Atkins North America, Inc., was founded in Miami in 1960 to provide civil engineering and master planning services for Miami Lakes, one of Florida’s original master planned communities and one of the New Urbanism movement’s early shining stars. Since that time, our south Florida offerings have expanded to include a variety of disciplines.

Firm profileAtkins is a leading provider of A-E consulting services, including engineering, planning and urban design, landscape architecture, and architecture. Established more than 50 years ago, Atkins has 2,800 employees and 70 offices nationwide, of which more than 200 staff are located in south Florida.

Our clients represent a mix of both the public and private sectors and include counties and municipalities; state departments of transportation; land developers; airports; power utilities; toll road agencies; contractors; and other regional, state, and federal agencies. We aim to be a single-source solution for clients through the provision of world-class technology and personal service on all of our projects, large or small.

City of North Miami Beach experience Atkins has almost 30 years of experience successfully working with the City of North Miami Beach. We are a registered ven-dor with the City and are currently completing task orders to carry out work on Mishcon Park. As demonstrated in our recent work for the City, Atkins is adept in obtaining grants and man-aging grant-funded projects to ensure compliance, as well as in expediting permitting with local, state, and federal entities.

Three of our team members - Kristin Caborn, CPRE, FCP; Harry Belton, RLA; and Victor Herrera, PE - are currently working with the City on the completion of Mishcon Park. Their previous and current experience working with the City and its staff gives the team a better understanding of how to meet the City’s needs.

Atkins is one of Florida’s leading public works, parks, utilities, and buildings designers for public entities. Our south Florida experience includes extensive work in Miami-Dade County and various municipalities and clients including the Cities of Miami, Miami Beach, Miami Springs, North Miami, and Doral; Miami-Dade County Public Schools, Miami Dade College, and Florida Department of Transportation (FDOT). We also assisted these organizations with planning and implementing CIPs and under-standing each organization’s budget and financial restraints.

In-house architecture servicesAtkins offers comprehensive in-house architecture, interior design, and related engineering services to the public and private sectors for commercial, educational, transportation, military, and other governmental structures. The design ability, technical expertise, and commitment of the architecture group enable Atkins to serve clients effectively.

Atkins’ architectural team is dedicated to achieving “design excellence” by integrating the “art” of architecture with a project’s functional components. This is achieved by encouraging client participation throughout the project, from conceptual design and programming to computer scheduling, budgeting, and construction administration.

Interior design team members specialize in corporate space planning and design, programming, contract documentation, and contract administration. Their objective is to create a functional and aesthetically pleasing work environment for clients and their employees. Recognizing the ever-changing office environment, Atkins staff members provide each client with a spectrum of design solutions that offer flexibility for future growth.

Our mechanical and electrical engineers develop creative, efficient, and cost-effective systems to meet the technological and functional needs of clients through several different methods, including computerized engineering programs and energy analyses. In-house landscape architecture servicesThe practice of landscape architecture appears at various points in the planning/design process, the analysis and planning phases. One of the most visible applications is that of finish grading and contouring, coordinated planting, lighting, signage, materials, and furnishings. Building orientation, pedestrian linkages, plazas, and site details are also under the landscape architect’s purviews. Careful attention to all levels of detail ensures that the entire project has a “finished” look.

The Atkins team is enhanced by the addition of a subcontractor to assist with as-needed engineering services for the City of North Miami Beach.

CES Consultants, Inc. (CES) is a full-service engineering firm founded in 2001. The firm is minority-owned and provides professional engineering services to municipal and private sector clients. Since the firm’s inception, CES personnel have been involved in some

of the largest infrastructure improvement projects in Florida. Its professional staff has more than 100 years of combined experience in civil engineering, water and wastewater design, roadway, grading and drainage design, program management, construction management, project control, cost control, estimating, structural engineering, mechanical and electrical engineering, construction engineering, inspection services, permitting services, QA/QC, material and lab testing services, primavera (P3e) scheduling, and owner representation.

CES is authorized by the Florida Department of Business and Professional Regulation to offer professional engineering and construction services throughout the state of Florida and holds Minority and Small Business certifications from the following agencies:

• Miami-Dade County (CBE, CSBE, DBE, and MICRO/SBE)

• South Florida Water Management District (SBE)

• Florida Department of Transportation (DBE)

• Florida Statewide and Interlocal Certification

• U.S. Small Business Administration (SBA) – 8(a) Program

CES was awarded the Small Business Commerce Association’s (SBCA) Best of Business Award in the Engineering Services category. The company consists of a team of approximately 50 professionals who have worked together on a variety of successful projects, amassing a consistent and proven record of excellent performance. Not only does CES bring clients’ plans to life, but it also exceeds their expectations along the way. In the public arena, the firm provides ongoing municipal engineering and construction services for many communities and agencies: Miami-Dade County, Miami-Dade County Water and Sewer Department, Miami-Dade County Public Works Department, City of Miramar, City of Homestead, City of Opa-Locka, City of Ft. Lauderdale, South Florida Water Management District, Broward County Housing Authority, and City of Jacksonville.

The professional qualifications of our key staff related to the solicitation criteria are provided in Section E of this SF330. The following pages contain a summarization of our team’s skills that will assist the City of North Miami Beach in completing as-needed architecture-engineering services.

Principal-in-charge. Humberto Alonso Jr., AIA, has 31 years of experience including senior management positions with the South Florida Water Management District (SFWMD) and the School Board of Broward County. His background includes the planning, design, and construction of capital projects for public clients, as well as commercial and office development projects for the private sector. Formerly, as Director of Service Centers for SFWMD, Mr. Alonso oversaw nine service divisions serving 16 counties, with a staff of more than 120 and more than 270 local and cooperative projects.

In his current position as vice president/business development director with Atkins, Mr. Alonso leads the firm’s business development, public involvement, and advocacy activities in south Florida. He is responsible for developing/maintaining public and private client relationships and making sure the firm’s client commitments are met, including multi-service staffing assignments and coordination. He serves as principal-in-charge for large/strategic client contracts to ensure service delivery and client satisfaction. He leads the firm’s strategic planning and market activities in the region and leads the development and implementation of the firm’s community involvement strategy/activities, including The Atkins Foundation charitable support activities in south Florida.

Project manager and architecture. Larry Levis, AIA, is an award-winning architect, urban designer, and waterfront planner. His 27-year career has spanned a wide variety of project types including community centers, mixed-use projects, libraries, places of worship, higher education facilities, concert halls, and cruise passenger and ferry terminals. He has also led numerous institutions and public entities in transportation-related and culturally significant projects. He has served as the lead professional for projects in the United States, Canada, Mexico, the Caribbean, France, and Southeast Asia. He has designed state-of-the-art cruise passenger and ferry terminals for ports and state and national government entities on four continents. He is a frequent speaker at international conferences such as Seatrade, American Association of Port Authorities, and the International Association of Cities and Ports.

Quality assurance/quality control. Gary Wingo, RA, LEED AP BD+C, has 19 years of intensive and sophisticated design, planning, and expert architectural detailing experience, with an in-depth understanding of multiple building types across a broad spectrum of design sectors including education, medical, hospitality, office, federal, military, and surface transit. He is particularly adept at BIM/4D database-driven modeling (Revit) and employs rapid techniques real-time during conceptual design charrettes to streamline the decision-making process integrating programming, functional alternatives, sustainability, value engineering, and cost-effective solutions across all design disciplines. Mr. Wingo consistently demonstrates an effective combination of intuitiveness, enthusiasm, and commitment to provide superlative designs for each client and aesthetic excellence on each project.

Civil engineering. Victor Herrera, PE, is a civil engineer with specialized professional competence in parking lots, grading, earthwork, and drainage design, as well as experience in plans processing for permit approval, water and sewer design, geotechnical investigation evaluation, and interpretation of soil borings and recommendations. Mr. Herrera’s experience as a staff extension with municipalities and the State of Florida provides him with the ability to clearly understand the issues from the clients’ perspectives.

Bernardo Bieler, PE, works for CES as a professional engineer in the areas of civil engineering, transportation, geotechnical engineering, and project management. His years of professional experience in transportation allows him to provide a unique insight in the development of projects, and he has actively been involved in the geometric design of major and minor highways, following local and federal standards. He is very familiar with the geotechnical exploration process and with data interpretation for civil engineering and transportation projects.

Structural engineering. Douglas Ramirez, PE, has experience in engineering, including the structural design of a wide variety of projects as well as field experience in performing assessments on hurricane damaged structures. He has worked on a variety of projects that have been designed with structural steel, cast-in-place concrete, precast and prestressed concrete, composites, masonry, and wood. He has also assisted with the renovation of the Land’s End Resort at Captiva Island, Florida, after the resort was heavily damaged during a hurricane. As a structural engineer, Mr. Ramirez works with all disciplines to develop the optimum structural design to meet the owner’s criteria. Once the structural systems are defined, he heads the effort to develop all structural calculations, working drawings, and specifications, while coordinating with other disciplines. Other responsibilities include performing site visits and writing reports outlining solutions to structural problems and assessing structural conditions at various sites.

Landscape architecture. Harry Belton, RLA, has been a practicing landscape architect for 31 years in the south Florida area. During this time, he has been responsible for providing a wide range of landscape architecture services on a variety of projects. This experience includes commercial development of retail space, offices, and hotels; urban renewal projects; gov-ernment facilities design; transit projects; streetscape designs; and highway landscape, as well as the layout and design of parks and recreational facilities, coastal and waterside parks, landfill conversions, and greenway and trail systems.

Building inspection support. Herminio Gonzalez, PE, CBO, has 16 years of experience working in code compliance for Miami-Dade County. He was recently the director of code compliance for the County. He has a vast understanding of the services required to complete inspection services and plan reviews. In addition to his Florida professional engineer’s license, he is also licensed as a building code administrator, plans examiner, and standard inspector, and he holds a master’s degree in construction management. During his 32 years in the construction industry, Mr. Gonzalez has been a developer and general contractor (director of construction and management for a contractor) with experience constructing large vertical and horizontal projects in south Florida.

Geotechnical and materials testing. Alex Montenegro, PE, has 22 years of professional experience providing geotechnical engineering and materials testing and inspection services. These services include field inspection, materials testing, and engineering analysis in geotechnical exploration programs for a variety of engineering projects. The studies and analyses performed have included evaluation of bearing capacity and settlement for different types of shallow and deep foundation systems; offshore/onshore oil well structures, marine docks, and telecommunication towers up to 400 feet; industrial, commercial, and residential developments; evaluation of embankments, retaining walls, and sheet piling systems; slope stability analysis of embankments; static dam analysis; evaluation of auger cast piles and static load tests; and evaluation of different subsurface improvement programs such as the application of vibro-compaction techniques, dynamic compaction, preloading, and compaction grouting.

Electrical engineering. Pedro Trevin, PE, LEED AP, serves as a principal technical professional and electrical engineer with Atkins’ A-E mechanical, electrical, and plumbing (MEP) group. He has 42 years of experience providing electrical engineering services for roadway lighting, office buildings, schools, hospitals, dormitories, parking garages, theaters, and detention facilities. He has also performed electrical engineering for parks and recreational facilities, airports, marinas, wastewater treatment plants and pump stations, solid waste facilities, apartment buildings, military facilities, port terminals, food markets, department/retail stores, shopping centers, rapid transit facilities, toll facilities, movable bridges, building recertifications, value engineering, due diligence reports (field inspection of existing buildings), and parking lot lighting. He has frequently served as electrical project manager on assignments from state and local agencies and is knowledgeable about the diverse regulations governing design on such projects.

Mechanical engineering. Pelayo Calante, PE, LEED AP, has 28 years of extensive experience in the fields of mechanical, electrical, plumbing, civil and environmental engineering; quality control; and design and project management. His varied career includes work as a mechanical engineer, nuclear engineer, civil engineer, and environmental engineer. He has extensive knowledge of Florida Building codes and other design codes including the National Fire Protection Association; American Society of Heating, Refrigerating, and Air Conditioning Engineers; and American Society of Mechanical Engineers. As group manager with Atkins, Mr. Calante is responsible for the management and/or production of MEP-related projects.

Parks and recreation. Kristin Caborn, CPRE, FCP, has 15 years of extensive parks and recreation management and planning experience involving managing several multimillion-dollar parks and recreation projects and providing master plan implementation and phasing plans services for public sector clients. Ms. Caborn thoroughly understands the municipal park planning process through her experience as the Parks and Recreation Director for the City of St. Cloud, Florida, where she was actively involved in all aspects of park planning, including extensive public involvement and facilitation. Ms. Caborn also brings experience with Crime Prevention through Environ-mental Design strategies to this project and will be beneficial should elements such as natural surveillance, territorial rein-forcement, and natural access control be required.

By using BIM for all disciplines and effectively managing the team of consultants, Mr. Levis distilled a difficult challenge with an elegant solution. Atkins provided full master planning services, architectural design services, landscape architecture, civil engineering, and ecological services for the development of a new tennis center and café on behalf of the City of North Miami Beach. The main goal for redevelopment of the Snyder Tennis Center was to

increase public visibility, improve the spatial organization of the tennis center complex, and enhance the overall public park experience. The Snyder Park Tennis Center features a strong entrance that acts as a focal point for the composition, and is positioned to embrace the plaza area. An integrated ramp design is emblematic of the project’s accessibility to all residents and guests.

The master plan called for a new 7,500-sf clubhouse/retail building set closer to Dixie Highway for heightened curb appeal and exposure. The clubhouse includes a pro shop, wellness center, café restaurant, retail space, locker facilities, office area, and outdoor dining/terraces. The layout of the tennis courts created a strong connectivity between all courts and the clubhouse.

Twelve resurfaced clay courts and seven new hard courts complete the core of the tennis center complex. There are two tournament courts, one for each surface type, placed at prominent locations near the clubhouse and at the intersection of two main pedestrian circulation spines. Spectator viewing was provided by covered stadium seating for both courts and an arbor-covered terrace adjacent to the clubhouse. The café/restaurant opens to the exterior covered terraces and offers views towards the adjacent competitive tennis courts.

Completing the master plan is an expanded parking lot, two racquetball courts with a tennis hitting wall, a playground, sand volleyball court, shade pavilions, walking paths through the mature canopy of the Daniel D. Diefenbach Bicentennial Park, and a large open lawn area to accommodate outdoor events in conjunction with tournaments and/or the adjacent historic Spanish Monastery.

The City sought to create a contemporary statement echoing the MiMo (Miami Modern) style of the 1950s and 1960s; Atkins' design achieved this goal through the use of slender columns, walls of glass, bold geometries, and a neutral palette of metals and stucco underscore the modernist approach. The ample glazing provides a visual connection to the monastery.

Sustainable passive features include deep overhangs, a green roof, high-performance glazing and daylighting. Active features such as high-efficiency HVAC systems, low-flow faucets, and rainwater harvesting for irrigation will contribute to the financial, social, and environmental capital of the City.

To aid in the park’s security, the understory growth was thinned out and invasive material removed to open up views, provide visible walking trails, and eliminate dark and densely vegetated areas. This, along with lighting and perimeter fencing greatly increases the level of safety and security for the tennis center. The parking lot design preserves the mature oaks, adds additional shade trees, increases parking capacity, and includes parking lot lighting to enhance the security of the space. The addition of the shade trees, accent palms and a sufficient buffer along the rail corridor on the east of the site was the final touch on the successful redevelopment of the Snyder Tennis Center.

Atkins also provided cost estimating at the master plan level to support the City’s effort regarding budgetary and funding issues.

• Pompano Operations Center, Broward County, FL. This project included the conversion of an abandoned service station at the Pompano Plaza to the site for a Florida’s Turnpike Operations Center. Extensive site remediation (consisting of contaminated soil removal and asbestos removal) was required at the service station. The proposed Pompano Operations Center was designed as a two-story building, with associated sitework consisting of parking area and on/off plaza ramps. Separate estimates and construction schedules were prepared for the site remediation, the building, and the sitework. The work was divided into three separate contracts. This project for the City of Miami Beach involved the total renovation of an open-air park pavilion to an enclosed, conditioned space. The building now serves a variety of functions, including an after-school care program, summer programs and day camps, and community events such as movie-in-the-park functions and picnics. The park is open daily to the neighboring community.

The pavilion was developed using building information modeling (BIM), which enabled the client to have a clear picture of the construction process. Atkins is developing a new design and providing construction administration services for the South Pointe Park Pier. This project consists of demolition of the existing +10,000-sf fishing pier and installation of a new pier supported by more than 60 reinforced concrete piles with the footprint of the non-serviceable pier. The existing pier is in poor structural condition and is currently closed to the public. The pier’s superstructure will be replaced within a similar footprint, while also improving the aesthetic appearance and user experience in a manner that is complementary to the current South Pointe Park identity. Construction is anticipated to start in the fall of 2012.

In addition to being an over-the-water structure, the project has several unique design constraints. The project sits within a highly visible, narrow navigation channel used for international shipping lines and cruise ships. All coastal maritime and navigation requirements will need to be satisfied before and during construction activities. Because of the physical location, Atkins must also properly engineer the project to anticipate limited, water-based construction access.

The project site has multilayered jurisdictional land and water rights between the city, state, and federal government. All land and water rights will require updates and will be secured prior to construction. The project is further affected by complex environmental conditions, including threatened species protection. Atkins is overseeing the permitting efforts with multiple agencies, and all permits will be secured and the conditions monitored to successfully complete the project with minimal environmental impact.

A true demonstration of Atkins’ in-house expertise, our structural engineers, landscape architects, and architects based out of the Fort Lauderdale and Miami offices coordinated the design.

Atkins is providing architectural-engineering services for the design of a new, 10,300-sf facility for the Department of Alternative Transportation Modes (ATM). The proposed Collier Area Transit (CAT) Intermodal Transfer Station is geared toward enhanced mobility and connectivity in an

effort to reduce vehicle trips within the county and improve the existing level of services standards on many county roads. The facility will be centrally located within the county and will serve as a hub for a variety of modes of transportation for residents and visitors alike. The station will facilitate efficient transfer between transportation modes including pedestrians, bicycles, vehicles and the County bus system, as well promote the county’s initiative to provide clean, safe, and affordable transportation to its citizens.

The CAT Intermodal Transfer Station will be an in-fill facility with modern, high quality amenities and level of service at the existing Collier County government center courthouse annex parking garage. Architectural features of this project will include a passenger platform, passenger waiting areas, restrooms, customer service and ticketing, driver’s lounge, staff restrooms, administrative offices and storage, benches and trash receptacles, and an information kiosk.

The site design for this facility will provide a busway with turn around, six saw tooth configured bus berths, retention pond enlargement/modifications, and relocation of existing underground infrastructure. Landscaping around the entire site effectively addresses the edges of pedestrian walks along the project site and areas immediately adjacent to the passenger platform. The landscape architecture design added plants and tree density that appreciably soften the hard visual edges of the busway, parking garage, and buses to passengers and the surrounding community and provide additional shade for pedestrians as they make their way to the new station.

The building will be designed to comply with ASHRAE 90.1-2007 and reduce the energy consumption by at least 10 percent as compared to a building that simply meets code. Strategies to reduce energy consumption include increased insulation, high-performance low-emissivity glazing, and high-efficiency heating and cooling equipment. This design will reduce the amount of energy used for interior lighting and occupancy sensors will be included throughout the building to further reduce lighting power consumption. All appliances included in the project will be ENERGY STAR® rated whenever applicable. This facility will be the first Leadership in Energy & Environmental Design (LEED) certified project for Collier County government; the current goal is gold level.

The site selection component of this project was an integral part of the site planning exercise conducted by the project team. Several project site and site plan alternatives within the project parcel were reviewed and given consideration in the areas of the overall building program, alignment with LEED certification goals, impacts to existing underground infrastructure and retention pond, stormwater management complications that were overall government complex-related, and offsite access for the bus traffic and operations. Permits secured for this project involved the following agencies: South Florida Water Management District, Florida Department of Environmental Protection, Agency, Florida Department of Transportation, and Collier County.

Atkins provided A-E services for the design-build development of a $35.7 million Tactical Equipment Maintenance Facility (TEMF)

complex at Fort Benning, GA. Atkins completed this work under a design-build MATOC with the USACE Savannah District.

The TEMF complex includes a total of eight buildings: one large TEMF (78,700 gsf), one medium TEMF (35,300 gsf), and six additional support facilities (13,000-gsf compact item repair shop, 4,200-gsf engine and transmission testing facility, 24,500-gsf paint and prep shop, 1,700-gsf bead blast facility, JP8 fuel dispensing facilities, and several petroleum, oil, and lubricant [POL] and Hazmat buildings). Each TEMF contains several vehicle maintenance bays to service Abrams tanks and Bradley fighting vehicles. The TEMF administrative areas are located on the second level and include administrative and shop areas, training rooms, storage, secure communications rooms, bench repair areas, weapons vaults, and fluid storage areas.

Atkins' scope of the work included architecture and interior design; civil structural, mechanical, electrical, and plumbing engineering; LEED (Silver rating) documentation; and limited construction phase services. Atkins' site design included pollution control and erosion control design, grading, stormwater systems, and all wet and dry utilities, to include water and wastewater systems, fire protection lines, and connections for natural gas, electric, and communications systems.

Design and construction documents, developed with MicroStation V8 XM in conjunction with Bentley BIM software, were provided in three separate packages: Package A -- civil and site development, Package B -- foundations and building shell as well as underground MEP Package C -- balance of design, inclusive of interiors and LEED. Throughout the project, Atkins designers created and updated Bentley BIM models of the project site infrastructure and facilities. Working with the contractor, these models were integrated into a consolidated model that facilitated detailed constructability analyses. The integrated model enabled the team to review the model and identify and resolve spatial clashes and conflicts between the different design disciplines early in the process when such issues were easy to resolve. As subcontractors were brought on board, shop drawing design details were integrated with the architectural and structural models. In addition to helping the contractor and its subcontractors to better visualize the requirements, the updated BIMs facilitated communication between design and construction team members.

All facilities were designed to provide a 25-year useful life prior to requiring renovations, as well as a 50-year building replacement life. As a value-added feature, site infrastructure and related site improvements in support of the repair shop mission were designed to provide the minimum 50-year maintenance and repair life cycle industry standard. Additionally, the designs conform to appropriate antiterrorism/force protection (AT/FP), life safety, evacuation, and egress requirements. Materials were selected based on best initial value, durability, economy, availability, constructability, and compatibility with adjacent structures. The selected materials, textures, and colors are consistent with the Fort Benning Installation Design Guide (IDG) and are appropriate to the facility, regional climate, architectural context, and location on the post.

Atkins' leadership/management of sustainable design to attain LEED compliance involved design that incorporated low-impact development strategies, aggressive stormwater management, specification of low-flow fixtures, and use of local building materials, recycling, natural lighting, and ventilation. Atkins' mechanical design incorporated sustainable and energy-efficient elements such as an insulated building envelope that exceeds code and American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE) requirements. Atkins' design is registered in the LEED online system and on track to attain LEED Silver certification for the project.

Atkins has been providing the City of Homestead with general engineering consultant services for the past five years. Services being provided include architectural; mechanical, electrical, and structural engineering; landscape architecture; and interior design for remodeling/renovation projects on an as-needed basis. Task assignments included design of monument signage, planning and concept design for a new city shooting range, and design of a fire fighting training facility.

New City Hall Cost Estimating and Constructability Review Support Services. Atkins provided cost estimating and constructability review services for the City’s new city hall facility. The new facility is a three-story, 79,580-sf structure, housing the city’s administrative and operations offices, and organized around an emergency operations center that is designed to withstand Category 5 hurricanes.

Homestead Welcome Signs. Atkins provided A-E services related to the design and construction documents for welcome signs. These signs were placed in four designated entry points into the city. The team completed topographic surveys to ascertain certain details that may impede or improve the area for each signs placement. Civil engineering services included a conceptual site design to determine if irrigation and lighting was required for each sign. Members of the team focused on the architectural aspects including each signs design and general construction methods. Each sign was placed at its agreed upon location within the scheduled budget and time.

Police Station AC. This project included the evaluation of four technical specifications and air conditioner replacements at two facilities inclusive of equipment lifetime expectancy.

Mechanical Assessment. Atkins provided the City with a detailed scope of work to assess the replacement/repair of an air conditioning unit for one of the City’s buildings. The team member was able to expedite the process to allow the City to make all repairs in a timely manner.

Design Services to Repair Roof at Police Headquarters. The Atkins team is providing engineering review and design services to repair the roof at the police headquarters. Atkins will complete the project in two phases. The first phase includes the evaluation of the existing roof to determine the needed repairs. The second phase includes design and construction administration. Upon the completion of the roof repair, Atkins will perform a substantial inspection and participate in a post construction conference.

Atkins provided professional design services to the Grand Turk Cruise Center--a new, one-story welcome center facility--located on a 30,000-square-foot site. While capturing the spirit and history of the island, the design sought to reinvigorate its historic center. In addition, Atkins provided professional services for design and construction documents for shell-only buildings, except for a full build-out of the public restrooms, including HVAC. The team designed a fully operational water storage cistern, coordinated the rerouting of an existing overhead power service line to underground, provided complete electrical design for the common areas, calculated

electrical and HVAC loads including transformer sizing and metering, and provided adequate space for initial and future mechanical equipment.

A local architect and local civil engineer were subcontracted to perform quality control, sign/seal of permit documents, and site/civil design services. The project was developed in four phases: conceptual design with renderings; design development documents for local government planning review; construction documents and bidding support services; and construction administration.

During the project, Atkins provided ongoing value engineering services. By selecting alternative materials and finishes, reducing the size of water systems, and streamlining artistic features, Atkins was able to maintain the integrity of the design while providing the owner with significant cost savings.

Atkins provided complete architectural and engineering design services, as well as cost estimating, civil engineering, and surveying, from programming through construction support, for the Miami Culinary Institute. A model of sustainability and urban stewardship, the eight-story building is seeking LEED Gold-certification and incorporates six

cooking/teaching labs, a television studio/demonstration lab, and a full-service restaurant on the top floor. Other spaces include a café, classrooms, and administrative offices. As a modestly scaled yet iconic infill building, this project embodies a new paradigm of urban development and architecture.

At contract award, the programmed project was a straightforward classroom building, made unique by its siting on a nar-row, mid-block 50 ft x 90 ft parcel surrounded by 3- and 4-story classroom buildings and within 3 feet of Miami’s Metro-mover elevated transit rail system. During the schematic phase, the college asked if the programmed building, site, and budget could accommodate the requirements of a culinary school. Atkins confirmed that the request was achievable within an 8-story envelope but would require approximately double the budget: $450/sf versus $225/sf. Upon MDC approval Atkins’ architects and engineers began planning the challenging interface between the building structure and the required circulation and ventilation for the 6 teaching labs and commercial kitchen, encompassing 16 separate hoods on 5 levels.

CES is working with FDOT on a massive, $1.4 billion multi-year infrastructure project and has assigned a certified CTQP Inspector to sample Portland Cement Concrete at the site during placement of the site’s structural concrete. The inspector is making concrete cylinders for compressive strength testing and performing plastic properties tests that include water cement ratio and temperature. During the placement of Class I concrete, the CTQP certified inspector will check the water cement ratio of the mix delivered at the frequency specified by the FDOT 2007 Standard Specifications for Road and Bridge Construction (FDOT Specification).

We are also currently providing a CTQP Earthwork Level I certified inspector to perform in-place density tests with a nuclear gauge (ASTM D-2922) on compacted soils, as well as to collect soil samples needed for laboratory testing.

Additionally, CES is providing asphalt paving inspection services according to FDOT Standards. Our field representative confirms the temperature of the material and the placement of all layers, also preparing all documentation related to these activities. Finally, the field representative monitors current field conditions and operates in compliance with a safe working environment.

The complexities of a general contract are different, but equally challenging. Instead of one large project with many moving parts, there are many small projects—each with their own challenges. The same attention to detail is required.

Mastering civic architecture. Mr. Levis’ expertise melds civic architecture and urban design. He is highly qualifi ed to help the City establish a vision and further its architectural identity. He will work with staff, urban planners, and others to revitalize a streetscape, public open space, or other civic buildings scaled appropriately for the City of North Miami Beach. Mr. Levis will defer to Ms. Caborn for parks related tasks and to Mr Herrera for civil engineering projects, all the while maintaining project oversight and direction. As our QA/QC coordinator, Mr. Wingo’s experience throughout the United States is similarly focused on creating civic architecture, particularly through transit components including parking garages and mixed use structures. Mr. Levis’ work for the village of Pinecrest and Miami Dade Public Library System refl ects his ability to blend multiple stakeholder priorities in a single community center design. He created a complex that embodies the spirit and architectural language of the village. Likewise, through site planning with the library, he was able to design a civic space that has become the focal point for the community of Pinecrest. He relishes the opportunity to do the same for the City of North Miami Beach.

Assignment of appropriate support staff. The success of any project is determined by the members of the team. To be successful, the City and Atkins must collaborate as a team. Our project managers select each team member based on past project performance, technical expertise, and working relationships with peers. After reviewing the type of assignments the City is likely to need, Mr. Levis has identifi ed key staff members who will be able to excel. Atkins’ success

in south Florida is a direct result of our ability to assign appropriate staff to address each of our client’s specialized needs.

With a very limited staff, the Division of Engineering and Architectural Services alone provides overall project management for the construction of approximately 200 designated engineering and architectural projects and tasks annually. The Atkins team will provide the City with its extensive resources and expertise on an as-needed basis for a wide range of disciplines. This flexibility allows Atkins to provide assistance during emergency conditions, or simply when a signature project is absorbing your in-house experts.

Communication and coordination. Our proposed team works together daily. Our professionals are adept at working with one another in order to address a problem in a timely manner and maximize the use of our technical resources.

Monitoring of services provided. As project manager, Mr. Levis will be responsible for making sure that services provided are accurate and meet the City’s needs. He will monitor all projects from beginning to end and maintain contact with the entire team, which includes the City and Atkins’ professionals. Our proposed QA/QC manager, Gary Wingo, AIA, serves as Atkins’ Orlando urban design leader. Although he is a just a day’s notice away from the site, his location in another offi ce helps him perform this QA function impartially. The Atkins project team is locally staffed and well qualifi ed to provide all required services outlined in the request for qualifi cations.

QA/QC. Atkins believes that quality service can only be provided to our clients if we have QC measures in place for all deliverables. To ensure this important step, Atkins develops a QA/QC plan tailored for each assignment. The major objectives of our QA/QC plan are to provide senior-level technical guidance throughout the project, eliminate redundant work and miscommunicated efforts, and ensure consistency and accuracy of deliverables that meet the scope of work.

At each milestone and/or project deliverable point, the work produced undergoes a standard, fi ve-step QC review process prior to completion and/or release. The work product and supporting documentation are gathered and delivered to the QC reviewer from the developing lead technical professional (LTP). The QC reviewer completes a review by indicating both items verifi ed and those that may require correction or further clarifi cation.

The QC reviewer then returns the documents to the LTP. The LTP reviews the QC comments with the design and management team and indicates concurrence by a red checkmark. If there is a difference of opinion, resolution is reached through the use of another qualifi ed technical resource. The agreed-upon adjustments are made to the document by the design team, and a clean, revised document is sent back to the QC reviewer. The QC reviewer checks the

revised document and verifi es with a green checkmark that the appropriate changes were made.

The fi nal step is QA, performed by the designated QA/QC manager, verifying that the fi ve-step process was appropriately performed and authorizing the release of the work product.

Atkins understands the importance of maintaining the project schedule on all assignments that may be given through this contract. Our fi rm’s successful history is integrally tied to meeting schedules. Our staff will work with the project controls group to assist in developing a cost estimate and project schedule for the design and implementation of all assignments. Our project controls group has maintained successful results when engaged by our clients by performing the following steps:

• Begin with a clearly defi ned program and problem statement.

• Involve decision makers.• Schedule weekly meetings with clearly defi ned agendas

and action items. Include the cost consultant/contractor early on to establish and confi rm budgets.

• Establish and adhere to project milestones.• Provide adequate time for review and design response to

review.

Our team will work with the City to identify a detailed schedule. Once the scope and tasks are approved by the owner, a comprehensive scheduling work session will be conducted to provide all participants with a clear understanding of schedule requirements, responsibilities, and interface commitments. The schedule will be developed and analyzed to identify all participants in the planning process, defi ne anticipated activities, verify established target dates and milestones, and establish and coordinate activity timeliness and interface requirements.

Job progress and schedules are fi xed agenda items for all progress meetings. During these meetings, the progress of each discipline will be discussed to facilitate coordination, eliminate obstacles, and determine additional resources that may be required. When appropriate, techniques such as look- ahead schedules for the coming week’s activities, summaries of action items and assignments, and recovery schedules may be developed to meet schedule requirements. Ultimately, it is the project manager’s responsibility to maintain the schedule and keep the client informed on project progress.

Atkins believes in a proactive design approach. This means the City of North Miami Beach will be vital members of the development team. Your input is imperative for a successful project. Maintaining the schedule is a team effort; it is not solely driven by the consultant.

Decisions, input, and milestone reviews will be handled in a timely manner. Working together, we can maintain even the most aggressive schedule. For example, Atkins’ South Pointe Park Fishing Pier project required a turnaround on 100-percent design documents within 120 days of issuance of the notice to proceed. A true testament of the in-house capabilities of Atkins, our services have included structural, mechanical, and electrical engineering; civil engineering; architecture design; landscape architecture; and cost estimating. We will also provide construction administration later this year.

Coordination with permitting entities and the public. Atkins’ staff has extensive permitting experience with numerous municipal projects throughout the state including land management, transportation, stormwater management, and utility improvements. Our team is intimately familiar with federal, state, and local permitting regulations and requirements for the various agencies that may have jurisdiction over the assignments issued under this services contract. We have strong relationships and a successful permitting track record with many such agencies including Florida Department of Environmental Protection, Miami-Dade County, Florida Department of Transportation, SFWMD, and U.S. Army Corps of Engineers.

Our team’s experience is unmatched in handling the commu-nity participation and public involvement portion of projects from the early stages of planning through design and con-struction. Atkins offers full-service support inhouse to generate and reproduce all types of graphics, exhibits, presentations, newsletters, video-simulation, modeling, before-and-after photos, website creation and maintenance, news releases, advertisements, and press kits. Our technical management and construction professionals are well-versed in responding to questions from community members and making sure that the entire community is involved in developing the potential range of solutions to be studied for the duration of the project. We can successfully handle these efforts to the degree desired by the City of North Miami Beach.

Atkins pledges in good faith to share the civil engineering work with CES Consultants, Inc., an SBE/WBE firm. In addition, CES will perform all geotechnical and materials testing work. Our goal is to subcontract between 5 and 15 percent of the overall contract value to CES. The exact percentage will depend on the amount of civil engineering, and geotechnical and materials testing work involved. Note that these tasks would be our only means of utilizing CES Consultants.
