Councilmember Joey Manahan November 2015 Monthly Report Holiday Travel Lane Closure Restriction The Director of the Department of Transporta- tion Services has informed our office with a list of dates and City streets that will be affected by the “Annual Holiday Travel Lane Closure” re- striction. There will be no travel lane closures for all City streets on November 27, 2015, the day after Thanksgiving. There will also be no travel lane closes from December 11, 2015 to January 1, 2016 on the following streets: Honolulu School Street from Likelike Highway to Liliha Street Dillingham Boulevard from North King Street to Kohou Street Alakawa Street from Dillingham Boulevard to Nimitz Highway Celebrating Filipino-American History Month In commemoration and recognition of Octo- ber Filipino-American History Month , the Honolulu City Council in partnership with Philippine Consulate of Honolulu, Filipino- American Historical Society of Hawaii, and Hawaii’s Filipino organizations honored and had a presentation ceremony of the Jose Rizal statute. The event took place on October 16, 2015 at the Philippine Consulate. Kalihi Waena Graffiti Clean-Up Event On Saturday October 10, 2015, Councilmember Joey Manahan, his staff and the Farrington High School’s Leo Club gathered to do a graffiti clean-up and paint out at: Kalihi Waena Neighborhood Park; Richard Lane’s bridge; and N. King Street and Gulick Avenue business facil- ities. Thank you to the Kalihi Youth Gang Violence Task Force for initiating the graffiti clean-up. And also thank you to Weed and Seed and the Honolulu Communi- ty Policing Team for supporting this event. Legislative Updates: Resolution 15-295 – Resolution urging the administration to imme- diately fund and implement services and permanent housing solutions for homeless individuals and families. The Committee on Budget passed this Resolution on October 21, 2015 for adoption and the City Council on Wednesday, November 4, 2015. Resolution 15-282 – Resolution requesting the City Administration to consider the use of Ambu-Buses to provide mobile health ser- vices to the homeless. The Committee on Public Health, Safety and Welfare passed this Resolution on October 21, 2015 for adoption and the City Council on Wednesday, November 4, 2015. Resolution 15-281, CD1 – Resolution requesting the City Auditor to conduct a performance audit of the City’s Section 8 Tenant- Based Assistance Program. The Committee on Public Health, Safety and Welfare passed this Resolution on October 21, 2015 for adoption and the City Council on Wednesday, November 4, 2015. Resolution 15-271, CD1 – Resolution urging the City Administra- tion to give high priority to infrastructure projects in Transit- Oriented Development Zones. The Committee on Zoning and Planning passed this Resolution on October 21, 2015 for adoption and the City Council on Wednesday, November 4, 2015. Resolution 15-268 CD1, FD1 – Resolution requesting the City Ad- ministration, after consultations with the Urban Rest Stop program and local hygiene service providers, to report to the Council on the feasibility of establishing hygiene centers in the Mapuna- puna area for homeless persons and undertaking a pilot pro- gram to operate such a center.
