    • Firms were Prequalified 20 years ago

    • Judged to be ineffective and ended

    • ODOT began requiring resumes

    • Prequalification based on HT Series Training

    evaluated 7-8 Years ago

  • LPA Local Let Participation Requirements

    • The LPA must have designated a Person in Responsible Charge.

    • The LPA shall have sufficient expertise and capability to perform and/or supervise the project.

    • Projects must be administered by a Professional Engineer designated as the LPA Project Engineer.

    • Projects must be administered in accordance with ODOT’s Locally Administered Transportation Projects Manual of Procedures – Chapter on Construction Contract Administration.

    - Previously performed similar services in a successful

    o Davis-Bacon and/or State Prevailing Wages

    construction inspection – project inspector

    level personnel managed by ODOT

    • ODOT has never issued a full construction

    administration contract

    • LPA contracts may include inspection and

    administration

  • Current Consultant Selection Practices

    • ODOT• No standard qualifications for inspectors

    • ODOT bridge painting inspection and asphalt courses are required for some contracts

    • Scope of services documents are generic - do not include detailed requirements

    • Local Governments • No standard qualifications for inspectors or contract

    administration

    • Scope of services documents are inconsistent

  • • September 26, 2011: Consultant Selection Review Team Report and Recommendations– Recommended the increased use of external certifications (NACE, ACI etc.)

    and ODOT training (asphalt, bridge painting) as selection sub-factors.

    • January, 2012– Division of Construction Administration determined that prequalification

    should be considered

    • February, 2012: ODOT/ACEC Committee Initiated

    – Valid Engineer in Training (EIT) certificate issued by the Ohio Board of

    Professional Engineers and Surveyors

    Description: Under the supervision of an ODOT Project Engineer or LPA person in responsible charge, coordinates inspection of project work including, but not

    limited to the testing of materials and required documentation to ensure work

    performed by contractors is in compliance with all state and federal specifications.

  • • Experience: 60 months of construction project technical/management experience

    • Degree/Certifications:

    – Engineering Degree (from ABET accredited school/college); AND

    – Valid Professional Engineer (PE) license issued by the Ohio Board of

    Professional Engineers and Surveyors

    Description: Under the immediate supervision of an ODOT Area Engineer or LPA person in responsible charge, manages a construction project or a portion of a

    construction project ensuring construction work performed will achieve plan and

    specification intent.

  • Description: Administration of construction contracts including engineering services provided in accordance with ORC 4733.01(D). Agreements that include staff

    requirements for Construction Engineer level 1 or 2 generally meet this definition.

    Agreements that include only inspection services generally do not met this definition.

    • The firm must have a current Certificate of Authorization from the

    State Board of Registration for Professional Engineers and Surveyors in

    accordance with ORC 4733.16.

    • The firm must employ at least one (1) Construction Engineer Level 2

    on permanent staff.

  • Experience Requirements

    • Interim work status– Individuals can work without prequalification to meet

    experience requirement

    – Experienced supervision required

    – Must meet all other requirements
