Algeria CAP
• The Bank of Algeria issued a circular (16/DGC/2009) on 16th February 2009 in accordance with the Algerian law (0404-2004) and executive decrees (05-465 and 05-467), which stipulate that all products imported into Algeria must be accompanied by a Certificate of Conformity/Quality (CoC/CoQ)
• CoCs /CoQs will be issued based on the review of existing certificates and test reports, followed by an inspection of the goods (scope covering Quality and Quantity only) and testing where necessary.

Algeria: the Regulated Products
All products imported into Algeria must be accompanied by a Certificate of Conformity/Quality (CoC/ CoQ).

Egypt ECAP.
• In 2011, the Egyptian Ministry of Industry and Foreign Trade announced a joint decree imposing restriction on Imports of Textiles, Apparel and Leather products and its accessories. This decree requires submission of a proof of conformity for all shipments entering Egyptian territory, to ensure that they demonstrate compliance with the applicable Egyptian technical regulations and mandatory standards or approved equivalents.
• On Dec. 5, 2012 Decree No. 961/2012 was issued by the Ministry. As informed by Egypt's General Organization of Export and Import Control (GOEIC), the additional stipulation of this new decree is that there are now three options for the Exporters to export their products to Egypt.

The Regulated Products
Regulated Textile Products • Ready-Made Garments including
accessories like scarves, handkerchiefs, hats, gloves, etc.
• Home Textiles • Carpets, Rugs and Floor Coverings • Bags and purses made of textile
Regulated Leather and Footwear Products • Ready-Made Garments and accessories
• The Standards Organisation of the Federal Republic of Nigeria is responsible for the preparation, adoption and application of Standards for both imported and domestically manufactured products.
• As of 1st September 2005 , SON have implemented the Nigerian Conformity Assessment Programme (SONCAP) to ensure that certain regulated imports comply with the approved Nigerian technical regulations i.e., Nigerian or other approved international standards prior to shipment.

What Products are regulated
According to a Circular issued by the Central Bank of Nigeria (ref:TED/FEM/FPC/GEN/01/095), all goods arriving in Nigeria are regulated under the SONCAP except for the following:
Products regulated by the National Agencyfor Food and Drug Administration andControl (NAFDAC)Food Products;Drugs;Medicals other than equipment andmachines;Chemicals used as raw materials;Military wares and equipment;Aviation related products;Industrial Machinery for manufacturing;Used products other than automobiles; andCKD bicycle, motorcycle, automobiles forbonifide manufacturers/assemblers

What Certificate is Issued?
A Product Certificate (PC) will be issued following the successful verification of theproducts based on valid test documents, Quality Mark Licences etc.
A SONCAP Certificate (SC) will be issued following successful review of the shipmentdocuments such as a valid PC, Invoice, Packing list and pictures of the products in theshipment.
The PC is needed by the importer to open a ‘Form M’ through any of the authorized banksin Nigeria.
The SC is needed by the importer to clear the goods/ shipment through customs

• Verification of imports for customspurposes (value and tariffs) nowrestricted to post-shipmentverification
• From 1st February 2012, TBS hasimplemented the Pre-ExportVerification of Conformity (PVoC) toStandards Programme,

Uganda PVoC Programme
• On 3rd of January 2013 UNBS (Uganda National Bureau of Standard) has released an official letter regarding the extension of the implementation date of the Uganda PVoC Programme. The PVoC Programme implementation date has been extended from 3rd December 2012 to 1st June 2013.
• On 31st of January 2013 UNBS had issued a letter with regards to those exporters/importers who voluntary request for Certificate of Conformity during the extension of the implementation of the PVoC. Shipments accopmanied by a CoC will be given a preferential treatment when clearing these goods at the boarders.
