Gupta is Associate Dean for Faculty Research Development in the College of Engineering at Virginia Commonwealth University where he has increased the sponsored research by 300% since joining in 2014. His passion and expertise is in creating and maintaining an innovative, healthy, and excellent academic and research environment. Prior to VCU, he was Director of the Energy for Sustainability Program at the National Science Foundation where he funded novel ideas in biofuels, photovoltaic solar energy, solar fuel, tidal energy, wind energy, and advanced batteries, several of which have led to groundbreaking advancements. Before that, he was Professor and Chair of Graduate Program in the Department of Chemical Engineering at Auburn University where he significantly enhanced the PhD program and doubled the size. He received B.E. from Indian Institute of Technology - Roorkee, M.S. from University of Calgary, and Ph.D. from the University of Texas at Austin, all in Chemical Engineering. After that, he completed postdoctoral work at the University of California, Berkeley. He is the recipient of the Wright A. Gardner Award from the Alabama Academy of Science, the Distinguished Graduate Faculty Lectureship award from Auburn University, the Science and Engineering Award from DuPont, Junior and Senior Research awards from Auburn Alumni Engineering Council, the James A. Shannon Director’s Award from the National Institutes of Health, and the Young Faculty Career Enhancement Award from Alabama NSF-EPSCoR. He is a Fellow of Alabama Academy of Science. His career goal is to serve as a creative, collaborative, and strategic leader in building and enhancing academic, research & innovation ecosystem that has broad societal and industrial impacts. The efforts should leave a legacy that will provide benefits for generations to come. (b) Key University Administrative ExperiencesVirginia Commonwealth University (Associate Dean: 2014 - present)

Advised Vice President for Research and Innovation as a member of the Research Development Advisory Council and brought attention to matters related to research, compliance, training, facilities, grants, proposals, upcoming solicitations, and potential challenges faced by faculty. Worked with research deans of all VCU Schools/College to identify synergy and form teams for collaborative projects.

Developed a proposal to establish a NSF iCorp Site that would train 150 teams each consisting of one faculty, one student, and one external entrepreneurial mentor.

Coached faculty in collaborative and interdisciplinary research by mentoring, workshops, and connecting with sources of external funding, which significantly increased the research funding.

Nominated and introduced faculty to various federal review panels, which allowed for a closer look at the proposal and review process. Organized faculty group meetings with program directors. Advertised faculty expertise to industry, foundations, and governments.

Successfully nominated faculty to various professional awards at the regional, state, national and international levels.

Instituted NSF CAREER Club in which young Engineering faculty are provided personal mentoring to succeed in their research and education proposals to NSF’s Faculty Early Career Development Program, DoD’s Young Investigator Program, NASA’s Early Career Faculty Award, NIH’s R03, R21 and R01 Trailblazer grants, and DoE’s Early Career Research Program, as well as private foundations. Mentoring is provided on various aspects of the career development such as defining research questions, identifying educational innovation, learning to provide productive graduate/postdoc student mentoring, establishing relationships with industry, participating in K-12 outreach, developing and maintaining external collaborations, and interacting with the program directors at funding agencies. Rapid feedback and mock review panels helped improve the quality of the proposals. The club format of NCC allows for a high quality peer mentoring with latest skills. With these efforts, the program has been highly successful.

As Interim Director of Nano Characterization Core, significantly enhanced customer service, equipment up time, service maintenance, and staffing. Established active feedback from the semi-annual user’s

conference to improve and expand the center. Acquired funding for new machines for the Core from HEETF and MRI grants by engaging with the PIs and expanded the user base by advertising the capabilities. Planning for web-based operation of the machines for remote users.

Enhanced the undergraduate research experience by the Dean's Undergraduate Research Initiative while providing opportunities for graduate students and postdoctoral fellows to develop skills in mentoring under the leadership of our faculty.

Represented VCU at Commonwealth-wide initiatives such as Commonwealth Center for Advanced Manufacturing and Virginia Microelectronic Consortium by serving as an active officer and connecting faculty with the available resources. Regular visits by industry members resulted in new funding and collaboration.

Initiated the VCU Engineering Research Outreach program in which faculty give research seminars at the regional companies. Increased the commercialization potential of the research findings and allowed for refining of the research focus based on industry needs.

Utilized Recruitment Inclusive Champion skills in various hiring of faculty, administrators, and staff. The approach included identifying the most talented and diverse pool of candidates, avoiding unconscious bias, utilizing best practices for campus visits and tools for promoting VCU and Richmond, and establishing successful onboarding mechanisms.

Assisted the Vice President for Research and Innovation with the Presidential Research Quest Fund and Center for Clinical and Translational Research Endowment Fund by obtaining timely expert reviews and by giving meaningful feedback for proposal enhancement.

Participated in the transitioning of “School of Engineering” to “College of Engineering”. Rapidly increased sponsored research funding from $4.5 to $18.2/year in only four years (FY14 to FY18). Participated in all aspects of the new $100 million Engineering Research Building for which constructed

started in June 2018. Member of the Policy and Practices Change Program Team for the NSF ADVANCE-IT project to increase

the recruitment, retention, and advancement of diverse women faculty in STEM departments.

National Science Foundation (Program Director: 2011 - 2014; Engineering Research Centers Expert: 2015 - present) Assisted with NSF 18-549: Planning Grants for Engineering Research Centers to build capacity in the

engineering community for center-scale, convergent engineering research. Managed ~1000 research proposals and supervised ~200 funded projects. Streamlined the review and

approval processes to reduce processing time. Motivated clerical staff by informing them of the societal and industrial impacts of the funded projects.

Adopted efficient use of video conferencing in review panels, which allowed for a greater supply of experts including parents of young kids, those remotely located and other extremely busy professionals.

Included PI feedback of the reviews in the funding decisions, which led to a greater buy-in from the PIs about the outcome.

Carried out public outreach via conferences, hosting visitors, and university visits to convey intent of the existing solicitations/programs and collect ideas for future changes.

Leveraged program funding by collaborating with other divisions and federal agencies in joint solicitations. Organized many inter-agency meetings to enhance synergy in supporting agency goals. Organized PI annual meetings for enhancing collaboration and adoption of the research results. Assisted with large center proposals/projects such as ERC, IGERT, NRT, EFRI, STC, SEP, etc. with

reviews, PI meetings, and site visits. Addressed many U.S. congressional requests via the Government Accountability Office. Developed skills

of translating innovative scientific concepts into language understood by the legislators and public while maintaining objectivity.

National Academy of Inventors (chapter President: 2011 - 2013) Founded the Auburn University chapter to recognize and encourage inventors, enhance the visibility of

university technology and innovation, encourage the disclosure of intellectual property, educate and mentor innovative students, and translate the inventions to benefit society and industry.

As President, significantly expanded the membership and brought in national innovation leaders to invigorate the regional innovation ecosystem.

Chaired regular meetings and events to enhance the innovation culture, faculty buy-in, administration buy-in, and industry/entrepreneur links.

Auburn University (Chair of Graduate Program, professor: 1995 - 2011) As Graduate Program Chair, coached faculty and graduate students on research approach, funding,

collaboration, academic progression, etc. Led university-wide teams to pursue large center-type grant funding. Organized workshops for enhancing teaching, research, and innovation. Advised the Office of Innovation Advancement and Commercialization in matters of commercial

development of intellectual property. Brought in corporate and academic research leaders for visits and seminars for visibility enhancement and

faculty research development. Conducted excellent research and teaching with global prominence; won most prestigious university

awards.
