Purpose• To provide the Contractor with the

knowledge and skill to reduce the risks associated with Short Service Employees.

• At the end of this presentation you will be able to: – Explain the definition of a Short Service

Employee (SSE).– Reduce the risks associated with SSE’s. – Explain how risk and exposure changes

with the experience of the employee.– List the components of a successful

SSE program.– Align SSE program requirements.

The 3-Hs of a SSE

• Short Service Employees will typically: – Be aggressive with desire to do a good job. – Discount the need for experience or skills. – Not recognize all the hazards.– Discount the consequences when a hazard

is recognized. – Lack understanding of the

safety culture.

Definitions

• SSE Definition – An individual who has been employed by a contractor or subcontractor for less than six months or has been in a like job by contractor for less than six months.

• SSE crew makeup requirements:– Single person "crew" cannot be a SSE.– 2-4 person crews can have only one SSE

per crew.– 5-or-more-person crews shall not exceed

20% SSEs.

Components of a Successful

SSE Program – Pre-siteCONTROL Controlled entry of SSEs into

the work place.

NOTIFICATION 24 hr. Prior notification of SSEs to Team Leader

TRAINING Training skills identified (i.e. progression).

ORIENTATION Industry (SafeGulf), Contractor Specific (Contractor Orientation) and site-specific (On the facility).

SSE Program – On-siteIDENTIFICATION Hi-Vis Orange Hard Hat

WORK ROLES Clearly defined.

MENTORSHIP A mentor can only be assigned one SSE per crew.

MONITORING Based on performance, the SSE may be retained in – the SSE program.
