County Highway 39 Improvement Project (Odean Avenue to CSAH 42) Project Background County Highway 39 provides east-west mobility and connectivity through the northern part of Wright County from Monticello to Highway 101 in Otsego. As with the Twin Cities metropolitan region, Wright County and the surrounding areas have experienced rapid growth. Increased population has resulted in higher traffic volumes throughout the area raising concerns over safety, access and the mobility needs of the corridor. The improvements proposed for Highway 39 are centered on providing safety improvements while increasing the efficiency of the traffic operation. Highway 39 is currently an undivided two-lane roadway with left and right turn lanes at some intersections along the corridor. Side street intersections are stop-controlled through the segment, with the exception of the intersection with Highway 42 which is controlled by a signal. With the increasing traffic and speed, safety has become an increasing concern especially for those living in and around Highway 39. Proposed Improvements The County, in cooperation with the City of Otsego, has developed improvements to increase the efficiency and safety of the Highway 39 corridor. Project Area Urban Section – The corridor will be transformed from a rural, two-lane section to a divided four-lane urban section. The four lanes will provide additional capacity to the corridor and the curb and gutter is intended to aid in traffic calming. In addition, the urban section reduces impact to adjacent properties. Roundabouts at Odean Avenue, Page Avenue and Highway 42 – The roundabouts will provide better traffic flow and traffic calming, while creating more opportunities for side street traffic to enter Highway 39. Multi-Use Trail on South Side – Currently there are no separated pedestrian or cyclist facilities along Highway 39.
