BALI
Several souvenir shops allegedly owned by Chinese citizen sparked outrage among
Balinese this month. This was revealed since the Vice Governor, Tjokorda Oka Artha
Ardhana Sukawati raided several shops on 18 October 2018. The shops used electronic
payment system, such as WeChat that directly connects to China and escapes Indonesian
tax. The goods sold in these shops also made in China but labeled as Indonesian, with
misleading stamp that used Indonesian national emblem / logo on the receipt. The
government cooperated with Bali immigration office and police to track down the owner
of the shops and obtain their permit. Some of them who operated without permit will be
closed permanently. The raid was related to the issue of cheap tourism in Bali for
Chinese tourist, as low as Rp. 600.000 (USD 42) for few nights stay in Bali. As it turns
out, the cheap tourism involved these shops because the tourists were forced to buy
souvenirs in their places.

For the first time, the regional government of Buleleng held a meeting on the
construction of North Bali International Airport in Kubutambahan village, Monday, 29
October 2018. Regent Putu Agus Suradnyana also invited the traditional head of villages
of Kubutambahan, Buleleng National Defense Agency (BPN) and Singaraja District
Prosecutor's Office. The closed meeting took 2 hours, with the intent to socialize the
airport project to customary / traditional head of villages since the airport will be

EAST KALIMANTAN
Due to the obligation of the East Kalimantan provincial government to pay for multi
years contract (MYC), the education budget in 2018 Regional Budget needed to be
decreased below 20 percent. The government admitted that MYC drained their budget
with debt of Rp. 450 billion, that has been used for several infrastructure projects
namely the construction of the Samarinda - Balikpapan toll road, Mahakam IV Bridge,
and the road of Samarinda city to Mahakam IV Bridge. In addition, there is the
construction of the Maloy Drinking Water Supply System (SPAM), Kuta Timur, and the
construction of a raw water transmission pipeline network in Sekerat, East Kutai. This
decrease in education budget has taken the attention of the Minister of Home Affairs, he
urged the provincial government to revise the budget immediately.

Two airports were inaugurated on Thursday, 25 October 2018 by the President in East
Kalimantan. These two airports are Aji Pangeran Tumenggung (APT) Pranoto airport in
Samarinda city and Maratua airport in Berau regency. The construction of the Pranoto
APT Airport which costs Rp. 1.8 trillion uses co-financing. Of this amount, Rp. 1.5 trillion
was using the Regional Budget. This is in line with the target of President Joko Widodo
to build infrastructures in Indonesia, as airport will ease the logistic movement and
advance tourism especially in Derawan Islands, Berau regency. The President also plan
to inaugurate other airports in 2019 namely Buntu Kunik airport in Toraja and Ewer in
Papua.

PAPUA
The government has prioritized infrastructure development in Papua and West Papua
provinces, particularly to improve road connectivity. A rapid assessment conducted by
The Asia Foundation in partnership with the Indonesian Institute of Sciences (LIPI),
tried to measure implications of road construction for the Papuans’ well-being. The road
connectivity significantly improves the income of women working in farms and markets,
and led to increase in the ability of the Papuans to buy consumable goods. Moreover, the
people also used land around the road to build houses, which somehow damage the
environment by cutting down trees. According to the assessment, it is more important to
build inter-regency and inter-province road as it will help with the basic service

b. Bilateral Developments
BALI – SOUTH AFRICA
Governor & Vice Governor of Bali received a visit from South African delegation led by
the Minister of Finance of the Cabinet of Western Cape Province, Dr. Ivan Meyer on
Monday, 15 October 2018. The meeting talked about several opportunities for
cooperation that can be developed, such as in the fields of tourism, trade, agriculture,
health and education. On the other hand, Mossel Bay city delegation also had a meeting
with Denpasar city Mayor in connection of signing sister city letter of intent and plan to
cooperate in the field of trade promotion, investment, tourism and agriculture.

BALI – PAKISTAN
Indonesian Ambassador to Pakistan, Iwan Suyudhie Amri led a delegation to visit
Denpasar government office and was received by the Assistant Government and
People’s Welfare, I Made Toya on Sunday, 28 October 2018. The visit was related to the
cooperation in tourism sector. They planned to have a sister city cooperation with
Denpasar by inviting a mayor from Islamabad, Pakistan to Denpasar later.

BALI – RUSSIA
Rossia Airlines of Aeroflot group from Russia inaugurated new flight route from Moscow
to Denpasar on Monday, 29 October 2018. It is hoped that this direct flight can increase
the visits of Russian tourists to Bali. In 2017, tourists from Russia to Indonesia rose by
37 percent from the previous year and expected to continue increase this year. However,
Russia is currently not yet makes its mark in the top 10 foreign tourists visit to Bali.

BALI – CHINA
Plastic House (Rumah Plastik), established in 2016, is a place for collecting and
processing plastic waste in Petandakan village, Buleleng. In 2018, Plastic House able to
process around 500 tons of plastic. They are exporting recycled plastic scrap which can
be processed into other products, to China and other regions. Aside for cooperating with
waste banks around Bali, they also buy plastic waste from the public.

Related to the closure of several souvenir shops allegedly owned by Chinese and conduct
illegal business, Vice Consul of the Consulate General of China in Bali, Mr. Chen Wei said
their country’s government is focusing on protecting the legal rights of tourists and
tourism entrepreneurs. Any proof regarding this case shall be submitted to the
Consulate, so that the license of the involved parties can be revoked.

BALI – MALAYSIA
Vice Governor of Bali held a meeting on Monday, 22 October 2018 with Advisory
Minister (Education) of Malaysian Embassy, Dr. Mior Harris bin Mior Harum to talk
about educational cooperation. This cooperation will ease high school / vocational
students to enter universities in Malaysia.

In October 2018, the import value of Bali Province was recorded at USD 19,407,079. This figure has increased by 0.26 percent compared to the situation in September 2018 (m-to-m) which was recorded at USD 19,357,111. This month's achievement was recorded to have increased
by 88.11 percent compared to the same month the previous year (y-on-y) which reached USD 10,317,129.
The cumulative import of goods from the Province of Bali in the period January - October 2018 was recorded at USD 149,849,898, an increase of 45.76 percent compared to the previous year (y-on-y) which reached USD 102,803,103.
In October 2018, the export value of goods in Bali Province was recorded at USD 53,978,636. This figure has increased by 13.44 percent compared to the export value in September 2018 (m-to-m) which reached USD 47,585,042. Meanwhile, the October 2018 achievements recorded an increase of 13.18 percent from the condition of the same month the previous year (y-on-y) which reached USD 47,692,769.
The cumulative export of goods from the Province of Bali for the period January - October 2018 reached USD 478,027,318, an increase of 7.79 percent compared to the situation in 2017 (y-on-y) which reached USD 443,500,718.

The export value of East Kalimantan Province in October 2018 reached USD 1.71 billion or increased by 16.71 percent compared to September 2018 exports. Meanwhile, compared to October 2017 the export value increased by 4.45 percent.
Cumulatively the export value of East Kalimantan Province from January to October 2018 reached USD 15.24 billion, up 6.07 percent compared to the same period in 2017.

The import value of East Kalimantan Province in October 2018 reached USD 0.50 billion or increased by 37.96 percent compared to September 2018 imports. Meanwhile, compared to October 2017 it increased by 81.93 percent.
Cumulatively the import value of East Kalimantan Province for the period of January-October 2018 reached USD 3.76 billion, up by 49.48 percent compared to the same period in 2017.
The trade balance of East Kalimantan in October 2018 was a surplus of USD 1.22 billion, greater than the surplus in September 2018 of USD 1.11 billion. While cumulatively, the trade balance of East Kalimantan Province for the January-October 2018 period was a surplus of USD 11.48 billion.

The export value of Central Sulawesi during October 2018 was valued at USD 469.48 million, down by USD 41.54 million (8.13 percent) compared to the previous month. This amount is a direct export value through Central Sulawesi which worth USD 461.44 million, and export
value through other provinces which worth USD 8.04 million.
During January-October 2018, the total export value of Central Sulawesi was recorded at USD 4,116.30 million, an increase of USD 1,933.20 million (88.55 percent) compared to the same period last year which was only USD 2,183.10 million. Meanwhile, exports through Central
Sulawesi were valued at USD 4,073.62 million and other provinces valued at USD 42.68 million.
