1.0 Purpose:
To ensure that all coating/painting operations are carried out to comply with Paint Manufacturer's requirements to achieve the desired quality as per COMPANY specifications.
2.0 Scope:
Applicable to all coating/painting operations of jacket, deck structures and other items of deck for WHP EPC platfonns to be fabricated at NSB for North Belut field Development project.
3.0 Definitions & Abbreviations:
3.1 Profile Anchor: A degree of blasted surface roughness value before coating application.
3.2 Surface Cleanliness: A degree of surface preparation / cleanliness requirement before coating application
3.3 WFT: A measurement by a WFT gauge for checking coating at the stage during coating application.
3.4 DFT: A measurement of coating thickness after paint curing (Dry film thickness measured in microns or mils).
3.5 Touch-up: The minor rectification to damaged areas of previously finished coating. 3.6 FABSP: Fabrication Superintendent 3.7 FIFO: First In First Out 3.8 MSDS: Material Safety Data Sheets 3.9 COMPANY / COP}: ConocoPhilips Indonesia Inc. Note: The painting supervisor/field engineer shall ensure Personnel safety precautions by complying with painting equipment manufacturer's recommendations. Only trained/experienced personnel shall operate painting equipment as applicable to this procedure_ Blasters and Painters shall be certified by the Technical representative(s) from the Paint Manufacturer. Risk Assessments shall also be submitted to COP] in COP] recommended formats separately_ Applicable MSDS shall be made available at Work Centre with field engineer and painting supervisor and at clinic. All MSDS shall be applicable submitted to CPY through separate procedure_ Appropriate approved safety features and PPE to be used by blaster and painter to prevent any accidental injury_
6.0 Procedure:
6.1 Preparation for Blasting & painting:
6.1.1 Before blasting and painting activities, adequate protection / masking by suitable means shall be carried out on the following items to prevent over-spray or blast due to blasting and coating activities.
• Existing coating of adjacent equipment / structural portions. • Name plates, instruments, tags. • Bevel ends of prefabricated joints subject to final fit-up at field • Threaded / serrated surfaces of flanges, valve stem, hardware, instruments etc and any
other foreign material not covered by the painting system. • Box up inaccessible areas which do not require painting or are too difficult to paint
Burrs, slivers, scabs and weld spatter visible before blasting shall be removed and all sharp edges shall be rounded off to a 2mm radius minimum and rendered flush using grinders_ Welded areas shall be given special attention for removal of welding edge crevices and any slag.
Surface contamination (viz., oil & grease) on the surface shall be removed from the steel surfaces by solvent cleaning in accordance with SSPC-SP-l and Paint Manufacturer's recommendations as per their Specification sheets.
Large contamination area shall be removed with emulsion cleaning and rinsed with fresh water.
Blasting can be either by auto blast or manual method with dry abrasive or manual power brush. Manual/auto will be decided during development of fabrication sequence. Normally at NSB, itcms such as beams, full length braces, pipes for piping deck plates etc are blasted in auto blast machine. Structures sllch as conductor guide framing and any other fabricated structures other than those mentioned before are all blasted in open area / in the yard. 6.2 BLASTING AND COATING EQUIPMENT:
6.2.1 Blasting and coating equipment shall be checked to be in good operating condition. Equipment should be complete with appropriate controlling accessories for work application (i.e., moisture separator, air dryer, and air after cooler) and safety equipment (pressure gauge, pressure reliefvalve).
6.2.2 Pressure output from the air compressor shall be checked before use. Minimum air pressure requirement respective to the hose diameter/grid and nozzle size shall be checked to ensure compliance with the applicable standard requirement for the blasting. Air pressure at nozzle outlet shall be measured with suitable equipment. Air content shall be checked to be free from oil and moisture by blotter test with a cotton cloth.
6.2.3 Traps or separators shall be provided to remove oil and condensed water at the downstream of air pot. These traps or separators must be drained daily during operations.
6.2.4 Conventional spray pot, paint hose shall be attached with air filter line.

General: At NSB, there is no provision for wet blasting and surface preparation for Painting is by dry blasting method only.
6.3.1 For dry blasting, selection of the type of abrasive is dependent on profile of roughness as required by the paint system. The abrasive material for blasting shall be clean, dry and free of contamination of dust/chloride. (Recycled abrasive shall be periodically checked for dust and contamination level. Recycling of garnet abrasive shall not be done when used in an uncontrolled environment ie. Site working conditions). Recycled garnet shall be ensured to be free from dust and foreign matter and clean dry for use. IITespective of the size of gamet, required surface preparation shall be achieved.
Abrasive material for blasting shall be garnet for Sa 2.5 surface finish. Use of silica sand is totally prohibited. Abrasive / garnet used shall be of high quality product such as GMA Australia garnet with different sizes and mesh to achieve required surface finish and roughness. IITespective of the size and mesh of garnet, requircd surface finish and roughness shall be achieved. (Sincc garnet is a naturally occurring mineral, sometimes the sizc of abrasive may vary).

6.4 Blasting Control:
6.4.1 Before and during blasting activity, the relative humidity of the air shall be checked and regularly monitored. The readings in regard to humidity shall be recorded. Blasting shall mostly be carried out during daylight hours, however if the activity is perfonned during night time, the surface shall be sweep blasted the next morning in confOlmance to copr requirements( 84501-9200-1 L-006).
Ambient temperature of the substrate shall be measured. No blasting shall be done when the temperature of the substrate is less than 5°F above dew point. No blasting shall be done when raining, or fog, unless the item to be blasted is suitably protected.
6.4.2 Blasting activities shall not proceed or continue when the relative humidity exceeds 90% or not in compliance with contractual specification. However, in specific cases when Relative Humidity is higher, blasting may proceed subject to NSB-QHSE and copr approval, but up to Sa2 surface finish. For final surface finish as per paint system, the ambient conditions as per 84501-9200-IL-006 shall be ensured.
6.5 Power Tool Cleaning:
6.5.1 Power tool cleaning may be carried out for localized cleaning or when access restrictions for blasting prevail. Any such possibility of localized cleaning in areas difficult shall be identified and reported to the Client well before. Power tool cleaning shall be adopted only when mutually agreed. Power tools to be used on stainless steel shall be non metallic and shall be segregated from those used for carbon steel to avoid contamination of stainless steels.
6.6 Surface Profile and Surface Condition:
6.6.1 The surface profile of the blasted steel surface shall be G medium as per rso 8503.
6.6.2 The surface finish shall be Sa 2.5 for blasting as per rso 8501. However, for repair areas it shall be Sa2.5. Should visible rusting occur or the cleaned surface become wet or otherwise contaminated, the surfaces shall be re-blasted to acceptable standards. In any case, all blasted surfaces shall be blasted within the requirements of the paint manufacturer's recommendation and painted within 4 hours.
6.7 Coating Preparation:
6.7.1 Surface Cleaning:
6.7.IA The surface must be clean and free from dust or sand. Immediately after blast cleaning, dust or grid remaining on the surfaces shall be removed by means of compressed air or vacuum. The maximum dust level shall be level II as pcr ISO 8502-3. Standard of Dust level comparator shall be made available at sitc through laminated photographs of picture from ISO 8502-3 for easy and quick reference.
6.7.113 The cleaned surf~lce shall be coated as soon as possible to avoid formation ol'oxidc layer on the Sl1r1~ICC.

6.7.IC Coating material shaH not be applied when there IS a visible moisture and / or presence of dust on the cleaned surfacc.
6.7.2 Coating Material:
6.7.2A Paints are receivcd in drums of 20Lt capacity or in any other form as required. Paints are subjected incoming material inspection before acceptance by the warehouse. During inspection, batch certificates shall be tallied against batch numbers on the drums / containers for correct batch no. General packing condition without any visible damages is ensured. Refer to 6.7.2C for inspection details.
6.7.2B The storage, handling and use of coating material shall be in accordance with the paint manufacturer's recommendations stated on the data sheet. Storage areas are ensured to be away from hot work areas with adequate ventilation and fire fighting provision. For issue of paints and solvents, FIFO system shall be followed. All expired products shall be promptly removed from the storage area and marked with red colour indicating "Rejected".
6.7.2C Paint material shall be checked for following during inspection and before application:
• Type of Paint • Batch number • Date of expiry • Storage • Date of Manufacturing
6.7.3 Mixing of Coating Materials:
6.7.3A Paint materials shall be thoroughly mixed by appropriate agitating tool until they are smooth and free from lumps.
6.7.3B Coating mixture shall be examined for uniformity after mixing and to ensure that no unmixed pigment remains on the bottom of the container. Paint material shall be repeatedly agitated to keep the pigment in suspension.
6.7.3C All pigment material shall be strained before and after mixing.
6.7.3D Thinner is not recommended to be added unless recommended by Paint Manufacturer.
6.7.4 Surface Temperature:
6.7.4A Surface and ambient temperature and humidity readings shall bc taken prior to application of each coat. They shaH be recorded on the surface cleaning and painting report.
6.7.4B Painting shall be planned to be carried out during daylight hours and completed at least one hOllr before sundovv'n. In case it is planned to carry out painting activity under controlled conditions in the night hours COP! shall be informed in advance or the same I'or their approval. Substrate temperature shall be more then dew point by 5" I Relative Humidity shall be less than 90%. The minimum application temperature for Epoxy shall be lOll C and for Polyurethane 5° C.
6.7.5 Applicatioll o(Coatillg:
6.7.5A Manufacturer's recommendations shall be followed for all coating applications:
a) Coating application may be carried out by "airless spray" or "conventional spray" depending on the coating system and area of application with correct specified nozzle sizes as per Paint Manufacturer recommendations. Paint Pot for conventional spray, specially for Inorganic Zinc Coatings shall be fitted with agitator to ensure that no zinc settles at bottom. However in the absence of automatic agitator, manual stirring shall be ensured as per paint manufacturer's recommendations. Coating shall not be applied when the wind speed exceeds 15MPH, unless specifically approved by the company(COPI)
b) All lap welds, corner welds, squared corners, hole and cavities shall be stripe coated by bmsh. Inorganic zinc (Gal vasil 15700) shall not be applied by brush except for minor touch up.
c) Coating shall be applied within the manufacturer's minimum and maximum recoat time and each coat shall be applied as a continuous film of uniform thickness free of pores.
d) All coatings shall be allowed to dry and cure thoroughly in accordance with the manufacturer's written instmction prior to the application of the succeeding coat. All coats shall be applied as soon as possible after the minimum drying time for preceding coat.
Final coat colours shall be as in 84501-9200-1 L-006
6.7.6 Sanding Down:
Before applying subsequent coating, all visible over-spray and dty spray on the primer coat and second coat shall be sand down by means of scmbbing wool and sand paper respectively. After sanding down activity, the surface shall be blown clean as follows:
,. In case of primer coat, repair on primer coating shall proceed after blowing followed by washing down after drying.
,. In case of second coat, surface shall be cleaned by solvent cleaning followed by another blow down.
,.. Steel scrubbing wool shall not be used on stainless steels.
6.8 Quality Control:
Inspection tools used for the quality control shall be calibrated to ensure accuracy and personnel using the tools shall understand their application. Scope of inspection for COPI, erR, CA shall be as per approved ITP for Coating vide Doc # AS450S-9700-9S-302.
Painting & Blasting Operators and painting inspcctors shall be trained and suitably qualified/experienced prior to employing them on the job.
During application, ambient conditions shall be monitored. At the end of surface preparation and at the end of each coat application the following inspection activities shall be carried out. Inspection requests shall be made to COPI paint inspector by writing at least 24 hours in advance. When this is not possible, inspection notice time shall be mutually agreed between NS Batam and COPI site inspectors. Painting inspector shall have NACE level II qualification or equivalent
6.S.1 Surface Preparation:
6.S.IA Temperature & Humidity measurement:
The temperature and humidity measurement shall be carried out by a magnetic temperature gauge or contactable digital temperature gauge to get instant readings and hygrometer. (Ekometer 113 and 116 respectively). The values shall be recorded in Daily painting inspection report (NSB-QC-FOS).
6.S.1B Surface Profile:
Surface profile height respective to each coating system shall be checked for acceptance in accordance with requirements of each paint system to meet COPI requirement To get the quantitative actual values, authentic documentation, replica tape (Press' 0' film) as per NACE RPOS7 is used.
The profile height of the surface preparation shall be checked by means of a calibrated surface profile gauge (E1cometer 123 and Keane-tator profile comparator).
6.S.1 C Conductivity test for blast medium: Conductivity test for abrasive/blast medium shall be conducted by taking a Representative sample of abrasive (50gm) and add 150 ml of distilled water with known PH value and conductivity. After thorough stirring of abrasive in the distilled water, the Conductivity of water is measured with calibrated conductivity meter in units' micro Siemens / cm.
6.S.1 DDust level contamination test: Dust level contamination on the basted surface shall be checked after cleaning the blasted surface with dry air/ vacuum cleaner. Randomly an area is selected for checking dust level. A cello tape 01' standard quality of 6" length is taken and pressed against the selected area. Then it is peeled olT without contaminating the sur{'acc and pasted against a clean white back ground. The number or du:->l particles in ()" length is compared with dust level comparator.

6.S.1 E Salt Contamination tcst: Salt contamination test at random shall bc performed as per Paint manufacturcr's recommended practice and values shall be compared with paint manufacturer recommended values for each system.
6.8.1 F Blotter test: Blotter test shall be performed at random as recommended by paint manufacturer.
6.8.1 G Pressure test: Pressure test to check outlet pressure shall be performed as per 6.2.2.
6.8.2 Coating Application:
6.8.2A Wet Film Thickness (WFT):
WFT shall be randomly checked with wet film measuring gauge (Elcometer lIS).
6.8.2B Dry Film Thickness (DFT):
Dry film thickness shall be checked for conformance with manufacturer's recommended thickness and specification requirements. DFT of each coating and total DFT shall be checked for compliance to contractual specification, according to ISO 19840. However SSPC-PA2 may be consulted when required.
6.8.2C Visual Inspection:
Visual Inspection shall ensure that the painted surface is free from the following defects: Orange peel; Cracks; Bubbling; Pin holes; Run and sags; Blistering etc.
6.8.3 Testing:
6.8.3A Adhesion Testing:
• Pull out test for coating thickness> 200 microns (Min required 4Mpa with mechanical device, 6MPa with hydraulic device, unless otherwise specified) by paint supplier and endorsed by COMPANY.
• Tape pull off for coating thickness < 200 microns
Pull out test shall be carried out by Adhesion tester of E1cometer make.
If for any reason, above inspection and test fail to meet specified requirements, a retest shall be ca!Ticd out on a new sample with the same paint system.
The above mentioned adhesion tests shall be decided by the paint manufacturer as per known International standard practice.

brush is brushed on the painted surface at random. The covered area by brushing shall be at least 20% of total painted area. While applying the brush, if there are sparks generated on the painted surface, it is concluded that the area has holidays. When holidays are noticed, they shall be rectified to re-offer for rectification and the entire surface shall be checked (100 %),WLpo illl .\"S/e/II '\1iiJjNL/IJ)lI]lIlcrsioll .\el'vice . i.e. PO'!.
6.S.3C Visual Inspection:
All thin spots or holidays and defects such as runs, sags, drips and voids shall be marked with marker approved by paint supplier by chalk or identified with masking tape for repair by touch-up.
6.S.4 Painting System Qualification
Prior to production blasting and painting, sample coupon is made for each paint system. The entire paint system shall be applied as agreed complying with paint manufacturer's recommendations including surface preparation. Following tests shall be carried out on the sample coupon. Each sample coupon shall be of size 1M x 1M. Paint system qualification further involves the following:
6.S.4.1 An audit visit to Paint Manufacturer facilities at Singapore and/or Jakarta as applicable shall be planned jointly by NSB Painting inspector and COPl QC representative for painting. Scope of audit shall be jointly decided by the attending auditors.
6.S.4.2 Painting System Qualification shall be carried out jointly by applicator and Paint Manufacturer to confinn that the available equipment, process control measures are sufficient to achieve the desired quality level as required by COPl specification.
6.S.4.3 During Paint system qualification only generic paints as recommended by paint manufacturer and approved by COPl shall be used. Final colour as required by the COPl specification shall be as per RAL no in the specification and shall be confimled by the applicator (NSB) through a paint map subsequently through a Site Technical Query.
6.S.4.4 The results of the paint system qualification shall be tallied against codes and standards referred in the COPl specification and as per Manufacturer recommendations.
6.S.4.5 GALVANISING
6.S.4.6 All grating, handrails, ladders, stairs, cages, toe plates, guard rails, clips and miscellaneous items defined in the drawing are to be hot dip galvanized as per i\STM A 123. The zinc coating weight shall average not less than 3.0 ounces per sq. n. and no specimen shall show less than 2.5 ounces per sq. ft. Dry Film thickness or zinc coating shall not exceed X.Omits.
6.S.4.7 Galvanised members which are to be permanently fixed to the structure by welding shall be attached after suppOliing members are primed and intel1l1cdiate coated, but before top coat is applied.
6.S.5 Coating Repair & final inspection:
6.8.5A Touch-up:
Touch up can be in minor cases such as holidays, scratches, blisters, runs and sags and any other minor surface ilTegularities. In such cases, the surface to be repaired is marked up jointly by Painting inspector and COPI inspector. The periphery of a damaged area shall be feathered prior to coating application. The damaged area shall be sand down by emery paper. Then the paint is applied as per n01Tl1a1 application method.
In case of any major repairs due to any unforeseen damages to painted area where it is necessary to remove entire coating, local blasting to get required surface profile shall be calTied out.
Precautions shall be taken to protect adjacent coated areas from damage caused by localized abrasive blasting. Coating shall be applied as per original painting application system or as agreed for repair.
All damaged galvanised items caused by fabrication; welding, handling etc shall be blasted and coated with system specified in system 6 or system 7 as applicable.
6.8.5B Final Inspection & Reporting:
Final inspection shall be calTied out on a "Touch Dry" situation and the DFT on various surface spots of the finished touch-up areas shall be checked and witnessed by client representative. The g QC painting inspector shall prepare a report after acceptance. This shall include test for holidays on the painted surface.
6.9 HSE requirements and control measures in Coating Operations:
6.9.1 Safety:
All coating operations shall be carried out fully in compliance with paint manufacturer's MSDS (Refer to Note under Section 5.4). Further generic risk assessments have been carried out for blasting and painting operations and for handling & storage or paints and chemicals by NSB as per annexure. Appropriate PPE shall be made available to all the personnel involved in blasting and painting operations. Blasting hose and nozzle shall be attached with deadman valve. All hose pipe and nozzle/hose joints shall be tied by steel wire to avoid snapping of couplings resulting in accidents.

6.9.2 Health:
Prior to recruitment all personnel shall be checked to be in good health as per Indonesian Government regulations for employees. Further periodic health cheeks shall be perfonned by NS Batarn medic for ensuring health of employees. During all working hours, NSB production operations are supported by 24hr fist aid dispensary facilities.
6.9.3 Environment:
Paint waste, paint container, PPE etc shall be disposed off appropriately in compliance with AMDAL / BAPEDAL /Indonesian Government regulations.
Grit/Gamet blasting medium being non polluting substances, no special disposal measures are applied. Gamet/grit waste is mixed with soil in the yard or for any fill up where required.
6.10 Guarantee terms:
Certificate issued by the office d' Homologation des Garanties de Peiuuture Industrielle and executed by Hempel Paints and NS Batam, or equivalent written statement, shall be submitted for perfornlance guarantee.
