Granite Wind Energy Telecommunication Project Class I and Class III Inventory, San Bernardino, CA AS ASM conducted a cultural resources inventory consisting of background records and literature research and intensive pedestrian survey of approximately 80 miles of fiber optic telecommunication line in support of the Granite Wind Project. The proposed project consists of the upgrading and installation of fiber optic telecommunication line along existing Southern California Edison Pisgah to Gale, Jasper to Apple Valley and Jasper to Cottonwood transmission lines located in San Bernardino County, CA. ASM conducted this study in compliance with NEPA and the NHPA, and the requirements set forth in Protection of Historic Properties, implementing regulations of NHPA. This level of examination and study further satisfies the project requirements of CEQA.

Copper Mountain North Solar Project Class III Inventory, Clark County, NV AS ASM inventoried approximately 2,900 acres of land for the proposed solar Project. With the exception of the existing transmission line corridors which are administered by the BLM, all lands involved with this project are owned by the city of Boulder City. The project was undertaken to provide assistance for compliance with Section 106 of the NHPA. Preliminary evaluation of the identified cultural resource sites found that one of the prehistoric sites may meet the criteria for NRHP eligibility, while all the other newly identified sites were recommended as non-significant. ASM recommended that the potentially eligible site be avoided by project activity; however, if avoidance was not possible ASM recommended that sub-surface testing be initiated followed by formal NRHP evaluation. ASM recommended that a treatment plan be developed with the guidance of the BLM to mitigate adverse impacts to the cultural resource site prior to any construction activity. For this project ASM completed literature searches, historic context development and writing, field survey, site recording and evaluation, and prepared a technical report of findings for the BLM.

Silurian Wind and Solar Project Class II and Class III Inventory, San Bernardino County, CA AS ASM conducted Class II and Class III surveys of approximately 15,000 acres of federally managed land for the proposed renewable energy development project. All work was carried out in accordance with guidelines set forth by the NHPA, CEQA, and the BLM cultural guidelines. Cultural resource sites identified are primarily associated with the historic mining activity in the area. Prominent cultural resources include; the Tonopah & Tidewater Railroad that passes through the valley, associated sidings and rail stops, and a construction camp. The various projects completed have included archaeological and historic literature searches, historic context development and writing, field survey, site recording and evaluation, preparation of technical reports, and continued communication and consultation with the BLM.

Southern California Gas Transmission Line 235 Class III Inventory, San Bernardino County, CA AS OC BE For this project, ASM conduct a Class III cultural resource inventory of Southern California Gas Company’s (SoCalGas) existing pipeline corridor that passes through the Mojave National Preserve for their Transmission Line 235 Alignment /Easement project. Area surveyed consisted of approximately 40 miles of 200-foot wide linear corridor. The project was undertaken to provide assistance for compliance with Section 106 of the NHPA. As a result of the inventory, ASM identified and documented a number of prehistoric lithic scatters, artifact scatters, and rock features, and historic period resources consisting of refuse scatters, rock features, roads, and a telephone line of which six sites were recommended as eligible to the NRHP and the CRHR. Overall, the proposed Project was determined to have little impact on any of the identified cultural resources; however, ASM recommended that those sites recommended as eligible, or potentially eligible, be avoided by project activity to the extent possible. If the sites could not be avoided, ASM recommended that treatment plans be developed to mitigate adverse impact to the sites as a result of this project. For this project ASM completed archaeological and historic literature searches, historic context development and writing, field survey, site recording and evaluation, and prepared a technical report of findings.

Crescent State Drilling Program Class III Cultural Resources Inventory and Avoidance Mitigation, Grand County, UT AS CM Under contract to Forsgren Associates, Inc. ASM conduct two Class III cultural resource surveys for mineral test explorations, water wells and required access route in all approximately 300 of land administered by the State of Utah, School and Institutional Trust Lands Administration (SITLA) near Crescent Junction, Utah. The Class III inventories included record searches, preparation of historic context, field survey, site recordation and evaluation, consultation with and recommendations to agency officials, and preparation of a technical reports. As a result of the survey, seven Archaic period prehistoric sites and two historic sites were documented, along with 35 isolated finds. Prehistoric sites consisted of open campsites and lithic scatters. Historic period sites consisted of a can scatter and a historic road. As several of the sites were found to meet the eligibility requirements for listing in the NRHP, ASM recommended that an archaeological monitor be present during construction of the test drilling sites and access routes. Through consultation with SITLA it was determined that monitoring of the sites would be acceptable and ASM prepared a monitoring treatment plan outlining the monitoring program for the project which was submitted for review and approved by SITLA and Utah State Historic Preservation Office; and implemented successfully. All work undertaken by ASM for this project was completed under Ms. Winslow’s State of Utah Principal Investigator Permit #70, issued by the Utah’s Public Land Policy Coordinating Office who served as the Project Manager and Principal Investigator.

Parowan Gap Facilities Improvement Project Class I Inventory and Class III Black Survey, Iron County, UT AS Under contract to the BLM, ASM conducted as Class III cultural resource inventory for the purpose of moving an existing parking area to improve public experience at the Parowan Gap Petroglyphs Site, a NRHP listed archaeological district. All work was carried out in accordance with guidelines set forth by Section 106 of the NHPA, as amended, and BLM Cultural Guidelines. In addition to performing the inventory and documenting the cultural resources sites, ASM was also tasked to provide the BLM with management recommendation for the Parowan Gap Petroglyph Site which included an updating the existing NRHP nomination packet and the development of a long term preservation and protection plan for the rock art site which would incorporate Native Americans, professional and avocational researchers, and the publics needs, use and enjoyment of the area.

Yellow Jacket Phase III (Farm Canyon) Vegetation Project Class III Cultural Resources Inventory, Kane County, UT AS ASM was contracted by the BLM, Cedar City Field Office, to conduct a Class III cultural resource inventory for the 2014 Yellow Jacket Phase III (Farm Canyon) Vegetation Project, Kane County, Utah. The project included a record search and preparation of historic context, field survey, site recordation and evaluation, consultation with and recommendations to agency officials and preparation of a technical report. As a result of the survey, 28 cultural resource sites were documented along with 162 isolated finds. Identified prehistoric sites were found to be consistent with Archaic, Fremont, Virgin Branch Anasazi, and possibly Navajo people. Historic period sites consisted of refuse scatters and a temporary campsite associated with the early Church of Jesus Christ of Latter Day Saints (Mormon) pioneers and settlers.

Dry Lake Solar Energy Zone (SEZ) Historic Properties Treatment Plan, Clark County, NV DR TC ASM was contracted by the BLM’s Las Vegas Field Office to develop an appropriate historic properties treatment plan (HPTP). The plan provided the layout for an interpretive wayside that would interpret three sites visually effected by the Dry Lake SEZ projects. The wayside will tie the three visually effected resources together within the history of transportation in Southern Nevada. This HPTP includes three conceptual drawings of the interpretive site and a bullet-point outline of pertinent points of interpretation for each interpretive panel based on consultation with interested parties and incorporation of secondary sources. Additionally, brief overviews of the history and significance of each of the resources were provided. Given this information, ASM provided recommendations for the layout for the projects that was most appropriate for interpreting features on the landscape from a distance, as well as several other options.

Kern River Mountain Pass Lateral Pipeline Class III Inventory and Construction Monitoring, San Bernardino County, CA AS

CM ASM was initially contracted to perform Class III inventories for the pipeline corridor, required work spaces and access roads and following permitting ASM was retained to provide archaeological and paleontological construction monitoring. Additionally, during construction ASM archaeologist performed additional variance surveys for supplemental work spaces throughout the pipeline construction. Construction of the approximate 24.5 miles of natural gas pipeline took approximately three months during which time ASM had archaeologists and paleontologists on site. All work was carried out in accordance with guidelines set forth by the NHPA and BLM cultural guidelines. The inventories included record searches, historic context, field survey, site recording and evaluation, and the preparation of technical reports of findings. The monitoring phase included cultural and paleontological awareness training, and preparation of technical reports summarizing monitoring activity.

F.E. Warren Air Force Base, Former Atlas “D” Missile Site 3 Remedial Remediation Project, Laramie County, WY AS ASM conducted a Phase 1 cultural resource survey of approximately 45 acres for planned remedial remediation of a former Atlas “D” Missile Site 3. As the remedial remediation actions are considered a federal undertaking, the project required compliance with regulations set forth in the NHPA. The United States Army Corps of Engineers (USACE) served as the lead federal agency for this project. Due to the land status, no archaeological permits were required for this project; however, all members of the survey crew met the SOI’s Standards and Guidelines for Archaeology and Historic Preservation. No cultural resources were observed or identified within the defined project area other than the now decommissioned Atlas D missile structures which ASM was specifically instructed not to record as part of this project. ASM completed literature searches, historic context development, performed a field survey and prepared a technical report.

Creech Air Force Base Land Acquisition Construction Project Archaeological Monitoring, Clark County, NV CM ASM contracted with the Westmark Group to provide archaeological monitoring services for planned land acquisition and structural demolition at Creech Air Force Base (CAFB) in compliance with the NHPA. Coordinating with the Nellis Air Force Base archaeologist, ASM prepared an unanticipated discovery plan to be used throughout the course of monitoring. The plan outlined the course of action to be taken in the event of an unanticipated discovery to ensure minimal interruptions to construction activity. Throughout the course of demolition activity ASM was on-site observing all ground disturbing activity to ensure that no cultural resources were inadvertently disturbed. Daily monitoring records were completed including photographic documentation of construction activities. An end of monitoring report was then prepared summarizing the methods and results of the archaeological monitoring.
