Synopsis
The Construction Plan for the Thai Binh 2 Thermal Power project is a focusedpresentation of strategic construction execution strategies and practices that areaugmented by a series of Process Plans. These Process Plans, referenced inthis plan, where applicable, detail the execution methodologies for constructiondelivery. Together, the Construction Plan, Project Execution Plan, ProcessPlans detail the methods, systems and strategies to be implemented forsuccessful execution of the project.

1.2 Project Construction Objectives
The following objectives have been set for the construction of this project:
ß To carry out and complete the construction without injuries to workers.
ß To provide a power plant that meets the contract obligations for
performance and quality such that commissioning and performance
testing is performed without major rework and repairs.

ß To provide construction work packages to subcontractors that will
minimize claims for extra work and scope and work area overlap
ß To use constructability reviews of design documents to optimize the
construction process
1.3 EPC Contractor Construction Scope of Work Description
General:
The EPC Contractor’s scope of work shall include Field Engineering,
Procurement of materials, Unloading, Storage and Handling of equipment and
materials, Construction including associated activities and facilities, construction
testing, security services, commissioning and plant startup. The scope
requirements will be met. The following is a scope summary that may not be
inclusive of the total scope.
All materials, tools, equipment, personal protection equipment, temporary
facilities and consumables for construction including cranes, transport and
hauling vehicles, excavators, compactors, graders, earthmovers, storage and
tool trailers, scaffolding and planking, fans and dampers, heaters, ladders,
compressed air manifolds, hoses and compressors, weather protection
enclosures, temporary accommodations for workers, temporary
accommodations for the EPC Contractor’s expatriate and local staff, toilets,
washing facilities, canteen facilities, offices, security fencing, machine tools,
transits, measuring devices and gauges, electrical testing devices, temporary
warehouses, workshops, quality control facilities and equipment, onsite first aid
rooms with associated equipment, temporary electric powered equipment and

generators, elevators, winches, lighting, pumps and hoses/pipes, jacks, chainfalls, come-a-longs, trolleys, lift beams and temporary support structures.
1) Engineering and Testing Services: Site geotechnical investigation and
site survey for topography, bathymetry and marine conditions.
Construction surveying and construction testing for civil and structural
works, non-destructive inspections and testing, alignment of equipment,
vibration monitoring, stack emissions testing, Equipment Supplier
representatives during erection and testing for major equipment and
control systems.

unloading, storage, handling, installation and construction testing of all
paints , coatings and finishes required for the project.
3) Cleaning and Rubbish Disposal:The cleaning of the work areas,
office facilities and general Site cleaning. Establish trash disposal areas
and hazardous waste disposal areas in accordance with Environmental
regulations.
4) Consumables and Office Supplies: Initial fill and supply of de-
mineralized water for boiler hydro test, chemicals, lubrication oils,
greases and other consumable items needed for operation up to the
Provisional Acceptance. Consumables such as stationery for printers,
data recorders, or floppy discs or cassettes for data storage, ink
cartridges etc. shall be supplied for the control room operation up to
Provisional Acceptance.
These following activities apply to items in sections 5 through 18:
Procurement, fabrication or manufacture, inspection, testing as
required and product certification, shipping, unloading, storage,
handling, installation and construction testing activities.

reinforcing steel and concrete, and access ladders.
Structural Steel Work: structural steel and fasteners, column baseplates,
erection of structural steel including fit up and alignment, connections
and bolt tightening, shim steel, temporary support steel erection,
installation of stairs, girts and purlins, ladders and safety gates,
platforms, floor grating, floor and roof decking, checkered plate,
handrails and toe plate, elevated steel silos, hoist beams permanent and
temporary, field welding of steel, and pre-engineered steel buildings.

A Constructability Plan will be developed and implemented for the project. The
Plan will be used to assure construction knowledge and experience is included
in the planning, procurement, design and field construction of the project in
order to meet project objectives.

The constructability review process will be implemented in a two pronged
fashion, one for the power island contract and scope; and the second for the
contracts and scope outside the power island. The reviews will be either
separate or incorporated into ongoing design reviews for the work. The reviews
will be conducted for all work.
3. CONTRACTING STRATEGY
3.1 Contracting the Work
The contracting of the construction work will be performed in accordance with
the Project Procurement Procedure. The construction work contracts will15

consist of multiple construction packages, as described in section 3.2, which
will provide the maximum flexibility for PVC to self-perform the work or
tender the work to potential sub-contractors as a Request for Proposal (RFP)
as described in Section 3.3. It is intended that the scope of work for each
package is within the capabilities of PVC, PVC subsidiaries; other potential
experienced sub-contractors in the market so there is no need to further
subcontract to other suppliers or subcontractors. The decision on the combining
of packages and determining the total number of subcontracts required to
perform all the construction work for the project will be made by PVC based
on knowledge of potential sub-contractor capabilities and the optimal contract
arrangements for the work.
The typical scope of work described in Section 2 will be required of each
subcontractor for their assigned construction packages. It will require each
subcontractor to provide all construction labor and supervision as well as all
equipment, tools, consumables, temporary supports and materials not provided
by PVC. An area for site offices, canteen and laydown /storage will be
coordinated with PEB. Worker facilities such as accommodations, canteen,
sanitary facilities, security, health and safety shall be as directed by PVC and
per the contractual agreement.
The PEB will take responsibility to develop, review and coordinate the
construction package interfaces for all construction contracts awarded by PVC.
The interfaces between the Construction Package scopes of work will be
included in the PVC subcontracts such that the terminal points and tie-in
responsibilities will be fully defined.
3.2 Construction Packages
A list of potential construction packages has been developed to divide the entire
project scope of work into smaller packages that PVC or a potential

3.3 Construction Package RFP
It is intended that each Construction Package will be provided with a
documentation package containing a complete scope list, or definition of scope;
specifications for performing the work; specifications for purchasing equipment
or materials if included in the scope; the design drawings and a bill of materials
listing all materials and components required by the design prepared for the
package. This documentation will be assembled as a request for quotation
(RFP) that will be used by potential subcontractors to provide priced proposals
and then as the documents to specify the work being performed.
Specifications, Bill of Materials and Design Drawings issued by the Power
Island Subcontractor, or by PVC’s Consultants, shall be provided by the PEB
for inclusion in the RFP document. Specifications for work outside the Power
Island will be the standard PVC Specifications developed for the project.
4. MANAGEMENT OF CONSTRUCTION CONTRACTORS AND
SUBCONTRACTORS
4.1 Interface Between PVC and Subcontractors
The following sections refer to procedures to be followed by subcontractors.
4.1.1 Pre Mobilization Information
Prior to site mobilization, the subcontractor shall furnish all information
required by the contract including:

4.1.2 Subcontractor Kick-off/Alignment Meeting

shall be submitted to PVC prior to site mobilization unless agreed otherwise.
The PVC personnel associated with the contract will attend the meeting and
minutes will be issued.
4.1.3 Daily Reports
PVC and Subcontractors will prepare a daily report to provide a day-to-day
record of site activities and to provide a basis for establishing work progress on
any given day. The Daily Report will be used to determine the basis for
schedule related claims or disputes.
The daily Report shall be prepared electronically and shall contain the
following information:

Daily reports will be initialed by all site supervisors and submitted to PVC by

Center.
4.1.4 Construction Photographs
Photographs will be taken by PVC to verify subcontractor workmanship,
progress and approach to the work. The photographs will supplement the daily
reports. Photographs should be taken for significant events and at the minimum
once per week. The photographs should be taken from a consistent location
and should have the date imprinted on the photograph.
Photographs will be taken with a digital camera with a resolution of 10
Megapixels minimum and shall be stored in a JPEG (.jpg) or tiff (.tif) format
with medium level of compression.
All photos will be forwarded to the Project Controls Department for filing and
possible inclusion in the project monthly report.

4.1.5 Subcontractor Coordination Meeting
Subcontractors and PVC site managers will meet every afternoon on a daily
basis to discuss:
ß Safety Issues or Incidents
ß Performed works for the day
ß Planned works
ß Work Permit Planning
ß Areas of Concern
Meeting minutes shall be recorded with action items included. Meeting minutes
shall be issued and filed and action items monitored until closeout.
4.1.6 Subcontractor site Progress Meeting
Subcontractor Progress Meetings will be weekly unless required otherwise.
The Project Lead for the subcontractor work will arrange the meeting with the
subcontractor’s site representative and PVC personnel monitoring the
subcontractor’s work. The meetings purpose shall be to review the safety,
industrial relations, interface with operations if applicable, progress,
engineering, status of commercial issues, construction, material and subcontract
status, and quality issues. Coordination with other subcontractors may also be
discussed.
Meeting minutes shall be recorded including action items with responsibilities
for action or resolution and the date required for closeout. Minutes shall be
issued and filed with subsequent issues to show closeout of action items.
4.1.7 Subcontractor Reporting
Subcontractors shall submit the following reports in a frequency specified by
the contract:

4.1.8 Requests for Information, Technical Queries
A Request for Information form electronic template will be furnished to each
subcontractor for use when there is a technical issue concerning the work. The
request will be answered on site or forwarded to the design engineer
responsible for the particular scope of work. It is expected that most requests
can be responded to in 24 hours; however for more complex issues additional
time may be required.
Requests shall be submitted to the construction office for log in and assignment.
Answers shall be transmitted to the subcontractor. The answered RFI will be
attached to the original RFI and filed together.
4.1.9 Field Instructions
Field Instructions will be provided to subcontractors on a standard form Field
Instructions.doc. Each subcontractor will be assigned a series of numbers
which will be assigned sequentially to Field Instructions provided to the
subcontractor. All Field Instructions issued will be entered into the Field
Instruction Register and placed on the Project website.
Field Instructions will be used when additional work having cost implications is
required rapidly due to a safety or unstable condition. Otherwise the variance
procedure will be followed. All Field Instructions will request a cost estimate
for the work and will be converted into a variance. The Project Manager is
authorized to sign a Field Instruction.
4.2 Interface with Owner
PVC will furnish the Owner with copies of daily reports, weekly progress
reports and monthly progress reports to indicate the progress in construction.
Meetings will be attended as arranged by the Owner.

schedules will be furnished to the Owner on a regular basis.
Turnover and testing is to be performed in accordance with the TB2PP
Coordination Procedure.
Communications between the Owner and PVC subcontractors will be through
PVC. Direct communications between the Owner and PVC subcontractors are
only proper when there is a safety issue or emergency condition.
4.3 Interface with TB2PP Unit 1 in Operation
Once the Unit 1 and common portions of the TB2PP are accepted and
operating by the Owner, PVC will interface with Unit 1 to arrange for access,
work permits, warranty repairs, contracted maintenance and all activities
associated with the operating unit. Tie-in of Unit 2 items to the operating Unit 1
and Common Facilities will be coordinated with the Unit 1 organization. Unit 1
will provide notice of any outages so that plans for tie-ins and other operations
dependent work can be performed. PVC will plan to have a representative
attend the Unit 1 plan of the day meeting and to have a representative at each
Unit 1 shift turnover meeting.
4.4 Interface with TB1PP
The coordination of efforts for the switchyard and the cooling water outlet will
be conducted through the Owner. The Owner will interface with EVN, the
Owner of TB1PP, and arrange for the coordination of work, schedules and
meetings with designers, engineers, contractors and .others working on the
TB1PP.
4.5 Interface with Local Authorities and Population
PVC will obtain the necessary permits, inspections and approvals through the
responsible Local Authorities. The work will be conducted in a manner that the
local population is not inconvenienced or made uncomfortable. Subcontractors
will be advised to work using methods that minimize noise, earth vibrations and
dust. Security will be provided by fences and patrols to keep the local
population from encroaching on the site and temporary facilities. The HSSE
Plan will be the guidance for population interface as a result of the work.

work on site will be controlled by PVC and continuously updated. Each worker
shall be required to display the identification badge provided when present on
site. Access will be provided to the site through:
1) Gates for Pedestrians: There will be dedicated gates for pedestrians
accessed with an identification badge.
2) Gates for vehicles, Cranes: There will be dedicated gates provided for
all types of vehicles, buses or cranes entering the site from the
temporary warehouse area, temporary and material handling jetty
area and from the main site access road.
3) Central Security Office: A Central Security Office will be provided to
maintain the badge system and to make the badges for personnel
permitted site access. All badging will be conducted through this
office.
5.2 Fencing:
A complete fencing of the plant will be provided by PVC for security purpose.
Initially a combination of permanent and temporary fencing will be utilized until
construction activities will permit permanent fencing to be installed around the
entire perimeter. Gates and Guardhouses will be included and installed with the
fencing.

5.3 Temporary storage/Laydown Areas:
Temporary Storage Warehouses will be provided adjacent to the site fence as
indicated on Attachment 8. There will be a climate controlled and a non-
climate controlled warehouse. Equipment and Materials requiring covered and
protected storage will be stored here until turned over to the subcontractor
responsible for installation of the materials and/or equipment.

An inventory system will be maintained to track all materials and equipment in
the warehouse and to schedule all interim maintenance required during storage
for the materials and equipment. Storage maintenance will be recorded and
filed with that item in the inventory system as will the site location for all
materials and equipment.

the project. The onsite and nearby laydown areas will provide for one month of
storage. The shipment of materials and equipment to site will be closely
monitored to assure that the materials required will be shipped to support the
installation schedule. Requests for materials and equipment furnished to the
subcontractors by PVC will be submitted in each week’s progress meeting.
Continuous review of site warehouse and laydown facilities will be made to
know the available space onsite for additional materials and equipment to be
shipped.
5.4 Temporary Offices and Canteen
PVC will provide the dedicated areas indicated on Attachment 1 for the
subcontractors temporary offices. The offices and furniture, supplies, office
equipment, maintenance and cleaning will be provided by the subcontractors.
Plans for temporary offices will be furnished for review by PVC before the
temporary offices are permitted to be installed. Sections 5.5 and 5.6 address
temporary utilities and communications for the site including the temporary
offices.
Each subcontractor is responsible to provide dining areas, food preparation
facilities and water to their workers. PVC is not providing an area for worker
dining so the location will have to be arranged by the subcontractor. There will
be no food permitted onsite to prevent contamination and rodent infestation.
Food related facilities will be operated in accordance with the Project HSSE
Plan at a minimum.
5.5 Vehicles/Parking/Worker Transportation
Vehicle Passes will be issued to all vehicles that enter the site. Only vehicles
required for the work and registered to PVC, the Owner or subcontractors, as
determined by PVC, will be permitted on site. All vehicles will meet the Project
HSSE requirements for inspections, insurance and operators. Vehicle

Passes will need to be renewed every six (6) months. Passes will be displayedin a visible location on each vehicle.
Each subcontractor is responsible for the parking for individual autos,
motorbikes and bicycles of the subcontractor employees. The subcontractor is
solely responsible for the security and upkeep of the parking area. PVC will
review the parking plans before an area is prepared for parking.

working hours and must leave the site until the employees are ready to leave
the site at the end of the shift or workday.
5.6 Utilities- Water, Electricity and Sewage
Water, Electricity Sanitary Facilities onsite will be provided by PVC to the
subcontractors due to the low capacity of the existing site.
5.7 Water
Local filtered water (non-potable) will be furnished through a PVC
constructed facility onsite which will provide a storage capacity of 1000
m³/day. The water system capacity is currently designed to be 495 m³/day.
The water is not acceptable for use in mixing grouts or concretes. Tie in
points will be provided for subcontractor tie-in. Site distribution for
subcontractor use after the tie-in will be furnished by each subcontractor.
See Attachment 3 for the routing of temporary water piping onsite.
5.8 Electricity
Electricity will furnished by PVC to designated locations onsite for tie-in by
subcontractors. The electric power furnished will be 240 Volt, 3 phase, 50
Hz. Distribution of this electric power from the tie-in location to location of
use will be performed by the subcontractors. Each subcontractor is
responsible to install temporary power in accordance with applicable codes,
regulations and Project HSSE Plan requirements. In addition any surge
protection or power conditioning will be the responsibility of each
subcontractor between the tie-in location and point of use.

PVC will make tie in points available for both services ready for subcontractor
connection. The connections are the subcontractor’s responsibility.

5.9 Sanitary Facilities
Sanitary facilities will be provided by each subcontractor for the
subcontractor’s workers onsite. The temporary toilets will be self-contained
and able to be emptied by a vacuum truck. The contents will be disposed of in
accordance with local laws and regulation and the Project HSSE Plan. Worker
urinating or defecating on the site outside of temporary facilities will not be

Permanent Sanitary facilities of the TB2PP facility will be off limits to
subcontractor employees for the duration of the project.
Subcontractors working outside the site boundaries are responsible to provide
the same sanitary facilities for the subcontractor employees. This includes
locations such as the Material Handling Jetties, Ash Pond, Cooling Water Pump
house and Piping and Raw Water System work activities outside the site
perimeter fence..
5.10 IT, Communications, Photographic and Video Devices
PVC will not provide any hardware, software or materials for Internet and
telephone communications to subcontractors. Each Subcontractor will be
responsible to provide a telephone and internet connection for use for the
project.
Subcontractor will register all 2 way radios with the Plant Security and
receive a radio permit to use the radios onsite. Frequencies will be assigned
by PVC so that Emergency Services and Security will not be interrupted by
the use of radios by subcontractors.
Cameras, video recorders and other similar devices will require a permit to
use onsite or at offsite work areas. Only those receiving the permits will be
permitted to use the devices. The permit holders will abide by the PVC and
Owner Policies regarding use of such devices.

5.11 Worker Accommodations
Subcontractors will provide accommodations for subcontractor employees
working on the project. Plans for the housing and facilities will be submitted
for review prior to construction and use. The housing will meet local codes
and regulations and the conditions and maintenance will be according to the
Site HSSE Plan. PVC will provide accommodations for PVC site employees.

plant site. Subcontractors will be responsible for temporary access from
these roads to the work areas.
5.13 Heavy Crane Setup and Locations
A crane study will be performed to determine the optimum locations for
heavy lift cranes required to erect structural steel and set equipment. Crane
pads will be designed and constructed in these locations as required to
provide the support necessary to make the required lifts. These crane pads
will be left in place after the construction is finished for future maintenance
use. See Attachment 1
Below are detailed the temporary infrastructure requirements that will be
arranged by PVC to support the construction plan.
5.14 Temporary Jetty
The temporary jetty for off-loading and receiving of equipment will be one of
the first items constructed.

6. HSSE REQUIREMENT
6.1 Health and Safety
Health and Safety are of primary importance for PEB and the Owner for this
project. A Site HSSE Plan has been developed and issued to be strictly
followed by all the subcontractor and PEB personnel working at, and nearby
the site.
Subcontractors will implement a specific safety and health plan in accordance
with the Site HSSE Plan. The plan will cover but is not limited to worker
Personal Protective Equipment, Heavy Lifts, Vehicle inspections, equipment
inspections, Work Permits for Hot Work and other work, Lock out/Tag out,
Confined Spaces, Temporary Electric, use of hand and power tools, ladders,
scaffolding, work at heights, site cleanliness and medical services requirement.
An approved HSSE Plan and site orientation training for workers is required
before a subcontractor can enter the site. Subcontractors shall provide

Safety shall be the responsibility of all persons in the project work areas, in
particular the management and the supervision. The PVC and subcontractor
safety personnel will provide the necessary support on site to carry out the
implementation of all the safety procedures.
Health inspections will be made regularly of housing, bathing and food
preparation facilities to assure cleanliness and compliance with HSSE Plan
requirements. Food workers will be required to provide certificates to show
training and license conformance. Health screenings are required on a periodic
basis to assure communicable diseases are not present in the workforce.
6.2 Security
Each PVC subcontractor will develop a dedicated security plan which includes
the nomination of a Security Manager, who will report to the PVC HSSE
Manager. The security plan will include all necessary precautionary measures
and conduct for all activities in a manner that shall minimize the risk of loss,
theft, sabotage, and damage caused to any temporary and permanent project
properties.

6.3 Environment
The HSSE Plan contains the environmental requirements for the construction
activities on the site. The construction activities will conform to the
requirements and all subcontractors shall be strictly monitored to assure the
Environmental Requirements are followed.
The project includes offshore work, shorelines, wetlands and disposal of wastes,
sanitary sewers, erosion control, site drainage, chemical storage, hazardous
materials and other environmentally related activities. Subcontractors will be
monitored closely to assure the environmental requirements are followed.
All SUBCONTRACTORS shall be strictly monitored to assure the
Environmental Requirements of The HSSE Plan (Document No. TB2-PEB-
0001-G1-PRO-0056) are being followed.

The PEB Project Director/Project Manager will be responsible for the Site
Quality Control Plan (TB2-PEB-0001-G1-PRO-0027) to which PEB and all
site subcontractors must comply.

The subcontractor Quality systems will be audited by the PVC Quality
Assurance Manager or designee. The audits may be full audits for which notice
of audit will be given or a “snapshot” audit of an element of the Quality
systems which may be conducted at any time.
The subcontractor will report all deficiencies which can affect the acceptability
of the work with the requirements of the design drawings or specifications or
cause a delay in work due to rework. The subcontractor will furnish all
Nonconformance Reports (NCRS) and Corrective Action Reports (CARS) to
PVC Construction Manager for information and review and approval of
corrective action
The subcontractor Quality Control Plans will be in accordance with the
requirements of the Site Quality Control Plan.
7.2 Inspection and Test Plans
Inspection Test Plans (ITPS) will be developed, reviewed, and approved prior
to the commencement of work. The ITP will be used to ensure the status of
testing is known at all times and that documentation of the test results are
available. The ITP will also indicate whether the work being inspected and
tested meets the design requirements and identifies the parties that must be

The Phase 1 work will support the engineering design of the Power Plant and
establish the temporary infrastructure required to support construction activities
in the next phases of work. It is planned that the majority of this work will be
complete prior to the start of Phase 2. The engineering for the construction
work is being performed by PVC Engineering, SDC, WorleyParsons or PVC
Engineering Subcontractors.
Phase 1 will also provide the opportunity to establish the Construction
Department Organization and to perform work in accordance with the Project
Procedures. The Interfaces between Construction and Engineering, Health &
Safety and Quality Control will be established. Issues that arise during Phase 1
can be addressed and procedures modified as required to provide a workable
system for future phases.
Phase 2 and Phase 3 will be dependent on the Power Island Contract with SDC
as well as other vendors furnishing the stack, material handling system and
switchyard. At the conclusion of Phase 2, Unit 1 will be turned over to the
commissioning group and all work will be complete such that Unit 1 can
operate to meet the performance requirements. All systems need to be
complete and be able to operate with minor modification or adjustments. At the
conclusion of Phase 3, Unit 2 will be turned over to the commissioning group
and all work will be complete such that Unit 2 can operate to meet the
performance requirements. At this time all systems will be complete and able to
operate with minor modification or adjustments.
The engineering for the Power Island for Phases 2 and 3 will be performed by
SDC including the foundations for all structures and equipment in the SDC
scope. The engineering for the material handling system equipment and
structures will be by the Material Handling Vendor with the foundations by

The piling and foundation work, including underground piping, electrical and
grounding, for the boiler and turbine-generator building will be the first
activities in Phase 2 for the Power Island. Work on the Material Handling
Jetties will be underway at this time. The piling and foundation work will be
performed as the design drawings are issued until the Phase 2 piling and
foundation work is complete. The work in the stack area will be closely
coordinated to assure that all foundation work for Phase 2 inside the exclusion
zone for the chimney installation above ground will be completed before the
start of stack above ground erection. Piling for Phase 2 in the turbine-generator
building area will include adjacent Column Rows for the Unit 2 turbine-
generator building such that Phase 3 turbine –generator building pile installation
does not affect the structural installation of Phase 2 for the turbine- generator
building and Common Control Building.
The Phase 2 structural steel and mechanical equipment installation will follow
the foundation work. The boiler building, silo bays and boiler associated
structures will be the first structure followed by the turbine-generator building,
common control building and then by required schedule sequence. The turbine-
generator equipment will be installed after the building enclosure is complete
for that portion of the building. Piping installation will start once sufficient
structure and equipment has been installed to start the work. Electrical
equipment will be installed once the buildings are constructed sufficiently to
begin the installation. Cable trays and conduit installation will start once there is
sufficient structure available to start. The construction package approach will
give the means to assign, monitor, coordinate and control the work that is being
performed.
The Phase 2 work for the circulating water pumphouse, chlorination building,
inlet and outlet piping, and discharge canal will be performed in parallel with
the Power Island and Balance of Plant work. The Ash Disposal Pond,
Switchyard and interconnecting pipe racks will also be under construction at

of permanent site fence, installation of permanent plant area lighting, final
grading, seeding and landscaping of the site.
Phase 4 will be the demobilization of PVC and PVC subcontractors for theproject. Construction will be complete at this time.

9. CONSTRUCTION LICENSES AND PERMITS
The Owner will obtain the licenses and permits necessary to perform the
project work in accordance with the laws and regulations of Vietnam and Local
Authorities. Work will not start until the licenses and permits have been issued
to the Owner and a copy issued to PVC.
The Temporary and Material Handling Jetties will require three documents to
obtain a work permit. These documents are the TB2PP Project Investment

10. CONSTRUCTION CONTROLS
10.1 Monitoring and Reporting Progress and Costs
The construction progress will be monitored by the comparison of project
construction parameters to the baseline key performance indicators. The Key
Performance Indicators will include parameters relating to Safety, Quality,
Cost, Schedule, and once Unit 1 is online, disruption to operating facilities.
Construction Progress will be reported by Construction Package Level and can
be combined into a total project level report. The method of progress
measurement will be developed to match the specific scope of each work
package. In general progress will be measured by the units of materials
installed or by the stage of equipment installation and testing. Manhours will be
recorded and used for determining HSSE statistical measurements. Progress
will also be measured by the comparison of construction manhour estimates
against actual manpower utilization. Construction cost performance will be

A forecasting and trending process will be used that provides continuous
review, re-estimating and re-forecasting such that a predictable schedule and
cost outcome is available on a monthly basis. Planning and recovery plans will
be developed based on this process.
10.2 Construction Schedules
All schedules will be developed and submitted by subcontractors using
Primavera P6 Software Package. The schedules will be developed to reflect the
Construction Work Packages and will assign the duration, precedence and logic
for each engineering, procurement and construction activity. PVC will combine
and integrate the Subcontractor schedules into the overall Project Schedule.
The progress of each activity will be provided by PVC Construction
Department field personnel. The PVC Project Schedule will be used to predict
the project outcome at that particular time based on progress reporting.
Construction schedules will be critical path method schedules capable of
determining the critical path and total float for non-critical activities. Critical
paths will be analyzed to ensure adequate resources, equipment, and materials
are being provided to allow work to proceed.
Progress will be monitored by PVC by comparing the schedule at a particular
time to the Baseline Schedule which sets the key milestone dates required to
complete the project per the project schedule objectives.
10.3 Progress Reports
Weekly Progress Reports will be developed by the PVC Construction Manager
and furnished to the PEB Project Manager for a combined progress report by
Tuesday afternoon of each week. The report format will be in accordance with
the PVC Report furnished to the Owner.
Monthly Progress Reports will be developed by the construction Manager and
furnished to the PEB Project Manager as required to meet the monthly report
in the Owner’s required format and submittal time requirements.
The construction progress reports will include the following items in summary:

11. DEMOBILIZATION
Subcontractors will demobilize once the Work Package Contract is approved as
complete by PVC and the Owner. At this time all documentation has been
submitted and approved as well as all work completed and approved by PVC
and the Owner. Subcontractors will remove all temporary facilities,
communications, temporary utilities and trash and refuse from the work areas
and site before equipment and vehicles will be permitted to be removed from
the site. Once a cleanliness approval is given by PVC, the vehicles and
equipment can be removed. Temporary accommodations and canteens will be
removed and the site cleared and cleaned of all rubbish and refuse.
Once both Units have been accepted and the work has been completed and
approved by the Owner, PVC will reduce its workforce to a warranty support
size. Equipment necessary to support warranty maintenance work for the units
will be furnished as required. Temporary accommodations and canteen
facilities will remain until the warranty period is over at which time all
temporary facilities will be demolished and removed.
