General Specifications for Purchasing of
Road Materials, Supplies, Equipment and Vehicles
1. THE ENTIRE BID DOCUMENT PACKAGE, INCLUDING THE NOTICE TO BID, SPECIFICATIONSAND ADDENDA SHALL BE RETURNED AND SIGNED WITH ANY BID PROPOSAL SUBMITTEDTO THE ROAD COMMISSION. ANY INCOMPLETE BID PROPOSAL SHALL BE REJECTED.
2. The Houghton County Board of Road Commissioners reserves the right to reject any or all bids, or to waive irregularities and to accept the proposal that in the opinion of the board is in the best interest and to the best advantage of the Board of County Road Commissioners of Houghton County, Michigan.
3. The Houghton County Board of Road Commissioners reserves the right to adjust quantities as it deems necessary. All bid quantities are approximate and are subject to change. Materials will not be purchased in less than truckload lots unless specified otherwise in individual proposal specifications, and/or supplier agrees to part load delivery.
4. The Houghton County Board of Road Commissioners reserves the right to extend the bid unit prices beyond the year specified when it is in the best interest and to the advantage of the Road Commission, but only by written, mutual consent of the Road Commission and the Contractor or Supplier who submitted the original low, qualified and acceptable bid.
5. All items shall be bid as delivered to the Houghton County Road Commission yard, Ripley, Michigan, unless specified otherwise in individual proposal specifications.
6. All applicable materials shall meet Michigan Department of Transportation, 2012 Standard Specifications for Construction and shall be tested and/or certified according to these standards, unless otherwise specified in individual proposal specifications.
7. All equipment and/or vehicles shall conform to all applicable Federal, State and Local safety standards.
8. All bids shall be submitted in a sealed envelope, on Houghton County Road Commission bid sheets, and clearly marked as to the date of the opening and identification number of item being bid.
9. Bids shall remain firm for at least 30 days.
10. Bids for all purchases shall be stated on the basis of payment as net 30 days after receipt of services or products, unless stated otherwise in individual specifications.
11. All suppliers shall make a hazard determination for the materials or products they are furnished. For those applicable materials, a Material Safety Data Sheet (MSDS) shall be provided to the Houghton County Board of Road Commissioners according to Act No. 80 PA of 1986, the Amendment to Act No. 154 PA of 1974, also known as the Michigan Right to Know Law.
12. A Supplier of equipment or materials for purchase by Houghton County Board of Road Commissioners should carry Product Liability Insurance, where applicable, within reasonable limits for that product. The inclusion of a Certificate of Coverage with the bid proposal may be considered as preferable purchase over a bid proposal which is submitted without such certificate or proof of insurance.

WITH PUBLIC ACT 174 of 2013, THE CONTRACTOR SHALL DIAL 1-800-482-
7171 A MINIMUM OF THREE FULL WORKING DAYS, EXCLUDING
SATURDAYS, SUNDAYS, AND HOLIDAYS PRIOR TO BEGINNING EACH
EXCAVATION IN AREAS WHERE PUBLIC UTILITIES HAVE NOT BEEN
PREVIOUSLY LOCATED. MEMBERS WILL THUS BE ROUTINELY NOTIFIED.
THIS DOES NOT RELIEVE THE CONTRACTOR OF THE RESPONSIBILITY OF
NOTIFYING UTILITY OWNERS WHO MAY NOT BE A PART OF THE “MISS
DIG” ALERT SYSTEM.
MONUMENT BOXES
THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE ENGINEER OF ANY
MONUMENT BOXES THAT ARE FOUND THAT ARE NOT REFERENCED IN THE
PLANS.
VEHICLES AND EQUIPMENT STORAGE
THE CONTRACTOR SHALL NOT PARK ANY VEHICLES NOR STORE ANY
MATERIALS ON PUBLIC RECREATION PROPERTY. ACCESS TO
RESIDENTIAL AND BUSINESS DRIVES SHALL BE MAINTAINED AT ALL
TIMES.
PERMANENT SIGNS AND MAILBOXES
ANY PERMANENT SIGNS OR MAILBOXES REQUIRING TEMPORARY
RELOCATION DUE TO CONTRACTOR OPERATIONS SHALL BE REMOVED
AND RESET BY THE CONTRACTOR AT LOCATIONS DESIGNATED BY THE
ENGINEER. THE COST OF THIS WORK SHALL BE BORNE BY THE
CONTRACTOR.

Progress Clause

Start work within ten (10) days after receiving Notice of Award of Contract, or on the date agreed
upon with the Engineer.
All Projects shall be completed in their entirety on or before August 27th, 2021.
The Engineer will arrange the time and place for the preconstruction meeting after contract award.
Liquidated Damages shall be assessed in accordance with Section 108.10 of the 2012 Standard
Specifications for Construction.
UTILITY COORDINATION
The Contractor shall cooperate and coordinate construction activities with the owners of
utilities as stated in Section 104.08 of the 2012 MDOT Standard Specifications for
Construction. In addition, for the protection of underground utilities, the Contractor shall
follow the requirements in Section 107.12 of the 2012 MDOT Standard Specifications for
Construction. Contractor delay claims, resulting from a utility, will be determined based
upon Section 108.09 of the 2012 MDOT Standard Specifications for Construction.
For protection of underground utilities and in conformance with Public Act 174 of 2013,
the Contractor shall dial 1-800-482-7171 a minimum of three full working days,
excluding Saturdays, Sundays, and holidays prior to beginning each excavation in areas
where public utilities have not been previously located. Members will thus be routinely
notified. This does not relieve the Contractor of the responsibility of notifying utility
owners who may not be part of the “MISS DIG” alert system.
HOUGHTON COUNTY ROAD COMMISSION
SPECIAL PROVISION
FOR
HMA APPLICATION
HCRC:JDC 1 of 1 1-12-21
a. Description. This work shall be done in accordance with the requirements of Section 501 of the 2012
Michigan Department of Transportation Standard Specifications for Construction, except as specified
herein.
b. Construction Methods. Testing will be at the discretion of the Engineer. Pavement in-place density
acceptance testing will be completed by the Engineer.
c. Materials. For single course project sites, the HMA, 4E1 shall have a yield of 275 lbs per square yard
per the typical cross sections.
For two course project sites, the HMA, LVSP (base course) shall have a yield of 165 lbs per square yard
and the HMA, 5E1 (top course) shall have a yield of 165 lbs per square yard per the typical cross sections.
Due to the low production nature of this project, HMA Approach will not be paid for separately.
Asphalt cement for the mixtures shall be 58-34 performance grade with 3% air voids.
The top course of HMA pavement shall have a minimum AWI of 220.
d. Measurement and Payment. Measurement and Payment shall be at the contract unit price per ton
paid for as HMA, 4E1, HMA, LVSP or HMA, 5E1.
CALUMET TOWNSHIP ROAD PROJECT
This project is made up of paving at 8 different sites in Calumet Township in Houghton
County as described within this Log. At the locations listed in this log, maintain traffic with
Temporary signs and traffic regulator control and perform the work as described. This work
shall include paving on an aggregate base prepared by the Houghton County Road Commission.
Due to the low production nature of this project, HMA Approach will not be paid for separately.
All work and materials used on this project shall conform to the requirements of the MDOT 2012
Standard Specifications, Special Provisions, and Supplemental Specifications of this proposal.
Site CT-1 Ridge Street in Swedetown
The project site is located on Ridge Street from Osceola Road 1,150’ westerly. The project
consists of paving 18’ wide @ 275 #/syd on the existing aggregate base.
