Dear Honorable Guests, Faculty Advisors and Distinguished Delegates,

On behalf of Peking University, I would like to take this opportunity to welcome you all in attending the Peking University Asian International Model United Nations Conference 2009 (AIMUN 2009).

Peking University, as one of the most long established and outstanding education institutes in China, is also the pioneer in advocating Model UN activities at both high school and university level across the country. I would like to congratulate the successful takeoff of AIMUN 2009 and express my gratitude to all persons involved in preparing for this celebrated event.

Living in a world free of major conflicts, it is crucial that we continue to search for ways to preserve this fragile peace and prosperity which many of us have always taken for granted. Model United Nations is a great training ground for the younger generation. This activity will guide you to be open-minded and flexible. To analyze all of the positions, even those that you oppose. To propose constructive solutions that will benefit all parties. Widening horizons and building mutual trust will help you as you prepare for leadership in the future. Such qualities have never been more important, for we are all moving towards a co-operative and harmonious world.

The theme of this conference, “Green Asia, Moving towards Win-Win Development through Changes”, focuses on sustainable development which is undeniably one of the most widely debated topics in the global arena. Attracting youths all over the world, AIMUN 2009 provides an excellent opportunity for delegates to discuss and exchange views on sustainable development and global changes, thereby allowing them to have a more holistic view and gain new insights into the various issues happening around the world.

I am confident that this conference will achieve great success and become a memorable occasion for all the participants, and I wish all delegates a rewarding experience in Peking University and a pleasant stay in Beijing!

I avail myself of this opportunity to give you all a hearty welcome to AIMUN 2009 at Peking University! Last year, I was invited to attend the opening ceremony of AIMUN 2008 and was quite moved by the enthusiasm those delegates expressed towards the Model UN activity. This year, I am really looking forward to a greater success of AIMUN. The year 2009 will witness big changes of the world, of closer cooperation between different countries to confront the challenging issues on international political and economic agenda, and of our more opening mind, more appreciative eye towards the diverse cultures and civilizations.

AIMUN 2009 will be an important platform for the young generation of various backgrounds to exchange ideas on international issues and to foster a lasting friendship, which will be the solid foundation of your future cooperation. You have yet to gain more real life experiences to better understand the shaping forces of our contemporary society. But your attitude towards the ongoing events and hot topics will be the shaping forces of our future world. While glancing through the topic areas chosen by AIMUN, I was glad to see you have captured lots of the theme words, or big ideas of our time, for example, an ultimate solution to energy crisis, an efficient system to address the climate change as well as other environmental problems.

I am expecting your excellent performance during the three-day conference. Hopefully you will get a deeper understanding of these issues through thinking and debating. By attaching yourselves to the big events and ideas of the world, you will make a difference. Honorable Guests, Faculty Advisors and Delegates,

On behalf of the entire Secretariat and Committee Staff, it is my great pleasure to welcome you to the Asian International Model United Nations Conference 2009. Over the next 4 days, our entire team would work together with you to bring forth an intellectually stimulating, exciting and unforgettable experience.

With the theme of “Green Asia, Moving towards Win-Win Development through Changes” this year, AIMUN 2009 hope to provide delegates global perspectives with Asian insights, and construct an even more comprehensive platform for nearly 500 delegates of different cultural backgrounds to engage in intellectual discourse. I am also very delighted to announce that we have delegates from over 82 schools in 5 continents joining us in AIMUN this year. The Secretariat has made various efforts to place greater focus on mid and small-size committees to facilitate even greater discussion and interaction, generating new initiatives such as the Ambassador Program.

AIMUN 2009 would have never come into fruition without the generous assistance of various departments and agencies. As such, I would like to sincerely express my appreciation to all the people who have made extensive contributions to our conference. In particular, I would like to thank the School of International Studies, the Peking University Office of International Relations for all the guidance and support, the Peking University Education Fund and China Universities Alumni Association for the kind assistance rendered that has provided us the valuable opportunity to realize our MUN dream. First of all, as dean of the School of International Studies, Peking University, I would like to extend my warmest welcome to all of you here to the 2009 Asian International Model United Nations Conference!

AIMUN has become one of the most popular events among top students from colleges and universities all over the world to discuss and come out with feasible solutions to the many crucial, global issues. Since our School’s ever dedication is to nurture future leaders in political, academic, and business worlds with rich knowledge of international politics and diplomacy, we feel particularly privileged and honored to have the opportunity of sponsoring such a major international college event to provide a platform for college students from all over the world to exchange your views and work for a just, peaceful and prosperous world through your joint efforts.

In today’s world, seeking mutual understanding and trust between nations has become the consensus around the world and the cooperation of different nations, the call of the time, which could be best manifested in world-wide endeavor in coping with this year’s global financial turbulence and many other non-traditional threats. About Our Sponsors

Main Sponsor: Peking University Education FoundationThe Peking University Education Foundation (PKUEF), which is registered under the People’s

Republic of China’s Ministry of Civil Affairs on July 1995, is a non-profit organization that aims to raise

funds for Peking University. Its main role is to manage the donations and sponsorships received to

foster the development of the university in various aspects including teaching, research, scholarships,

financial aids and campus construction.

China Universities Alumni Association

Founded in 1987, China Universities Alumni Association (CUAA) is a non-governmental organization

which aims at promoting alumni exchange and contribute to the vitalization and modernization

of China and the world peace through extensive contacts with alumni, universities and research

institutes.

In the past 20 years, as an alumni-oriented organization, CUAA has developed its own alumni

network across China. It organized or supported a lot of academic exchange activities, which consist

of academic seminars, scholar exchange and international conference.

Introduction of the Organizers

Peking University

Peking University is a comprehensive and national key university. The campus, known as "Yan

Yuan"(the garden of Yan), is situated at Haidian District in the western suburb of Beijing, with a total

area of 2,743,532 square metres (or 274 hectares). It stands near to the Yuanmingyuan Garden and

the Summer Palace.

Peking University is proud of its outstanding faculty, including 53 members of the Chinese Academy

of Sciences (CAS), 7 members of the Chinese Academy of Engineering (CAE), and 14 members of the

Third World Academy of Sciences (TWAS).

The university has effectively combined research on important scientific subjects with the training

of personnel with a high level of specialized knowledge and professional skill as demanded by the

country's socialist modernization. It strives not only for improvements in teaching and research work,

but also for the promotion of interaction and mutual promotion among various disciplines.

Thus Peking University has become a center for teaching and research and a university of a new

type, embracing diverse branches of learning such as basic and applied sciences, social sciences

and the humanities, and sciences of medicine, management, and education. Its aim is to rank among

the world's best universities in the future.

The School of International Studies, Peking University

The School of International Studies (SIS) of Peking University is the first of its kind among Chinese

universities. It is an important teaching and research institution devoted to the training of specialized

talents in international politics, international political economy and diplomacy.

Founded in 1996, the origins of SIS can be traced back to the former Department of Political

Science established in 1960. SIS is now organized into three departments and three institutes: the

Department of International Politics, the Department of Diplomacy and Foreign Affairs Management,

the Department of International Political Economy; the Institute of International Relations, the Institute

of Afro-Asian Studies, and the Institute of World Socialism.

Currently, SIS has 51 faculty members, with 21 full professors, 26 associate professors and 4

lecturers. In the fall semester of 2008, SIS holds an enrollment of 809 students, of whom 442 are in

regular undergraduate programs, and 367 in graduate programs. Among these students, 219 are from

overseas.

Peking University Model United Nations Association

Peking University Model United Nations Association (PKUMUN) is a student-run organization founded

in 2001. It became the first established MUN program in mainland China.

PKUMUN has focused its efforts on raising awareness among Chinese university students about the

important social and economic issues that the UN is involved in. Every year, PKUMUN sends around

80 top students to participate in various MUN conferences both within China and around the world,

including the Harvard National MUN, the European International MUN, and UNA-CHINA MUN. It has

successfully held 5 Annual Peking University Model United Nations Conferences and co-hosted the

Harvard World MUN in 2006. In co-operation with UNA-USA, PKUMUN is also actively promoting this

activity among Chinese high school students.

With the vision, global perspectives, diligence, and passion of its members, PKUMUN has garnered a

sterling reputation in PKU and has strong influence over other collegiate MUN programs within China.

Despite facing stiff competition from over 160 student associations, PKUMUN was awarded the

Peking University Best Students’ Association Award consecutively in both 2007 and 2008.

undergraduate degree in International Politics at Peking University. On behalf of all

the Secretariat and Dais this year, I would like to share our AIMUN passion with all of

you and I sincerely hope that this 4-day conference would be an extremely fulfilling

time for you to enrich your academic experience and make new friends from different

countries.

Director GeneralSUN LuTo be involved in organizing the first AIMUN after the Beijing Olympics is both

a pleasure and pressure for me. Together with my supportive and hardworking

colleagues, we have been working hard to make AIMUN 2009 more splendid than

ever. With AIMUN maturing and getting more international every year, I hope that we

are slowly achieving the goal which was set in the first place, that is, to make AIMUN

a truly influential MUN conference around the world. However, above all, if we are the

International Studies, Peking University. I am also the Chief Finance Officer of

AIMUN2009 and the whole organizing experience has been a great one thus far.

Delegate Liaison OfficerCHEN XiwenHello dear delegates, as the one responsible for liaising delegates from universities

outside the Asian region, I have been in contact with some of you quite frequently

over the past several months. Perhaps, I might have also met some of you in AIMUN

2008 or the Harvard World MUN 2008 in Mexico. I enjoy playing the piano, singing,

jazz-dancing and ice-skating during my leisure time. I am currently a sophomore in

the Department of Philosophy. As a Beijinger, I am excited to provide you with more

year’s conference. I am a Singaporean majoring in International Relations here at

Peking University. The Secretariat and Dais members spent nearly a year preparing

Public Relations OfficerLIAO XianHello! I’m Tracy Liao, a freshman from the School of International Studies, Peking

University. I’m an outgoing and easygoing girl, and I’d really love to make friends

with all kinds of people, so when you’re looking for a friend, you can turn to me. Also,

I have a good command of oral English, so when you’re looking for an interpreter,

you can still turn to me for help. Apart from that, my job mainly concerns volunteer

organizing. When you’re looking for volunteers to help you with something, I’m the

right person that you should ask for help. Finally, I always have a strong desire to

Administration and Services

Delegate Services

The Delegate Services counter is the communications and resource center for the conference. It

serves several key functions: information about the conference and Beijing will be made available; the

conference schedule will be posted, along with any changes; lost & found; delegates can also replace

lost conference materials such as badges, placards, handbooks, and certificates of participation.

Tickets for social events will also be on sale and messages may be left for staff members. At least

one member of the AIMUN Executive Committee will be there to answer questions and listen to any

problems and suggestions. Any comments or complaints about the conference, the accommodation

and meals can also be directed to the Delegate Services counter.

Conference Materials

Upon registration, each delegation will be provided with the relevant conference materials. All

delegates should receive a conference handbook, academic handbook, delegate badge and

certificate of participation. Replacement of misplaced conference materials can be made at the

Delegate Services counter at the following rates:

Identification Badges/Placards

AIMUN Country Placards are used for identification of represented countries during committee

session. All delegates will be given his/her placard at the beginning of each session. This placard

should be left in the committee room at the end of each session and will be collected by the Dais. The

Dais will not recognize any self-made placards. Any replacement of placards will be charged at a fee

of RMB ¥ 30.

Delegate badges must be worn at all times and are required for admission to conference events.

Badges are color-coded as follows for easy recognition:

Technology Availability

Public computers with Internet access, printers, and copiers will be available for your research

purposes at the conference venue. Please note that documents can be only printed or copied for

distribution to the committee after they have been approved by the Director of the committee.

Delegates are expected to use good judgment when using the Internet resources. Conference

computers are to be used for research purposes only. Content restrictions and time limits will be

enforced, and delegates are asked to be mindful of others waiting in line.

Delegates may not use laptops in committee rooms during formal sessions.

Printing and Copying Services

The Dais can assist you with all printing and photocopying needs concerning documents for

distribution to your committee. Please be sure to submit your request early because of expected high

demand for these services, and make your request clear. If you would like to print a working paper

or draft resolution, please save a copy to a USB flash memory drive and specify in the note to Dais

exactly which file is to be printed.

Printing Notice

In order to reduce wastage, double-sided printing is used to produce all conference papers. Two

working papers within one page are suggested to be submitted at the same time, so as to fully utilize

both sides of the paper.

Head Delegate and Faculty Advisor Meetings

All Faculty Advisors and Head Delegates are required to attend the daily Head Delegate and Faculty

Advisor Meetings. Members of the AIMUN Executive Committee will be conducting these meetings

and we welcome your feedbacks, suggestions and questions. Any issues brought up during these

meetings will be addressed as soon as possible, and specific information related to individual

committees will be relayed to the specific committee before the next session.

Dress Code

Formal attire is required at conference venue. For the Ball on the second evening, formal attire for

dancing is necessary.

Awards

Best Delegate Award: Depending on the size of individual committees, up to three delegates

from every committee will be awarded the “Best Delegate” award. This award is given to delegates

who have displayed outstanding and well-rounded performance throughout the entire conference.

Delegates will be judged not only on their performance during the conference itself, but on their

position papers as well.

Best Ambassador Award: One ambassador will be awarded the “Best Ambassador” award. This

award is given to the ambassador who has displayed outstanding performance in leading and

coordinating his/her country’s delegation such that his/her country’s policies are in-line and consistent

with their national interests.

Best Delegation Award: Up to ten schools will be awarded the “Best Delegation” award. This award

is given to schools whose delegates have been producing consistent, high-quality performance

throughout the different committees. Delegations will be judged based on the holistic assessment of

all their delegates in various committees.

Best Position Paper Award: One delegate from every conventional committee will be awarded

the “Best Position Paper” award. This award is judged based on how well delegates explain their

individual countries’ position on the issues the committee is discussing.

Best Journalist Award: One to two journalists will be awarded the “Best Journalist” award. This

award is given to journalists who have been producing outstanding reports detailing the flow of the

entire conference, allowing delegates to know the progress of other committees.

Conference Staff

AIMUN Executive Committee. The members of the AIMUN Executive Committee are available

to address any questions or concerns that may arise. They are best equipped to answer inquiries

regarding Beijing, what to do, and where to go.

Committee Staff (Dais and Program Managers). The primary job of the committee staff is to work

with the delegates in achieving the goals of the conference. Each committee has a Director (or co-

directors) and several Assistant Directors. The Director is the substantive and procedural expert on

the issues to be discussed in the committee. Prior to the conference, the Director is the individual

that chose the committee’s topic areas and prepared the study guide. At the conference, the Director

will chair the committee when it is in formal session. The Director is responsible for overseeing the

committee proceedings and ensuring that all aspects of the topic area have been addressed. The

Assistant Directors are additional dais members who help guide committee sessions. They aid the

Director by answering delegate’s questions, monitoring bloc during caucus, providing feedback

on delegate ideas, and keeping track of the speaker’s list, votes, and other procedural motions.

Delegates should first talk to Assistant Directors about getting materials printed or copied.

Thursday, March 12

Campus TourFrom 0930hrs to 1130hrs, all delegates are welcome to participate in our campus tour. Volunteers will

show you around the historical campus of Peking University, which used to be a sprawling imperial

garden during the Qing Dynasty. You would be able to visit the renowned Nameless Lake and Boya

Tower as well as other historically significant sites.

Time: From 0930hrs to 1130hrs, every 60 minutes

Venue: Starts from Block C, School of International Studies

Thursday, March 12

Welcome PartyThe Welcome Party serves as a cocktail reception to provide a high-profile environment for ice-

breaking. All delegates are invited to attend the formal event which is set in a traditional China

context. Unique Chinese desserts and pastries would be served buffet style, as well as a free flow of

drinks. This is an excellent opportunity to network with fellow delegates and get to know them better

before the start of the conference. Don’t miss this valuable opportunity.

Friday, March 13

Club NightA great dancing ball will be open to all delegates in the evening! We invite all delegates to join us

after a day of conference to relax for the night. On the dance floor, you can either make new friends

or further communicate with your fellow delegates. You can also choose to be the dancing king or

queen of the night! Don’t hesitate to reach out for more hugs, more friendliness and more fun.

Saturday, March 14

Farewell CabaretThe cabaret night will be incredibly rich in content with several components. We will have a Global

Village section where delegates will be given stalls to display various aspects of their culture and

tradition (such as ornaments, pictures, flags, snacks and drinks). Furthermore, our talented delegates

are encouraged to prepare cultural performances. Contemporary items are also welcome. The AIMUN

secretariat will also provide entertainment that fuses Chinese and international elements to spice up

the evening.
