WHEREAS, We know that secondhandsmoke exposurecontributesto approximately41,000 deathsamongnonsmokingadultsand 400 deathsin infantseachyear. Tennesseespends$2.67billion annuallyin healthcarecostsrelatedto smokingand this doesnot include exposureto secondhandsmoke. $3.59billion is attributedto smoking-causedproductivity lossesin Tennessee.(TN.gov TTP); and,
WHEREAS,Sullivan County hasan adult smokingrateof 22% which is muchhigherthanthe nationalaverageand somehigher than theTennesseeaverage.Reducingtheadult smokingrateand secondhandsmokeexposurewith childrencan decreasehealthcarecostsand loss productivity dueto sick daysas aresultof children’sexposure

I would like to request a transfer of funds from 53900 AdminIstration of Justice - Juries to 53120-400 CIrcuit Court Clerk Supplies and Materials for$61,000.00.
This year our court system has only had one trial since March of 2020 leavIng a large surplus inthe 53900 account There is approximately 588,00000 left in this account and after checking with thejudges we areonly likely to have four to five trials for the remainder of this fiscal year if they are not reset.This gives the opportunity to complete the CriminalCourt Courthouse renovation project that was startedusing the Covid Grant.
There are several Items that are needed that we were not able to get completed due to timerestraints. By transferringthe money, we would be able complete the renovation and have a courtroomthat will not need any modifications other than normal maintenance for years to come This also givesthe opportunityto complete the projectwithout adding additional money to the budget.
I have been working with a vendor and he has given me GSA quotes on the large ticket items thatare needed to complete the renovation. The itemsneeded are as follows:
• Removethe 30 plus years old gallery clothe seatIng and replace it with hard wood benchesthat will be easy disinfect. The current gallery seating is dIfficult to dean, disinfect anddeodorize and with the heavy use it gets.
• Place plex%lass In the jury box that would cover the jurors on their sides, front and back.The Supreme Court will hopefully be lifting the ban on Jury Trials in early April and it Isexpected that there will be stipulations on social distancing and protection for the jurorsBy using the plex-glass in this manner it will hopefully allow the jurors to remove facecoveringsonce seated. We already know that if jury trials resume and the jurors are madeto wear face coverings, we will have appeals from defense attorneys This is way to avoidbogging down the court system even more, since we are In reality two years behind onjury trials. The Supreme Court has already said they will begin to allow Hmited in personhearings begInnIng mid-March.
• Replace the juror seating with comfortable seating that will be suitable for 8-hour daysoften faced in trials.

• install cameras for thesecurity officers for them to view the parking lot area and observeindividuals as they approach the court house via a monitor, The new lobby expansion hassomewhat limited their view and this is an Inexpensive solution to improving the safetyof the courthouse.
I realize I have gone into detail with the application for which the funds will be used. I do want tostress that this is an opportunity we may not have again without having to ask for an increase, I amsurethat when trials begin, we will use the majority of the money next fIscal year as the court system playscatchup.
