2 CITY OF RYDE - PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde, provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for quotation) or exceeding $150k inc GST (Request for Tenders).

Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 LOCAL GOVERNMENT AMENDMENT (COUNCILLOR MISCONDUCT AND POOR PERFORMANCE) BILL 2015

Councillors are advised that on 16 September the Minister for Local Government introduced the Local Government Amendment (Councillor Misconduct and Poor Performance) Bill 2015 into Parliament. It is expected to be debated when Parliament resumes in mid-October.

The Bill changes the processes relating to performance improvement orders and suspensions of councils and provides for Councillors who have been suspended for misconduct three times to be disqualified from holding office for five years.

The Bill also amends the definition of misconduct to add:

“an act or omission of the Councillor intended by the Councillor to prevent the proper or effective functioning of the Council or a Committee of the Council”.

For example; the misconduct might include preventing a Council from making a decision by deliberately leaving a meeting to deprive it of a quorum or misusing rescission motions to prevent Councils from revisiting a matter for an extended period. This will enable appropriate disciplinary action to be taken against the Councillor.

Provisions relating to voting on planning matters where a Councillor has a pecuniary interest are also changed.

6 NSW YOUTH COUNCIL CONFERENCE 2015

From 11- 13 September 2015, four members of the Ryde Youth Council and the Community Projects Officer for Young People attended the NSW Youth Council Conference.

The event was attended by youth councils and Youth Development Officers (or equivalent) from 33 different councils across NSW. In total there were over 200 delegates. The objective of the event was to facilitate interaction and provide sharing and learning opportunities to the young councillors in a well facilitated setting.

The conference opened on Friday, 11 September with a keynote address from a young lady named Jessica Thomas. Jessica is a former member of the Eurobodalla Youth Committee and has spent the last two years cycling across Europe; she is currently planning a cycle expedition to go around the world.

Canterbury and Bankstown youth council’s presented their current projects involving young people. The whole group was taken to Mogo Zoo for some icebreaking activities, dinner and short films from the Propeller group showing examples of community projects from across the country.

Saturday opened with Anne Gallagher AO, who is an internationally recognised expert on human trafficking. Anne spoke about her work developing ways of preventing trafficking, protecting victims and prosecuting traffickers.

This was followed by a Q&A panel with The Honourable Dr Peter Hendy, Federal Member for Eden-Monaro, The Honourable Andrew Constance, State member for Bega and Minister for Transport and Infrastructure, and Councillor Lindsay Brown, Mayor of Eurobodalla Shire Council. The political panel was asked a variety of questions around diverse topics including changing the HSC, youth unemployment, defunded youth programs, etc.

There was a workshop hosted by Youth Action called ‘Define Your Project’ where young people got the chance to start working on project ideas, inspired by some of the presentations they had seen. There was another Q&A panel focussing on club grants, communications and media, and a final speech before the conference broke. Delegates then had the opportunity to attend Eurobodalla’s ‘Groove In The Shire’ event.

On Sunday morning, there was a follow up session from Youth Action called ‘Your Project Reality’ where young people started to put together practical ideas to get their projects working.

This was followed by City of Ryde Youth Council and Albury Youth Council pitching to host the 2017 NSW Youth Council Conference. A Link to the RYC pitch can be found here:

There was a consultation by the Youth Action Consultation Network and then the winning host for 2017 was announced.

In a close run competition, City of Ryde won with a vote of 78 to 76 and will be hosting this prestigious event in two years’ time.

A report to Council with supporting documentation and a presentation from the Youth Council will be made later this year in support of hosting this event.

7 TENNYSON PARK DINGHY RACKS - Construction Scheduled

As resolved at the Works and Community Committee meeting on Tuesday, 4 August 2015, construction of the dinghy racks in Tennyson Park has been scheduled to commence in early October.

In preparation for the racks, a temporary facility has been provided for dinghy owners to store their dinghies within the park, (refer ATTACHED plan identifying the facility location).

Local residents were letter box dropped to inform them of the temporary facility and the imminent works.

Dinghy owners were notified by email and a letter regarding the temporary and new racks and encouraged to apply for their use, once the racks have been installed. After 30 October 2015, Council will be issuing impounding notices to all dinghies that do not have approval and are not stored correctly. Both correspondences were sent on Wednesday, 16 September 2015.

Construction of the racks is scheduled to commence on Tuesday, 6 October 2015 and will take approximately two days. The temporary facility will be removed by early November.

The design for the seawall is progressing and will be delivered as a separate project. A further update will be provided to Council, when more information becomes available.

8 "RACISM.IT STOPS WITH ME" TEDX EVENT ACTIVITIES

The City of Ryde, through its 2013/14 Community Grants program, funded the Salvation Army an amount of $3,500 to make a short anti-racism video. The video “Unified Ryde”, explores the Ryde community’s experiences of racism and positive responses to racism in the City of Ryde. The “Racism. It stops with me” campaign slogan is the call to action of the video. The “Unified Ryde” video is a product of a partnership between the Salvation Army, Macquarie University and the City of Ryde, made possible through Macquarie University’s Professional and Community Engagement (PACE) program. PACE students from disciplines including film, social science, psychology and marketing video participated in professional and community engagement for academic credit and vocational experience. A short cut of the “Unified Ryde” video has just been completed in time to be screened at the TEDx Macquarie University’s innovative ideas event this Saturday on 26 September 2015. City of Ryde staff will engage with TEDx participants throughout the day in a number of “Racism. It stops with me” activation activities to promote City of Ryde’s campaign partnerships with the community and Macquarie University. A launch of the completed “Unified Ryde” video is being planned for late 2015. Contact:
