Appointments (7.05 -7.15pm) The Chairmanship of the Joint Arun Area
Committees rotates annually between the three tiers, the Chairman
for 2015/16 will be a Town or Parish Councillor and the Vice
Chairman will be a County Councillor.
(a) Appointment of Chairman of the Joint Western Arun Area
Committee (JWAAC). Nominations will be invited from Parish and
Town Councillors. (All Members to vote)
(b) Appointment of Vice Chairman of JWAAC and Chairman of
the
County Local Committee (CLC) Nominations will be invited from
County Councillors. (County Councillors only to vote)
(c) Appointment of the lead District Councillor of JWAAC. The
appointment of the lead District Councillor of JWAAC has been
confirmed as Cllr Mr P Wotherspoon.

(d) Appointment of representatives to the Community Initiative
Funding Sub Group (WSCC Fund)
Membership of the Community Initiative Funding Sub Group is to
be agreed by JWAAC.
Current membership is as follows: Mr Jones (WSCC) Mrs Phillips
(WSCC) Cllr Mr English (ADC) Cllr Mr Brown (ADC) Cllr Mr Peerman
(Felpham PC)
(e) Appointment of Chairman of the Highways and Transport Sub
Group.
Nominations will be invited from County Councillors. (County
Councillors only to vote)
The terms of reference of the H&T Sub group are attached for
information. For information the Membership of the H&T
Sub-Group is agreed as follows:
All County Councillors of JWAAC Two District Councillors – Cllr
Mr Dillon and Cllr Mr English Representatives from the local Town
and Parish Councils - Cllr Mr Barnes (Bognor TC) - Cllr Mr Matthews
(Felpham PC) - Cllr Mr Allsopp (MiddletonPC) - Cllr TBC (Aldwick
PC) - Cllr Mrs Yeates (Bersted) - Cllr TBC (Pagham)
(f) Appointment of representatives to the Conservation Area
Advisory Committee
The Terms of Reference for the above advisory committee require
annual nominations. The current appointed representative for JWAAC
is Councillor Mr Geoff Farrell from Felpham Parish Council
3. Declaration of Interests (7.15 – 7.20pm)
Members and officers must declare any pecuniary or personal
interest in any business on the agenda. They should also make
declarations at any stage such an interest becomes apparent during
the meeting. Consideration should be given to leaving the meeting
if the nature of the interest warrants it. If in doubt contact
Democratic Services before the meeting.

4. Minutes (7.15 – 7.20pm)
To confirm the minutes of the meeting of the Joint Western Arun
Area Committee held on 18 March 2015 (buff paper).
5. Urgent Matters (7.15 – 7.20pm)
Items not on the agenda, which the Chairman of the meeting is of
the opinion, should be considered as a matter of urgency by reason
of special circumstances.
6. Progress Statement (7.20 – 7.25pm)
The attached document contains brief updates on statements of
progress made on issues raised at previous meetings.
7. ‘Talk with us’ - Public Question Time (15 Minutes) (7.25
-7.40pm)
Members of the public have the opportunity to ask questions of
their elected representatives.
The Committee would encourage members of the public with more
complex issues to submit their question before the meeting to allow
a more substantive answer to be given. Please contact Monique Smart

8. Chichester University – Digital Technology Park Update
(7.40pm – 8.15pm) Following the recent announcement that the
University has been awarded funds to develop a new Digital
Technology Park, Professor Clive Behagg Vice-Chancellor of the
University accompanied by Pete Tierney, Director of Estate
Management, will update the Committee about the plans. 9. Bognor
Regis Parking Review – Minor Amendments (8.15 -8.30pm) Following an
informal consultation held in 2014, proposals to review the current
parking scheme in Bognor Regis have been formally advertised to
improve safety/access and increase the amount of parking for
residents in other parts of the town. The attached report by
Director of Highways and Transport summarises the formal
consultation and includes recommendations for Members to
consider.
The County Council Members of the Committee will be asked to
agree the recommendations.

10. Prevention and Wellbeing Grants 2015/16 (8.30 – 8.45pm)
Report by Executive Director Care, Wellbeing & Education and
Director of Public Health and Social Care Commissioning - attached
The report sets out the prevention and wellbeing commissioning
objectives for 2015/16. The County Council Members of the Committee
will be asked to consider the grant applications and approve those
that it considers most appropriate to the local needs of their
community.
11. Community Initiative Funding (8.45– 8.55pm)
The report attached by the Director of Law, Assurance and
Strategy, West Sussex County Council summarises Community
Initiative Funding applications, received since the last meeting.
The County Council Members of the Committee are asked to consider
the recommendations and allocate funding if appropriate.
12. Highways and Transport Sub Group (8.55 – 9.05pm)
Notes of the last Highways and Transport Sub Group are attached.
Members are asked to note the report.
13. Items to be raised by Town and Parish Council
representatives (9.05 – 9.10pm)
To consider any items from Town or Parish Council
representatives that have not been covered by the agenda and are
thought to be in the interest of the whole Committee. Members are
reminded that any Highways and Transport items should be taken to
the JWAAC Highways and Transport Sub Group in the first
instance.

Car ParkingBetween 8.00am and 5.00pm, Monday to Friday, car
parking is restricted to vehicles displaying a valid student permit
andrelevant scratch card, staff permit and relevant scratch card,
day visitor permit, or pay and display ticket. There is a charge
for overnight parking (between the hours of 02.00 and 06.00)for
which a permit is required. Car parking between 8.00am and 5.00pm
Saturday and Sunday is free of charge. TheUniversity employs a
registered external agent to enforce the car parking regulations on
University owned land and to collect all penalty charges that are
