Collection of Industrial Statistics in Singapore

•Statistical system in Singapore is decentralised • Singapore Department of Statistics (SDOS) is the

coordinator of all official statistics• Official statistics are compiled by SDOS and

Research and Statistics Units (RSUs) in various government ministries and agencies

•RSU in Singapore Economic Development Board (EDB-RSU) is responsible for the collection and compilation of manufacturing statistics

•Statistics on utilities and sewerage activities are compiled by SDOS

Manufacturing Statistics in Singapore

• EDB conducts 2 major surveys to collect manufacturing statistics

• Annual Census of Manufacturing Activities (CMA)• Detailed manufacturing statistics published

annually• Monthly Survey of Manufacturing Activities (MMA)

• Monthly Index of Industrial Production (IIP)• Data collected under Statistics Act

• Protects confidentiality of respondents’ individual data

• Manufacturing accounted for 21% of Singapore’s GDP and 16% of total employment in 2012

• About 9000 establishments

• Involved in electronics, chemicals, transport engineering, biomedical manufacturing etc

Singapore Standard Industrial Classification

• Singapore Standard Industrial Classification (SSIC) 2010 • Published Feb 2010• Adopts the basic framework of ISIC Rev. 4 with some

modification to local context• Jointly developed by SDOS, RSUs, and stakeholders

in other ministries and government agencies• Revised every 5 years

• Update to SSIC 2015 is in progress

Adoption of SSIC 2010 in EDB-RSU

• Annual survey • Conducted based on SSIC 2010 from reference year

2010• All historical data and databases converted to SSIC

2010• Monthly survey and IIP

• SSIC 2010 adopted when IIP was rebased to 2011 in early-2012

• Backcast historical IIP series based on SSIC 2010 to maintain consistent historical series

Commercial Establishment Information System (CEIS)

• Maintained by SDOS• Each establishment is identified by a Unique Entity

Number (UEN)• Single number used for interaction with all government

agencies

• Registration records of Accounting and Corporate Regulatory Authority (ACRA)

• In charge of registration of companies and businesses in Singapore

• Survey of Establishments• Quarterly survey conducted by SDOS to collect basic

information from newly registered establishments• Establishment surveys

• Information obtained through the conduct of industry surveys are conveyed to SDOS

Annual Census of Manufacturing Activities

Objective• Collect detailed, comprehensive data to compile key aggregates

on performance of manufacturing industry

Scope & Coverage• All manufacturing establishments under Section C of SSIC 2010

Enumeration Unit• ‘Establishment’ - a business or organisation unit engaged in one

activity and operating in a single location

Sample Size• About 5000 establishments

• Sampling Frame

• All ‘live’ establishments in the manufacturing industries in the CEIS

• Sampling Method

• All foreign manufacturing establishments are surveyed with certainty

• Local manufacturing establishments with 20 workers or more are surveyed with certainty

• Local manufacturing establishments with less than 20 workers are surveyed on a sample basis, using stratified random sampling by industry and employment size

• 2 types of questionnaire are used:• Form ST covers

• Establishments with foreign capital• Establishments with 20 workers or more

• Form SI covers local establishments with less than 20 workers

• To monitor performance of manufacturing industry on timely basis

Scope & Coverage• All manufacturing establishments under Section C of

SSIC 2010

Enumeration Unit• ‘Establishment’

Sample Size• About 1,200 establishments accounting for

• 94% of manufacturing output• 89% of value added• 68% of employment

Sample Selection

• Industry divisions at SSIC 2-digit level and industries at 5-digit level were selected based on their contribution to the total value added of manufacturing industry

• Commodities (products and industrial services) were selected based on their contribution to the total output in the respective industries

• Establishments were selected based on the size of their contribution to the total output of selected commodities

Conduct of Survey

•Internet survey mode increases efficiency of data processing

•Data enters database directly; no need to scan forms or carry out manual data entry

•Encourage companies to use internet survey mode

Non-Response & Imputation

• Response rates are high, but problem of non-response still exists

• To increase response rates•MMA form collects only key items•Simplified CMA form for smaller establishments•Staff proactively encourage establishments to

respond and are on-hand to provide assistance
