    Conflict itself:NOT an occurrence where primary interests are necessarily

    compromised but rather, circumstances/ relationships that

    create or increase the risk of neglecting the primary interests,

    as a result of the pursuit of secondary interests

    A COI exists whether or not an individual/institution is

    actually influenced by the secondary interest

    Resolution of COI requires that the primary interest should

    take precedence over a secondary interest
