Christmas Drop was also undertaken and shared to children and less fortunate “kababayans” in which a total of PhP64,248,048.00 worth of relief goods were distributed to 222,278 individuals.

e. “OPERATION CHRISTMAS DROP”. This activity was also conducted in areas affected by Typhoon “Odette” where 222,278 individuals benefitted from PhP64,248,048.00-worth of goods.

Morever, the formal signing of Memoranda of Agreement between the PNP, the International Youth Fellowship (IYF) Philippines in partnership with the International Mind Education Institute (IMEI) and the National Commission on Indigenous Peoples (NCIP) was held on December 20, 2021. It aims to institutionalize effective and culturally sensitive Indigenous Peoples (IPs) Desks in all PNP offices, and to promote cooperation in advancing character development through Mind Education programs.

PNP Disaster Response

In compliance with the President’s Directive, the PNP through its different offices and units is continuously mobilizing its resources to deliver assistance to the victims of Typhoon Odette.

As early as December 16, 2021, the PNP has already mobilized two (2) Heavy Trucks, and five (5) Patrol Vehicles for Preventive Evacuation and deployed two (2) High Speed Tactical Watercraft (HSTW), two (2) Heavy Trucks and 19 Patrol Vehicles and a Rubber Boat to support the Search and Rescue Operations of different units/offices. Two (2) Heavy Trucks, 27 Personnel Carriers, two (2) Light Transport Vehicles, and other equipment were committed to support Clearing Operations in different areas right after the onslaught of the typhoon.

Likewise, Satellite Phones were issued to Area Police Command-Visayas and APC-Eastern Mindanao as early as December 19, 2021 to supplement the communication equipment of said offices. Additionally, one (1) unit of Communication System Integrator was issued to PRO7. Also, 15 units of Generator Sets were issued to PROs 7, 8, and 13.

PNP COVID Response

To contain the spread of COVID-19 pandemic, the PNP has undertaken operational and administrative responses from November 13, 2021 to February 4, 2022:

A. Operational Response and Continuous Delivery of Public Safety Services:

The PNP as the lead agency of the Joint Task Force CV Shield has strictly implemented the provisions on community quarantine, alert levels system for COVID-19 response in the National Capital Region and granular lockdowns, particularly on restrictions in the movement of people, except for those authorized under pertinent IATF Resolutions. Various security operations/activities were likewise conducted from November 13, 2021 to February 4, 2022 to ensure the maintenance of peace and order at all times.

Ø Deployment of 15,582 PNP personnel to 5,073 vaccination sites/centers;

Ø Arrest of 66 persons for violation on the use of fake and falsified documents like ID cards, IATF pass cards, RT-PCR results, vaccination cards, and travel pass cards;

Ø Arrest of 778 violators nationwide for violation of curfew hours; issuance of warning to 123,690; imposition of fines to 30,672 others; and turnover of 10,032 individuals to barangay authorities for community service; and

Ø Deployment of PNP COVID-19 marshals to ensure the compliance of the public to maintain the Minimum Public Health Standards (MPHS) resulted in the arrest of 37,560 individuals; issuance of warning to 1,520,000; imposition of fines to 165,521; and turnover of 82,960 to barangay authorities for community service.

On the implementation of RA No.11494, the PNP-Women and Children Protection Desk units are working closely with Local Government Units to ensure that the welfare of women and children is protected. For the period covered, a total of 1,835 cases of violation against women and 2,785 cases of violation against children were recorded.

As part of the PNP support to the government efforts to control the transmission of the COVID-19, the Speakers Bureau of the different Police Regional Offices conducted the Corona Virus Awareness Response and Engagement (CARE) infodemics drive in the different barangays nationwide. As of December 31, a total of 287,308 infodemics drives were conducted with 6,692,021 participants nationwide.

B. Administrative Response:

The Admin Support to COVID-19 Operations Task Force (ASCOTF) was created in order to help the JTF CV Shield optimize the utilization of resources for the efficient and effective delivery of administrative support to the law and order operations of the PNP to control the spread of COVID-19.

Ø Regular monitoring by the Task Group Management on the health condition of all PNP personnel wherein recorded confirmed cases totaled 48,619: 478 active cases 48,014 recovered, and 127 PNP personnel succumbed to death due to COVID-19. Of the 478 active cases, 472 are in quarantine facilities and 6 are in hospitals.

Ø Vaccination Data of PNP Personnel. Out of 224,890 PNP personnel strength, a total of 219,134 are fully vaccinated; 4,899 are partially vaccinated; 857 are not vaccinated and 97,071 are boosted;

Ø Deployment of 1,305 PNP personnel in 1,122 Quarantine Areas Nationwide. These include the 222 PNP personnel deployed in quarantine facilities: Nice Hotel (6), PICC (6), Kiangan Emergency Treatment Facility (55), Mall of Asia (MOA) Arena Mega Swabbing Facility (64), ULTRA (11) and 80 Medical Reserve Force (MRF). The personnel deployed comprising of

16 PNP Doctors, 125 PNP Nurses and 14 personnel with allied courses.

Ø Deployment of 251 RSSF personnel in ULTRA -42, PICC -79 (PNP Command Center-28, Department of Health (DOH)-16 and PCADG Libreng sakay Program-13;

Ø Utilization of other PNP resources such as the following: 46,694 sets of PPE; 1,746 Ambulances; 123 Mobile Detection System Vans, and 760 Other Vehicles;

Ø Distribution of multivitamins and administration of flu and pneumonia vaccines to strengthen the immune system of PNP personnel;

Ø Conduct of lectures on Donning, Doffing, Decontamination and Biosafety and Biosecurity to members of MRF and stress debriefing/psychological intervention;

Ø Utilization of PNP personnel with medical background to assist the medical frontliners;

Ø Daily monitoring of quarantine facilities and triage areas, health check, and checking vital signs of confined personnel in quarantine facilities;

Ø Regular conduct of sanitation, decontamination, and disinfection activities of PNP offices, hospital isolation rooms, ambulances, and medical dispensaries;

Ø Creation of ASCOTF Periodic Report Viber Groups for submission of ASCOTF Weekly and Daily Dashboard of All Offices/Units for unified reporting of data;

Ø Focus meeting of Task Group Red Team for more intensified operations; and

Ø Regular telecounseling of Psychosocial Support/Service to Quarantine Personnel to PNP personnel with confirmed cases admitted at PNP-manned isolation facilities and teleconsultation for PNP personnel.
