SURVEYOR’S NOTES
The vessel was without ship power and or shore power (dead ship). The inspection was carried out with
the aid of a flash light.
Where cargo hatch covers were in place these covers were not lifted to gain access into the respective
cargo holds.
The vessel was moored starboard side to the quay by means of e mooring ropes
The vessel was at all times afloat
Certain compartments were padlocked and other compartments were unlocked
The instructing attorney arranged in conjunction with the Sheriff of the Court to physically cut the
padlocks by a professional locksmith
Where locks were removed new locks were fitted and the corresponding keys held by the Sheriff of the
Court
The Sheriff of the Court had employed a security guard to maintain a 24 hour watch on the vessel
SUMMARY OF INSTRUCTIONS
The instructing attorney stated that the MV Wei Lien 213 had been arrested by a creditor
The mandate for the survey was in terms of the following
A valuation of the vessel
To carry out a bunker survey to establish quantity of fuel on board
To draw up a list of movable property
To establish the long term status of the vessel (That is ongoing deterioration )

DESIGN AND LAY OUT OF THE VESSEL
The vessel has a pointed bow and a cruiser stern
1 The wheel house and central accommodation is raised above the main deck and is
positioned slightly forward of the amidships mark and extends aft. The area outboard of the
accommodation are bounded by the port and starboard deck walkways
2 The forward section is fitted with a solid walkway which gives access to the bow mooring
area and the anchor handling equipment
3 The main deck and or the working deck is fitted out as follows
Focisle store fitted with a water tight door
4 independent Brine Ponds
Two fish hatches
Aft under the wheel house a blast freezer compartments
The line retrieving equipment is mounted on the deck
4 The aft deck is solely devoted to operate as a line feed station with a line shooter mounted
to the aft deck. This area is dedicated for the aft mooring with the ropes attached to deck
mounted bollards
5 Below the main deck at the aft end is the engineers accommodation / store rooms
6 Below the engineers accommodation is a lower deck which houses the engine room
compartment
MANAGEMENT
The vessel is currently managed by the Sheriff of Cape Town in terms of the order of the arrest

HULL STRUCTURE AND CONDITION
External Hull (above the water line)
Shell Plating
The shell plating in the main was in satisfactory condition, but this must be related to the vessel
being a fishing vessel and undergoing lengthy period’s deep sea, in relation to the fishing work
undertaken
There was no visual evidence to indicate that the hull structure and or plating making up the hull
had been compromised in terms of its original integrity
Comment
It is the surveyors recommendation that the future owner arrange for the vessel to be placed on the
syncro lift for a full evaluation of hull plating plus inspection of rudder, propeller and shafts
Deck Plating
The deck plating throughout the vessel, has been sheaved in wooden planking
The wooden planking shows heavy signs of normal wear and tear
There is no evidence that the wooden planking has failed or undergone degradation due to the
wear and tear

Ballast Tanks and Void Spaces
The ballast tanks and void spaces were not entered
Note:
The reason being for the non inspection of these spaces is that the attending surveyor was
concerned re quality of air and or build up of unknown gases within these spaces
Bulk Heads
The bulk heads where visible were in the main in poor condition in that steel work was heavily
corroded and or the steel had failed in certain sections
Comment
The condition of the bulk heads will require attention when the vessel undergoes a Safety
Survey and or load line survey

Water Tight Openings
The water tight opening doors were in the main in poor condition, in that the doors could not be
easily closed as the hinges had ceased and further the internal locking handles were in the main
non-operative
The doors to the wheelhouse cannot be regarded as water tight as they are standard wooden
doors
Comment
The condition of the water tight openings will require attention when the vessel undergoes a
Safety Survey and or load line survey
Windlass & Mooring Ropes
The windlass equipment for the forward anchors has undergone severe corrosion
Comment
We would recommend that this windlass be fully checked and certified prior to the vessel
proceeding to sea

Tank Lids/Cargo Hold Covers/Blast Freezer
The tank lids where visible were all correctly bolted down and visually in a satisfactory condition
The blast freezer under the wheelhouse, the main doors were in poor condition
It was evident from a visual inspection of the space that the blast freezer has been non
operational for a lengthy period of time
Comment
The surveyor recommends that the cargo hold covers be lifted to gain access into the fish holds
The lifting of the covers will have to be undertaken by a dedicated crew, with the aspect of using
shore power to facilitate the lifting of the hatch covers
The cargo hold covers were not lifted, due to no equipment being available to assist in the lifting
of these covers

Bulwarks/Guard Rails and and or Ladders
The bulwarks, guard rails and or ladders were all in satisfactory condition
Vent Pipes and Sounding pipes
All the vent pipes and sounding pipes were inspected and found to be in satisfactory condition

Auxiliary Cranes
The vessel was not fitted with any auxiliary cranes and all lifting on deck would be by means of
block and tackle and or a pulley system
MACHINERY
Condition of Machinery spaces
The machinery space being the engine room and working area above the main engine and
generators was found to be clean and neat
Main Engine
The main engine being a Fuji 6 cylinder diesel was found to be externally in sound condition
The main engine was driving a single fixed pitch propeller
Comment
The top rocker arms for the main engine was found to be heavily corroded with surface
corrosion
No instrumentation reflecting the number of engine hours per this engine nor any maintenance
books within the engine room compartment
Auxiliary
The engine space was fitted with 2 Yanmar diesel generators
Comment
There was no instrumentation reflecting the number of engine hours per this engine nor any
maintenance books within the engine room compartment
Refrigeration Compressors
The engine room was fitted with 2 compressors, make unknown
The compressors externally were in a satisfactory condition

Electrical
The electrical system was via switchboards and all the switchboards sighted were in good visual
condition with all wiring entering the switchboards in visually good condition
Pumps
The engine room was fitted with a range of pumps being for fresh water ballast and over-side
discharge and all pumps were visually sound

BUNKER EVALUATION
The sounding pipes at the aft end in way of the stern area where sounded which confirmed the
presence of diesel and lube oil
Comment
With no diagrams on board, it has not been possible to quantify the quantity of bunkers on board
The Port Agent who arranged the supply of bunkers to the vessel indicated that their report prior to the
crew leaving the vessel, is approximately 1.5 mt of gas oil
The owner of the vessel will need to submit all the plans for the vessel to do a meaningful calculation as
to the onboard quantity of bunkers
NAVIGATION & COMMUNICATION
The wheelhouse and Masters day room was fitted with the following equipment:
Central consol housing the helm wheel, compass and Resko Direction Finder
Angle Indicator
On the starboard side of the wheelhouse, engine control speed/indicator/compass/gauges
Aft cupboards contained the following units

Electrical control boxes being to power supply units
Captains Day room contained the following equipment
Code and radar direction finder
Computer monitor
Sea map radio
2 power supply units
1 Panasonic fax machine
2 microphones
1 aircon unit
1 Furuno DFAX
Radio telephone
1 set of flags
Comment
None of the above equipment had been tested or been made operational
The survey confirmed that the radar dome was lying on the upper deck and the wiring had been
cut which confirmed that the vessels radar system was non-operational
