The Basics
• CARA (Mandatory) Defined (17.02.1)• Countable athletically related activities include any
required activity with an athletics purpose, involving student-athletes and at the direction of, or supervised by, any member or members of an institution's coaching staff (including strength and conditioning coaches) and must be counted within the weekly and daily limitations under Bylaws 17.1.6.1 and 17.1.6.2. Administrative activities (e.g., academic meetings, compliance meetings) shall not be considered as countable athletically related activities. [See Bylaw 17.1.6.2.6.1 for further information regarding the exception for summer workouts in fall championship sports (including golf and tennis, for those institutions that conduct the championship segment during the fall).]

Voluntary Athletically Related Activities• In order for any athletically related activity to be
considered "voluntary," all of the following conditions must be met: (Adopted: 1/12/04 effective 8/1/04, Revised: 5/13/11)• (a) The student-athlete must not be required to report
back to a coach or other athletics department staff member (e.g., strength coach, trainer, manager) any information related to the activity. In addition, no athletics department staff member who observes the activity (e.g., strength coach, trainer, manager) may report back to the student-athlete's coach any information related to the activity;

• Voluntary Athletically Related Activities (17.02.16)• In order for any athletically related activity to be considered
"voluntary," all of the following conditions must be met: (Adopted: 1/12/04 effective 8/1/04, Revised: 5/13/11)• (b) The activity must be initiated and requested solely by the
student-athlete. Neither the institution nor any athletics department staff member may require the student-athlete to participate in the activity at any time. However, it is permissible for an athletics department staff member to provide information to student-athletes related to available opportunities for participating in voluntary activities (e.g., times when the strength and conditioning coach will be on duty in the weight room or on the track). In addition, for students who have initiated a request to engage in voluntary activities, the institution or an athletics department staff member may assign specific times for student-athletes to use institutional facilities for such purposes and inform the student-athletes of the time in advance;

• (d) The student-athlete may not be subjected to penalty if he or she elects not to participate in the activity. In addition, neither the institution nor any athletics department staff member may provide recognition or incentives (e.g., awards) to a student-athlete based on his or her attendance or performance in the activity.

• Pre-season• For sports that have the ability to begin practicing before
school starts (i.e., men’s cross country, women’s cross country, football, women’s soccer, volleyball), weekly CARA limitations/mandatory day off rules do not apply until school begins (17.1.6.3.5)
• However, these sports do have separate restrictions laid out in the sport-specific legislation as to the types of CARA that occur each day, and the length of rest between CARA periods that must occur, in the period before classes begin (If you have questions about these restrictions, please check with Compliance)
• Once school begins or the first regular season contest occurs (whichever is first…typically when school begins), then the transition into traditional hourly/weekly CARA limitations begins

• In-Season• Maximum of four hours per day/20 hours per week
of mandatory CARA, with at least one day off of CARA per week (17.1.6.1)
• Each program is permitted to define its own “week” period (i.e., does not necessarily have to be Sunday-Saturday, but does need to remain consistent throughout the remainder of that segment; 17.1.6.3.3)
• Travel days can count as the mandatory day off in a week, as long as no CARA takes place on that day (17.1.6.4.1)
• In theory, it is possible to have 12 consecutive days of CARA

three hours for CARA tracking, regardless of how long the competition actually goes on for (17.1.6.3.2)

• All CARA, or even voluntary athletically-related activities, are prohibited the remainder of the day following the completion of a competition (Bylaw 17.1.6.3.2.2)• This includes mandatory watching of “game film” in locker

off that officially appear on the institution’s academic calendar
• Therefore, unless a Saturday or Sunday is officially stated as an institutional vacation day, those weekend days are not technically considered to be vacation days in the eyes of the NCAA
• One exception to this concept is during a week in which there are no classes at all (i.e., Spring Mid-Term Break), the weekend days wrapped around that break can essentially be considered as vacation days
• Likewise, the mandatory day off is not required during full weeks without classes during the academic year (i.e., between semesters)

• In-Season Post-Season Concepts• Once the regular season competition schedule is
completed, your program immediately shifts into “post-season” mode• If you are still active with conference and/or NCAA post-
season competition, you will not be required to have one mandatory day off per week (17.1.6.4)
• The 20-hour weekly mandatory CARA limit also is not enforced during a post-season run; however, please still track CARA during this time
• If your program has been eliminated from a conference tournament, but is still under consideration for NCAA post-season selection, you may continue with mandatory CARA until the NCAA field is announced. (And obviously, if program is selected, you can continue with CARA)

• End Of Season• Once your season is officially completed, either
through being eliminated in conference/NCAA competition or not qualifying in the first place, your program enters a 14-day CARA-prohibited period• The one exception is you are permitted to still have
year-end meetings with your student-athletes during this time frame
• Following the 14-day CARA-prohibited period, if applicable, you are permitted to move to your “8/2” out-of-season segment
• Football is the one sport that does not have this rule; those student-athletes can move immediately into the “8/2” out-of-season segment

• Out-Of-Season• During the time of year when you are not in either your
officially-declared Championship or Non-Championship segments, your program falls in the “8/2” out-of-season regulations• Student-athletes in sports other than football can spend a
maximum of eight hours a week on weight training, conditioning, team activities and/or skill instruction, with a maximum of two hours a week on team activities and/or skill instruction (effective 2015-16)
• Football student-athletes can spend a maximum of eight hours a week on weight training, conditioning and review of game film, with a maximum of two hours a week on review of game film
• All Student-athletes must have at least two days off from mandatory CARA per week during this time
• For non-Fall Championship sports, mandatory CARA is not permitted to begin until the fourth day of class in the Fall Semester

Winter Break
• Out-Of-Season Sports• From the time between the beginning of Study Week
until the beginning of the Spring Semester, all mandatory CARA is prohibited (possible exception of a day or two earlier for baseball and softball)

Summer Workouts
Summer Workouts
• Beginning 6/1/15, the Fall Championship sports are permitted to have Summer Workouts conducted by institutional strength & conditioning personnel, provided such workouts are voluntary and conducted at the request of the student-athlete• All other sports can only have Summer
Workouts monitored by institutional strength & conditioning personnel• These workouts are permitted to last through
the end of our institution’s Summer Vacation period (8/12/15)

• All student-athletes must be cleared by the ATR before taking part in these Summer Workouts
• The Strength & Conditioning personnel involved must have worked with multiple institutional teams during the previous academic year in order to conduct or monitor Summer Workouts• S&C personnel can work with teams in the summer
that they did not work with during the school year
• There are no daily or weekly limitations• Coaches are not permitted to be present for
these workouts, and cannot receive updates on the progress of their student-athletes from these workouts

• With Academic Calendar beginning one week later than usual (8/24/15), there will be some changes to CARA opportunities from what programs are used to:• Football
• Per NSIC, first permissible practice day is 21 days before the first permissible contest date (8/13/15)
• Five-day Acclimatization Period policies (17.9.2.2) remain in effect• First two days helmets only• Days three and four helmets and shoulder pads only• Days five and beyond full pads• This is for each individual SA; if a player starts late, he still
needs to do his own personal five-day acclimatization period• Additional limitations about three hour recovery period breaks
between sessions remains in effect
