Program: Teachers training program, integrated school program, production/supply of Braille Books and education material, vocational training, on-the-job training program and mobility training, CBR program, seminars and workshop
Training: 1. Orientation and Mobility (O&M), activities of Daily Living Skills (DLS), to allow the blind persons to be independent and mobile in their day to day lives. 2. Adult blind persons are trained in suitable activities and indigenous vocations so that they can be productive members of the family. 3. Poor but active blind persons receive interest-free loans for self-employment or to start income generating programs to raise their economic status. 4. 1 National Code 1964 (Muluki Ain 2020) 1964 The National Code (NC) Chapter on Court Proceedings says that those with seeing, hearing and speach disabilities have the right to use their guardian to fight for their legal rights. It states that priority should be given to the cases of physically disabled clients in the courts.
Priority to be given to the people suffering from leprosy, blindness, and other disabilities.
Permits a man to take a second wife if the first wife becomes blind or lame. A woman can only remarry if she is fraudulently married to a blind, lame or other physically disabled person
2 Constitution of the Kingdom of Nepal 1990 Article 11 (3): Special laws shall be made for the protection and advancement of the interests of women, children, the aged and those who are physically and mentally disabled. Article 26 (9) : Imposes duty on the state to pursue policies in matters of education, health and social security of orphans and PWDs for their protection and welfare.
3 The Disabled Persons (Protection and Welfare) Act, 1982 1982 The first comprehensive legislation for PWDs in Nepal, enacted in 1982 after the declaration of the United Nations to celebrate the year 1981 as 'The International Year of Disabled Persons'.

4 The Disabled Persons (Protection and Welfare) Rules, 1994
1994 Educational Rights: Fee exemption for PWDs in educational institution. Free education for two children of PWDs. Five-percent reservation of seats with free education in technical and vocational training programs by government or semi-government institutions. Any non-governmental or private institution that provides education and training facilities for PWDs has the right to ask for assistance from the government as directed.
Health Facilities: Free medical checkups in governmental hospitals. Reservation of at least two free beds for PWDs in any government hospital with more than fifty beds. Provision of essential assistance to those non-governmental hospitals, which offer free medical checkups, free beds or free treatment for PWDs Free treatment to be provided in every government hospital to PWDs sixty-five years or older.
Employment Facilities: Priority to the PWDs in employment in government or semi-government organizations. Prohibition of discrimination against disabled employees. Industrial enterprises with more than 25 employees to allocate a reservation of at least five percent of positions to PWDs.
