1. GENERAL MANAGER
1.1 Questions with Notice
At the Council meeting held on 9 December the following questions were asked. Set out below are the responses: New Years Eve Fireworks Question: Would Council please bring a report on New Year’s Eve expenditure including safety practice by neighbouring Councils and strategies to recoup clean up and management costs? Response: Council does not provide a fireworks display for New Years Eve, however we do manage the waste removal and traffic management associated with the influx of people to the area to view the Harbour Fire Works. This year we will be undertaking an events review in line with our CSP – focus on community this will include looking at opportunities to minimise cost to council and the impact on the local community. A report will brought back to council before June 2020. Heritage Report – 10 Cowell Street Question: In Ordinary meeting held on 9 December 2019, a speaker to Item 3.1 – Release of Confidential Business Papers, Mr Russell Young, sought the release of the Heritage Report related to the recommended Heritage Listing of No. 10 Cowell Street prior to its sale to MOCH Pty Ltd in 2012. Can Council ensure that this report is provided to Mr Young as per the passed motion as soon as possible? Response: As per council policy release, Mr Young has been notified that a formal GIPA is required to ensure Council undertakes the appropriate consultation with third parties that is required by the NSW GIPA Act 2009.

4. DEVELOPMENT AND REGULATORY SERVICES
4.1 E-Planning Update
As detailed in the Councillor Bulletin in late 2019 from 2 January 2020 applicants have been lodging their development applications online through the NSW Planning Portal meaning they no longer need to attend Council’s offices. The initiative has been well received with staff receiving positive feedback from applicants about the new process. Prospective applicants are also being told of the changes in Council’s Preliminary Consultation Meetings which occur prior to an application being lodged. This initiative is providing improved customer service as applications can be lodged 24/7, they save time in processing and also help reduce the use of paper. For more information on ePlanning go to: https://www.planningportal.nsw.gov.au/eplanning-program.
