The government must engage in an honest conversation about where the government and community stand today; what challenges they face; where each needs to be tomorrow; and why it is important for both to achieve that vision.

Once the government and communities arrive to a mutual consensus around these questions, they can develop a strategic plan outlining the specific actions to achieve their goals.
