road crash mitigation (F-shape), lighting, surveillance, etc.

5 scenarios were evaluated during the Phase I Process
• Scenario #1: Maintain All Inbound Lanes; All Outbound lanes would be detoured
• Scenario #2: Provide Two Inbound Lanes and One Outbound lane
• Scenario #3: Provide Two Inbound Lanes and Two Outbound Lanes
• Scenario #4: Provide Two Inbound Lanes and One outbound for Stage 1 (2011);
Then Provide Two Inbound and Two Outbound lanes for Stage 2 (2012)
• Scenario #5: Same as Scenario 1; however work would continue through Winter
to Shorten Construction Season.

Improve Signage and Striping, Unexpected Queues, Poor Pavement Conditions, Improve Pedestrian Signals, Coordinate Emergency Response, Repair Barrier Gates…
Most recommendations were executed in advance contracts or into the main contract.

Scenario 2: 2-Lanes In & 1-Lane Out• Similar To TCP utilized in 1980
• Provides Better Lane Shifts During construction
• Provides One Lane Outbound for Emergency
and Unfamiliar Users
• Higher Risk Lane Shifts Minimized
Other scenarios not preferred due to…• Scenario 3 & 4 (2-in 2-out): increases higher vehicular crash risk,
higher risk in substandard lane shifts, and substandard lane widths without lateral barrier offset.
• Scenario 1 & 5 (All in): does not provide outbound lanes for emergency/unfamiliar drive access and increase Ped./vehicle conflicts on alternate routes

I-90/94 INBOUND RAMPS
I-90/94 ramps inbound closed due to capacity and safety issues
• Safety - Closed to eliminate merge maneuver within lane
shift/median cross-over
• Reduction in traffic from ramp closures will significantly improve
operations and safety along Congress Parkway
• Additional traffic load on Congress Parkway may result in back-ups
onto I-290 and at I-90/94 ramps,
• FHWA expressed concerns relative to back-up potential and effect
on safety along I-290.

• Ramps to I-90/94 will remain open however alternate route will be
designated to minimize congestion and provide travel time savings
