QUESTIONS:
1. Addendum #3 wants us to list an Electrician on the Bid Documentation. The project doesn't
call for electrical....just some conduit.
The existing light pole in the parking lot was slated to be relocated in the previous
parking layout, and Parks may elect to install additional light poles as a part of this
project.
2. Are you expecting import topsoil or are we using existing materials to line the ditches?
No additional top soils need to be imported to the site. The existing ditches need to be
regraded to provide positive flow.

3. Is the new shading at parking lot #3 used to denote the limits of parking lot 3?
The hatching within parking lot #3 depicts the limit of the parking lot and it provides
the pertinent information to bid Alternate 2. See the enclosed plansheets C-101 and
C-102 for your use.
4. If Alternate 1 is chosen do you still want the ditch work near the Service Road completed?
Yes, the regrading of the ditch needs to occur even if Alternate 1 is not selected.
5. What is the top of ditch elevation?
See the enclosed plansheets C-101 and C-102 for your use.
6. How wide is the bottom of the ditch?
The bottom of the ditch can be 1-foot wide, and it should not be any wider than 2-
foot.
7. Is the spoils material to be left on site as shown on sheet ES-101 or is spoil material to be
removed from the site?
The spoil material can be transported to other locations within Holts Landing State
Park.
8. Plan page states “NOT FOR CONSTRUCTION”. Do we bid using the information on this
addendum 4 plan page?
See the enclosed plansheets C-101 and C-102 for your use.

REVIEW AND OR APPROVAL OF THE SEDIMENT AND STORMWATER MANAGEMENT STANDARD PLAN SHALL NOTRELIEVE THE CONTRACTOR FROM HIS OR HER RESPONSIBILITIES FOR COMPLIANCE WITH THE REQUIREMENTS OFTHE DELAWARE SEDIMENT AND STORMWATER REGULATIONS, NOR SHALL IT RELIEVE THE CONTRACTOR FROMERRORS OR OMISSIONS IN THE APPROVED PLAN.

8. IT SHALL BE THE SOLE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN AND REPAIR ALL EROSION, SEDIMENTCONTROL DURING SITE CONSTRUCTION.
9. ALL SEDIMENT AND STORMWATER MANAGEMENT PLANS SHALL CONTAIN CERTIFICATION BY THE OWNER ORDEVELOPER OF THE RIGHT OF THE DEPARTMENT OR DELEGATED INSPECTION AGENCY TO CONDUCT ON-SITEINSPECTIONS.
10. THE SIGNED OWNER'S CERTIFICATION IS ON SHEET C-100.
11. POST CONSTRUCTION VERIFICATION DOCUMENTS ARE TO BE SUBMITTED TO DNREC SEDIMENT ANDSTORMWATER PROGRAM WITHIN 60-DAYS OF THE STORMWATER MANAGEMENT FACILITY COMPLETION.
12. APPROVAL OF A SEDIMENT AND STORMWATER PLAN DOES NOT GRANT OR IMPLY A RIGHT TO DISCHARGESTORMWATER RUNOFF. THE OWNER/DEVELOPER IS RESPONSIBLE FOR ACQUIRING ANY AND ALL AGREEMENTS,EASEMENTS, ETC. NECESSARY TO COMPLY WITH STATE DRAINAGE AND OTHER APPLICABLE LAWS.
13. THE NOTICE OF INTENT FOR STORM WATER DISCHARGES ASSOCIATED WITH CONSTRUCTION ACTIVITY UNDER ANPDES GENERAL PERMIT FOR THIS PROJECT IS #________. AT ANY TIME THE OWNERSHIP FOR THIS PROJECTCHANGES, A TRANSFER OF AUTHORIZATION OR A CO-PERMITTEE APPLICATION MUST BE SUBMITTED TO DNREC.THE PERMITTEE OF RECORD SHALL NOT BE RELIEVED OF THEIR RESPONSIBILITIES UNTIL A NOTICE OFTERMINATION HAS BEEN PROCESSED BY DNREC.
14.15. THE OWNER SHALL BE FAMILIAR WITH AND COMPLY WITH ALL ASPECTS OF THE NPDES CONSTRUCTION GENERAL
PERMIT ASSOCIATED WITH THE PROJECT, INCLUDING, BUT NOT LIMITED TO, PERFORMING WEEKLY SITEINSPECTIONS DURING CONSTRUCTION AND AFTER RAIN EVENTS, AND MAINTAINING WRITTEN LOGS OF THESEINSPECTIONS.
16. ALL SEDIMENT AND EROSION CONTROL MEASURES SHALL REMAIN IN PLACE UNTIL FINAL STABILIZATION ISESTABLISHED.
17. ALL AREAS NOT COVERED BY PAVEMENT WILL BE SEEDED USING PERMANENT SEED MIXTURE #7 AS SHOWN ONSHEET ES-102.
18. UPON COMPLETION OF STOCKPILING TOPSOIL, SEED AND MULCH USING TEMPORARY SEED MIXTURESPECIFICATIONS IF TO REMAIN IN PLACE LONGER THAN 14 DAYS.
19. PERMANENT STABILIZATION: SEED MIX #7 SHALL BE UTILIZED AND SHALL BE INSTALLED IN ACCORDANCE WITH STANDARD DETAIL 3.4.3 AND
3.4.5 ON SHEET ES-102.
20. TEMPORARY STABILIZATION: SEED MIX # 5 SHALL BE UTILIZED AND SHALL BE INSTALLED IN ACCORDANCE WITH STANDARD DETAIL 3.4.3 AND
3.4.5 ON SHEET ES-102.
21. IF TEMPORARY STABILIZATION IS REQUESTED, PERMANENT SEEDING SHALL BE PERFORMED DURING THE NEXTAPPLICABLE PERIOD PER PARAGRAPH 15 ABOVE.
22. ALL FILL SLOPE AREAS SHOWN HEREON ARE TO BE STABILIZED PER PARAGRAPHS 16 OR 17 ABOVE IMMEDIATELYAFTER COMPLETION OF GRADING OPERATIONS FOR THESE SLOPES.

24. TEMPORARY VEGETATIVE COVER, MULCHING AND/OR SPRINKLING WITH WATER SHALL BE THE METHODS USED ASNECESSARY TO CONTROL DUST. SEE DETAIL 3.4.8 ON SHEET ES-102.
25. EROSION CONTROL MATTING IS REQUIRED IN ALL OPEN CHANNELS AND ON ALL SLOPES 3:1 OR GREATER.STABILIZATION MATTING SHALL BE NORTH AMERICAN GREEN SC150BN OR DNREC TYPE SSM-III.
26. A CERTIFIED CONSTRUCTION REVIEWER (CCR), PROVIDED BY THE CONTRACTOR, MAY BE REQUIRED TO REVIEWTHE EROSION AND SEDIMENT CONTROL AND STORMWATER MANAGEMENT WORK FOR THIS PROJECT.
27. AT ANY TIME A DEWATERING OPERATION IS USED, IT SHALL BE PREVIOUSLY APPROVED BY THE AGENCYCONSTRUCTION SITE REVIEWER FOR A NON-EROSIVE POINT OF DISCHARGE, AND A DEWATERING PERMIT SHALLBE APPROVED BY THE DNREC WELL PERMITTING BRANCH.
28. THE OWNER SHALL BE FAMILIAR WITH AND COMPLY WITH ALL ASPECTS OF THE NPDES CONSTRUCTION GENERALPERMIT ASSOCIATED WITH THE PROJECT, INCLUDING, BUT NOT LIMITED TO, PERFORMING WEEKLY SITEINSPECTIONS DURING CONSTRUCTION AND AFTER RAIN EVENTS, AND MAINTAINING WRITTEN LOGS OF THESEINSPECTIONS.
29. BEFORE ANY EARTHWORK OR EXCAVATION TAKES PLACE, THE CONTRACTOR SHALL CALL MISS UTILITY AT 811 OR1.800.282.8555 AT LEAST 48 HOURS PRIOR TO CONSTRUCTION, TO HAVE ALL EXISTING UTILITIES MARKED ONSITE.
30. THE CONTRACTOR SHALL AT ALL TIMES PROTECT AGAINST SEDIMENT OR DEBRIS LADEN RUNOFF OR WIND FROMLEAVING THE SITE. PERIMETER CONTROLS SHALL BE CHECKED DAILY AND ADJUSTED AND/OR REPAIRED TOFULLY CONTAIN AND CONTROL SEDIMENT FROM LEAVING THE SITE. ACCUMULATED SEDIMENT SHALL BEREMOVED WHEN IT HAS REACHED HALF OF THE EFFECTIVE CAPACITY OF THE CONTROL. IN ADDITION, THECONTRACTOR MAY NEED TO ADJUST OR ALTER MEASURES IN TIMES OF ADVERSE WEATHER CONDITIONS, OR ASDIRECTED BY THE AGENCY CONSTRUCTION SITE REVIEWER.
31. THE CONTRACTOR SHALL PROVIDE SEDIMENT CONTROL MEASURES TO PROTECT STOCKPILE AREAS ANDSTORAGE AREAS. ALL AREAS USED BY THE CONTRACTOR FOR STAGING OPERATIONS SHALL BE FULLY RESTOREDBY THE CONTRACTOR UPON COMPLETION OF THE PROJECT. IF THE STAGING AREA IS PAVED, IT SHALL BERESTORED TO ITS ORIGINAL CONDITION. IF THE STAGING AREA IS UNPAVED, IT SHALL BE RE-GRADED, TOPSOILED,SEEDED AND MULCHED TO THE SATISFACTION OF THE ENGINEER. ALL COSTS ASSOCIATED WITH RESTORATIONOF THE STAGING AREA SHALL BE AT THE CONTRACTOR'S EXPENSE. IF THE ENGINEER DETERMINES THAT ASATISFACTORY STAND OF GRASS DOES NOT EXIST AT THE TIME OF FINAL INSPECTION, ALL COSTS ASSOCIATEDWITH RE-ESTABLISHING A SATISFACTORY STAND OF GRASS SHALL BE AT THE CONTRACTOR'S EXPENSE.
32. EQUIPMENT AND/OR STOCKPILE MATERIAL SHALL NOT BE STORED IN THE DRIPLINE AREA OF ANY TREE.
33. BEST AVAILABLE TECHNOLOGY (BAT) SHALL BE EMPLOYED TO MANAGE TURBID DISCHARGES IN ACCORDANCEWITH REQUIREMENTS OF 7. DEL C. CH 60, REGULATIONS GOVERNING THE CONTROL OF WATER POLLUTION,SECTION 9.1.02, KNOWN AS SPECIAL CONDITIONS FOR STORMWATER DISCHARGES ASSOCIATED WITHCONSTRUCTION ACTIVITIES, AND DEPARTMENT POLICIES, PROCEDURES, AND GUIDANCE.
34. DOCUMENTATION OF SOIL TESTING AND MATERIALS USED FOR TEMPORARY OR PERMANENT STABILIZATIONINCLUDING BUT NOT LIMITED TO SOIL TEST RESULTS, SEED TAGS, SOIL AMENDMENT TAGS, ETC. SHALL BEPROVIDED TO THE DEPARTMENT OR DELEGATED AGENCY TO VERIFY THAT THE PERMANENT OR TEMPORARYSTABILIZATION HAS BEEN COMPLETED IN ACCORDANCE WITH THE APPROVED PLAN. THE DEPARTMENT ORDELEGATED AGENCY MAY REQUIRE ADDITIONAL SOIL TESTING AND REAPPLICATION OF PERMANENT ORTEMPORARY STABILIZATION IN ACCORDANCE WITH SPECIFICATIONS PROVIDED IN THE DELAWARE EROSION ANDSEDIMENT CONTROL HANDBOOK, OR ALTERNATIVE MEASURES THAT PROVIDE FUNCTIONAL EQUIVALENCY.

3. ALL PERIMETER CONTROLS ARE TO BE REVIEWED BY THE DNREC DIVISION OF WATERSHED STEWARDSHIP SEDIMENT AND STORMWATERPROGRAM SITE INSPECTOR AND APPROVED PRIOR TO PROCEEDING WITH FURTHER SITE DISTURBANCE OR CONSTRUCTION.
4. THE CONTRACTOR SHALL AT ALL TIMES PROTECT AGAINST SEDIMENT OR DEBRIS LADEN RUNOFF OR WIND FROM LEAVING THE SITE.PERIMETER CONTROLS SHOULD BE CHECKED DAILY AND ADJUSTED AND/OR REPAIRED TO FULLY CONTAIN AND CONTROLSEDIMENTATION ON THE SITE. ACCUMULATED SEDIMENT SHALL BE REMOVED WHEN IT HAS REACHED HALF OF THE EFFECTIVECAPACITY OF THE CONTROL. IN ADDITION, THE CONTRACTOR MAY NEED TO ADJUST OR REPAIR MEASURES IN TIMES OF ADVERSEWEATHER CONDITIONS, OR AS DIRECTED BY THE DNREC DIVISION OF WATERSHED STEWARDSHIP SEDIMENT AND STORMWATERPROGRAM SITE INSPECTOR.
5. CLEAR AND GRUB ALL AREAS NECESSARY FOR THE INSTALLATION OF PERIMETER CONTROLS.
6. INSTALL PERIMETER SILT FENCE AND STABILIZED CONSTRUCTION ENTRANCES.
7. ESTABLISH TEMPORARY STOCKPILE.
8. REMOVE CONCRETE PARKING BUMPERS TO INCLUDE ANY NECESSARY CLEARING AND GRUBBING.
9. BEGIN ROAD GRADING AND GENERAL GRADING OF SITE.
10. CONSTRUCT PROPOSED DRAINAGE SWALE AND RE-GRADE EXISTING SWALES?
11. CONSTRUCT PARKING LOT.
12. BEGIN PAVEMENT MILLING & CONSTRUCTION OF PARKING AREAS AND RE-ALIGNED PEDESTRIAN TRAIL, FINE GRADE PAVED AREAS ANDINSTALL AGGREGATE BASE COURSE.
13. BOAT RAMP TO REMAIN OPEN DURING CONSTRUCTION OF PROPOSED PARKING LOT. CONTRACTOR TO PROVIDE UNIMPEDED ACCESS ATALL TIMES.
14. STABILIZE ALL DISTURBED AREAS IN ACCORDANCE WITH THE EROSION AND SEDIMENT CONTROL NOTES.
15. INSTALL STRIPING
16. FINE GRADING, REDISTRIBUTE TOPSOIL AND STABILIZE WITH PERMANENT SEEDING. INSTALL SIGNS AND OTHER DECORATIONS.
17. INSPECT PAVED AREAS FOR SEDIMENT BEFORE INSTALLING FINAL PAVING SURFACE.
18. EROSION AND SEDIMENT CONTROL DEVICES SHOULD BE REMOVED ONLY AFTER WORK IN AN AREA HAS BEEN COMPLETED ANDSTABILIZED, WITH WRITTEN APPROVAL FROM THE AGENCY CONSTRUCTION SITE REVIEWER.
19. CONTACT THE DNREC DIVISION OF WATERSHED STEWARDSHIP SEDIMENT AND STORMWATER PROGRAM FOR PROJECT CLOSE-OUT.
20. THE TERMINATION OF THE CONSTRUCTION GENERAL PERMIT WILL REQUIRE SUBMISSION AND ACCEPTANCE OF THE POSTCONSTRUCTION VERIFICATION DOCUMENTS, INCLUDING FINAL STABILIZATION THROUGHOUT THE SITE, ALL ELEMENTS OF THE SEDIMENTAND STORMWATER MANAGEMENT PLAN IMPLEMENTED, AND ACCEPTANCE OF THE FINAL OPERATION AND MAINTENANCE PLAN.
21. FILE NOTICE OF TERMINATION FOR NPDES PERMIT WITH THE DNREC DIVISION OF WATERSHED STEWARDSHIP SEDIMENT ANDSTORMWATER PROGRAM.
