A Multi-Agency Collaborative

Why the YES Collaborative came into being:

• Multiple agencies were providing programs for youth.• Services were overlapping (particularly in job development)• Concerned individuals shared a common goal for youth.• Funding changes were occurring in several programs.• Grant sources were stressing collaboration.• Business partners were getting confused by the multiple programs.• Local needs assessment demonstrated youth wanted additional training and

“jobs”.

YES Program: a “real quick” synopsis

•Paid Work Experience:

•in addition to the job-specific skills acquired at the work site, students learn –

•communication skills

•problem solving skills

•conflict resolution skills

WIA Youth Council Strategic Goals

• Act as a convener for all youth programs “Provide the Big Tent.”

• Increase the number of work experience opportunities for all youth



WIB Youth Council Strategic Goals

The WIB YC was a catalyst:• That led to a new partnership between public & private sectors of

our community• That encouraged Humboldt youth organizations to blur lines

between program silo funding.

2006 and 2007 StepUp programs…

• Operated on a shoestring budget

• Some staff worked on volunteer basis

• Had many of the services, materials donated…

…YET very successful matching youth to jobs that fit employer needs.

Memorandum of Agreement

The Youth Council, DHHS Social Services Branch and the

Probation Department have joined together to put the first

dollars in to “institutionalize” the StepUp program throughout the

County.THIS IS HOW IT WILL LOOK:

WIA Request for Proposals

• Youth Council has released an RFP for WIA youth services that includes the StepUp concept.

• RFP intends to serve youth in all regions of County.

• Bidders must respond on how they will coordinate services with StepUp concept.

• RFP requires a dollar-for-dollar match (between WIA dollars and non-WIA dollars)



Digital Pathways-Eureka

• Success of Hoopa Digital Pathways

• Multi-media Apple computer lab being built in Eureka

• 12 out-of-school and 5 in-school youth participating in 180 hour digital video project

• Youth paid incentives for reaching program milestones

• 3 HSU credits (graded)
