The Courier Idaho Democrats set a record in this year’s Presi- dential Caucus with nearly 24,000 people turning out to vote. Sanders prevailed in the state with 18,640 over Clinton with 5,065. District 26 Results Blaine: Sanders 539 Clinton 249 Uncommitted 1 Camas: Sanders 11 Clinton 7 Uncommitted 1 Gooding: Sanders 49 Clinton 28 Lincoln: Sanders 22 Clinton 15 Uncommitted 2 State wide Bernie Sand- ers took 78 percent of the Democratic vote to earn 17 of 23 pledged deligates to the national convention. In addition, Idaho will be sending 4 Superdelegate to the convention two of which have announced their intention to vote for Bernie Sanders. Idaho Democrats Choose Sanders e application period for moose, bighorn sheep and mountain goat controlled hunts is fast approaching. Hunters have from April 1 through April 30 to apply for these hunts. Applications can be com- pleted at Fish and Game of- fices or license vendors with a credit card by telephone or over the Internet. Telephone applications may be made at 1-800-554-8685. Internet users may apply through Fish and Game’s website at http://fishandgame.idaho. gov/public/licenses/fees/. Mailed applications must be postmarked no later than April 30. Each applicant must pos- sess a valid 2016 Idaho hunt- ing or combination license to apply for a controlled hunt. Moose, goat and sheep hunt applicants must pay the tag fee along with a non-refund- able application fee. Con- trolled hunt fees for residents is $173 or $2,116.50 for non- residents. Only tag fees will be refunded to those who do not draw. Drawing results will be posted on the Fish and Game website in early June. ------- Youth Turkey Hunt Begins April 8 Youth turkey hunters get an early shot as Idaho’s gen- eral season youth turkey hunt runs Friday, April 8 through ursday, April 14. Licensed youth who are 10 to 17 years old on April 8 may participate in the general season youth hunt. Resident hunters under 12 and nonres- ident hunters under 18 must be accompanied by a licensed adult 18 years of age or older to participate. “Idaho’s youth hunts were created to increase opportu- nities and promote hunting as a safe, enjoyable family- oriented activity,” said Bill Seybold, Fish and Game volunteer coordinator based in Lewiston. “Plus they are great ways to introduce young people to hunting without the pressure of competing with lots of other hunters.” Adults who accompany youth hunters must also be licensed and be within nor- mal conversation or hearing range without shouting and without the aid of electronic devices. Paulina“Veiga”Sigurd-sonLund,98,passedawayatDeSanoPlace,Shoshone,onMarch21,2016. Veiga was born on ahomestead in Ethridge,MT on August 27, 1917,theseventhofJonandAn-ikaSigurdson’seightchil-dren. She grew up lovingtheMontanaprairie,andinherlateryearsreminiscedoftenabouthorsebackridingandlifeonthefarm.Inanageandanareawheremanyneverdo,VeigagraduatedfromhighschoolinShelby,MT-anaccomplishmentsheoftenpointedoutwouldhavebeenimpossibleifnotforheroldersiblings’dedicationtotheyoungersiblings’education. Duetotheskillsshegainedinhighschool,Veigahadnotroublefindingworkimmediatelyupongraduating.StayinginShelby,sheworkedfirstforatitlecompany,thenasalegalsecretary,andfinallyforthebank.Shemetherfuturehusband,G.WardLund,atchurchwheretheysangtogetherinthechoir.TheyweremarriedonApril3,1937.TheyspenttheirfirstyearsofmarriageinShelby,untilWardenlistedintheNavytoserveinWWII. VeigawasabletojoinhimwhilehewasstationedinWashington,D.C.andthenDayton,OH.WheneverVeigareminiscedabouthertimeinD.C.,sheemphasizedhowmeaningfulhertimetherehadbeen,surroundedbysomuchofournation’shistory.TheymovedtoSt.Paul,Minnesotafollowingthewar,wheretheirdaughter,Di-ane,wasborn.ThefamilymovedtoRenton,WAuponWard’sretirement.Theyhad51yearsofaveryhappymarriageuntilWard’sdeathin1988. VeigamovedtoShoshone,IDin1989tobeclosetoherdaughterandfamily.Sheisrememberedinthecom-munityforattendingeveryoneofhergrandchildren’smanyschoolevents(climbingbleachersintoherlate80’s)andforhersweetnessineverycircumstance.VeigawasamemberofNewHopeLutheranChurchinShoshone,whereDianeisthelicensedlayminister.VeiganevermissedaSundaywhenherdaughterpreacheduntilherhealthpreventedherfromattendingservicesinthelastyearofherlife. Legislative Update from Senator Michelle StennettEnd of Session for 2016 The2016legislativesessionhascometoanendandnowwereflect,notonlyonwhatweaccomplishedandwhatwedidn’t,buthowtheprocessworks-anddoesn’t.All105legislatorsrepresentapproximatelythesamenumberofconstituents(45,000)intheirdis-tricts.Astherepresentativesandsenatorsofallthesecitizens,regardlessofpartyaf-filiation,wearethevoiceforourdistricts.Whenanysinglelegislatorismarginalizedordismissedfrompolicy-makingandprocess,his/herconstituentshavebeensilencedtoo...allofthem.Ifonepartyisignored,hundredsofthousandsofIdahoansdon’thaveavoice.Americanidealsforrepresenationdon’tsug-gestthatsomeinterestsgetrepresentatedallofthetime,ouridealisthatalloftheinter-estsgetrepresentedsomeofthetime. ThereisnodisagreementthatIdahois,andshouldbe,abusiness-friendlystate.Intermsofourtaxsystem,thisiscertainlythecase,butthereismoretocreatingeconomicopportunitythantaxstructure.Weneedtopromoteandproperlyfundeducationsinceaqualifiedworkforceplaysacriticalroleinluringbusinessestoourstate.Idahowillonlybefullyopenforbusinesswhenwecultivateapoliticalenvironmentthatsupportsadiverseworkforcefreefromdiscrimination.Wealsoneedtobalancebusinessinterestswithen-vironmentalprotections,privatepropertyrightsandrespectfortheworkerswhokeepourbusinessesrunning.Thelegislaturefailedtostrikethatbalancethisyear:
---S1339promotestheinterestsofasingleoilandgasexplorationfirmovertherightsofprivatepropertyowners;H487 inserts non-compete clauses intoemployment contracts to the detrimentofentrepreneursandstart-upsandsendsourbestandbrightesttoseekemploymentelsewhere;S1342promotesusingtheBibleinpublicschoollessonsandpassedonlyafterlanguagewasinsertedtoincludeotherreligioustexts.H568suggestedthatSharialawwasaprob-leminourjudicialsystem.Itisnotandthemeasurefailedtoadvance.S1196,whichwouldaddthewordssexualorientationandgenderidentitytoIdaho’s
existinghumanrightsprotections,wasre-fusedapublichearing.H463notonlyhurtsworkingfolks,itun-dermineslocalcontrolbyforbiddingcom-munitiesfromenactingminimumwagelaws(itpassedintolawwithoutthegovernor’ssignature)whilethemajorityrefusedtoevengrantahearingforH400.Thiseffortwouldincrementally raise the state’s minimumwageto$9.25/hourbymid-2017.H431changestheindexingusedtocalculatepropertytaxesandshiftsthetaxburdenontofamiliesalthoughbusinessesandagriculturalinterestswilllikelyseeabenefit. Alegislativecommitteestudiedurbanre-newalovertheinterimandcraftedbalancedlegislation(H606aa)thatwasnotsupportedbyHousemajorityleadershipsothebillwasamendedtothepointofbeingopposedbycityofficials.Themuch-amendedmeasurestillpassed. TheSenatewasabletopreventataxcutthatwouldonlybenefitcorporationsandafewtopearnersandthenpassedSCR155toestablishanofficialworkinggrouptostudytaxissuesoverthecominginterim.
--- Educationwasthetopissuecomingintothe2016session.Witha7.4%increase,K-12educationfundingreturnsto2009levelswithoutaccountingforinflationorthe1,000+additionalclassroomscreatedoverthesesevenyears.Theeven-harder-hithighereducationbudgetfalls2%below2009levelswithoutadjustingforinflation.More positively, school security will beenhancedwithH514andliteracywillim-provewiththepassageofH451andH526.Wealsokeptourcommitmenttofundingyear two of the career ladder to steadilyimproveteachercompensationandaddednon-teachingsupportstaff. Overthelastseveralyearsthesubjectoftransgenderedpeo-plehasbeenafrequentnewsitem,particularlywithprovidingrestroomaccommodations.TheU.S.CensusBureauputsthenumberoftransgenderedpeopleintheU.S.at~0.005%ofthepopulation.Othergroups,includingnewsmedia,oftenputthenumberatnearlya100timesthatamount. However,whatisgenerallylostinthisconversation,isthe“genderreclassification”ofchildreneitherduringorbeforepuberty(ages10and14forgirlsandages12and16forboys).Withallofthepublicityofthisissue,moreandmoreparentsareaskinghealthproviderstohelpwiththe“genderconfusion”thatsometimeoccursaroundthetimeofpuberty-veryoftenthisinvolvesgivingchildrenpuberty-blockinghormones. Theproblemwiththistypeoftreatmentisthatitinhibitsgrowthandfertility.Italsoleadstomorehormonetreat-mentslaterinadolescenceandadulthoodsuchastestos-teroneandestrogentodealwiththeproblemsofblockingpuberty.Allofthesetreatmentsareassociatedwithdan-geroushealthrisksincludingbutnotlimitedtohighbloodpressure,bloodclots,stroke,andcancer. AccordingtoAmericanPsychiatricAssociation,98%ofboysand88%ofgirlswithgenderconfusionaccepttheirbiologicalsexaftergoingthroughpubertynaturally(nohormones).Thisstatisticmakeshormonetreatmentinchildrenanunnecessaryanddangerousmedicalpractice.Addingtotheconcernsofcross-sextreatmentsisthein-creasedriskofsuicide-nearlytwentytimesgreaterthanthosewithoutsuchtreatments. Becausethesetreatmentsareoftenpushedonyoungchil-drenwhohavelittleornorealconceptofwhatgenderorsexis,theAmericanCollegeofPediatricians(ACPeds)releasedastatementlastweekdeclaringthatgenderreclassificationofchildrenisaformofchildabuse. Citinganumberofmedicalandbiologicalfacts,ACPeds(asociallyconservativeassociationofpediatriciansandotherhealthcareprofessionals)said,“Pubertyisnotadiseaseandpuberty-blockinghormonescanbedangerous.Reversibleornot,puberty-blockinghormonesinduceastateofdisease-theabsenceofpuberty...Conditioningchildrenintobeliev-ingthatalifetimeofchemicalandsurgicalimpersonationoftheoppositesexisnormalandhealthful,ischildabuse.” While this policy statement has garnered criticismfrompoliticalactivists, itneedstobepointedoutthattheobjectofthisstatementisnotadultswhoidentifyastransgendered.Ratherthisisanefforttopreventchildrenfrombeingforcedintolifechangingdecisionsoverwhichtheyhavenocontrol.
