I. MANDATE

REZA is mandated to oversee the integration, coordination, planning and monitoring

of special economic zones, industrial estate/ parks, export processing zones and other

economic zones in the ARMM Region.

1.1 Republic Act 9054 Organic Act for the Autonomous Region in Muslim Mindanao (ARMM)

ARTICLE XII ECONOMY AND PATRIMONY

Sec. 4. Regional Economic Zone Authority - Freeports. – The Regional Government may

establish a regional economic zone authority in the autonomous region. The Regional

Economic Zone Authority shall have similar powers as the Philippine Economic Zone Authority

and consistent with Special Economic Zone Act of 1995. The Regional Economic Assembly may

provide such additional powers and functions to the Regional Economic Zone as may be

necessary to meet the special circumstances of the autonomous region.

Once the Regional Economic Zone Authority is created by the Regional Legislation, the

Philippine Export Authority shall no longer authorize any other economic zone within the

autonomous region, any corporation, firm, or Zone Authority, shall be placed under the

jurisdiction of the Regional Economic Zone Authority and shall continue to enjoy the benefits

granted to it by the Philippine Export Zone Authority.

Accomplishment Report 2015

Executive Summary

SUPPORT TO OPERATION

The Authority was able to accomplish the following highlights in the formulation and

development of policies and organizational structure that strengthen the institutionalization

of the office and the full operation of REZA in general and the Polloc Freeport and Ecozone.

Regular Board of Directors Meeting- First, convening of the quarterly REZA Board of Directors

meeting that is very vital in the formulation of policies through approval and adoption of

important guidelines and operation procedures that is necessary to the operation of the

Authority. During the 2nd quarter BOD meeting these following agenda was presented and

adopted. REZA Strategic Plan 2014-2015, Formulated and Approved the REZA Manual of

Operation. Review and Assessment of the ASSURE Pre-FS and Ecozone Master Plan, Published

and Approved the REZA Implementing Rules and Regulations. Formulated and Approved the

BOD House Rules, formulated the REZA Organizational plantilla structure to be submitted to

the DBM for NOSCA and fiscal autonomy.

Review on the ASSURE Pre-FS Master Development Plan REZA conducted a two-day review of the ASSURE Pre-Feasibility Study last June 2-3, 2015, the said review can be the basis for the REZA Board to adopt the same as well as issue policy that would fast tract the implementation of both on-site and off-site development, strengthen institutional mechanism as well strengthen the REZA as the prime office to spearhead the development of

Economic Zones in ARMM and establish a clear coordination mechanism of all key agencies/offices primarily involved in the placement of locator industries within the Ecozone and Freeport. These include the establishment of priority offices such as One Stop Shop (OSS) and Custom-Immigration-Quarantine-and Security (CIQS) offices including the establishment of power and water supplies and security force, among others. All the rational and logical recommendations as gleaned from the review outputs and as discerned from the discussions and presentations would be the very basis for the REZA Board to adopt the ASSURE Peace and Development Pre-Feasibility Study, it may serve as a blueprint for the Polloc Freeport and Ecozone and vital to other potential ecozone that would boost economic development in the region.

Formulation of the REZA Manual of Operation

ED Lao presented the Manual of Operation to the Board. there are two (2) Manual of Operation made, one was for Ecozone Development Unit (EDU) which was drafted by DTI and was furnished to agency and the other one was the Enterprise Regulations Unit (ERU) which was drafted by the REZA personnel and it was presented to the technical personnel of the REZA member agencies last June 9-10, 2015 with minor

revisions and recommendations. REZA took note of the recommendation but there are other recommendations beyond the Manual of Operation already such as the query of the BIR on income tax collection. The Regional Government has no power to collect the income tax over the ecozone and enterprise based on the Gross Income Taxation under the National Internal Revenue Code (NIRC). Stated in the REZA law and IRR, the 3% from the 5% income tax shall be remitted to the Regional Government. REZA could not make any changes to the provision but instead recommended for the amendment to the IRR. For the Manual of Operation, REZA included the clause “subject to National Revenue laws and regulations”. ED Lao quoted the position letter prepared by Revenue District Officer Amanoding Esmail on the legal basis of Item VI (C) of the EDU “VI. INCENTIVES-xxx C. Remittance of Special Income Tax- Subject to pertinent revenue regulations, the 5% special income tax on gross income earned pursuant to Section 24 of MMA Act. No 154, as amended, shall be directly paid or remitted by registered ecozone developer/operator as follows: a) 3% to the Autonomous Regional Government b) 2% to the Treasurer’s office of the Municipality or the City where the ecozone is located.” The

said Manual consist of Enterprise Registration Unit and Ecozone Development as one journal but the office produced it separately due to its volume. The said Manual of Operation was approved by the Board subject to periodic reviews as the need arises.

Ocular visit to Tawi Tawi Special Economic Zone

The team from REZA and DTI ARMM headed by ED Mabang made an ocular visit to the proposed Tawi Tawi Special Economic Zone. Gov. Sahali said that Tawi-Tawi is the heart of special growth area. He hopes that these talk will bring development to the province in a way that Tawi-Tawi will become a frontier of ARMM but also of the whole country. He also hopes that Tawi-Tawi as a known backdoor will transform. He said that

Tawi-Tawi is a fast developing province as it is becoming the center of business opportunities. Furthermore, He believes that the project will have a big impact considering that Tawi-Tawi is the number one seaweed producer in the country. With these, he hopes that the concerns will be addressed properly. He said that presently the seaweed are transported from Tawi-Tawi to Zamboanga, Zamboanga to Cebu then Cebu to Export. He hopes that it will be discussed and improved and be institutionalized of what will be the better thing to do it. He also believes that the national government will support the said program.

REZA- Bureau of Customs JOINT MEMORANDUM ORDER

The Autonomous Region in Muslim Mindanao through its Regional Economic Zone Authority (REZA-ARMM) and the Bureau of Customs entered into a Joint Memorandum Order on Friday, 06 November 2015.In less than 2 months of preparation and legal reviews, the JMO on Mandatory Electronic Processing of Transshipments of REZA Locators to REZA Zones, and other procedures had been finally signed and approved.

ARMM Governor Mujiv Hataman, BOC Commissioner Alberto Lina, witnessed by DTI Regional Secretary Sakiran Hajan, Executive Director Eshan Karl O. Mabang, RBOI Managing Chair Atty. Ishak Mastura, other ARMM officials and Bureau of Customs officers attended the signing last November 6, 2015 held at Park Inn Hotel, Davao City. Executive Director Mabang said that the JMO is “envisioned to create employment opportunity leading to improve human resource development index. It is also seen to generate micro and even macro-economic benefits, attract domestic and local investors and will promote e-commerce

OPERATIONS

Marketing Promotion- the Authority strengthens its marketing promotion through various media, such as the audio info-mercial over DXMS Notre Dame Broadcasting Network. The regular issue of the REZA official Newsletter TAGUMPIA, dissemination of REZA/PFEZ brochure on all regional conferences, fora and conventions. Participation to ARMM Planning Congress, ARMM HALAL Congress, Philippine Rubber Investment and Market Encounter (PRIME) to widen the network of the Authority and to invite more investors at the Polloc

Freeport and Ecozone to increase the

economic growth

GENERAL ADMINISTRATIVE AND SUPPORTS SERVICES

Personnel trainings- REZA personnel braced its capacity development by engaging and participating in various training and workshop, undergoes understudy program at the Mactan Economic Zone, Mactan. Cebu together with the personnel from PFEZ and DTI ARMM to have a hands on training on the Movements of Goods as per compliance to the recently signed Joint Memorandum Oder between the REZA and the bureau of Customs on its Electronic Transshipment and other Customs Procedures to take effect on January 2016. REZA senior personnel likewise undertake supervisory training courses to develop the managerial core discipline to further improve the administrative operation of the Authority.

REZA undergoes understudy training at Mactan Export Zone

In line with the Joint Memorandum Order (JMO) between the Bureau of Customs and Regional Economic Zone Authority – ARMM regarding the implementation of the mandatory Electronic Processing of Transshipments of REZA locators to REZA zones and other procedures,

Regional Economic Zone Authority meets with the Philippine Economic Zone Authority – Mactan Economic Zone (PEZA-MEZ) on November 11-13, 2015 held at PEZA-MEZ Conference Room together with the PEZA-MEZ Zone Administrator SansalunaPinagayao, Department of Trade and Industry Regional Secretary Sakiran A. Hajan and REZA Executive Director Eshan Karl O. Mabang. On the first day, there was an introduction between REZA Staffs and PEZA-MEZ Officials followed by brief introduction about Regional Economic Zone Authority and Philippine Economic Zone Authority. It was then followed by the discussion about the PEZA Economic Zones and Registration of Locator Enterprises and their types, requirements, procedures and registration conditions. On the 2nd day, each personnel were dispensed to their respective assigned divisions for a hands-on training on its Department operations.

ACCOMPLISHMENT REPORT Year End Report January – December 2015

Staff Special Meeting (January 5, 2015)

The Regional Economic Zone Authority (REZA) held a Staff Special Meeting on 5 January 2015 at the REZA Office, ABC Bldg. ORG Compound, Cotabato City. It aimed to discuss the Preparatory Meeting with the Executive Secretary Atty. Laisa M. Alamia on 9 January 2015 at the Badjau Hall, ORG Compound, Cotabato City. Atty. Lao presided the meeting. She distributed tasks assignment to her subordinates.

ARMM Local Fund WFP Preparation Workshop

The Regional Economic Zone Authority –ARMM participated during the ARMM Local Fund Work and Financial Preparation Workshop on 8 January 2015 at the Pagana Kutawato

Restaurant, Cotabato City. Executive Director Ms. Mailyn

E. Macusang of Regional Budget and Management Office gave an eye view of the Local Fund Budget Execution Process, followed by Mr. Jessie C. Libita, CPA of his presentation of the content and format of the 2015 Work and Financial Plan.

During the workshop session,

the various Locally Funded Agencies was given enough time in crafting their plans into specific physical and financial targets commonly termed as Work and Financial Plan. After the elapse time, random call was made for agencies who will present their output of their WFP for critiquing. The RBMO made an announcement regarding the tentative submission of the accomplished WFP 2015 not later than 14 January 2015.

Preparatory Meeting with the Executive Secretary Atty. Laisa M. Alamia The Regional Economic Zone Authority (REZA) held the Preparatory Meeting with the Executive Secretary Atty. Laisa M. Alamia on January 9, 2015 at the Badjau Hall, ORG Compound, Cotabato City. E.S. Alamia gave rationale on why the meeting was called, i.e., the

information that REZA failed to come up with a Manual of Operations (MoP) and attain fiscal autonomy because the personnel lacked capacity or incapacitated. E.D. Lao explained that REZA failed to produce MoP because of an info by former DTI Secretary Maritess Maguindra back in January 2014 when REZA did the Stratplan that there exists a REZA MoP but DTI says there exists none until somebody said, Ms. Maguindra may have confused the MoP with REZA Implementing Rules and Regulations. As regards the fiscal autonomy, useably as December 2013, REZA asked concerned agencies regarding fiscal autonomy but the Commission on Audit (COA) flatly refused saying REZA can’t have fiscal autonomy because it has no permanent personnel for the accountable officers and that when REZA reason out that other LF agencies have accountable officers who are not permanent, COA replied, “That’s why ARMM is doomed.” E.D. Lao also disputed that lack of capacity was not the main hindrance to its programs and activities. When REZA did the Stratplan, REZA engaged ADA to facilitate the workshop; when REZA did the personnel consultation, the Authority invited the members of the Board and other concerned agencies such as the Civil Service Commission to help out; when REZA did the updating of the Stratplan, they asked RPDO to help out and it willingly helped out free of charge. Coordination Meeting with Secretary Hajan

Right after the Preparatory Meeting with E.S. Atty. Alamia, Atty. Lao had a meeting with DTI Secretary Hajan.

Atty. Lao and Secretary Hajan discussed next steps for REZA. Further, the meeting adjourned with the consensus that DTI Technical people shall visit and set with REZA to discuss the drafting of Manual of Operation and the Fiscal Autonomy. Meeting with DTI Technical team As agreed during the meeting between Atty. Lao and Secretary Hajan, the DTI-ARMM Technical people and REZA set to discuss concerns on the REZA Personnel, Manual of Operations and Fiscal Autonomy on 12 January 2015 at ABC Building, ORG Compound, Cotabato City.

The two parties agreed on the REZA Personnel to be screen right after the expiration of the contract of services of the current employees. They also discussed the Manual of Operation, Fiscal Autonomy especially on who could be tapped to facilitate the workshop and submit a complete package to REZA for a cost.

1st Quarter Expanded Cabinet Meeting

The Regional Economic Zone Authority (REZA) Executive Director Atty. Loren Hallilah I. Lao attended the Expanded Cabinet Meeting on 14 January 2015 at the Badjau Hall, ORG Compound, Cotabato City.

Agencies were expected to give updates about their respective agency. They also

discussed criteria for Government Initiative for Strategic Assessment. All of them were reminded to submit Statement of Assets and Liabilities Network (SALN).

The REZA was among the agencies who has rating of One Hundred Percent (100%) on

the Compliance of Seal of Transparency. REZA regular Staff Meeting

The Regional Economic Zone Authority (REZA) held its Regular Weekly Staff Meeting on 16 January 2015 at the ABC Bldg., ORG Compound, Cotabato City.

Atty. Lao presided the meeting. They tackled what was discussed during the meeting with Secretary Hajan. They also talked about the status of the personnel of REZA. Atty. Lao shared and discussed the positions proposal of Mr. Diocalno of DTI. She also mentioned those positions approved by the Regional Budget and Management Office (RBMO).

As a result of the preparatory meeting with ES Atty. Alamia, REZA has to produce Manual of Operation (MoP) as well as to work on the requirements for the Notice of Organization, Staffing and Classification Action (NOSCA) for the Fiscal Autonomy which will be passed to the Department of the Budget and Management (DBM).

Atty. Lao asked an update about the pending resolution on the approval of plantilla

which will signed by the REZA Board Members. The responsible person informed her that finalization of the resolution shall be made right after the changes to be made.

The Citizen’s Charter team informed Atty. Lao that the REZA is on the stage of

endorsement/conditional. Mr. Ronatay of Development Academy of the Philippines (DAP) hasn’t replied yet to the e-mail regarding the approval of REZA’s citizen charter. Other matters were also discussed like the annual procurement plan, tardiness and absences of the employees and financial reports.

Meeting with HRIC One of the personnel of the Regional Economic Zone Authority (REZA) together with other line agencies joined the HRIC Meeting in the preparation for the Transition to the Bangsamoro Government held at Human Resource Information Center on 22 January 2015 ORG Compound, Cotabato City.

Some of the topics that which were discussed during the said meeting were updates

on HRIS activities in relation to the transition to the new Bangsamoro Government, Data needed by the Transition Committee.

The meeting was headed by Lydia U. Mastura, Director III of the Administrative

Management Services. Participants must be in Human Resources Division because all the concerned that we tackled are for Human Resources regarding to their personnel.

REZA Executive Director Joins Echo-Seminar on Poverty Alleviation The Regional Economic Zone Authority (REZA) Executive Director, Loren Hallilah I. Lao, joined the Echo-Seminar on Poverty Alleviation on January 28, 2015 at the EM Manor Hotel in Cotabato City. The seminar was organised by the Philippine-Japan Alumni Fellows Association (PHILJAFA) in the Autonomous Region in Muslim Mindanao. Mr. Nasser L. Talipasan of the Department of Environment and Natural Resources and a member of the PHILJAFA-ARMM presented his post-training report entitled Localising the Anti-Poverty Agenda. The presentation was the product of his training in Malaysia on Poverty Alleviation. The occasion was also graced by Mr. Shinichi Masuda, the Chief Advisor of the Japan International Cooperation Agency (JICA) based in Cotabato City and Dr. Abubacar M. Datumanong, Assistant Regional Secretary of the Department of Trade and Industry-ARMM and the President of PHILJAFA-ARMM. E.D. Lao is a member of the PHILJAFA-ARMM having undergone the JICA Training Programme for Young Leaders, specifically on Legal and Judicial Systems in Tokyo, Japan in September-October 2008.

ARMM celebrates World Hijab Day

ARMM conducted a Hijab Walk in celebration of the World Hijab Day with the theme “Women's Access to Livelihood ay Karapatan!", held at the Provincial Capitol Gym, Marawi City. Spearheaded by the RCBW-ARMM (Jehanne Mutin-Regional Chairperson and Noni Lao-Commissioner for Lanao) in partnership with RHRC-ARMM, DOT-ARMM (Sec. Marites Maguindra and Asec. Shalimar Amerkhan Candao Maria Theresa Reynon Sakkalahul ) and the Provincial Government of Lanao del Sur.

The human power button symbol formation of 716 women qualifies the region to beat a world record set by EASY Homes Limited, Ontario Canada with 364 men/women participants. This category is the Guinness record for the Largest Human Power Symbol, during the formation, the participants showed the hand peace sign to suggest hijab power for

peace.

It was participated by DepEd Lanao II Division, Lanao Sur I and Marawi City Division, All provincial line agencies, CSO's, NGO's , Association of Lady Sharia'ah-at-Law of the Philippiness ( Baidz Pee Emm various Women organization. The following were acknowledge; One Ranao Movement, Inc as official Marshal Mew Delgado Sybil, Khalid Amerol, Norhanah Dimacaling H. Basher, First Ladies Club headed by Madam Raifa Sani

calls for Justice and Peace in Mindanao.

E.D. Lao Attends the Expanded Cabinet Meeting Executive Director (E.D.) attended the Expanded Cabinet Meeting on 2 February 2015 at the Badjau Hall, ORG Compound,

Cotabato City. Updates on Mamasapano incident where 44 SAF members, 18 MILF, and still undetermined number of private casualties were killed were discussed during the meeting.

Plans on actions to be taken in response to the incident were also discussed including the peace campaign as well as reports on the private casualties of the incident

Meeting with the Investors

The Regional Economic Zone Authority (REZA) attended the meeting with Eric Lee of

MCX Motor Philippines for their proposal of auction of heavy equipment at Polloc and Ecozone on February 3, 2015 at Alnor Convention, Cotabato City. Mr. Hexan Mabang, the Chief Planning Officer of Free Port Economic Zone (FPEZ), presided the meeting. It was

participated by Atty. Loren Hallilah I. Lao of Regional Economic Zone Authority (REZA), Atty. Rasol Mitmug, Chief of Staff, Atty. Ishak Mastura, Chairman of the Regional Board of Investment (RBOI), Atty. Barok Mangutara, Port Administrator of Free Port Economic Zone (FPEZ) and Director Dumama of Regional Board of Investment (RBOI). It aimed to discuss Mr. Lee’s proposal of auction of heavy equipment at Polloc Freeport and Ecozone.

Records Officers’ Meeting The Regional Economic Zone Authority (REZA) attended the Records Officers’ Meeting on 4 February 2015 at the Pagana Restaurant, Cotabato City. It started with prayer, singing of National Anthem as well as the ARMM (Autonomous Region of Muslim Mindanao) Hymn. It was participated from different agencies of ARMM. It aimed to discuss the first ever creation of archive center in ARMM. Aside from that, consultations on best practices; compliance with National Archive of the Philippines (NAP), awareness of participants on Philippine Records Management Association (RPMA)’s trainings and issues and challenges face by the records officers among the agencies were tackled during the meeting.

Mr. Alawi adjourned the meeting with the agreement that he will inform ES Atty. Laisa

M. Alamia about the recommendation of the majority records officers on whether there will be centralized set-up for the Records Management Improvement Committee (RMIC) for the entire ARMM or each agency is responsible for its own RMIC. Lastly, the body agreed that Mr. Alawi will inform all the records officers on what files/records he will get from them. 1st Sub-Cluster on Employment Generation Regular Meeting Executive Director Atty. Loren Hallilah I. Lao attended the 1st Sub-Cluster on Employment Generation Regular Meeting on 5 February 2015 at the RPDO Conference Room, ARMM Compound, Cotabato City.

The items on the agenda were the updates on the Employment Generation form, institutional arrangements, submission and consolidation of the form, and other related matters.

The first item tackled was DOLE-EGF-1, the ARMM Employment Generation Form, which the group adopted. The group then decided that the period covered by the data to be gathered shall retroact to 2013-2014 which was to be submitted on March 16, 2015.

Data on employment generated from January 2015 onwards shall be gathered quarterly and to be submitted on the 10th of the month following each quarter.

The form with the data shall be certified by the agency and submitted to the DOLE which shall then consolidate the same to be forwarded to the RPDO as the technical secretariat. Workshop on ARMM Local Fund Budget Accountability Reports for FY 2015

The Regional Economic Zone Auhority-ARMM attended the ARMM Local Fund Accountability Report for FY 2015 on 5 February 2015 at Pagana Kutawato Restaurant, Cotabato City. Planning and Budget Officers from Locally Funded Agencies were gathered to be capacitated on the matters of Budget Accountability Reports preparation which is essential in the monitoring process of fund utilization. Ms. Mailyn E. Macusang, Executive Director of Regional Budget and Management Office discussed the Guidelines on the Budget Release and Utilization of Funds. Moreover, Mr. Jessie C. Libita, CPA, enlightened the participants in the presentation of standardized formats of Local Fund Budget Execution and Accountability Forms (LFBARs). He pointed out, “Violation of this guidelines for three (3) times, without justifiable cause, during the calendar year shall constitute a ground for the institution of administrative disciplinary action against them for inefficiency and incompetence as provided under item (p) section 22, rule XIV, Book V of EO 292 and the Omnibus Rule”. Furthermore, the deadline of submission of monthly reports was revised in every third day of the succeeding month. Thus, RBMO reminded all the Locally Funded Agencies that failure to submit the required BARs, "No Report, No Releases" policy shall be enforced.

9th RLECC Meeting

The Regional Economic Zone Authority participated on the 9th RLECC on 6 February 2015 at the Pagana Kutawato Restaurant, Cotabato City.

It was presided by the OIC-Regional Director, PNP PRO-ARMM, PSSupt. Noel P. Armilla

and followed by Dor. DaniloEstropia, Regional Director, NICA R-12 who delivered the welcomed remarks basically on the review and approval of the minutes of the previous meeting and business arising from the previous meeting.

Sub-Comm. on Transportation and Communication thru LTFRB-ARMM to present the proposed creation of task force to address the problem on “Colurum” passenger vehicles plying in Maguindanao and Lanao del Sur. Sub. Comm. On Environmental Protection will discuss the IRR of the DENR procedures on filing criminal charges against illegal loggers apprehended by the PNP/AFP personnel during checkpoints.

PCINSP VALMORES, FESAGSS discussed the update results of the 2nd LTOPF caravan and its projected plan for CY 2015.

Chairperson Ismael Maulana, RRUC ARMM presented the agency update on the settled and un-settled family feuds for CY 2014 and also the agencies plans and programs for CY 2015 that needs collaboration with other law enforcements agencies.

The Regional Economic Zone Authority (REZA) held its Regular Weekly Staff Meeting on 6 February 2015 at the ABC Bldg., ORG Compound, Cotabato City.

Atty. Loren Hallilah I. Lao called to order and presided the meeting. It aims to present

and discuss the financial report. She also distributed tasks assignments to all employees while she will be away from 9 February to 12 February 2015 to attend Civil Service Commission (CSC) Supervisory Development Course (SDC) Track III in General Santos City.

With the theme “Ituloy ang Lakad. Don’t Give up on Peace,” the Regional Economic Zone Authority (REZA) joined the Parade for Yapakapayapaan on 6 February 2015 at the ORG Compound, Cotabato City. Together with all ARMM agencies, the REZA joined the barefoot walk for peace. This event was continuation of peace campaign calling for all-out peace and not all-out war.

1st REDC Regular Meeting On 10 February 2015 Atty. Makmod D. Mending, Jr., Regional Secretary, DAF-ARMM and REDC Chairperson presided over the first regular meeting of the Regional Economic and Development Committee (REDC) at the Regional Planning Development Office (RPDO) Conference Room, ARMM Complex, Cotabato City.

Engr. Abdulgani Manalocon, MBA, Chief, Economic Planning Division, RPDO and Head, REDC Technical Secretariat does the Roll Call Declaration of Quorum. He also discussed updates on the Regional Economic and Development Planning Board (REDPB) and Resolutions passed by the Board.

The Department of Environment and Natural Resources –ARMM give an overview about the status of the Mineral Commodities and Revenues Generated by ARMM and updated the Ten Point Agenda on Mining Reforms. In addition, the Department of Trade and Industry elaborated the Comprehensive Capacity Development Project (CCDP) implemented by the JICA-ARMM upon request of the Regional Governor of ARMM and signed the MOA dated 17 September 2013. On the other hand, Regional Board of Investment-ARMM gives an update on the Investment Forecast for 2015.

The Regional Economic Zone Authority – ARMM answer the query of RBOI about the Tawi-Tawi Ecozone. Thus, REZA noted the current status and stressed the letter of Atty. Loren Hallilah I. Lao, REZA Executive Director to Engr. Baintan A. Ampatuan, CSEE, which states “That

the SP Resolution is still not the operative set of documents that would ensure that the province’s application for Ecozone has been filed before this office and thus requiring the REZA Board Action. Stated otherwise, while this office has received the Tawi-Tawi’s SP Resolution, the Province has not yet technically filed an application for the establishment of Ecozone in Tawi-Tawi”.

Other issues and concerns regarding the upcoming activities and fixing the date and venue of the next Committee meeting was deliberated and the tentative schedule will be on the third week of March 2015.

REZA E.D. Undergoes Training on Supervisory Development Course

The Regional Economic Zone Authority (REZA) Executive Director, Atty. Loren Hallilah I. Lao joined the Civil Service Commission (CSC) Supervisory Development Course (SDC) Track III held on February 9-13, 2015 at the Sun City Suites in General Santos City. The SDC course is a three-track training for supervisors and managers to effectively deal with various situations that arise between their staff and within their teams. and Track III consists of two modules on “Powerful Presentation” and “Making Meetings Productive.” The first module trained participants in overcoming the fear of public speaking, the what’s and why’s of presentation, the “Steps in Making Powerful Presentation,” “Developing and Using Visual Aids,” “Handling Participants/Audience with Problems” and “Handling the Question and Answer Period.” This module was capped with a videotaped narration of unforgettable experiences by the participants. This session aims for the participants to check their mannerism that may impede public speaking and presentation. The second module tackled “Making Meetings Productive” with sessions on planning and leading a meeting. Supervisors and managers from various agencies from the five provinces of the Autonomous Region in Muslim Mindanao participated in the training. Updates and Consultative Meeting on Tobacco Control The Regional Economic Zone Authority (REZA) attended the Updates and Consultative Meeting on Tobacco Control on 10 February 2015 at the DOH-ARMM, ORG Compound, Cotabato City. The following were some points talked -Finalization of DOH Red Orchid Awards 2015 Validation Tool, Implementation of Smoke-Free Environment on ARMM agency offices vicinity, All agency shall establish a designated Smoking area and Smoking Cessation Clinic. The DILG shall spearhead in promoting the TFE laws and the policies to ARMM Local Government Units (LGU’s). The DepEd shall spearhead in promoting its policies

on the TFE and the ISI act as the marshal in the implementation of APTFRE inside the ORG compound. ARMM Executive Order No. 01 “Creation of ARMM Tobacco Free Environment” to require all line agencies, bureaus and Offices to adopt with the APTFRE in its respective offices Peace Caravan and Socio-economic services Mamasapano

The Regional Economic Zone Authority (REZA) actively participated on the Peace Caravan facilitated by the ARMM Government on 14 February 2015 from the ORG Compound, Cotabato City to the Tukanalipao, Municipality of Mamasapano. Executive Secretary Atty. Laisa M. Alamia delivered a speech wherein she informed the residents of Mamasapano that there shall be assistance and other agro-socio services from the ARMM

Government.

DOH gave orientation to the residents on how to identify bombs and other Arm Effects in order for them to keep themselves safe from bombs which did not explode during the counter. Hadji Abdul Azis Padilla popularly known as “Robin Padilla” called for sobriety and more tolerance for the conflict regarding the said tragic incident and continue to believe in Peace. Preparatory meeting for Regional Planners Congress In Compliance to Memo Order No. 100., dated February 11, 2015, the Regional Economic Zone Authority (REZA) attended the Regional Planners Meeting. The said meeting was attended by the Planning Officers from all ARMM agencies. This was also part of the preparation for the upcoming 1st ARMM Regional Planner’s Congress on 4-5 March 2015. All Planning Officers from the Municipal level up to the provincial level also required to attend the said congress. Discussion on the GAA/MFO Targets, Planning officers should take the new policy on Planning set by NEDA, which is the Performance Informed Budgeting (PIB). Through the PIB policy, the agencies are required to have the Bottom-Ups-Budgeting (BUB). Project and programs should have baseline data. Planning Officers should bear in mind that every preparation for the next year Work and Financial Plan. The following question should be considered.

Regular Staff Weekly Meeting

The Regional Economic Zone Authority (REZA) conducted its Regular Weekly Staff Meeting on 20 February 2015 at the ABC Bldg., ORG Compound, Cotabato City. It was Atty. Loren Hallilah I. Lao presided the meeting. Ms. Junairah L. Ibrahim reviewed the minutes of previous meeting dated 6 February 2015. Atty. Lao distributed the tasks assignment to her employees. She also informed them that the contract of service shall be done right after the First Quarter Board Directors’ Meeting. As expected, everyone made individual work plan for next week, 23-27 February 2015. 1st regular ARMM Halal Ecosystem Regular Inter-agency Meeting The Regional Economic Zone Authority (REZA) joined the ARMM Halal Ecosystem Regular Inter-agency Meeting on 23 February 2015 at the DOST Conference Hall, ORG Compound, Cotabato City. It was actually Initiative Updates on the Halal Development,

Deliberation on the Draft Terms of Reference (TOR) on the promotion of Halal Development in the Philippines prepared by NCMF National Office, comments and feedbacks. Deliberation of the Executive Order for the Establishment of ARMM Halal Ecosystem, amending for the purpose Executive Order No. 16, Series of 2008.

MTCP Training on the Administration of Halal Certification scheduled on April 1-17, 2015. In Malaysia and requirement for the training as well as the deadline for submission of applications. Draft IRR for MMA No. 254, copies will be distributed during the meeting.

There will be at least 20 participants representing ARMM to the National Halal Certification Body on April 1-17, 2015. Those who made confirmation on February 20, 2015 were submitted to the Office of the Executive Secretary for approval. The agency shouldered the local travel of its participants and the whole training expenses was for free. Participants were asked to comply and submit all requirements on or before 27 February 2015.

The body had discussion and recommendations on the TERMS of Reference (TOR) were made for the promotion and development of Philippine Halal Industry. Recommendations were as follows: Include the Department of Science and Technology among the major agency that spearheads the Philippine Halal Industry. Change the ARMM into ARMM Halal Ecosystem. Review on the final draft of the Executive Order, as approved by the body. The AHE-TWG shall fine-tuned the said EO and submit the same immediately to the Office of the Executive Secretary. Drafting of the IRR shall commence after the issuance of the

EO and copies of MMA 258 shall be distributed to all members of the ARMM Halal Ecosystem (AHE). IT Officers’ Meeting The Regional Economic Zone Authority (REZA) IT Officers attended the ARMM IT Officer’s Meeting for the first quarter of the year on 27 February at the DILG Conference Room, ORG Compound, Cotabato City. The following were the highlight of the discussion during the meeting. Updates on continuous improvement of ARMM websites relative to complying with the Seal of Transparency and OGP related directives of the Regional Governor. Preparation for the 1st Quarter 2015 Assessment Report to OGP. Presentation of agency website on Powerpoint Presentation with respective scoring. DOST GWHS services, MITHI updates ARMM Regional Budget Officers Meeting

The Regional Economic Zone Authority (REZA) attended the 1st Regional Budget Officers meeting on 2 March 2015 at Pagana Kutawato, Native Restaurant, Cotabato City. It aims to discuss the the Regional Government’s unwavering effort to promote transparency and good governance transcends not only to the Office of the Regional Governor but also to the line agencies and even to the locally-created offices/agencies. Through the sound leadership of the Regional Governor Mujiv S. Hataman, agencies have also been empowered to serve their purposes to the best of their abilities to contribute to the regional thrust of good governance and public accountability.

Budget Officers from different line and locally-funded agencies was present to discuss important matters about the organization of Regional Budget Officers, profiling of the Regional Budget Officers and other concerns on budget matters. This is one way of strengthening the effectiveness and efficiency of the budget processes and to uphold strong linkages among the budget officers. During the meeting, an interim board of directors was put into place to formulate its own constitution, by-laws, and institutionalizing the organization. Thus, the body agreed that the organization will be named ARMM Government Association of Budget Officers (AGABO).

Regular Staff Monthly Meeting

The Regional Economic Zone Authority (REZA) held the staff monthly meeting on 3 March 2015 at the ABC Bldg., ORG Compound, Cotabato City. As usual, Atty. Loren Hallilah I. Lao called to order and presided the meeting. She asked updates regarding the Manual of Operation and Fiscal Autonomy. The working teams for the said matters reported that they were almost done and shall submit the draft before the first week of the month ended. The Finance Division also reported the financial status of the office. Atty. Lao gave an instruction to them that the salary of employees shall not be released unless the contract of services is duly signed by the signatories.

Atty. Lao told the planning officer to draft an activity design for the two-day presentation of the manual of operation and fiscal autonomy to the REZA Board and experts for assessment. Finally, the meeting was ended right after the submission of the individual work plan of the employees and recapitulation of what was discussed. 1st ARMM Planners Congress

The Regional Planning and Development Office (RPDO) spearheaded the 1st ARMM Planners Congress last March 4-5, 2015 held at Alnor Convention Center, Cotabato City, with the theme: “Harnessing Autonomous Regional Government and Local government Units Collaboration towards good governance and efficient public service”. The said two-day planning activity was the first ever in the 25 years of ARMM said Executive Director Engr.Baintan Ampatuan.

In the opening program, Executive Secretary Atty. Laisa Alamia presented the ARMM Development Directions, Programs and Projects and the ARMM Regional Project Monitoring Evaluation System (RPMES) that serves as the on-real-time geo-tagging in the on-going Program and projects of the region in the five provinces. RPMES is systematic

approach to monitor and evaluation and assessment of the socio-economic and infrastructure development in the region.

There were two different workshop conducted. Workshop 1 for the Municipal

Planning and Development Officers were group according to District representative per province, MPDC’ were to revalidate the LGU 2016 PAPS, on the Local Structure, Road Conditions, and the development Issues/Concerns and Recommendations. Workshop II for the Regional Line Agencies was divided into the 3 major sectors Good Governance, Economic and Social Services and Human Development. All agencies were to revalidate and update its respective MFO in the Regional Development and Investment Plan 2016 and inclusion of existing national funded PAPs. Each Provincial legislative district presented their group output; Municipal PAPs through BUB scheme were anchored towards the regional targets on Socio-Economic and Infrastructures Budget for the calendar 2016. Office of the Executive Secretary and RPDO awarded the Top 3 best comprehensive Provincial/City Planning presentation.

LF meeting for the Bangsamoro Week of Peace The Regional Economic Zone Authority (REZA) Representative attended a LF Urgent Meeting on 4 March 2015 at the Pagana Kutawato Restaurant, Cotabato City. The highlight of the meeting was to come up One (1) Million Signature Campaign for all-out peace in Mindanao. REZA 1st Quarter BOD Meeting The Regional Economic Zone Authority (REZA) conducted the First Quarter Board of Directors Meeting for the year of 2015 on 6 March 2015 at the Golden Lace Restaurant, St. Macapagal, Cotabato City. The Board approved the House Rules, the Implementing Rules and regulations and the Strategic Plan 2014-2016. The REZA Citizen’s Charter were also approved and was subject for minor editing. 2015 Women’s Month Celebration

The Regional Commission on

Bangsamoro Women, as the principal women development agency in th region/ARMM, will be spearheading the observance of the month-long celebration of 2015 National Women’s Month. This year’s theme is “Babae, Ang Disisyon Mo ay Mahalaga sa Tagumpay ng Bawat Isa, Ikaw Na!”

Undersecretary Jose Lorena of the OPAPP keynoted. He was invited for the WPC inauguration and to update on the Moro peace process. Komisyon sa Wikang Filipinoi (KWF) Seminar-Workshop

The Regional Economic Zone Authority – ARMM participated on the Seminar-Workshop on Korespondensiya Opisyal, Ortograpiyang Pambansa At Manwal Sa Masinop Na Pagsulat with the theme “Sulong Filipino sa ARMM” on 9-11 March 2015 at Al Nor Convention Center, Cotabato City.

The speakers in the 3-day Seminar-Workshop are Mr. Virgilio S. Almario, National Artist, President of KWF, Mr. Michael Coraza, PhD, Ateneo de Manila University, Mr. Rogelio G. Mangahas, Writer at Mr. Roberto T. Anonuevo, Editor-in-Chief (KWF). It intends to feature competent use of the Filipino language not only in the official transactions and communications in the region but also as an instrument to uphold the excellence in education and continuing harmony and unity in the country.

1st Regular Infrastructure Convergence Committee, CY 2105

The Regional Economic Zone Authority (REZA) Planning Officer Ms. Leah Tarhata M. Mehila attended the 1st Regular Infrastructure Convergence Committee, CY 2105 on 13 March 2015 at the RPDO Conference Room, ORG Compound, Cotabato City. The purpose of the meeting was to review and assessment of the output of the Regional Planners Congress on the Infrastructure Project for 2015-2016 ARMM DPWH Projects.

The REZA was requested by Dir. Engr. Ampatuan of the Regional Planning and Development Office (RPDO), to attend the said meeting to incorporate the infrastructure projects stated in the recently approved REZA Strategic Plan 2014-2016 to the Regional Infrastructure Projects and Program for 2015 (within the ceiling budget) and 2016 Budget Proposal.

REZA was ushered to be in the group of Maguindanao Engineering District – I, Polloc Freeport and Ecozone located at the Municipality of Parang.

During the presentation of the workshop output from the different Engineering District to the ICC Chairperson Sec. Emil Sadain of the DPWH and Director Ampatuan of the RPDO, the panel reviewed and approved the various infrastructure projects identified and presented by the District Engineer. It was Dir. Ampatuan who asked if the REZA already incorporated its ecozone

development projects

The REZA stated there is no specific category to which the following projects be

included in the matric provided by the secretariat and there was no available projects proposals as of this time for the said projects since the REZA Strategic Plan was just recently approved by the REZA Board on 6 March 2015. Dir. Ampatuan recommended to the body that REZA-PFEZ should be given the projects allocation for the 2016 budget fund the above mentioned projects. Sec. Sadain, DPWH-ARMM, approved the recommendation from Dir. Ampatuan and pronounced that there shall be 50 Million Pesos allocation for the off-site Road Network, Sarmiento-Polloc and 50 Million Pessos additional budget for the fencing projects. The 100 Million Pesos Budgetary allocation for REZA-PFEZ was included in the District and Provincial Annual Infrastructure Assistance CY 2016 (above the ceiling priority project) of the ARMM. Projects proposal should be submitted to the Maguindanao Engineering District-I for compliance.

Polloc Anniversary

The Regional Economic Zone Authority (REZA) Executive Director Atty. Loren Hallilah I. Lao graced the 5th Polloc Anniversary on 13 March 2015 at the Parang, Maguindanao.

The meeting was adjourned right after the submission of the individual work plan and recapitulation of the highlights of the meeting. Philjafa Board Meeting Regional Economic Zone Authority (REZA) Executive Director Atty. Loren Hallilah I. Lao attended the Philjafa Board Meeting on 19 March 2015 at the Al Nor Hotel, Cotabato City. Staff Weekly Meeting The Regional Economic Zone Authority (REZA) held the staff monthly meeting on 20 March 2015 at the ABC Bldg., ORG Compound, Cotabato City. Atty. Loren Hallilah I. Lao called to order and presided the meeting. She asked updates on the individual work plan of the previous week, resolutions to be approved by the Board and asked the finance division to report specifically to report on where the petty cash was spent for monitoring purposes. Immediately, they discussed the preparation for the upcoming OPLAN GISA on 13 April 2013. Atty. Lao then assigned tasks assignments to her subordinates. Afterwards, she adjourned the meeting right after the submission of the individual work plan and recapitulation of the highlights of the meeting. 2nd Regular Economic Development Committee meeting (REDC) Recommendations for REDPB agenda were the following:

On the updates from Mindanao Development Authority (MinDA), it was been agreed by the body to inform the Office of the Regional Governor to send a request letter to MinDA to have a region’s representative to the five(5) Component cluster, such as: Industry Development, Improving Connectivity, Logistics Development, Investment Promo, instionnstitutional Development and Policy Support. Revisit, review and assessment of the pre-feasibility study ASSURE. Compliance to the Regional Competitiveness survey to all concern agencies. Follow up the exploratory talks with the Bureau of Custom and the Bureau of Internal Revenue (BIR) for the MOU-MOA with the REZA for its incentives grants and the said matter shall be discussed on the next committee meeting. REZA to coordinate with RBOI for the Incentive grants. Follow up the status of the pending Executive Order for the composition of the ARMM Halal Ecosystem at the office of the Regional Governor. Review on the MMA 254, ORG shall be appraised to review the IRR. 2015 National Women’s Month Celebration of CHED-ARMM

The Regional Economic Zone Authority focal personnel attended the 2015 National Women’s Month Celebration of CHED-ARMM with the theme “ Babae, Ang Disisyon Mo ay Mahalaga sa Tagumpay ng Bawat Isa, Ikaw Na!”, together with the other line agencies from the Office of the Bangamoro – Autonomous Region in Muslim Mindanao on March 25, 2015 at D&M Catering Services, Cotabato City. It started with a prayer led by Miss Sahara Ali of Bureau of Cultural Heritage.

The program was hosted by Miss Ali. It aimed to celebrate and commemorate the stories, achievements and role of women in Islam.

The Regional Economic Zone Authority (REZA) joined the Meeting on the Preparation of Pakaradjaan Book Documentary on March 26, 2015 at the RPDO Conference Hall, ORG Compound, Cotabato City. The REZA is responsible to make write-up on the “Photo Exhibits” which was about Peace and Historical Context for Public Viewing from November 24-28, 2015 at the Front of the Office of the Regional Governor, ORG Compound, Cotabato City.

As part of the Regional Economic Zone Authority’s (REZA) commitment to Gender and Development and in celebration of the Women’s Month, Executive Director Loren Hallilah I. Lao joined a two-day Women and Media Workshop on March 26-27, 2015 in Manila. The workshop entitled “Strengthening Women’s Voices in Post-2015 Development Agenda through the Media” is organized by the Women Feature Service (WFS)—Philippines.

Consisting of five sessions, the two-day activity tackled various women issues in the Philippines, the gains and misses by the Philippines based on the international instruments namely, the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), the Beijing Platform for Action (BPfA), and the Millenium Development Goals (MDG).

Culmination Ceremony of RCBW Women’s Month Celebration

The Regional Economic Zone Authority focal personnel joined the 2015 Women’s Month Celebration Culmination Program and 2nd GAD Awarding Ceremony with the theme Babae, ang Desisyon Mo ay Mahalaga sa Tagumpay ng Bawat Isa, Ikaw Na!, together with other line agencies from the Office of Autonomous Region in Muslim Mindanao on March 31, 2015 held at Shariff Kabunsuan Cultural Complex, Cotabato City.

This was conducted by the Regional Commission of Bangsamoro Women’s as part of their program. The program was started by invocation and follow by Pambansaang Awit and ARMM Hymn. Sittie Jehanne U. Mutin Chairperson of Regional Commission of Bangsamoro Women, welcoming all the participants from different agencies. Hon Djaliah Turabin –Hataman, Congresswomwn of Anak Mindanao Party List was the guest speaker of the said event. She insights that the role of women in society is very important.

Meeting with JICA (April 14, 2015)

The Japan International Cooperation Agency (JICA) visited the Regional Economic Zone Authority of the Autonomous Region in Muslim Mindanao (REZA-ARMM) on 14 April 2015 at the ABC Building, ORG Compound, Cotabato City.

Mr. Naoyuki Ochiai, Mr. Shu Nishimaru and Ms. Samrah Karon Patadon inquired what JICA can help in the Ecozone Development of ARMM during the meeting. REZA planning officer, Ms. Leah Tarhata Mehila, presented the

strategic plan base on the consultation with the technical group of the member agencies of the REZA Board. Furthermore, one of the proposed projects is an industrial office/building for lease in the Ecozone and the rest are already stated in the REZA strategic plan.

GISA for Locally Fund Team (April 16, 2015)

The Regional Economic Zone Authority attended the GISA scheduled for Local Fund

Team on 16 April 2015 at Badjau Hall, Conference Room. The said GISA started at 4:00 p.m. and ended at 10:00 in the evening. Executive Secretary Atty. Laisa Alamia gives the following recommendation for REZA: Convene BOD within the month to clear the issue between REZA and PFEZ operation structure. Desk review and hire expert for MOP. Coordinate with MinDA for Mindanao Corregidor. Proposal to JICA to fund technical asst. for Master Development Plan. ASSURE review within Cotabato and get Devcon and RPDO to facilitate. Chief of Staff Rasol Mitmug gives the following recommendation for REZA,-Review the thesis done by Ross Alonto. Study the possibility of having a barter trade within the ecozone.

1st REDPB Meeting (April 16, 2015)

The Regional Economic Zone Authority (REZA) attended the 1st Regional Economic Development Planning Board on 16 April 2015 at the Regional Planning and Development Office (RPDO) Conference Hall, ORG Compound, Cotabato City. It aimed to discuss the update with the programs of BIMP-EAGA; ARMM Halal Ecosystem, Status of DAF Irrigation systems, Farm-to-Market Road and PRDP, Polloc Freeport and Ecozone, Proposed Regional on Responsible and Regional Competitiveness Committee. On the updates from Mindanao Development Authority (MinDA), it was been agreed by the body to inform the Office of the Regional Governor to send a request letter to MinDA to have a region’s representative to the five(5) cluster.

Preparatory Meeting on the Assessment of the ASSURE (April 17, 2015) The Regional Economic Zone Authority (REZA) conducted a Preparatory Meeting with the Technical Working Group (TWG) and other concerned agencies to come up with the methodology on the upcoming two-day workshop of the Assessment of the ARMM Strategic Scaling Up of Regional Economic Zone (ASSURE) on 17 April 2015 at the Golden Lace Restaurant, Macapagal St., Cotabato City.

The participants made changes to the concept note which attached herein. They decided the two-day workshop shall be done on 28-29 March 2015 and all issues shall be discussed and addressed on the workshop once and for all. They also agreed that REZA shall draft Terms of Reference (TOR) for the expected output of the workshop. The Regional Planning and Development Office which will top as facilitators shall determine the methodology of the workshop. The

output shall be recommended to the REZA Board and or Regional Governor. Open Forum on Neglected Tropical Diseases (April 20, 2015)

The Regional Economic Zone Authority (REZA) attended an Open Forum on Neglected Tropical Diseases on 20 April at the EM Manor hotel, Cotabato City. The International standard set by World Health Organization (WHO) in connection with the MDG 6: Combating Malaria, STI/HIV/AIDS and other Infectious Diseases is on the right phase and the right track since the start of their campaign. It is with pride, that the ODH ARMM took all effort in recognizing and enhancing further partnership with their ever supportive stakeholders especially in the support of Neglected Tropical Diseases. They also strengthened the integration of Neglected Tropical Diseases such as Malaria, Filariasis, Schistosomiasis, Leprosy, Food and Water Borne Diseases and Rabies.

Staff Special Meeting (April 22, 2015)

The Regional Economic Zone Authority (REZA) held a Staff Special Meeting on 22 April 2015 at the REZA Office, ABC Bldg. ORG Compound, Cotabato City. Atty. Lao presided the meeting. Mr. Mohammad Khalid R. Abubakar gave updates on the status of REZA Website. According to him, the office maintains its One Hundred Percent (100%) rating given by the Information Communication Technology Office (ICTO) of the DOST-ARMM. He also told to everybody to secure tarpaulin image of every event that REZA employees will be attending so it can be uploaded on the website. Nevertheless, Atty. Lao said to Mr. Abubakar to upload all available articles from Ms. Hanifah M. Toronggay. REZA attends Training on Learning and Development Planning (April 28-29, 2015)

The Regional Economic Zone Authority attended the Training on Learning and Development Planning on 28-29 April 2015 at the Civil Service Institute, Quezon City.

The two-day course aimed for the participants to acquire competencies which will

help them translate Training Need Analysis (TNA) Results into training and/or learning interventions and prioritize and schedule them for implementation. It will enable the participants to develop an HRD Plan with recommended training and other learning and development interventions that support the pursuit of their respective organization’s strategic directions.

It also meant to enable the participants to prepare a Learning and Development Plan

that will build workforce capabilities in pursuit of strategic directions and achievement of organizational objectives. This involves determining learning needs and identifying, prioritizing and scheduling learning interventions.

The outline of the course was divided into 6 Modules. On day 1, the training was immediately started after the speaker, Mr. Angelito T.

Lupena, an HR/OD consultant was introduced. The speaker discussed the 1st Module, the Need for a Learning and Development Plan. He then discussed the 2nd Module in the afternoon which was Identifying and Analyzing Learning Needs. The participants did a workshop on the 1st two modules.

On day 2, Mr. Lupena discussed the last four Modules,. Module 3 about Identifying, Prioritizing and Scheduling Course Offerings, Module 4 which is about Developing a Communication Plan. In the afternoon, he discussed Module 5 which was about Developing a Monitoring and Evaluation Plan and Risk Management Plan. Then, the participants did another workshop on Module 3. Afterwards, he discussed the last Module which was about Action Planning. 113th Labor Day Celebration (May 1, 2015)

Relative to the 113th Labor Day Celebration on May 1, 2015, the Department of Labor and Employment – Autonomous Region in Muslim Mindanao (DOLE – ARMM) invited every authorized representative to attend the said celebration.

The celebration kicks - off with a parade that started at six thirty in the morning (6:30 AM) in front of the Regional Planning and Development Office. The said parade was participated by different offices and agencies of the Office of the Regional Governor (ORG – ARMM). The parade ended at seven thirty in the morning (7:30 AM).

After the parade, the participants then went to the flag pole in front of the ORG to attend the Labor – Management – Government (LMG) Conference. The said conference aimed to surface issues, concerns, inputs, data and other relevant information affecting the Sector being represented in order to gather recommendations and solutions of sectoral concerns towards industrial growth in the region.

Ms. Norma S. Lidasan, LEO Supervisor, acknowledged the participants. The Regional Secretary of DOLE – ARMM, Muslimin A. Jakilan, delivered the opening statement. The overview was given by Mr. Emran Mohamad, Chief LEO. The ARMM Regional Governor then delivered his message. A dialogue proper was then conducted regarding on the briefing on agency’s service and advocacies. Representing the government are Atty. Ishak Mastura of Regional Board of Investments (RBOI), Regional Secretary Sakiran Hajan of Department of Trade and Industry – ARMM, Dir. Loren Hallilah I. Lao of Regional Economic Zone Authority

(REZA) and Dir. Omar Sharief L. Jaafar of TESDA. Management issues and concerns and Labor sector issues and concerns were also discussed.

Engr. Joseph G. Longno Jr., facilitator, delivered the open forum. A resolution was then approved. Assistant Secretary Abdulgani M. Cadir of Philippine Overseas Employment Association (POEA) delivered the closing remarks.

REZA Consultation with PEZA

The Regional Economic Zone Authority (REZA) Team for the Fiscal Autonomy Proposal to the Department of Budget and Management had consultation meeting with the Officials of the Philippine Economic Zone Authority (PEZA) particularly, the Office of the Deputy Director General for Finance and Administration on 7 May 2015 at the PEZA Office Buliding, Pasay City, Metro Manila. The REZA met the Head of the Human Resources Development Department Mr. Marlon R. Montenegro and his company, Mrs. Milagros E. Cabauatan, Mrs. Lita Balingit and Ms. Leslie L. Bernardino.

The meeting aimed to consult and discuss with the PEZA on the REZA organizational structure, Functional Statements of the Organizational Units as well as the Descriptions and Statement of Duties and Responsibilities.

The meeting was productive as the REZA Organizational Structure was enhanced and some of the unique positions which are needed to be indicated in the proposal were identified. The PEZA also advised the REZA to coordinate with the Civil Service Commission (CSC) and Department of Budget and Management (DBM) and hire private consultant to further

improve the proposal.

1st Regular Meeting of the Regional Research and Development Coordinating Committee The Regional Economic Zone Authority (REZA) attended the 1st Regular Meeting of the Regional Research and Development Coordinating Committee (RRDCC) on 29 May 2015 at the Bajau Hall, Office of the Regional Governor, ORG Compound, Cotabato City. The agenda of the meeting were updates and status of the Autonomous Region in Muslim Mindanao Agriculture and Aqua-Marine Resources Research Development and Extension Consortium (ARMMAARRDEC); financial report and resource sharing, work and financial plan, approval of the resolutions, PCAARRD’s engagement with the consortium and process of proposal submission and approval and fund releases, activities for the PCAARRD’s Anniversary and other administrative and related matters. Regional Secretary Myra B. Mangkabung of the Department of the Science and Technology – Autonomous Region in Muslim Mindanao who at the same time chairperson of ARMMAARRDEC, presided the said meeting. Review of the ASSURE Peace and Development Plan for Polloc Freeport and Ecozone

The Regional Economic Zone Authority (REZA) held a Preparatory Meeting with the member agencies of the REZA Board, technical experts from DevCon and other concerned agencies on 17 March 2015 prior the conduct of a two-day review and assessment of the ARMM Strategic Scaling Up of the Regional Economic Zone (ASSURE) Peace and Development, A Pre Feasibility Study Perspective of the ARMM Economic Zone and Freeport of Polloc Master Development Plan commissioned by the Development Construction (DEVCON Inc.). The said preparatory meeting rapt to draw the objective and methodology for the said review.

The two-day review and assessment of the ARMM Strategic Scaling Up of the Regional

Economic Zone (ASSURE) Peace and Development was held on 2-3 June 2015, at the Golden Lace Restaurant, Cotabato City. The review aimed to assess and ascertain the infrastructure status of Polloc Freeport on its On/Off Site development, to identify the priority investment for the ecozone, to categorize the zoning plan for Polloc Freeport and the barangay Polloc as ecozone. In 2010 when the proclamation of Barangay Polloc as Ecozone and the Port of Polloc as Freeport and on August 2003, the MMA 154 was passed into law on and yet the envisioned Economic Zone in ARMM has not significantly realized due to operational, structural as well as policy issues and institutional mechanism that in one way or the other, hampered the logical development of the Ecozone. The review of the ASSURE Pre-Feasibility Study can be the basis for the REZA Board to adopt the same as well as issue policy that would fast tract the implementation of both on-site and off-site development, strengthen institutional mechanism as well strengthen the REZA as the prime office to spearhead the development of the ARMM Economic Zone and establish a clear coordination mechanism of all key agencies/offices primarily involved in the placement of locator industries within the Ecozone and Freeport.

These include the establishment of priority offices such as One Stop Shop (OSS) and

Custom-Immigration-Quarantine-and Security (CIQS) offices including the establishment of power and water supplies and security force, among others. All the rational and logical recommendations as gleaned from the review outputs and as discerned from the discussions and presentations would be

the very basis for the REZA Board to adopt the ASSURE Peace and Development Pre-Feasibility Study, it may serve as a blueprint for the Polloc Freeport and Ecozone and vital to other potential ecozone that would boost economic development in the region.

Presentation of the REZA Manual of Operations The Regional Economic Zone Authority (REZA) held the Presentation of the REZA

Manual of Operations for the Ecozone Development Unit (EDU) and Enterprise Regulations Unit (ERU) on 9-10 June 2015 at the Golden Lace Fine Dining Restaurant, Macapagal Street, Cotabato City. The said meeting was attended the member agencies of the REZA Board, and other concerned agencies like Bureau of Internal Revenue. After the presentation, the participants recommended to present the Manual of Operations

to the REZA Board of Directors for its approval.

2nd REZA BOD Meeting 2015

The Regional Economic Zone Authority (REZA) Board of Directors (BOD) finally approved the Manual of Operations for the Ecozone Development Unit (EDU) and Enterprise Regulations Unit (ERU) during the 2nd Quarter BOD Meeting 2015 on 16 June 2015 at the

Golden Lace Restaurant, Macapagal Street, Cotabato City.

To come up with the

Manual for the ERU, the REZA pored over several Manual of Operations from different agencies, consulted different agencies, dissected the Muslim Mindanao Autonomy Act 154 or the REZA Law and its Implementing Rules and Regulations and patterned the ERU Manual from the draft EDU Manual. From the scant REZA

personnel, Executive Director Loren Hallilah I. Lao created a team to write the output of the series of writeshops and by the end of March, the draft Manual for the Enterprise Registration Unit was ready for presentation and comments.

Again changes in the management of the REZA funds in April 2015 delayed the

presentations of the two sets of Manual. These were finally presented for comments to the member agencies of the REZA Board of Directors during a two-day workshop on 9—10 June 2015. With minimal changes, the revised Manual was presented to the 2nd Quarter REZA Board of Directors’ Meeting which unanimously adopted the Manual of Operations on 16 June 2015, subject to the proviso that the two sets be combined as one cohesive Manual and the same to be subject to periodic review or as the need arises.

Local Funded Agencies Budget Coordination Meeting

June 16, 2016 at the Badjau Hall, Attendance to RMBO meeting for Budget and Planning officers, the said meeting was to draw the timeline for the budget preparation for fiscal year 2016.

Dir. Mailyn Macusang presented the new adjustment made in the preparation of the

annual budget proposal, new template matrix and PAP’s category.

ARMM IT Officer’s Meeting

The Regional Economic Zone Authority (REZA) IT Officers Mr. Muhammad Khalid R. Abubakar and Harris M. Ismael attended the IT Meeting on 17 June 2015 at the DILG – ARMM Conference Hall, ARMM Compound, Cotabato City conducted by the Information Communication and Technology Office (ICTO) Personnel.

Mr. Abdenur Campong (ICTO Head) told the IT Officers coming from all ARMM Agencies should update and maintain the database of their own website. Mr. Abdulhamid Alawi Jr. also told them that all IT Officers should required to create, update, fill-in and coordinate to the new proposed Applications using Google Drive, Google Maps and GPS. Then, all transactions especially through online will be much safer and faster. REZA Monthly Staff Meeting

The Regional Economic Zone Authority (REZA) held a Monthly Staff Meeting on 18 June 2015 at the REZA Office, ABC Bldg. ORG Compound, Cotabato City. Executive Director Atty. Loren Hallilah I. Lao presided the meeting. Ms. Atty. Lao told the Staffs to prepare some updates, documents, accountabilities and other office matters for the upcoming Board Executive Meeting and Turn-over Ceremony on June 30, 2015. Ms. Leah Tarhata Mehila and Ms. Hanifah M. Toronggay gave updates on the status of the Documentations of the Manual on Operations (MOP) and the Post-Activity Reports. Ms. Toronggay also gave the updates for the 3rd issue of the REZA Official Newsletter “TAGUMPIYA”. Atty. Lao told to Ms. Toronggay that their articles and write ups should be checked for errors and corrections before finalizing the final draft and to be assisted by Harris M. Ismael for the Graphic Designs and Lay-outs then it’ll be forwarded to Ambassador Printing Press for its production. Atty. Lao asked Ms. Isnihaya D. Barodi to do and prepare the Monthly Supplies Report and Financial Report of the ASSURE and MOP and Seittie Amina Abdulazis for the updates of the REZA Status of Funds. All accomplishment reports and accountabilities shall be presented to the said Board Executive Meeting and Turn-over Ceremony.

10th RLECC ARMM Regular Meeting

The Regional Economic Zone Authority (REZA) attended the 10th RLECC ARMM Regular Meeting on 23 June 2015 at the Pagana Kutawato Restaurant, Cotabato City. It was was presided by the newly installed Regional Director PCSUPT. Ronald R. Estilles, PNP PRO ARMM,

Election Gun Ban. Mr. Duquita of the BSP Cotabato presented the 6 Ways to identify or detect fake or genuine money bill and Demonetization Schedule of old Philippine bank notes. Engr. Talipasan of the LTFRB ARMM updated the committee that there will no deputation of civilian personnel and the only authorize deputies were the PNP/LTRFB personnel operating in the region. Whence there was no other matters arise from the plenary, the Chairman declared the meeting adjourned.

Loren Hallilah I. Lao presided the meeting during the executive meeting as the REZA Board Chairman Regional Secretary Sakiran A. Hajan did not make it due to important commitment in Palawan. As agreed during the 2nd Quarter BOD Meeting 2015, the

executive meeting was called to specifically discuss the ARMM Strategic Scaling Up of the Regional Economic Zone (ASSURE) Peace and Development, a Pre-feasibility Study conducted by the Development Construction Inc. (DEVCON).

However, after the presentation of Ms. Irene M. Dillo of DEVCON on the Pre-feasibility

Study of the ASSURE and Atty. Lao on the presentation of the ASSURE Output Review by the Member agencies of the REZA Board, technical experts from DEVCON and other concerned agencies, the members agreed present the issue before the Board en banc when the new REZA Executive Director assumed the office.

Atty. Lao did the presentation on the REZA Accomplishment Report from July 2013 to

June 2015. She then delivered a message as outgoing ED stressing that two-year service in the ARMM Government may be brief but she took the challenge to institutionalize the Authority and serve with utmost dedication and integrity. Thus, the challenge now to her successor would be to maximize efforts to operationalize the Polloc Freeport and Economic Zone (PFEZ).

Atty. Lao served as REZA-ARMM Executive Director when she was appointed by ARMM

Regional Governor Mujiv Hataman in 2013. Her resignation takes effect on the 1st of July 2015.

A number of REZA records were handed to Assistant Secretary Abubakar Datumanong

of the Department of Trade and Industry (DTI) of the Autonomous Muslim in Mindanao. The records include ASSURE, Pre-FS, BOD House Rules, Citizen’s Charter, Brochures for marketing and promotion, copies of the Tagumpiya (the Official Newsletter of the REZA) Muslim Mindanao Autonomy (MMA) Act No. 154 and its Implementing Rules and Regulations (IRR) and REZA-ARMM’s Strategic Development Plan.

Assec. Datumanong also conveyed an acceptance message by the REZA Board Chairman. He said that the DTI-ARMM temporarily took the REZA Management while waiting for the incoming REZA Executive Director. Training on Basic Journalism and Broadcasting (July 29 – August 1, 2015)

Per Memorandum Order No. 429 dated 15 July 2015 signed by Executive Secretary Atty. Laisa Alamia, the Bureau of Public Information (BPI-ARMM) conducted a two-day workshop Training on Basic Journalism and Broadcasting for all information officers in the ARMM at Royale Hotel, General Santos City.

The said training aims to equip all information officers with the proper ethics of being a communicator in writing in the dissemination of factual and relevant information that will serve as basis for policy development and strategic management in the effective delivery of the projects and program of all agencies that may trigger socio-economic growth in the ARMM region. Davao Meeting with Bureau of Customs (July 29, 2015)

As part of the institutionalization of the agency to establish the legal guidelines in the operation of Free ports and Ecozone in the region, there is a need to enter into an agreement with Bureau of Customs (BOC) in the in-bound and out-bound movements of goods in the Ecozone. Chapter 1 Section 8 of the MMA Act 154 stated that “Ecozone to be operated and managed as separate customs territory”.

Thus, the newly installed Executive Director Mr. Eshan Karl O. Mabang made it a priority to hasten the signing of the said agreement, Regional Economic Zone Authority (REZA) staff was met by Custom Collector Ret. Gen. Ricardo Butalid and the different Division Heads and discussed the legal provisions and other guidelines to be prepared in the drafting of the proposed Joint Memorandum Order (JMO).

Executive Director Mabang presented the updates and operating framework of the Polloc Freeport and Ecozone (PFEZ) and also the future programs and projects of the agency.

It was agreed that the TWG Team from BOC shall prepare the JMO draft to be presented during the follow-on meeting a week after which was scheduled on 05 August 2015 at Cotabato City. Copy of the BOC Memorandum Order No. 08 dated 17 March 2015 was

provided to REZA to be the working reference on the said JMO. Tentative timeline for the signing of the said agreement will be on 02 September 2015.

3RD Regular Meeting of Regional Economic and Development Committee (July 30, 2015)

The Regional Economic and Development Committee (REDC) conducted its third regular meeting at the Regional Planning Board Office (RPDO) conference hall last 30 July 2015. The said meeting discussed on matters regarding the proposed project of the Department of Agrarian Reform entitled Inclusive Partnership for Agricultural Competitiveness (IPAC), updates on Italian Assistance to Agrarian Reform Communities Development Support Project (IARCDSP); Fisheries, Coastal Resource and Livelihood

(Fish coral) Project; Philippines Rural Development Project (PRDP); Irrigation Project; ARMM Halal Ecosystem (AHE); Comprehensive Capacity Development Project (CCDP); Mining law and Cadastral Survey; Job Generation and Free-Port of Polloc. The committee further discussed on matters regarding Mindanao Knowledge, Research and Policy Center (MKRPC).

Assistant Regional Secretary for operations Abubakar Datumanong of the Department of Trade and Industry – ARMM presided the meeting since the supposed presiding chair Atty. Makmod D. Mending, Jr. was absent. The former read and adopted the minutes of the previous meeting conducted on 13 April 2015. The representative from the Department of Agrarian Reform – ARMM discussed and endorsed to the Board the proposed project of the said department entitled Inclusive Partnership for Agricultural Competitiveness (IPAC), it further gave an update regarding the Italian Assistance to Agrarian Reform Communities Development Support Project (IARCDSP). The Bureau of Fisheries and Aquatic Resources – ARMM gave an update on Fisheries, Coastal Resource and Livelihood (Fish coral) Project. The Department of Agriculture and Fisheries – ARMM gave updates on Philippines Rural Development Project (PRDP) and Irrigation Project. The Department of Science and Technology – ARMM gave its update on ARMM Halal Ecosystem (AHE). The Department of Trade and Industry – ARMM gave an update on the Comprehensive Capacity Development Project (CCDP). While the Department of Environment and Natural Resources – ARMM delivered its update on Mining Law and Cadastral Survey. The Department of Labor and Employment – ARMM updated the Board on matters regarding Job Generation. The Regional Economic Zone Authority – ARMM updated the Board regarding the proposed project of the Polloc Freeport and Ecozone (PFEZ) the following year with MinDa. The representatives of REZA – ARMM further informed the Board that the office’s newly installed Executive Director Eshan Karl O. Mabang had a meeting with the Bureau of Customs (BOC) for the Joint Memorandum Order (JMO) between REZA – ARMM and BOC for the full operation of the PFEZ and other potential ecozones in the region. The Board was further informed that hopefully by September this year the JMO will be signed. Lastly, MinDa and the RPDO – ARMM updated the Board on matters regarding Mindanao Knowledge, Research and Policy Center (MKRPC) Program.

Meeting with the Bangsamoro Council (August 5, 2015)

The meeting was participated by the Regional Economic Zone Authority (REZA – ARMM) headed by its newly installed Executive Director Mr. Eshan Karl O. Mabang and the members of the Bangsamoro Business Council (BBC). The said meeting aimed to bridge the gap between the Business Sector and the Autonomous Region in Muslim

Mindanao (ARMM) regarding the future plans for the upcoming Bangsamoro Government. The role of REZA – ARMM is a big factor in promoting economic development in ARMM. The Polloc Freeport and Ecozone (PFEZ) is the main government agency concerned with the planning and development of the country’s seaports, a vital link in both domestic and international trade.

The BBC shared its vision and mission. They discussed their proposed investment to the ARMM government by conversing with the REZA Executive Director Mabang since the latter handles such matters after complying some requirements but for now, it is the Regional Board of Investments (RBOI – ARMM) that catches all the investments that enters the region.

Executive Director Mabang, representing also the PFEZ, gave updates on what REZA can offer to the Bangsamoro Government. He further gave updates on PFEZ operations and future investments and incentives. He assured the members of the BBC that he will relay their sentiments regarding future investments to the Regional Governor Mujiv Hataman since the former has the authority.

Meeting with Bureau of Customs – Executive Secretary (August 6, 2015)

The Regional Economic Zone Authority (REZA – ARMM) Executive Director Mr. Eshan Karl O. Mabang and Executive Secretary Atty. Laisa Masuhud Alamia and other ARMM Officials including the ARMM Regional Governor Mujiv S. Hataman met with the Bureau of Customs - Davao at the ORG-ARMM, Cotabato City.

Meeting with Tawi-Tawi LGU and DTI-ARMM (August 6, 2015)

Facilitated by Mr. Romeo Diocolano, Chief of Administrative and Finance, Department of Trade and Industry (DTI-ARMM) through the DTI Provincial Director Mr. Ted Masahud, newly appointed Executive Director Mr. Eshan Karl O. Mabang meet with the representative from Tawi-Tawi Provincial Government Ms. Ann Sahali and Mr. Abduljim Hassan,

Consultant to the Governor, to discuss the prerequisites guidelines in the proposed Tawi-Tawi Agro-Industrial Ecozone. Mr. Hassan identified that the Tawi-Tawi Ecozone area is a privately owned land and offered to Regional Economic Zone Authority (REZA) if it is possible to have a Lease Agreement between REZA and the land owners. Mr. Diocolano said that there is a need to identify the main proponent of the said proposed Ecozone. Executive Director Mabang stated that there are three ways to register as Ecozone, 1. Privately Owned; 2. Government Initiated (Regional, Provincial or City Government) and 3. REZA initiated Ecozones. It could also be possible to have the Build, Operate and Transfer scheme between the Developer and REZA. Mr. Diocolano recommended to Ms. Sahali and Mr. Hassan to have the TWG Team to oversee all the guidelines and requirements to facilitate its immediate compliance and submission to REZA. Executive Director Mabang stated that there is no need to submit a full blown Master Development Plan, instead a project proposal is an alternate to MDP as a compliance to Ecozone requirement. Mr. Hassan invited REZA to conduct ocular visit in the proposed site on 8-9 September 2015. Mr. Hassan hand over to REZA the hard copy of the following documents:

The Port Manager of Polloc Freeport Atty. Mimbalawag T. Mangutara invited the PTC-Mindanao Ports Services, Inc., the Shipping Line Companies, the Locators, the Importers/Exporters, the REZA-ARMM, the LGU Parang/Contractor, the Barangay Polloc and the Riverside Shipper to attend the Port Management Advisory Council (PMAC) to be held at the office of the Port Manager/Administrator to discuss issues and concerns in the operation of Ecozone and Freeport, including the updates of the project inside the port.

20th RBMO Anniversary (August 25, 2015)

The Regional Economic Zone Authority-ARMM bagged the two major awards for the first semester during the stint of the former Executive Director Atty. Loren Hallilah I. Lao for being

the Top Compliant Agency and the Most Cooperative Client given during the 20th Anniversary Celebration of the Regional Budget and Management Office on 25 August 2015 held at Pagana Kutawato Native Resto, Cotabato City.

Another award was given to the Regional Planning and Development Office as the Top Performing Agency and Engr. Baintan Ampatuan, Executive Director of RPDO was recognized as Top Performing Agency Head. The said activity aims to

recognize the locally-funded agencies in their quest and effort in Upholding Transparency and Accountability in ARMM.

CSC 115TH Year Anniversary (September 1, 2015)

The Civil Service Commission in Autonomous Region in Muslim Mindanao (CSC-ARMM) is celebrating its 115th Anniversary held at ORG Compound dated 01 September 2015 at exactly five thirty in the morning with the Theme: “Kayang Kaya Mo, Lingkod Bayani!”. The kick-off ceremony started with a roll call done by the emcees calling the names of the different organizations and offices inside ARMM-ORG Compound and it was followed by the reading of the guidelines and criteria for the umbrella contest and the umbrella group exhibition.

All agencies inside Autonomous Region in Muslim Mindanao (ARMM) gathered at the ORG quadrangle at exactly six thirty in the morning providing their own vehicles for the said activity. The Bamboo Tree Planting Activity aims to help protect the riverbank against possible soil erosion due to flooding. It also aims to instill awareness on the value of volunteerism in protecting our environment. The activity is also one of the flagship projects identified under the ARMM – Humanitarian Development Action Plan (HDAP) 2015-2016.

Steering Committee Meeting on National Family Week (September 3, 2015)

Pursuant to Executive Order No. 241 dated 9 June 1995 and Proclamation No. 60 dated 28 September 1992 declaring every last week of September as National Family Week, the Department of Social Welfare and Development (DSWD-ARMM) spearheaded the weeklong celebration of the said event.

The theme of this year’s observance of family week celebration is “Gender Equality and Children’s Rights in Contemporary Families”, which highlights the equal opportunities of men and women and existing child rights of the Filipino family.

The said meeting started with the registration of the participants at the Secretariat.

Then it was followed by an invocation led by Mr. Salic Cabusto of the Bureau of Cultural Heritage (BCH-ARMM). After that the opening statement and the guidelines on 2015 National Family Week were then delivered by the presiding chairwoman from the DSWD-ARMM. The said guidelines incorporated the rationale, objectives, suggested activities to be undertaken and the legal basis in the conduct of family week celebration. While the open forum was being held, the participants suggested that the theme be changed to “Family Solidarity, Gender Equality and Children’s Rights in Contemporary Families.” It was then agreed that there shall be an employee coming from the participating agencies that will be awarded by the DSWD-ARMM as a “Family Model”.

Ocular Visit and Meeting with the Technical Working Group, Members for the Proposed Tawi-Tawi Ecozone (September 7-11, 2015)

The Regional Economic Zone Authority (REZA) had a meeting with the representatives of the Province of Tawi-Tawi last August 2015 for the assessment of preparatory requirements for the establishment of an ecozone. Thus, the office will be conducting its final assessment for the compliance of the criteria/requirement for the establishment of an ECOZONE under the REZA law. The meeting started

with an invocation and then with the singing of the national anthem. The emcee was Ms. Anabelle Sahali who presented the vistors from the Regional Econmic Zone Authority headed by Executive Director Eshan Karl O. Mabang to the participants from the province of Twi-tawi and vice versa.

The Hon. Governor Sahali thanked the visitors from REZA-ARMM headed by ED Mabang. He was very glad for the visit knowing that RG Hataman was the one behind it. He said that Tawi-Tawi is the heart of special growth area. He hopes that the meeting will bring development to the province in a way that Tawi-Tawi will become a frontier of ARMM but also of the whole country. He also hopes that Tawi-Tawi as a known backdoor will transform. He said that Tawi-Tawi is a fast developing province as it is becoming the center of business opportunities. He thanked the participants and ask them to share their ideas and that what will make it in the meeting will be the future of the province. He said that every project, programs and vision starts with a dream. He said that as long as we are united for the betterment of the province, the programs will come true even not in his time but in the future generation. He believes that the project will have a big impact considering that Tawi-Tawi is the number one seaweed producer in the country. With these, he hopes that the concerns will be addressed properly. He said that presently the seaweed are transported from Tawi-Tawi to Zamboanga, Zamboanga to Cebu then Cebu to Export. He hopes that it will be discussed and improved and be institutionalized of what will be the better thing to do it. He also believes that the national government will support the program.

ED Mabang thanked the governor and the participants. He said that it was a personal instruction from RG Hataman to facilitate the long-overdue application of the proposed Tawi-Tawi ecozone. He said that REZA can now link outside ARMM, that there is potential as to the proposed Tawi-Tawi ecozone or the LGU of Tawi-Tawi. He had also informed the TWG that the REZA was created under MMA Act 154 which is also the PEZA. According to ED Mabang, the problem of REZA in the past few years was that it cannot operate as an economic zone authority because it cannot provide incentives. Luckily, under the leadership of RG Hataman, if the JMO will be signed, the incentives given by Bureau of Customs to PEZA will also give it to REZA. Thus, if there is transhipment of goods from one ecozone to another Ecozone, that joint memorandum order will govern. Example when the BOC presented two weeks ago to the office of the RG headed by Retired General Butario of Davao City, the economic zone of ARMM can grant incentives in the importation of capital equipments like for example just like what Gov. Sahali had said that since Tawi-Tawi is the No. 1 seaweed supplier of the country then if the JMO will be signed and import capital equipments from other countries then tax exempt law provided it will be exported.

He further assert that the area is strategically located that it is near from other countries especially the asian countries and that the status of the application and the things to be complied with to be proclaimed by the Regional Governor as an Ecozone. Finally, ED Mabang had said that within this year or in the next few months or next month will process the application and later orient them on the procedures and the lacking documents to proclaim it as an Ecozone.

Ms. Annabelle aforesaid, that the discussion on the economic zone started during the international business conference with the provincial DTI, the governor and the rest of the team.

Sangcopan. It also recognized the successful ARBs in the region. The congress brought together more than 400 plus ARBs across the region.

Technology for Education Program Forum (September 8, 2015)

Regional Economic Zone Authority (REZA-ARMM) participated in the Technology for Economic Development (Tech4ED) Project Forum held at Badjau Hall, ORG Compound dated 08 September 2015. The project aims to build up a nationwide connectivity network that will open ICT-enabled gateways for education, opportunities, services, markets and productivity and will therefore help in addressing the digital divide. Technology for Economic Development or Tech4ED is a project

component of the eFilipino program of the ICT Office of DOST that aims to harness ICT to enable, empower and transform society towards creating an inclusive, integrated, and equitable countryside.

Doing Business with the Asian Economic Community and the European Union (September 9, 2015)

The Regional Economic Zone Authority-ARMM attended the Briefing on ASEAN Economic Community and European Union Generalized Scheme of Preference Plus (EU-GSP+) conducted by the Department of Trade and Industry on 09 September 2015 held at Southseas Complex

Convention Center, Cotabato City. The activity aims to raise awareness about the opportunities and benefits of AEC/EU-GSP+ especially to Philippine exporters of six thousand two hundred seventy four (6,274) products having zero duty under the same scheme. The open forum has a positive response and gives the other Region an impression that the

Islamic Financing and Halal Industry Forum (September 10-11, 2015)

The Regional Economic Zone Authority (REZA-ARMM) participated in a two-day workshop on Islamic Financing and Halal Industry conducted by the Bangsamoro Development Agency (BDA) with technical assistance from the Japan International Cooperation Agency (JICA) on 10-11 September 2015 held at Al-nor Convention Hall, Cotabato City.

The said activity is a gateway in assessing the practices, potentials and capacity of the Bangsamoro business sector, formulating framework and designing the roadmap activities in the implementation of Islamic Finance and Halal Industry Development towards the progress of the Bangsamoro government.

Thus, a Halal Coordinating Mechanism will be formed for investment opportunities for high quick impact, home grown, explore halal bank services and boosts ASEAN Economic Integration.

Forum on the Economic Impact of BBL (September 16, 2015)

The Regional Economic Zone Authority (REZA-ARMM) together with the Regional Board of Investments (RBOI) participated the Forum on the Economic Impact of BBL held at Jihan Hall, AlNor Complex, Cotabato City. The forum aims to stir public awareness on the updates and issues of the Bangsamoro Basic Law (BBL) which is now undergoing deliberation in

the House of Congress and the Senate. Specifically, the forum would serve as a venue for the participants to be informed and understand the economic impact of the BBL to the Bangsamoro (Mindanao).

The forum proper discussed the issues on the BBL and its Economic impact including the original draft versus the substitute bill and the transition issues of the BBL. The panel of speakers are Atty. 23rd Family Week Celebration (September 22, 2015)

The National Family Week Celebration is observed every 4th week of September every year. Said celebration is based on Presidential Proclamation No. 60 issued last 18 September 1992 which mandates the observance of the National Family Week Celebration. The local theme for this year’s celebration is “Family Solidarity, Gender Equality and Children’s Rights in Contemporary

Families”, which highlights the equal opportunities of men and women and existing child rights of the Filipino family.

26th National Statistics Month

In support to the 26th national Statistics Month Celebration with the theme “Pagyamanin at Gamitin and Estadistika, Kalusugan para sa Lahat ay Abot-Kamay Na”, the Regional Economic Zone Authority (REZA-ARMM), together with all the Autonomous Region in Muslim Mindanao (ARMM) agencies, participated in the opening ceremony of the month-long celebration this October 1, 2015, seven in the morning at the ORG Quadrangle, ARMM Compound, Cotabato City.

Attendance to the 2015 National Science and Technology Week Regional Celebration

The Annual event showcased exhibits featuring the latest on scientific and technological innovations, for a on diversified knowledge and insights, services, products, research studies, and inventions among others that will inspire interest to the beauty of science and what it can contribute to the region’s development. DOST-ARMM themed the event as “PHILIPPINES: A Science Nation Innovating for Global Competitiveness”. An Audio-Video presentation showed exhibits of young student inventors with their inventions.

the challenge to engage in the 1.6B Halal Market in the world, the region is now strengthening

Agency Technical Working Group through Executive Order No. 20 signed by Regional Goveror

Seminar on Philippine Public Sector Accounting Standards and Revised Charts of Accounts

The commission on Audit-ARMM conducted a five-day seminar on Philippine Public Sector Accounting Standards (PPSAS) and the Revised Charts of Accounts (RCA) on October 12-16, 2015 held at Sardonyx Plaza and Restaurant, Cotabato City.

The seminar-workshop aims to set out the recognition, measurement, and presentation and disclosure requirements for financial reporting in the Philippine Government.

BSP Briefing on the Philippine Banknotes and Coins

In view of the demonetization of the Philippine old banknotes, the Bangko Sentral ng Pilipinas (BSP) conducted information drive to educate the public on the provisions and guidelines of the process in the ARMM. The said activity held at Shariff Kabunsuan Cultural Complex, ARMM Compound on November 4, 2015 from 8:00 AM to 12:00 PM.

Budget and Planning Officers Meeting

The Authority participated on the Budget Forum on 2016 Local Fund Budget Preparation conducted by the Regional Budget and Management Office, under the leadership of OIC Executive Director Atty. Mimbalawag T. Mangutara, Jr., CPA on November 6, 2015 at the Badjau Hall, ORG Compound, Cotabato City. The said meeting was to give the guidelines about the 2016 Local Fund Budget Preparation Forms and the commencement of the submission will be on November 9, 2015.

I.T Officers Meeting

The ICTO-ARMM updated the Information Technology Officers on continuous improvement of ARMM websites relative to complying with the Seal of Transparency and OGP related directives of the Regional Governor. The ARMM IT Officers discussed the preparation for the 4thQuarter 2015 Assessment Report to OGP. ICTO-ARMM also held a presentation of Google Products such as Google Calendar where users can update their Calendar of Activity and sync with other ARMM agencies.

2nd Philippine Rubber Investment and Market Encounter

The rubber industry stakeholders all over the country will converge for the second Philippine Rubber Investment and Market Encounter (PRIME) from 10 to 11 November at the SMX Convention Center in Davao City. Spearheaded by the Department of Trade and Industry

(DTI), in collaboration with the Philippine Rubber Industries Association (PRIA) and the Department of Agriculture (DA), PRIME 2015 aims to push further the development of the Philippine Rubber Industry by building a nationwide strategic alliance among industry stakeholders. It also intends to serve as a platform to launch the manufacturing resurgence program for the rubber industry by positioning regions in Mindanao as new hubs for rubber products manufacturing.

With the theme “Expanding Opportunities for Inclusive Growth," PRIME 2015’s highlights include Business Conference, Market Encounter, and Industry Exhibits providing access to information related to business opportunities in the entire rubber industry and value chain with emphasis on value adding through processing and manufacturing. Experts from the Philippines, Singapore, Malaysia, and India will also be sharing precious inputs about the industry, with 750 participants coming from rubber growers/producers, processors, national government agencies, the local government units (LGUs), financing institutions, manufacturers, traders/exporters, Philippine Rubber Industries Association, Inc. (PRIA) members, and local and international non-government organizations (NGOs) expected to converge during the two-day activity. The business conference will center on five important topics thru plenary sessions. The first day will see plenary sessions on Rubber Industry Outlook, and Mindanao as a rubber Manufacturing Hub and Government Support. The first session touched on the current world rubber industry outlook, future pricing of rubber and rubber products, and the harmonization of rubber and rubber products standards and the second session is promoting Mindanao as rubber manufacturing hub.

REZA undergoes MEPZ – Understudy Program (Mactan, Cebu)

In line with the Joint Memorandum Order (JMO) between the Bureau of Customs and Regional Economic Zone Authority – ARMM regarding the implementation of the mandatory Electronic Processing of Transshipments of REZA locators to REZA zones and other procedures, Regional Economic Zone Authority meets with the Philippine Economic Zone Authority – Mactan Economic Zone (PEZA-MEZ) on November 11-13, 2015 held at PEZA-MEZ Conference Room together with the PEZA-MEZ Zone Administrator Sansaluna Pinagayao, Department of Trade and Industry Regional Secretary Sakiran A. Hajan and REZA Executive Director Eshan Karl O. Mabang. On the first day, there was an introduction between REZA Staffs and PEZA-MEZ Officials followed by brief introduction about Regional Economic Zone Authority and Philippine Economic Zone Authority. It was then followed by the discussion about the PEZA Economic Zones and Registration of Locator Enterprises and their types, requirements, procedures and registration conditions.

After a short break, Mr. Raymund Java discusses the National Building Code Permits with the Engineering and Maintenance Division (EMD) then Environment, Health and Safety Permits with the Environment, Health and Safety Division (EHSD) then followed by the Movements of Goods Permits and Support Services and Transactions together with the Financial Services Division, Administrative Services Division, and Industrial Relations Unit. On the second day of the understudy program the discussion of the PEZA processing to their locators continues and in the afternoon there is an immersion to the different division. REZA team was divided into 4 groups and each group member was assigned to different task to

explore and learn the actual way on how they process things. On the third day, the immersion with the different divisions continues and there was a tour of MEZ around their building and facilities and selected PEZA locators.

Violence against Women Parade (RCBW)

Regional Economic Zone Authority (REZA-ARMM) participates in the kick-off annual parade for 18-Day Campaign to End Violence against Women and Children together with the Regional Commission on Bangsamoro Women (RCBW) held at ORG Compound. In line with this activity all regional line agencies/bureaus/offices are asked to hang a campaign streamer and poster in commemoration of the Annual 18-Day Campaign to End Violence against Women starting November 25 – December 12, 2015.

CSC Supervisory Development Course Track I

Regional Economic Zone Authority – ARMM participated the CSC Supervisory Development Course Track I with the theme of “The New Supervisor: Making A Difference” held at Em Manor Convention Hotel and Restaurant on November 23-27, 2015. The session focused on the personal effectiveness and followed by the supervision, a challenge and a commitment. The event was led by Director Leopoldo Roberto W. Valderosa Jr., CESO V.

4th Quarter Board of Directors Meeting

Mr. Eshan Karl O. Mabang presented and discusses the content of the Joint Memorandum Order of Bureau of Customs and Regional Economic Zone Authority to the members of the board signed on 05 November 2015. Mr. Norbert Concepcion discusses the Redux Incorporated application and the PCB Presentation and some participants asked questions about the presentation. It was followed by the presentation on the updates on the Tawi-Tawi Agri-Industrial Ecozone Application by Mr. Eshan Karl O. Mabang and discusses other matters with the members of the board.

CSC – Supervisory Development Course Training Track II

REZA Planning Officers undergone a 5-day Supervisory Development Course Track II with the theme “The New Supervisor: Making A Difference” conducted by Civil Service Commission-ARMM on December 7-1, 20115 at El Bajada Hotel, Davao City. The said training enabled the Planning Officer to learn various modules on how to be an effective supervisor that may enhance the efficacy and efficiency in the delivery of the agencies target mandate and services.

2015 Annual Regional Council of Human Resource Management Officers’ Conference

Regional Economic Zone Authority – ARMM attends to the Human Resource Officers/Administrative Officers Meeting and Conference on December 14-15, 2015 at Grand Men Seng Hotel, Davao City. The said activity was also participated by the human resource practitioners by the different respective offices.
