Impact(overallobjective)
The overall objective of the proposed intervention is to “support towardssaving livesandearlyrecoveryof livelihood infloodaffectedcommunitiesofNepal”.
BackgroundMassivefloodsandlandslidestriggeredbyincessantandtorrentialrainshavekilled131people,and32have gone missing since 11th August 2017 so far, according to the Ministry of Home Affairs of theGovernmentofNepal.Approximately6millionpeoplehavebeenaffectedby thecatastrophe.Asperthe initial findings till 18thAugust2017, thenumberofdisplacedhouseholds is over44,700andover301,500householdsareaffected1.Rescue isgoingonandNepalArmyalonehas rescued8,000 individualsandput them insaferplaces. 1 http://reliefweb.int/sites/reliefweb.int/files/resources/Nepal%20Flood%20Sitrep%2018%20August%202017.pdf
Land in the southern plains are heavily populated and is known as the ‘grain basket’ of the country.Almostall of the standing cropsand farm landshavebeenaffectedby the floods.Poweroutageanddisruption incommunicationwereobservedrightafterthefloodand itstillcontinues inmanyplaces.Livestock has also been affected by the floods and there are news reports on the loss of domesticanimals.Thelossoflivestockisalosstolivelihood.Roadsinvariouspartshavebeendamagedandfewbridgeshavecollapsedresulting in lackofmobility.Sincevasttractsof landsarestillsubmerged, landandairtransporthavealsobeenaffected.Theinundationislikelytoresultinepidemicsasalargenumberofdomesticanimalsandpoultryhavebeenestimatedtobedead.Thefloodhascreatedsuchaheart-rendingsituationthatadeadchildwasleftfloatingonthefloodbyhisuncle intheeasternTaraiofNepalashecouldnotfindanygroundtoburythedeadbody.Thisspeaksvolumeontheimpactsofthedevastatingfloods.
HumanitarianNeeds CapacitytoRespondMorethan70,000householdshavebeenaffectedinthe proposed districts. Out of which 18,000householdshavebeendisplacedandtheyareindireneed of life saving and early recovery assistance.Following are the specific needs of affectedhouseholds.ShelterandNFIs
Floodaffected anddisplacedhouseholds are in direneedofemergencyandtransitional sheltersupport.In addition, basic household items of thesehouseholdsweresweptawaysotheyare inneedofhousehold items too. Estimated numbers ofdisplaced households in the proposed districts are18,000.WASH
Thereisanurgentneedtosecurereliabletemporarywater supply and sanitation facilities for the campsandplaceoforigin.Mostof the floodaffectedareahavebeensubmergedandthereishighprobabilityofoutbreakofcholera.Livelihood
The heavy sedimentation on farmland has causedmassivecropandfarminglanddestruction.Besidethisagriculturetools,cattle,fishandbirdswerealsosweptaway. Localmarkets and enterprises were also heavydisrupted. Restoration of livelihood options(production and marketing) and communityinfrastructure are the prime need of flood-affected
Requesting members CA, DCA, ICCO,LWR and LWF are themembers of ACTAlliance Nepal forum. Theseorganizations have been working inNepal in the area of humanitarianresponse, sustainable development andadvocacy.Intherecentearthquakeresponsetheseorganizations have had reached to 2.3million individuals in the area ofEmergency, transitional and permanentshelter construction, WASH,psychosocial,livelihoodsandDRR.Requestingmembersofthisappealhavetheir presence in Nepal and theproposeddistricts.ACT Nepal Forum members are wellrecognized through their participationand coordination in IASC clusters, UNsystem and government coordinationmechanism.ACT Alliancemembers have basic officesetup with qualified and experiencedhumanitarian and development staff,logistic services and communicationfacilities in their country, regional anddistrictoffices.
Intheabsenceofeffectivecoordinationmechanism,Management Information System (MIS) reliefoperation have not been found as effective asanticipated.Thereisaneedof institutionalizationofcommunity based DRR mechanism and to supportDistrict Coordinating Committee (DCC) and DistrictDisaster Relief Committee (DDRC) for effectivecoordinationandestablishandoperationalizeMIS.
Theproposedinterventionwillmakespecialefforttobeinclusiveinitsapproachandstrategy.Prioritywill be given to most vulnerable (widows, women headed households), excluded communities andpeoplewithspecialneeds(PWD),PeopleintheLabourMarket(PLM),children,andelderly.Sexandagedisaggregateddata(SDDD)isprovidedasfollowingtable.;

A. Floodaffectedpeoplehavereceivedlifesavingemergencyinterventionswhilemaintainingwellbeinganddignity
Theprojectwilldistributeemergencyandtransitionalshelterkits.Theemergencyshelterkitswillconsistofessentialitemssuchastarpaulins,bamboo,nailsandothersasperthestandardfrom the shelter cluster that is also compatible to the SPHERE minimum standards. Theemergency shelter kits will be distributed to all flood affected households in the selectedlocationthataredisplacedbythefloods.The4.5Sqmareaperpersonwillbemaintainedfortheemergencyshelter.AtypicaldesignfortheemergencyshelterwillbedevelopedfollowingthelocalcontextandinconsultationwiththeshelterclusterandDDRC.Transitionshelterwillonly be supported to themost vulnerable andmarginalized communities that have limitedcapacitytorebuildtheirshelter.TheselectioncriteriawillbedevelopedinconsultationwithDDRCandthelocalinstitutionsandagreedbythecommunities.Theselectionprocesswillbemade transparent to avoid the possible conflicts in the communities. Different models fortransitionshelterwillbedevelopedconsideringthelocalcontextssuchasweatherandsocio-culture inconsultationwiththecommunities.ThesheltersupportwillensurethesafetyandprotectionissuesofChildren(girlsandboys,childrenwithspecialneeds)andwomen,elderlypeopleandothervulnerabilities.Postdistributionmonitoringsurveywillbeundertakenafterdistributionofthekitstoassessappropriateness,relevanceandutilization.
A.1.2Procureanddistributehouseholditems
Thenon-fooditemswillconsistofessentialhouseholditemssuchasclothes,kitchenutensils,blankets; P foam etc. to help families meet their basic needs and protect their livelihoodsbefore,duringandafteremergencytoundertakedailyactivities.Theitemstobeincludedwillbe according to the cluster and SPHERE minimum standard. The households that will besupported for emergency shelter kits will receive the household items. Post distributionmonitoringsurveywillbeundertakenafterdistributionofthekitstoassessappropriateness,relevanceandutilization.
Adetailedassessmentwillbeundertakentoassessthestatusoftheaffectedwaterpointsinthe target locations. The findings of the status will also be mapped using GIS for datavisualization.Mostofthecurrentwaterpointsinthetargetlocationsareshallowtubewells.Thesetubewellsandotherwaterpointsorsourceswillbedisinfected.Similarly,sustainablewaterpointswillbeestablishedduringtheearlyrecovery.Theresponsewillensurethattheflood-affectedpeoplewillhaveaccesstoclean,safeandadequatedrinkingwater.Thewaterpointrestorationworkwillbecarriedoutthroughthewatercommittees.Waterqualitytestswillbeundertakentoassessthequalityandmitigationmeasureswillbeundertakentoensurethewaterquality.
A.2.2Supporttorepair/constructlatrines
Theprojectwillsupportconstructionoftemporarylatrinesforthedisplacedpopulationastheimmediateresponsetocreatelasting,positivechangeforwomenandchildrenbymaintainingprivacyofthewomenandgirls.ThecaseloadforeachlatrinewillbeaccordingtotheSPHEREminimumstandard.Duringtheearly recovery, theprojectwill support for robusthousehold
HygienewillbeanessentialcomponentfortheWASHintervention.Withoutcomprehensiveapproachtohygienepromotiontherewillbe limitedbenefits fromthewaterandsanitationsupport. During the immediate response, the hygiene will focus on mass communicationapproaches through Community Hygiene Promoters and gradually will move to householdhygiene promotion activities. The hygiene promotion tools that were developed duringNPL161willbeutilizedduringthisresponse.Theresponsewillfocusonkeyhygienemessagessuchashandwashingatcriticaltimes,useandmaintenanceoflatrines,consumptionofsafedrinkingwater,foodhygieneandmenstruationhygienemanagement(MHM).
Thecroplossduetofloodisextremelyhigh.Thesouthernplain,foodbasketofNepal,isinperil.The aimof this intervention is to support vulnerable flood victims to spring back fromheavylossesduetoheavyflood.Theseeds,plastictunnelsandfertilizeralongwithextensionservicestorecoverfromfloodwillbeassuredthroughthisintervention.B.1.2Supportscooperatives/groupstoprovidefinancialservices
The aim of the intervention is to work with vulnerable flood affected whose livelihoods arebasedonsmallretails,groceries,tiffinhouses,tea/coffeeshopsetc.Thefundwillbedivertedtolandlesspeopleorpeoplewithlimitedlandinthefloodaffectedareas.Thiscreditsupportwillbearevolvingcreditforspecifiedgroups.Forthefirstsixmonthstherewon’tbeinterestonthecreditreceivedthroughtheintervention.B.1.3Organisebuyersandsellermeetings
The flood has claimed life of buyers or damaged the facilities of small-scale traders. This hasdelinked the producers with the buyers andmay have disrupted transaction of commoditiesproducedandhaveaffectedthe livelihoodsofvulnerablefloodaffected.This interventionwillbringbuyersandsellersandrestorethelinkagesothatthesellingcapacityoftheproducerswillberestored.B.1.4Supportcommunitiestorestorecommunity(socioeconomic)infrastructures
Theaimoftheinterventionistorestorethesocioeconomicinfrastructuresofvulnerablefloodaffected through cash forworks interventions. The activitywill cover rural agricultural roads,irrigationrestoration,haat-bazarrestoration,marketcollectioncenterrestoration,andstoragerestoration.

Based on the existing mechanism of local bodies, existing disaster management groups will berevised/reformed as per new guidelines. Knowledge and roles and responsibilities of existing DRRinstitutions will be assessed. If necessary, the Appeal will provide necessary orientation session foreffective functioningof thecommittee.Thedisaster response teamwillbeprovidedwithevacuation,search and rescue and first aid materials and equipment. The appeal will also build the capacity ofrelevantgroupsandward/municipalauthoritiestooperatethematerialsandequipment.B.2.3Organizecapacitybuildingactivitiesforcommunitymediators
ACTAllianceNepalSecretariatforumwillorganizecapacitybuildingtrainingonpsychosocialsupportincommunities, affected by flood. Mainstreaming psychosocial support into humanitarian sectorsprovidingbasicservicesandsecurityisfoundtobethemostefficientwaytoaddressthepsychosocialwellbeingneedsofthemajorityofpeopleafteranemergency.Capacitybuilding includes IASCMHPSScoreprinciplesandsectorspecificchecklistsguides.B.2.4Supporttorecreationalactivitiestothecommunities
Trained community mediators/community mobilizers will access psychosocial and protectionissues/concernswiththecommunitygroups,schoolandyouthgroups.Theywillsupportwithrequiredtools,techniquesandmaterialssuchasrecreationmaterials,gamesetc.
CoordinationForumCoordination:LWFisthecurrentconvenoroftheACTAllianceNepalForumandtakesaleadingroleincoordinatingtheForumtotalresponseandmaintainingtherelationshipbetweentheForumandgovernment, development organizations, humanitarian organizations and other networks in Nepal.NationalandDistrictLevelCoordination:Atthenationallevel,requestingmemberwillcoordinatewithCentralNaturalDisasterReliefCommittee (CNDRC), relevantministriesanddepartmentsandnationalclusters for all life saving and early recovery works. Similarly, at district level, representatives ofrequestingmembersandtheirimplementingpartnerswillcoordinatewithdistrictlevelclusters,DistrictCoordinating Committee (DCC), District Disaster Relief Committee (DDRC) and targeted communities.Requestingmembersarememberoffood,WASH,shelter,CCCM,logistic,protectionclustersandtheywillshareprojectinformationandlearningsintheseforums.
MonitoringandevaluationThemanagementteamofrespectiverequestingmemberwillmanagetheproject.Theywillputinplaceregularmonitoring processes including field visits,stakeholder engagement, beneficiary consultations,and government interface.At the same time there will be regular monthly/quarterly meetings andreporting back to the requesting member country office. ACT Alliance Nepal Forum Secretariat willcoordinate the ACT peer monitoring. The respective requesting members on quarterly basis willorganizeperiodicreviewandreflectionmeetings.Thesereviewmeetingwillcriticallyanalyzethetarget
