When Erev Tisha B’Av falls on Shabbat: This year, the observance
of the fast of Tisha B’Av is on Sunday. On Shabbat, the last meal
before the fast is a regular Seudat Shlisheet. (The traditional
Seudah HaMafseket of bread and a hard boiled egg is NOT eaten on
Shabbat.) All eating must cease before SUNSET (8:13 pm).
In Congregation Torah Ohr, we have scheduled an early Mincha
(4:45 pm), and are encouraging people to return home to eat Seudat
Shlisheet. We have scheduled a delayed Ma’ariv (9:20 pm). In this
case, while at home, one should recite Baruch hamavdil bein kodesh
l’chol, (Blessed is He who distinguishes between the sacred and the
profane) to indicate the conclusion of Shabbat (no earlier than
8:52 pm). One should then change to non-leather shoes. It is
permissible to then drive to Shul to join in Ma’ariv and Eicha.
For one who is not returning home on Shabbat afternoon,
non-leather shoes should be brought to Shul on Friday. After
Shabbat ends, recite Baruch hamavdil bein kodesh l’chol and change
to non-leather shoes.

SELECTED LAWS OF TISHA B’AV (Sunday, postponed observance of
fast)
1. Eating and drinking are prohibited on Tisha B’Av. One who is
ill is exempt from fasting. Vital medication should be taken on
Tisha B’Av.
2. Bathing and washing is prohibited. Local washing of soiled
areas, and washing of hands after using the restroom, are
permitted, as needed. In the morning, upon arising, the customary
Netilat Yadayim (washing of the hands) is done only up to the
knuckles.
3. One is prohibited from: a) wearing leather shoes; b)
anointing one’s body for pleasure (deodorants, perfumes, etc.); and
c) engaging in marital relations.
4. During Tisha B’Av, one’s thoughts should dwell on the
destruction of the Beit HaMikdash, its implications, and our
personal commitment to Torah observance. Sincere repentance and
further development will help ensure the speedy rebuilding of the
Holy Temple and an intensified relationship with Hashem.
One should not divert one’s thoughts, therefore, by reading,
walking for pleasure, etc. One may read and/or study laws and texts
applying to Tisha B’Av, accounts of the destruction, tragedies in
Jewish history, etc. The study of Torah, other than the above
exceptions, is prohibited as Torah study serves to gladden the
Jewish soul.
5. One does not greet others on Tisha B’Av, even to say Good
Morning. If one is greeted by another, return the greeting in a low
tone or appropriate gesture.
6. One should deprive oneself of some comfort, if possible, when
sleeping. E.g.: If one usually sleeps with two pillows, on the
night of Tisha B’Av use only one.
7. Work which takes substantial time to complete (with the
exception of work involving financial loss), is forbidden until
midday of Tisha B’Av.
8. Through midday, one may not sit in a normal manner on a
chair, sofa, etc. One should rather sit on the floor or on a low
stool. Halacha recognizes that one’s personal health status may not
allow one to observe some of the restrictions. Please contact the
Rabbi with any questions.
9. One should wait until after midday to prepare food for after
the fast.
10. Tallit and Tefillin are not worn during Schacharit, but are
worn for Mincha. The undergarment Tzitzit (Beged Katan) is worn but
no blessing is said in the morning.
11. This year, as Tisha B’Av is deferred to Sunday, bathing,
washing clothing, and cutting of hair are permitted Sunday evening.
Eating meat, drinking wine, and listening to music are permitted as
of Monday morning.
