A Message from the Chair

Dear Advocates and Friends,

California is leading. We are leading in our policy and advocacy efforts and in our innovations across sectors ranging from healthcare to technology. California is also leading in Independent Living. At a time and place where our older adults are ag-ing into disability and our youth are transitioning out of the home and into the com-munity; our 28 independent living centers have innovated. We have created new programs and services to meet the demands of a changing landscape. Examples can be seen everywhere: Community Resources for Independent Living’s, Disability Action Network for Youth has pioneered local and regional community organizing while Independent Living Resources in Santa Barbara is training consumers on how to use the accessibility features on mobile devices. Each of California’s 28 Indepen-dent Living Center is unique and has adapted to the community they serve. While our resources are limited we have pushed forward sometimes even having to “hack” our way into innovative strategies to address the gaps of services and advocacy in our communities.

We have so much to share with each other and so much to learn. The goal of the Independent Living Conference is to engage in one of our most fundamental philos-ophies: peer support and peer learning. While our country often seems to be drift-ing further apart in political and social philosophies, now is the time for California to come together. California’s Independent Living community is so rich in diversity, knowledge, experience, and prospective.

The following workshop sessions have been selected by the CFILC Inde-pendent Living Conference Committee. Thoughtful planning was put into ensuring that the workshops selected would reflect 2017 Independent Living priorities along with other topics of interest as expressed by the IL Network.


Continuing the Journey: Next Steps for Transitioning to Adulthood

Presenter: Jamie Caron & Michael Galvan

Summary: Explore the model which Community Resources for Indepen-dent Living has developed for and used with the Pleasanton High Schools to introduce youth to ILCs and the services which can be accessed. This transition model utilizes the following elements: Identity & Disability, Ben-efits & Employment, Education, Housing and Transportation. Also, hear how youth from the DANY (Disability Action Network for Youth) Group are making connections with local high schools and Alameda County voters.Room: 309

Doing Home Evaluations for Accessibility, Universal Design and Aging-in-Place

Presenter: Margie Cochran

Summary: A power point presentation showing how to perform a home evaluation in a methodical way. Color slides will highlight common prob-lems, challenges and solutions for safer, more comfortable living. Examples also include assistive technology solutions, when appropriate. A discussion of the differences between Universal Design, Aging-in-Place, and minimum standards for accessibility, and where they intersect; a brief discussion on how to market your service. Bringing Home the Bacon: Employment as a part of Independent Living

Presenter: Rachel Stewart & Yolanda Vargas

Summary: The employment rate of individuals with disabilities remains low despite the number of laws, policies, and regulations designed to assist individuals with disabilities in making the transition to work. The workshop will discuss how a WorkAbility III program based out of a com-munity college supports career development of individuals with disabilities from an independent living movement perspective, including building dis-ability identity, pride, confidence, and self-advocacy skills. Resources will also be provided to assist organizations in developing an employment pro-gram of their own. Personal stories about transition to employment (includ-ing services and supports utilized) will also be shared. Room: 313

Sex-Positivity: Navigating Sensitive Conversations with Vulnerable Populations

Presenter: Laura Millar

Summary: Navigating sensitive conversations around sexuality can pose unique sets of challenges for people with disabilities, their family mem-bers, and the professionals that serve them. This workshop introduces what it means to be a sex-positive parent and/or educator; and the impor-tance of adopting a sex-positive approach when working with people with disabilities. The workshop will address common misconceptions and fears that parents/educators often have; as well as provide parents and educa-tors with practical approaches, and strategies on how to integrate sex-pos-itive messages into their everyday interactions to help people make healthy sexual decisions. What we can learn from IL & How to Build an Intersectional Movement

Presenter: Allie Cannington & Dolores Tejada

Summary: So what happens next? We want to talk about what we have learned from being a part of the IL movement, how working at nonprofits that aren’t disability organizations has challenged us, and how IL can go beyond the IL center and be an intersectional movement. What do we loseby centering our effort on just IL? What do we gain when we center dis-ability in other movements? Room: 315

High School / High Tech

Presenter: Curtis Richards

Summary: The High School/High Tech (HS/HT) program currently pro-vides transition services to over 3,000 students in Florida, Georgia, South Carolina and Texas. Through innovative hands-on activities, students with disabilities are encouraged to pursue careers in STEM (Science, Technolo-gy, Engineering, and Mathematics) but does not exclude other profession-al careers or artistic experiences. Each HS/HT site is similar in terms of goals, but varies depending upon the needs of the individual students and the types and nature of technology and resources available in that particu-lar community/geographic region. In Florida, there are twelve sites admin-istered by four CIL’s. This presentation will define HS/HT, briefly review its history and provide an outline for establishing a HS/HT program at a ILC. Assistive Technology Cross Training for Non-AT Staff

Presenter: Juliannah Harris

Summary: How do you serve consumers who need AT when you are be-tween AT Coordinators or your AT Coordinator is on vacation, sick or oth-


erwise unavailable? This general AT overview/AT cross training workshop will provide basics for non-AT staff to begin assisting consumers in the ab-sence of the AT Coordinator/Specialist. For both non-techies and techies, emphasis will be on low tech solutions for simple problems presented by a variety of disabilities. Room: 312

CalABLE: A New Tax-Advantaged Savings Tool for People with Disabilities

Presenter: Christina Elliott

Summary: The CalABLE Act Board is expected to launch California’s ABLE Accounts this Fall. In this session, attendees will learn about the federal ABLE Act, the California ABLE Act, the benefits and features of CalABLE, how to use a CalABLE Account, and take a tour through the program on-line. Attendees will have the opportunity to have their questions answered, as well as discuss future legislative proposals. Room: 313

Parenting with a Disability & Independent Living

Presenter: Sharon Ngu

Summary: Personal tale to become a parent with disability. Decision-mak-ing and when to have a child. Cultural and family issues that arise from parenting decision. Independent living, before and after parenthood. Ex-perience of social factors / advocacy being a parent with disability. Self preparation and actual parenthood - tips and pointers on caring for your child. Room: 314


The Roots of Disability Rights and the Americans with Disabilities Act

Presenter: HolLynn D’Lil

Summary: As author of “Becoming Real in 24 Days”, a slide show con-sisting of 48 historic photographs from the 1977 504 Demonstrations. As a participant in the San Francisco three week and four days take-over of the 4th floor of the San Francisco Federal Building, I took more than 300 photographs which show how people with disabilities in cities across the country set the stage for the passage of the Americans with Disabilities Act. These activists fought for and won the basic civil right of access to public buildings and stopped the proposed re-institution of the shameful “separate-but-equal” doctrine. Room: 315


Youth on Fleek!

Presenter: Brittany Hepler & David Wrathall

Summary: This workshop will cover three components of youth transition programming: the philosophical foundation of program development, the flexibility and breadth of implementation, and the importance of future planning. Presenters will define how IL principles must be woven into pro-gram policies and procedures. Several strategies in service delivery will be discussed including one-to-one mentoring, group peer support and train-ing, parent support and training, day camps and IL academies, and social/recreational activities. Finally, in order to remain relevant to the youth of tomorrow, the concept will be explored that youth transition programming must be a work in progress, ever changing and evolving. Room: 309

Assistive Technology Staff Training: Accessibility Features of IOS & Android

Presenter: Keith Williams


Summary: Most computers and mobile devices come with built-in acces-sibility features, although they’ll usually need to be turned on before you can use them. Let’s take a look at how to locate these features for your device. Room: 312

Your Money Your Goals

Presenter: Stephen March

Summary: Your Money, Your Goals is a train the trainer program and tool-kit to help front line staff and volunteers as they work with consumers to:

-Make spending decisions that can help them reach their goals -Order and fix credit reports -Avoid tricks and traps as they choose financial products -Make decisions about repaying debts and taking on new debt -Keep track of their income and bills -Decide if they need a checking account and un-derstand what they need to open one. Self-Determination: A New Way of Empowering People with Developmental Disabilities

Presenter: Cheryl Hewitt

Summary: In October 2013, Governor Brown Jr. signed into law the Self-Determination Program, which would provide consumers and their families with more freedom, control, and responsibility in choosing ser-vices and supports to help meet objectives in their Individual Program Plan (IPP).We will provide the history of self determination, how it started, how it may benefit them, and ways in which consumers and family can select and purchase their own services to meet their IPP goals.We will test your knowledge of Self Determination before and after the presentation, see how you feel about it, and provide information on how to get enrolled.Room: 314


Making Affordable & Accessible Housing by Advocating in Your City

Presenter: Daniel Garcia

Summary: According to the Supreme Court decision, Olmstead, people with disabilities have the right to live in and be a part of the community, not be forced to live in nursing homes. The reality for most Housing Spe-cialists is that there is not enough housing for all people with disabilities, including seniors and veterans who have disabilities. There is a growing demand for Baby Boomers, Veterans and People with Disabilities who of-ten share the struggles of finding housing which meets their needs by city housing construction code.Room: 315

The reception will be hosted in the Glide area of the hotel that can be found as you enter the corner door of the Sheraton.
