Uppbyggnad och metod för användande
av CCL
Transportstyrelsen skickade ut CCL i Word-format till alla
operatörer i OPS info 2013/06.
Dessa ska användas för övergång från AOC enligt EU-OPS
till AOC enligt förordning (EU) 965/2012.
CCL är baserade på förordning (EU) 965/2012 och
tillhörande bilagor. I CCL finns även hänvisningar till EASA
AMC och GM.
CCL består av fyra delar, ORO, CAT, SPA och en del som
är specifik för Management System (baserad på EASA
AMC/GM till ORO.GEN.200).
Till varje paragraf i CCL finns ett markerat område (tabell
med en rad) som ska användas av de som ansöker för
första gången.

Under vissa paragrafer finns ett gult område. Det gula området
(tabell med en rad) markerar att det finns en skillnad (”GAP”)
mellan EU-OPS och förordning (EU) 965/2012 och/eller EASA
AMC/GM.
Operatörer som redan har ett AOC baserat på EU-OPS ska
fylla i de gulmarkerade områdena i CCL för att visa hur ett
GAP mellan EU-OPS och förordning (EU) 965/2012 – EASA
AMC/GM är omhändertaget i operatörens handbokssystem.
OBS! När det gäller CCL ORO Management System
ska alla markerade områden fyllas i (endast vita fält).
Notera att ett område i CCL även kan vara gulmarkerat med
anledning av AMC/GM!

Baserat på en analys av EASA:s X-ref. lista version 02 kan
konstateras att ca 37% av samtliga paragrafer i ORO, CAT
och SPA med tillhörande AMC/GM innehåller någon form
av GAP.
En operatör måste göra en egen analys om en specifik
regel och gap är tillämpligt!!

(a) The Agency shall develop acceptable means of
compliance (AMC) that may be used to establish
compliance with Regulation (EC) No 216/2008 and its
Implementing Rules. When the AMC are complied
with, the related requirements of the Implementing
Rules are met.

8. Specifications for Recent Experience and Currency
8.1 Recent Experience – Compliance with EU-OPS 1.970 or
JAR-FCL 1.026 as appropriate is required for recent experience.
Take-offs and landings performed on any ATR 42/72 variant are
valid for all variants.
8.2 ATR-600 Currency – Flight crews operating the ATR-600
together with any other variant should perform at least one sector
(as PF or PNF) in an ATR-600 and one sector in any other
variant(s), within the previous 90 days.

ORO.FC.145 Provision of training cont.
(d) The FSTD shall replicate the aircraft used by the operator,
as far as practicable. Differences between the FSTD and the
aircraft shall be described and addressed through a briefing or
training, as appropriate.
(e) The operator shall establish a system to adequately
monitor changes to the FSTD and to ensure that those
changes do not affect the adequacy of the training
programmes.

6. CONCLUSIONS...
6.2 For training/checking purposes:
•When transferring from the Embraer 170/175, to the Embraer 190/195
Level 3 Differences for training/checking is required in order to achieve
compliance with JAR-OPS 1.1010 for the elements identified as such in
the ADTs.
•When transferring from the Embraer 190/195, to the Embraer 170/175,
Level 1 Differences for training is required, in order to achieve
compliance with JAROPS 1.1010 for the elements identified as such,
from the use of the ADTs. Level 1 Differences training can adequately be
addressed through self-instruction, and is likely to be achieved at the
operator level.
